VICE ADMIRAL JERRY 0. TUTTLE, USN (RET.) President, ManTech Systems Engineering Corporation

Senior Vice President, ManTech International Corporation

Admiral Tuttle joined ManTech International Corporation's executive management team October 18, 1996, as Senior Vice President of ManTech International Corporation and President of ManTech's largest subsidiary, ManTech Systems Engineering Corporation. He is responsible for strategic planning at the international level and total operating responsibility at the subsidiary level of this 3, 700 person management and technology firm.

Previously, Admiral Tuttle was with Oracle Government for 33 months, as Vice President, usiness Development and Chief Staff Officer. During this period, Oracle Government quadrupled

In size and in revenue.

Admiral Tuttle retired from the United States Navy, following a blissful 39 year career. From seaman recruit to Vice Admiral his career included assignments to numerous attack and fighter squadrons. He served as Aide and Flag Lieutenant to the Commander In Chief, U.S. Pacific Fleet. He commanded as attack squadron, an air wing, a replenishment ship, the aircraft carrier USS JOHN F. KENNEDY, and two Battle Groups/Forces. He served as Special Assistant to the Chief of Naval Operations and as Deputy Director for Intelligence, Defense Intelligence Agency. He flew over 220 combat missions over North Vietnam and has more than 1,025 carrier arrested landings. At the time of his retirement, he was Navy's "Grey Eagle" signifying the earliest designated Naval Aviator on active duty.

Admiral Tuttle i~ widely regarded as an Information technology strategist , having created Navy's C41 Joint Operations Tactical Systems (JOTS). in 1989, he became Director, Space and Electronic Warfare an assignment he held until retirement. During this tour he crafted Navy's C41 architecture, Copernicus, and Information Warfare architecture, ~. Prior to that he was Director, Command, Control and Communications (C3) Systems, The Joint Staff. From 1985 to 1987, he was Deputy and Chief of Staff for the Commander in Chief, U.S. Atlantic Fleet, following a tour as Naval Inspector General. He is a member of the Defense Science Board.

His personal decorations include the Defense Distinguished Service Medal, Distinguished Service Medal (3); Defense Superior Service Medal; Legion of Merit (4); Distinguished Flying Cross (3); Meritorious Service Medal (2); Air Medal (23); Navy Commendation Medal (4); and numerous campaign awards. He received the 1978 Navy League's John Paul Jones Award for inspirational leadership, the 1983 Association of Old Crow's Award for his contributions to electronic warfare, and the 1984. Annual Tailhook Award for his contributions to Naval Aviation. He was 1989's AFCEAN of the Year for his contributions to the Armed Forces Communications and Electronics Association, and received the 1991 American Institute of Aeronautics and Astronautics (AIAA) Command, Control, Communications and Intelligence Award for his contribution to the overall effectiveness to the C31 Systems. He received the AFCEA 1992 Jon L. Boyes award for major contributions to that organization. He was chosen as one of Federal Computer Week's "1991 " and "1992 Federal 100" for his impact on government computer systems.

He received the Washington Space Business Roundtable 1993 Excellence In Government Award. He was inducted into the Government Computer News Information Resource Management Hall of Fame in 1993 and received the 1994 American Astronautical Society Military Astronauts Award. In

'195, he was awarded the French "Commander de l'Order National du Marita" medal by the 1esldent of the Republic of France for his efforts in promoting greater Interoperability between the

U.S. and French Navies.

Admiral Tuttle received a Communications Engineering Degree from the Naval Postgraduate School in 1963 having attended the undergraduate and postgraduate schools simultaneously. He graduated with honors from the Naval War College, concurrently receiving a master's degree in International Relations from George Washington University in 1969. He has authored myriad articles and speeches.

REAR ADMIRAL ROBERT C. CHAPLIN Superintendent

Naval Postgraduate School

Rear Admiral Robert C. Chaplin was born in Fort Knox, Kentucky and graduated from Fort Knox High School. He attended the United States Naval Academy where he received his commission and Bachelor of Science degree upon graduation in 1970.

dmiral Chaplin was designated a naval aviator in January 1972 and reported to NAS dermuda. In October 1975, he reported to Helicopter Anti-Submarine Squadron Light (HSL} Thirty-two and served on various detachments and as Officer in Charge aboard USS RICHARD L PAGE (FFG-5}.

In January 1979, Admiral Chaplin reported to Naval Postgraduate School, Monterey, California and earned a Master of Science degree in Computer Systems Management. He later reported to HSL-36 in Mayport, Florida and served on various detachments as Officer in Charge. In August 1982, he reported to Commander Seabased Anti-Submarine Warfare Wing Atlantic as the Flag Secretary.

In June 1984, Admiral Chaplin assumed duties as Executive Officer for HSL-42, the first East Coast LAMPS MK Ill Squadron. He took command of the squadron in March 1986. Following this tour, he reported to USS IWO JIMA (LPH 2) as Operations Officer. In September 1988 he served as Commanding Officer for HSL-41, the SH-60 Fleet Replacement Squadron in San Diego, California. After this tour, Admiral Chaplin reported to the Pentagon in Washington, DC. where he worked for the Assistant Chief of Naval Operations Air Warfare as the Special Assistant for the Flying Hour Program.

Rear Admiral Chaplin assumed command of USS INCHON (LPH 12) in September 1991. In June 1993, he assumed command of USS WASP (LHD 1} while the ship was deployed to the Persian Gulf. He participated in Operations RESTORE and CONTINUE HOPE off the coast of Somalia and Operations SUPPORT and UPHOLD DEMOCRACY off the coast of Haiti. After this tour, he was appointed Director, Plans and Policy, U.S. Transportation Command, Scott Air Force Base, Illinois. In July 1996, Rear Admiral Chaplin was promoted to Flag Rank and in November reported as Commander, Amphibious Force, U.S. SEVENTH FLEET. In March 1998 Admiral Chaplin received his second star and became the Superintendent of the Naval Postgraduate School.

Rear Admiral Chaplin's personal awards includes the Defense Superior Service Medal, Legion of Merit (with two Gold Star), the Meritorious Service Medal (with three Gold Stars), Navy Commendation Medal, and various campaign and unit awards.

who reside in Kentucky.

DR. RICHARD S. ELSTER Provost

Naval Postgraduate School

Richard Elster was born on 3 December 1939. He attended the University of Minnesota in Minneapolis where he received the degrees of Bachelor of Arts, Master of Arts, and Doctor of Philosophy in Industrial Organizational Psychology.

n January of 1969, he joined the faculty of the Naval Postgraduate School. His teaching focused on DoD manpower, personnel and training policies. From 1 July 1975 to 1 July 1978, he was on leave from the Naval Postgraduate School. During that period, he worked in the Office of the Assistant Secretary of Defense (Manpower and Reserve Affairs), and as Senior Scientific Advisor to the Deputy Chief of Naval Operations (Manpower)/Chief of Naval Personnel, Admiral James D. Watkins.

On 1 October 1979, he was promoted to professor in the Department of Administrative Sciences at the Naval Postgraduate School. In July of 1983, he became Chairman of the Department of Administrative Sciences.

During the period of 1984-1988, he served as Deputy Assistant Secretary of the Navy for Manpower. Additionally, he was Acting Assistant Secretary of the Navy (Manpower & Reserve Affairs) during the period 7 April - 28 June 1988.

In 1989, he filled the Chief of Naval Operation's manpower chair at the Naval Postgraduate School. During January-September 1990, he was Deputy Assistant Secretary of Defense for Resource Management and Support. He was named Dean of Instruction at the Naval Postgraduate School in September 1990 where he served in this role until June 1995. On July 1, 1995 he was named Provost/Academic Dean of the Naval Postgraduate School.

The cap and gown and colorful 'flood so prominent in commencement ceremonies resemble, to some extent, articles of dress worn by church and university dignitaries in the Middle Ages. The cap and gown indicate that the wearer is a member of a university or college. The hood shows the degree the wearer holds.

The gown for the bachelor's degree has pointed sleeves and is designed to be worn open or closed. The doctor's gown has bell-shaped sleeves and may be worn open or closed. Down the front, the doctor's gown has a facing of velvet and three bars of the same material on each sleeve. THE NAVAL POSTGRADUATE SCHOOL

The Naval Postgraduate School opened in Annapolis in 1909 and transferred to the Monterey Peninsula in 1952. Since its beginning, the School has conferred over 22,000 degrees. The typical student is an unrestricted line U.S. Naval Officer who has completed an operational tour. Students are engaged in intensive studies leading to a

master's degree in one of 46 different curricula split between 10 academic department~

and 4 academic groups. Each curriculum is tailored to provide the academic

requirements for an accredited advanced degree and meet the additional educational skill requirements necessary for subsequent assignments. Officers are obliged to remain in service for about four years after they complete their schooling.

Students arrive every quarter, with the heaviest influx entering in January and July. Of the approximately 1300 students now enrolled, about 75 percent are in the United States Navy and Marine Corps, 15 percent are from other United States services, and the remaining 1 O percent are from allied countries.

Many of the 350 professors at the School are internationally recognized in their respective fields. In order to keep abreast in their areas of expertise, faculty members conduct research beneficial to many governmental agencies. Over 27 million dollars of research is conducted or administered annually at the School.

Guests are invited to tour the school grounds and to visit historic Herman Hall.
