Abstract  Created in Vienna in 1978 by cutting up existing Asterix comic books, rearranging selected panels and adding a new narrative into the speech bubbles. The story of the successful resistance of the Gaulish village that was declared a site for a nuclear power plant resonated with the anti-nuclear movement. Pirated copies were circulation in various German towns even before the first German edition was stopped through legal action by the copyright owners of the Asterix brand. Well over 20 German-language print versions have been identified. The volume was translated and adapted to Dutch, French and various dialects Spanish, incl. Basque.

Asterix und das Atomkraftwerk is an attempt at a fictional narrative that expresses the concerns of the movement and that also, in its fictional successful ending, signals its hopes. The rapid dissemination of the title in its various forms is a testament to how much the treatment of the topic and sentiments expressed therein resonated in the alternative scene. It also effectively highlights the need among the movement for some comic relief in an otherwise highly intense and serious debate.

This study describes the print variants in the various languages and provides a chronology of their publication.

Introduction

The late 1960s to early 1980s were a period of fundamental change in German politics. New social movements and political consciousness developed outside the established parliamentary system. At the same time, environmental awareness in Germany grew across the board. Where political will existed, this manifested itself in legislation such as in the Abfallbeseitigungsgesetz (Waste Disposal Act) of 1972 (Bundestag, 1972) and the Bundesimmissionsschutzgesetz (Federal Control of Pollution Act) of 1974 (Bundestag, 1974). The 1970s were also a period of growing skepticism in relation to nuclear power generation, when the euphoria of the post-World War II years, when nuclear energy had been portrayed as a futuristic panacea meeting all energy needs (Aladjew, 1956; Westphal, 1948), gave way to concerns about personal and public health, environmental sustainability and even economic viability (Gerstein, 1984; Ökologiegruppe Freiburg, 1977; Sternstein, 1978). At the same time, the anti-Vietnam demonstrations, as well as the student revolt of the late 1960s saw an increasingly politicised youth. In the early days, opposition against proposed nuclear power plants was localized but broad-based, cutting across the political spectrum encompassing affected residents and primary producers, concerned academics and their students, as well as environmentally aware members of the broader public. Modes of opposition included letter campaigns, pursuance of legal avenues, protest marches, and the occasional occupation of construction sites.

The German anti-nuclear movement of the 1970s and early 1980s produced a plethora of issue-based textual materials. A large number of books were written at the time, discussing the issues at hand. While receiving a wide audience, they were more representative of the mainstream criticism. The primary sources of the truly grassroots and alternative scene, however, were mainly in the form of flyers, pamphlets and newsletters which often had limited spatial reach. The documentation and collection of such material is patchy and overwhelmingly held by independent foundations and in private hand. The outstanding and truly international publication of “the scene” was the underground comic Asterix und das Atomkraftwerk.

The Underground Comic

Asterix und das Atomkraftwerk first appeared as an underground publication in 1978 in Austria to campaign against the proposed nuclear power plant Zwentendorf. The comic was created by cutting up existing, printed Asterix volumes, re-arranging parts of these into a new narrative, and then substituting the content of most of the speech bubbles with topical text. Even though frequently characterised as a plagiarisation, Asterix und das Atomkraftwerk plagiarises the characters and the constituent elements of the comic strips, but due to rearrangement of the text into an entirely new narrative, the work as a whole has to be regarded as a persiflage.

The  Narrative  The story opens when Julius Caesar decides to develop a nuclear power station in the village of the Gauls, essentially setting profit before safety. The village, which operates as a collective, is declared a construction site which causes the inhabitants to plan resistance. Initial calls for physical responses ‘Wo Unrecht zu Recht wird, wird Widerstand zur Pflicht’ (where injustice becomes expressed as law, resistance becomes mandatory) are rejected as premature, but eventually became a necessity in the face of an attempt by Roman troops to clear the site. An attempt to settle the matter in a session of an administrative court deciding on the construction permit, rather than to resort to radical actions as advocated by some, fails due to biased judges—despite a passionate plea by the protagonist. Subsequent acts of civil defiance, such as disrupting the surveying of the site, were interpreted by the authorities as acts of terrorism, leading to an escalation. When the Gaul community induces the workers at the construction site to strike, the authorities move to clear the village by force. The first attempt fails, leading to nationwide declarations of solidarity. The narrative adds in a sequence, pillorying the lack of meaningful roles for the women in the Asterix volumes: the women of the village assert their position in what is a partially chauvinistic community. Following a mixed-gender final battle, defeating the powers of the state, Caesar is forced to abandon his plans. The narrative ends on the note that while the nuclear power plant could be prevented, Caesar and his cronies would keep developing new plans, and the fight would continue.

Technical  Aspects  The 44–page book is assembled from comic panels that have been cut from published Asterix volumes. The original master copy, therefore, was in colour (see examples in Palandt & Förster, 2013), even though all reproduction during the 1980s was carried out in black and white, as full colour was far too expensive at the time. For the most part, the original text of the speech bubbles was substituted with a new text to fit the new narrative. As the volumes predate modern desktop publishing (the first personal

laser writer, the Hewlett-Packard LaserJet, did not debut until 1984), the lettering was carried out with a technical ink pen using an illustrator’s stencil with the widely available type font DIN 1451 (Deutsches Institut für Normung, 1931).

The source imagery of the German production was drawn from 16 of the 23 Asterix volumes published by 1978 (for a detailed break-down see Table 5). The majority of panels has been taken from ‘The Mansions of the Gods’ (German: ‘Die Trabantenstadt’ (Goscinny & Uderzo, 1975) (Table 1). This is not surprising as the narrative of the original Asterix volume deals with the establishment of a city in the vicinity of the village of the Gauls, thus providing ample material on construction scenes. Asterix and the Roman Agent (German: Streit um Asterix Goscinny & Uderzo, 1973) was widely used for battle scenes and scenes of debate in the village.

Like the official Asterix volumes, Asterix und das Atomkraftwerk has a frontispiece map that shows Gaul and the location of the village of the Gauls. Not surprisingly, the names of the fictitious towns include allusions to nuclear power, such as ‘Epizentrum’ (Figure 2).
