TheoperationalguidelinesaddresslegalandpracticalissuesofSWAToperations,personnelselection,fitnessrecommendations,planning,tacticalissues,safety,after-actionevaluationofoperations,logisticalandresourceneeds,uniformandfirearmsrecommendations,riskassessment,policyconsiderations,andmulti-jurisdictionalSWAToperations.

POSTassembledover130lawenforcementpractitioners,managers,andexecutivestodeveloptheseguidelines.SWATsubjectmatterexpertsmetthroughout2004toprovideinputregardingthehighlyspecializedcomponentsofSWAToperationsandtraining.TheSWATExecutiveCommittee,comprisedoflawenforcementchiefexecutives,administrators,andSWATpractitioners,mettoreviewrecommendationsofsubcommittees.TheCaliforniaAttorneyGeneral’sBlueRibbonSWATReport2002hasbeenconsideredateachstepintheprocessandusedasaguidingdocumentindevelopingtheseoperationalguidelinesandstandardizedtrainingrecommendations.TheCommissionappreciatestheeffortsofthePOSTSpecialWeaponsandTacticscommitteememberswhodevelopedandreviewedtheguidelines.

n Thefollowingareguidelinesandstandardizedtrainingrecommendationsformanaging,operating,andtraininglawenforcementSWATteamsintheStateofCaliforniainaccordancewithPenalCodeSection13514.1.Theintentoftheseguidelinesistoprovidehelpfulguidancetolawenforcementagenciesintheformation,oversight,operation,andtrainingofeffectiveSWATteams.Totheextentpossible,“bestpractices”havebeenidentifiedandincorporatedintotheseguidelines.WhiletheseguidelinesencouragesomedegreeofstandardizationofSWAT,itisrecognizedthatlocalconditionsandneedsvaryconsiderablyandthereforeflexibilityisaffordedagencies.TheseguidelinespayparticularattentiontotheSWATaspectsthatfocusoneffectiveness,safetyandpreventionofproblematiccriticalincidents.

1.0 deFinitiOn OF swat1.1 ASpecialWeaponsandTactics(SWAT)teamisanydesignatedgroupof

lawenforcementofficerswhoareselected,trained,andequippedtoworkasacoordinatedteamtoresolvecriticalincidentsthataresohazardous,complex,orunusualthattheymayexceedthecapabilitiesoffirstrespondersorinvestigativeunits.

u TheprimarycharacteristicofSWATthatdistinguishesitfromtheotherunitsisthefocusofeffort.SWATteamsarefocusedontacticalsolutions,asopposedtootherfunctions,suchasinvestigation.ThepurposeofSWATistoincreasethelikelihoodofsafelyresolvingcriticalincidents.Nothingintheseguidelinesisintendedtoprecludeagenciesfromutilizingspeciallytrainedunitsinareassuchasnarcoticsinvestigations,felonyapprehension,andothertasks.
