RESOLVED, the Town Board authorize Kelsi Ebert and Kaitlyn Kahabka, students at Hilbert
College, to do Internship in the Police Department, starting in January, 2017, at no cost to the
Town.

On a motion of Councilman Best, seconded by Supervisor Walters, the following resolution was

WHEREAS, Erdman Anthony was previously retained by the Town of Hamburg to provide
design services associated with the Town’s railroad quiet zone project at the CSX and Norfolk
Southern railroad crossings along Lakeview Road, Pleasant Avenue, and Bayview Road; and
WHEREAS, the Town desires professional engineering services for the construction phase of
the project, for which a proposal was requested and received from Erdman Anthony. This
proposal has been reviewed by the Town Engineer and determined to be reasonable and
acceptable for the services to be provided, and
THEREFORE BE IT RESOLVED, that the current contract with Erdman Anthony is amended
to include construction services for a lump sum fee of $19,120, and that the Supervisor is
authorized to sign their November 9, 2016 proposal letter/agreement in this regard. Funding for
these services is to be from the Federal Highway Funding that the Town has received for this
project (PIN 5761.01).

BE IT RESOLVED that the Town Board of the Town of Hamburg adopt the special
assessments indicated on the attached “Letter of Authorization” as part of the 2017 Town of
Hamburg Budget.
BE IT FURTHER RESOLVED, that this resolution amends resolution #13 of the Town Board
meeting of 11/07/2016.

WHEREAS, on February 8, 2016 the Hamburg Town Board authorized the Department of
Community Development to advertise “Request for Proposals” for Website
Creation/Maintenance services, and
WHEREAS, over the past eight months the Department of Community Development completed
research into government websites, their providers and the options available to them so as to
ensure that all needed information for the subsequent Request For Proposals would be inclusive,
and
WHEREAS, the Department of Community Development also requested assistance from the
towns Information Technology Department and Computer Committee to ensure all relevant
issues were explored, and
WHEREAS, On October 31, 2016 the Department of Community Development released its
Request For Proposals for “Information Technology Professional Services” for the creation of a
new website for its department that would enhance the user experience with better customer
service, simplified content management, online application intake and payment services, GIS
mapping information and many other topics, and
WHEREAS, the Request for Proposals were opened on November 16, 2016 at noon and were
subsequently reviewed by the Departments of Community Development and Information
Technology.
NOW THEREFORE BE IT RESOLVED that the Hamburg Town Board authorize the
Department of Community Development to accept the proposal of and enter into a contract with
“CivicPlus” to provide specialized governmental website services. A four year contract shall
begin on December 1, 2016 and will go through December 31, 2020 and will include a free
website re-design in contract year four. Funding in the amount not to exceed of $38,500 is
available in CD 8686.350, the Program Income Account, the LISC grant account and A-
1690.423.
BE IT FURTHER RESOLVED that an option for the town to update its website with
CivicPlus can be initiated within the four year contract period at a reduced cost.

RESOLVED, that the Town Board approve the appointment of Dawn Aydelotte to the full time
position of Assessment Clerk (probationary), effective January 2, 2017. Ms. Aydelotte has met
the Civil Service requirements for this position and is currently on the Civil Service list, Exam
#63-184. Salary is $19.49 per hour, funds available in A1355.100.

Reports from Town Board Members and Department Heads
Councilman Best reports that he took part in the Hamburg Holiday Parade, along with the Town
Clerk and the Town Attorney. It was a lot of fun for all. The Town’s Rejuvenation Committee
will be sponsoring the Christmas at the Cabin on December 3rd
from 1:00 pm to 4:00 pm at the
Taylor Road Cabin. Santa will be there and they will have refreshments, crafts and live reindeer.
Councilman Quinn – no report
Supervisor Walters reports that the Annual Polar Plunge will be held on Saturday Dec. 3rd
at
Woodlawn Beach at 2:00 pm. Secondly the annual Holiday Open House for the Hamburg
Historical Society is on Sunday Dec. 4th
from 12:00 pm to 4:00 pm. At 1:00 pm there will be a
guest speaker, Denise Reichert, who will be performing as Amelia Earhart as part of the women
of History Series.
Catherine A. Rybczynski, Town Clerk, reports that Wednesday, Nov 30th
is the last day to collect
school taxes. After that the tax roll will be turned over to the County and payments can be made
to the County through the month of December. If the payment is not made the School amounts
will roll into the Town and County Bill in January.
Christopher Hull, Director of Community Development, thanks the Town Board for approving
the website. A lot of work went into that and hopefully by March or April they will have an
online application intake and also the loan portfolio will be online. This will provide easier
payments for their clients.
Michael Quinn, Engineering Consultant, thanks the Town Board for approving the contract with
Erdman Anthony for the construction phase for the Quiet Zones. All the paperwork is in with
CSX and they received an email from NYSDOT and the letting is scheduled for January. They
have to go off the NYSDEC letting schedule because they control the money.
Marty Denecke reports that the Hamburg Youth Bureau is involved in the WNY Holiday
Partnership Toy Drive for families in need. They are one of 23 agencies that participate and their
responsibilities are Hamburg and smaller surrounding communities. They get toys from the
central warehouse and a number of groups are helping as well. There are bins in Town Hall and
other recreational facilities. If anyone knows of someone in need who would like to get some
toys they can sign up at the Senior Center. For further information call the Youth Bureau.
Business from the Floor
John McKendry comments that the pipeline he mentioned at the last meeting is going to increase
the crude oil that is being transported through here. The Town will have a problem if that
pipeline goes in. He will keep them informed.
