For the first time the common man could use a facility which included free delivery of letters from door to door - a privilege previously enjoyed only by Heads of States and State officials. From this day forth, the Post Office touched the life of every citizen. Even though the British established the Post office for imperial interests, it became, along with the Railways and the Electric Telegraph, one of the great engines of social development. The Post office is universally recognized as a facilitator of comunication. The postal runner defied all odds - natural calamities, wild beasts, geographical terrain and bandits - in the discharge of his duties, to earn a place in the folklore of every region. However, what is less recognized is its pioneering role in retailing a diverse range of services through its vast network. BILL COLLECTION

* The bill payment in Post Offices - near one’s office or home.

* The large network of Post Offices makes it convenient for anyorganisation to entrust the work of bill collection to Post Offices,as it is very convenient for customers.

BILL MAIL SERVICE* Bill Mail Service means the communication in the nature of a financial

statement, bill, monthly account bill or other such item of similar natureposted by a service provider to a customer at least once in 90 days butdoes not include a communication in the nature of letter mail or havingthe character of a personal communication or exclusively commercialpublicity Items.

* Bill Mail shall be received for posting at identified location(s) provided byIndia Post under Bill Mail Service.

* Bill Mail Service shall be delivered within a circumscribed area like onecity or one district.

* Posting of Bill Mail shall not be less than 5,000 pieces at a time.

* Bill Mail shall be received at the receiving office sorted pincode-wise andbundled delivery office-wise.

* “City” includes twin cities or urban agglomeration.

* Rates of postage shall be chargeable on Bill Mail Service as under.For a weight not exceeding 20 gms = Rs. 3.00For every 20 gms or a fraction thereof exceeding 20 gms = Rs. 1.60

In addition to Bill Mail Service features following are additional features of NationalBill Mail Service :* National Bill Service will accept bills/ Financial statements or other such items

of similar nature fulfilling the conditions for Bill Mail Service, fully prepaid withpostage as applicable for Bill Mail Service at identified post offices/ Businesspost Centres etc. for delivery within a circumscribed area like one city or onedistrict anywhere in the country. Bills can be received for delivery in multipledestinations.

* National Bill Mail articles will be received, pre-sorted PIN code wise and pre-bundled delivery post office wise in respect of each destination. Each articlewill be pre-paid and should contain the superscription “Bill Mail Service”.

* PIN code wise sorted and bundled Bill Mail Service articles, as above will bepackaged destination wise by the sender/mailer or by the Business Post Centre(in which case this will be done on a suitable extra charge). Each such packagewill contain only the Bill mail articles meant for delivery in one city or onedistrict. There can be more than one package for a destination.

* Each packet should not exceed the maximum weight limit prescribed. E.g. fordispatch as Speed Post/EPP, the maximum weight limit per packet is 35 kgs.

* The securely closed package (s) for delivery in another station will be dispatchedto the destination station as EPP/Speed Post /Registered Parcel etc. dependingupon the choice of the customer.

* This is a time bound premium service that offers pick up anddelivery of heavy consignment at low rates.

* To begin with, the service is available between Mumbai-Pune,Mumbai-Nasik and vice- versa. Services are to be launched alsofor other cities very shortly.

* Logistics post centres are located at Byculla & Pune and pickup centres are located at Byculla, Thane and Panvel. Thesecenters will be booking and delivering consignments.

* Logistics Post centres can be contacted for pick up at nominalcharge or the consignments may be brought to the center bycustomer directly.

WEIGHT

Minimum weight for tariff purpose will be 50 kgs. There is nomaximum weight limit.

BRIDGES THE DIGITAL DIVIDE

Whether you are in a metropolis or in a village, you can now sendand receive email messages through epost even without you or theaddressee having access to a computer or internet.

* Messages can be in any language, and can even be hand written.They can also contain picture or graphics. The epost Centresat designated Post Offices will scan and email the messages onthe internet. The destination epost Centres will print anddeliver the epost to the addressees through postmen.

* Besides the postal addresses in India, the epost messages canalso be sent to email ID(s) anywhere in the world. Booking canbe done from both a Post Office or from you computer athome or office.

* You can use epost for advertising your products to selectcustomers; or you can inform your friends and relatives abouta ceremony or meeting. Handover your message at a PostOffice or just access indiapost.nic.in from your home or officecomputer and the messages will be printed and delivered toPostal Addresses, anywhere in India.

BOOKING FROM A POST OFFICE

* Bring a hand written or printed message to any Post Office. Itdoes not matter in which language it is written.

* The message may be in text format, or may contain pictures or both.

* Any number of pages can be booked. However, no page shouldbe more than A4 in size (8.27” x 11.69”).

* The name and address with PIN code of the addressee(s) andsender should be clearly and legibly written on top of themessage. Messages can be sent to Postal addresses in India only.

* The message (only text for the time being) can also be handedover in a floppy, along with clearly written addresses and emailIDs, if any. Customer must ensure that the floppy is virus free.The size should be such as can be printed on a A4 size paper.

* The Post Office, if it is an epost Centre, would scan the messageand issue a receipt for the tariff.

* In case the Post Office is not an epost Centre, it would

l Retain the message and issue a receipt for tariff to the customer

l put the message in closed service envelope and send it todesignated ePost Centre for further transmission electronically.

* The tariff, at present, is Rs. 10 per A4 size page, per addressee.Payment can be made only in cash.

* Access the epost portal indiapost.nic.in and register as auser. Once registered, messages can be easily sent by followingthe online instructions.

* epost messages can be sent to any postal addresee(s) in Indiaor email ID(S) anywhere in the World, or both.

* Payment can be made online using the prepaid cash card only.

TRANSMISSION & DELIVERY

* The epost Centre would scanthe message and email itthrough the internet to thenearest epost Centre of the addressee.

* The destination epost Centre would print the message, put itin an envelope and would send it out for delivery through thepostmen. The prints would be in Black & White only.

* If the addressee is not within the delivery jurisdiction of the epostCenre, it would send the envelope to the Post Office in whosejurisdiction the addressee resides, for delivery to the addressee.

* Post Card

Post card is the cheapest mode of communication. It has freeair transmission. It costs Re. 0.50 per card. Post card of privatemanufacture is transmitted by Post as postcard provided thatthe postage is prepaid in full and that their dimensions are notgreater that 15 cm x 10.5 cm or less than 10 cm x 7 c.m

* Inland Letter Card

A letter card means a sheet paper of the kind ordinarily usedfor letter writing suitably folder and gummed. It has reasonableprice. No enclosures are allowed with it. It has wide publicityand free air transmission. It costs Rs. 2.50 per card. Privatelyprinted letter cards are permitted provided that the weight ofthe letter card should not exceed 3 gms., that it should bearoutside at the top left hand corner on the address side thewords “Inland Letter Card” and that the dimensions of theletter card should be within following limits.

Bookpost has reasonable price and wide availability. In case ofBookpost flap should be kept open. It costs Rs. 4/- upto 50gms.Invitation, wedding cards can be sent through book Post.

* Letter

Letters are having high confidentiality. Enclosures are allowedwith it. It has free air transmission and wide availability. Its priceis reasonable i.e., Rs. 5/- upto 20 gms.

* Registered Letter

Registered letter is addressee specific and widely available. Ithas free air transmission. enclosure are allowed with it. It hassecure handling and accountability also. Acknowledgement facilityis available if needed. Registered letters have legal status andRegistration fee Rs. 17/-

* Business Reply Services

A person who wishes to obtain a reply from his client withoutputting him to the expenditure of paying the postage chargesmay attach or enclose with his communication an addressedreply card / envelope. Such a card / envelope can be posted bythe client in the ordinary manner but without any stamp. Theusual postage charges will be collected from the addressee.The person desirous of availing this facility should take out apermit from the Head of the Division. applications alongwithcomplete printed proofs of card / envelope should be forwardedto Postmaster of the office to which the Business replycorrespondence is to be returned. The fee for the permit shallbe paid in advance at following rates.

Fees for permit for Business Reply Card / Envelope :If applied during. The license is valid till following 31st Marchfrom the date of issue.1st April to 30th June Rs. 200/-1st July to 30th September Rs. 150/-1st Oct to 31st December Rs. 100/-1st Jan t 31st Mar. * Value Payable Articles

The Value Payable System is designed to meet the requirementsof persons which wish to pay for articles sent to them at thetime of receipt of the articles or of the bills or railway receiptsrelating to them and also to meet the requirements of tradersand others who which to recover through the agency of postoffice the value of article supplied by them.

Registered Parcels / Letters may be transmitted by inland postas value payable postal articles, provided that the amount

specified for remittance to the sender in the case of any suchpostal article does not exceed Rs. 5000/- and provided thatsuch parcels / letters do not contain coupons, tickets, certificatesof introduction designed for the sale of goods.

Value Payable Postal articles can be posted at any post officethat is a money order office (with a few exceptions) fortransmission of any other post office that is a money orderoffice.

The sender has to give declaration that the article is sent inexecution of bonafide order received by him. He is required tofurther declare that the article is one the transmission of whichby post as a Value Payable Postal article is permitted.

* Direct Post would comprise of un-addressed mail articles like

letter, cards, brochures, questionnaires, pamphlets, samples,promotional items like CDs/floppies and cassette etc

* Articles posted as Direct Post will bear no address or name

on the communication. These will be accepted in bulk indesignated offices and will not be posted in a letter box.

* A minimum quantity of 1000 pieces would be accepted under

the Direct Post.

* Articles to be accepted would be such that they do not exceedthe length and width of an A3 size paper.

* Any person or organization could use the service.

* The senders of Direct Post will specify the numbers and areasin which the sender wishes Direct Post articles to be distributed.

* Direct Post articles would be accepted stamped/franked andbundles pin-code wise.

* In case the sender desires the articles to be printed or requires

any other pre-mailing activity under the business post, this couldalso be provided by us.
