*The following is the timeline for the approval of the two-year term for Mayor:

1. At the February 20, 1947 meeting of the Bylaws Committee, a bylaw proposing a series of Edmonton City Charter amendments was approved and forwarded to council. These amendments included provisions for day light savings time, limits on the number of taxi cab licenses and the 2-year term for mayor. In the bylaw, the approval of the 2-year term for mayor was to be put to the voters in the form of a plebiscite.

2. On February 25, 1947, these amendments were approved by City Council

3. On March 31, 1947, the Act to amend the Acts constituting the Edmonton Charter was proclaimed by Alberta Legislature. Section 1 of this act amends the Charter to allow for 2-year terms for mayor and section 1(4) states: "This section shall not come into force and effect unless the question, 'Are you in favour of a two-year term for Mayor?' is submitted by way of plebiscite to the electors of the City at the general municipal election to be held in the year 1947 and is approved by a majority of the electors voting on such questions" In other words, as soon as the question was approved by voters, it automatically came into force. (A copy of this section is included in Chapter 20 - Miscellaneous Newspaper Clips)

4. The actual approval of the various plebiscite questions listed above was done on September 22, 1947. At this meeting, council passed a motion making the hours of voting 8:30 a.m. to 7:30 p.m., passed a motion dealing with statutory advertising, passed a motion regarding the 2-year term for mayor question and passed a motion to approve “where-to-vote” cards to be sent out to voters.

5. The public voted on the question and approved the 2-year term.

It was approved with 61% of the votes being in favour. The ward system will go into effect in the 1971 election. The authority to elected alderman by wards was given by the Provincial Government when they passed and proclaimed the Municipal Elections Act on May 2, 1968. The 1981 Plebiscite

In the autumn of 1980, the Save City Hall Committee presented a petition to the City Clerk, Cal McGonigle requesting that City Hall be designated as a municipal historic building to be preserved and used by the city (Bylaw 6403). After checking the petition, the City Clerk ruled that it was INVALID because it lacked the required number of signatures. In January of 1981, the Court of Queens’s Bench overruled McGonigle’s decision and ruled that the petition was valid. Mr. McGonigle then appealed this decision because he believed that the original judgement “… creates ambiguity about the authority of all city clerks in Alberta in respect to legislation governing petitions.” The appeal was NOT at the request of City Council and funds to cover this appeal were denied by City Council. The issue revolved around the fundamental issue of what constitutes an “acceptable” signature in a plebiscite petition. Interestingly, this would lead to changes to section 126 of the MGA regarding petitions. Amendments proclaimed on June 2, 1981 in the Municipal Government Amendment Act added the 60-day time limit on submitting a petition to repeal, amend or suspend an existing bylaw. It also raised the number of signatures needed up to 5% of the population (up from the previous 3%) for a municipality with a population of 1000 or more.

City Council gave first reading to the plebiscite on April 8, 1981. Originally the vote was to be held on May 10, 1981 but was delayed until June 17, 1981 after administration discovered that information on the design of the new City Hall wasn’t going to be available by May 10, 1981. Two additional questions were added to the ballot by City Council. The three questions were:

• Question #1: Are you in favor of Bylaw 6403, a bylaw to designate a building in the City

of Edmonton and known as the City Hall, a municipal historic building to be preserved and used by the city?

• Question #2: Asked voters 3 options on the city hall and city staff space. The options were: 1. Build a new city hall, 2. Retain the currect city hall and add an addition to it. 3. Keep current city and lease space for city employees.

• Question #3: Asks various questions about the ward system. 1. Are you in favor of keeping the ward system. 1a. Voters have an option of chosing 3 options, larger wards, smaller wards, and same sized wards.

Provincial Regulations approved in April of 2001, 2/3rds of the board of each Regional Health Authority were elected in 2001. In the CHA region, 10 members were elected and 7 of these 10 members were elected from within the boundaries of the City of Edmonton. At the direction of the Minister of Health and the Provincial Government, 7 electoral districts were designed by Office of the City Clerk staff so that one board member was elected from each electoral district.
