Mahendra SinghWhile taking rounds in the engine room,we should not simply pass by themachines but stay there for some time. Attimes, we may find an area oily say, thegenerator. I wipe it and in the next round ifI see a black line emerging, then it indi-cates a leakage and we must rectify itnow, else it may become unmanageable.We should monitor the performance of amachine or a system and find out anyflaws in it. For instance, if the feed pumpruns and shuts in 20 minutes normally buttoday it is running for a long time it indi-cates that either the pump is running dry.Either it has been vapour locked or someleak might have developed somewhere.To judge the normal behaviour, I need tostay near the machine for a long period oftime. A pump has been running smoothlybut it has been making noise as there isdefinitely something wrong. I put my handon the electric motor but if it allows me todo that, it is okay but if I need to pull backmy hand immediately, it is indicating thatsomething is wrong, it is overheated andI must take corrective action. On one

occasion, the watchman called me andsaid that some noise is coming from aparticular cylinder head of the mainengine. When I inserted my hand I had towithdraw it as I could hear the noise per-taining to steam formation inside. This unit was overhauled in the port fromwhich we were departing and the coolingwater inlet valve wheel moved but valvedid not open. So, when you touch themachine you realize about its faults.Machines also have culinary prefer-ences. The incinerator does not wantsimply the sludge. We also don’t wantcurd, we want “ lassi” ( churned, sugarand essence added) , in the similar man-ner the incinerator also likes “ lassi” andthat is why we have a churner fitted on (homogenizer) and the sludge thus treat-ed is liked by it. Many times, I explain tomy students the reason behind the instal-lation of Zinc anodes. They get veryamused by this and the sleepy ones getup. To some others, I quip don’t you allfancy white girls? Training must be imparted to electri-cal technologists, machinists, specialized welders, spe-cialist machine operators etc; by seeking the assistanceof expert technicians from overseas.

Govt. cuts funds for higher education, IITs worst hit

The government has reduced funds for higher educationto the tune of Rs. 3,900 crore in its revised budget esti-mates for the financial year 2014-15. The governmenthas revised the figure to Rs. 13,000 crore, as against Rs.16,900 crore for the plan allocation. The revision, sayofficials, will hit the eight new IITs that were scheduled tomove to their permanent campuses this academic year.The government has reduced the Rs. 2,500 crore origi-nally allocated to the 16 IITs for the year 2014-15, to Rs.2,337 crore, initiating a cut of Rs. 163 crore. “The reduc-tion of 163 crore will affect the new IITs as the HRD min-istry will not be able to disburse the funds for the finalphase of construction of their new campuses,” an officialsaid. The eight IITs announced by the UPA governmentduring 2008-12 were operating out of temporary cam-puses and six of these (except IIT Ropar and Jodhpur)were to move to their permanent campuses by July2014. Additionally, the IITs will have to bear the burden ofRs. 150 crore due to the recent hike in junior and seniorresearch fellowships which have been increased fromRs. 16,000 to Rs. 25,000 (JRF) and Rs. 18,000 to Rs.28,000 respectively. The government has also initiatedbudget cuts for the five IITs and five IIMs announced inlast budget session of the Parliament. Out of Rs. 500crore allocated for these, the government will now dis-burse only Rs. 65 crore.Funds for new initiatives havealso been cut.

Trojan Horse internal review farcicalA review of the Education Department's handling of con-cerns about extremism in schools is "farcical", aBirmingham head teacher has told.The review said therewere "no instances... where specific 'warnings' wereignored" or where officials or ministers acted "inappropri-ately".But Queensbridge School head Tim Boyes saidthe department "did absolutely nothing because it's athorny policy".Mr Boyes met a minister twice in 2010 todiscuss his concerns. He said the second meetingincluded a presentation to the minister, Lord Hill, aboutconcerns that Muslim hardliners were trying to take con-trol of Birmingham schools. The meeting was held threeyears before a letter - now widely assumed to be a for-gery - alleging a "Trojan Horse" plot was sent toBirmingham council.The review, written by the DfE's topcivil servant, Chris Wormald, said the department wascontacted six times about matters relating to potentialextremist infiltration in Birmingham schools between1994 and 2013. It acknowledged the meetings betweenLord Hill and Mr Boyes took place but denied any actionwas expected in response. "None of the attendees at themeeting expected there to be follow up on Birmingham-specific issues", it said. "A suggestion was made at theend of the second meeting for a further discussion with awider group of headteachers. This suggestion is refer-enced in the note of the meeting, but not as a specificaction with a named individual charged with taking it for-ward. The further meeting did not take place." Mr Boyessaid the suggestion that no action was expected to hap-pen was "unreasonable".
