    When members of the local chapter of the National Associationof Spcial Workers learned that their colleague, Gladys Pittenger, had beenselected by the Zonta Club for its coveted award this year, they were exult-ingly glad. No other choice could have meant so much to the Longhorn Chaptermembers because no one else in the social work field in Fort Worth has contributed so much, so consistently, toward carrying out the purposes and goalsfor which our organization stands.

    Miss Pittenger is a charter member of this organization. WhenFort Worth and Dallas developed a combined membership chapter, Miss Pittengerwas among the first presidents. Through the years which have followed shehas contributed leadership in establishing our own chapter and has served thechapter in every official capacity. She has chaired and served on innumerablecommittees. No assignment has been too large or too small for Kiss Pittengerto carry out with alacrity and dispatch.

    Now all of these provable facts are impressive and importantbut they are not the attributes which endear Gladys Pittenger to all who areassociated with her in organizational and personal relationships. There issomething about her which picks one up when he feels let down, which encouragesone when he is discouraged, and which rejoices with one when he feels gladdened.These qualities, along with her inimitable sense of humor, always so properlytimed and appropriately manifested, bring out the best in us, so of course webelieve members of the Zonta Club have displayed erudite perception and discriminating consideration in selecting our beloved friend and colleague for thissignal award.These words of felicitation are not from me alone. The B&PW Club could do something like this forits worthy women, but they are in fact sincerely engaged tohelp get worthy civil rights for women, a slow process, especiallybecause of the women who have not woke up yet to their needs.Any way, I shall be seeing you April 1st, in theCrystal Ballroom, I think it was quite clever of them to make

I would like to spend the timeallotted telling you what I think and know about Gladys Pittenger,but so many testimonials have been received from people whoknow her equally well we must recognize as many as possible.We perhaps would not be gathered here tonight if in 1911 shehad been a "little older" for she would have turned out to bethe "States best stenographer." Let me read from the firstletter of recommendation Gladys ever received.

In fact, as I have frequently saidto you, for a girl of your age, I consider you far above theaverage stenographer, and if you continue to devote your timeand talents to the work I am sure you will make a great success.If you had been a little older in years I would have insistedon bringing you with me to Austin.

    We might add that Gladys sought security by buying a lifemembership at Brantley - Draughan Business College so at anytime she wishes she may further her stenographic ambitions.

    Gladys is a native Texan by virtue of her family migratingfrom Ohio several years before she made her appearance. As achild she was strong willed and a torn boy. Her favorite sportwas horseback riding and was finally able to prevail on herparents to buy her a white pony. This pony not only provided

    recreation, but provided the mode of transportation to school --the latter much to Gladys' disgust since she rebelled at goingto school. One day as she was preparing to go to school thepony dropped dead and Gladys was sure he died because heresented having to take her to school and promptly decidedshe too had enough education.

    It is interesting to note that in the beginning herparents fought to see she finished high school - then laterGladys fought for a higher education to the extent she oneday asked her father - "How much will my share of your estatebe? I need it now so I can go to college", and go to collegeshe did. When told by the School of Civics (later to be

    bined total of 132 years' service will retire Thursday.Heading the list is City Attorney Rhinehart Rouer, who joinedthe city lega l staff April 6, 1921,as special counsel in a utilityrate case. Three months later hebecame city attorney and has heldthe post ever since.Others who will be workingtheir last day Thursday are W. S.Mahlie, superintendent of waterand sewage treatment, who began his long career with themunicipal government the sameyear as Rouer; Miss M. GladysPittenger, supervisor of the welfare division of the health de

    partment, and her chief assistant,Mrs. Margaret Dorsey.Successor Named.

    Miss Pittenger has been withthe city 33 year s, Mrs. Dorsey26 years.Succeeding Miss Pittenger ashead of the welfare division willbe Mrs. Ruby Lee Piester, whois now regional child welfare supervisor for the State Departmentof Public Welfare. Successors forRouer, Mahlie and Mrs. Dorseyhave not been named.During his 38 years with thecity, Rouer established himself asone of the outstanding municipalattorneys in Texas and the nation. He won particular recognition for his handling of utilityrate cases. Only this summer heplayed a leading role in opposingLone Star Gas Company's application to the Texas Railroad Commission for a gate rate increase.

    Going to Court.And, on Wednesday, the daybefore he retires, the veterancity attorney will go into districtcourt in perhaps one of the mostimportant cases of his career. Itis the Convair tax case in whichthe city is seeking to prove thatmillions of dollars worth of property at the giant aircraft plantshould be placed on the city taxrolls.

    vate law practice after his retirement.Mahlie, a chemist, has wonwide recognition t h r o u g h th eyears for his methods of treatingand controlling the purity of FortWorth's water supply.Miss Pittenger, in addition toher city post, also served as supervisor for the Star-TelegramGoodfellow Fund and the Star-Telegram Milk and Ice Fund, andwas instrumental in organizingthe Travelers Aid Society and theRuth Lubin summer camp forneedy children. She was honoredearlier this year as the ZontaClub's Woman of the Year.

The city has paid to them, in aggregate, 132 years' salary. It has received,in return, service of such high order thatit can not be termed other than exceptional. The four employes, two of them antedating in service even the beginning of thecity manager form of government, havestuck with the city through thick and thin,bad times and less difficult timeseven

    through times when city pay checks wereworth considerably less than the figureprinted on them.But none of them has ever let the sizeof the pay check, or the uncertainty of itsworth, lessen attention or devotion to thejob. Each has continued, through sometimes trying and discouraging circumstances, to do the best job possible.It is common to disparage public servants as time servers and payroll leeches.But no one could say that of RhinehartRouer, city attorney since 1921; W. S.

    Mahlie, who has guarded the purity of FortWorth water for the same period; MissGladys Pittenger, city welfare supervisorfor 33 years, or Mrs. Margaret Dorsey,her chief assistant since 1936. Theclub cited her for, among otherservices, her supervision of allcase studies and recommendations for the Citizens' Flood Re-partment since 1936.Dr. W. V. Bradshaw, cityhealth director, said Miss Pittenger's successor would be Mrs.Ruby Lee Piester, now regionalchild welfare supervisor for theState Department of Public Welfare.A successor to Mrs. Dorsey hasnot been chosen.Miss Pittenger was supervisorof the Fort Worth Welfare Association when that agency wastaken in by the city in 1926.
