I understand an application was made within the provisions of the Gene Technology Act10

2000by PaxVax Australia Pty Ltd (PaxVax) for a License Application DIR 126 Limited andcontrolled release of a genetically modified live bacterial vaccine against Cholera With

clinical sites in Queensland, South Australia, Victoria and Western Australia

As a CONSTITUTIONALISTit appears to me that the purpose of the application falls outside15

the constitutional legislative powers of the Commonwealth of Australia. This application is

proposing an experiment upon humans residing within the Commonwealth of Australia, of which

they may have no knowledge they are used as guinea pigs, and so without their knowledge

and/or consent. Neither do I accept that any parent or guardian can authorise the usage of

children in such experiment where the relevant children do not suffer from Cholera.20

While the Commonwealth of Australia has legislative powers as to external affairs, importation,

patents, copy rights, trademarks, etc, I do not whatsoever accept that this then can be deemed toinclude human experiments without the knowledge and/or consent of citizens. Indeed, I view no

such legislative powers exist for the Commonwealth of Australia to authorise such an experiment

even if adults were to consent to be subjected to such experiments.25.

As the Framers of the Constitution made clear the Commonwealth of Australia can only legislate

for the peace, order and good government and using humans as guinea pigs for testing is not35

within this ambit..

Just ask yourself if one or more of your daughters were to become pregnant and have been

subjected to such cholera testing albeit unbeknown to her/them and as a result a handicapped

child is born if you then would still be eager to have such testing done for a company who40

obviously sees this as a money spinning exercise, or you will hold those accountable legally

responsible? In my view, there should be a ROYAL COMMISSION and nothing less,

investigating what kind of human experiences have been already conducted so far and/or are still

being conducted and/or have been approved to be conducted, and a moratorium should be placed

on any such testing until such ROYAL COMMISSION has handed downs its finding.45

The hidden agenda of many republicans and other Members of Parliament is that by becoming a20

Republic they can try to achieve their aim to get a broader power base, as a Minister in the UK(United Kingdom) is not limited by a written constitution as there is none.

In the UK a Minister may very well exercise powers for human testing (Not that I seek to imply

it is then acceptable!) but this doesnt equate then that a Minister in the Commonwealth of

Australia or of a State/Territory then likewise can do the same.25

We have a constitution and only because of it you and others are in a job as you are. As such,

you either accept the true meaning and application of the constitution and conform to it or just

vacate it and a more competent person may just take over and do the job you were incompetent

to perform appropriately30

Hereby I make known my OBJECTIONagainst any such testing and DEMAND that all and

any testing is stopped and any application already granted to commence testing are suspendedawaiting a ROYAL COMMISSIONdecision in matters.

I will now add some personal experiences as to what I now consider may have been as a likely

result of having been subjected to a cholera experiment.35

It should be absolutely clear that not until I received the emails (quoted below) dated 16

November 2013 From John Hunter that I became aware of Cholera testing and as such my

medical records created prior to this was not because of these mails!

Some background set out (As to consider if any illness was the result of eating contaminated40

food or may have been the result of unknown spraying of Cholera bacteria or other methods used

to spread these bacteria unbeknown to its victims!):

On 2 October 2013 my long term friend Ray Vella and I attended to my country property inBerriwillock to slash grass. Due to the late hour we were unable to organise the station wagon for

accommodation, so I slept behind the steering wheel, and Ray in the passenger seat. (For health45

reasons I do not like to stay overnight in hotels/motels because of the medical problems that can

eventuate from doing so!) I made coffee from a drink water container that I had filled at home in

Viewbank. We ate sandwiches, that were made by my wife, at Viewbank. We did however have

a cup of coffee at the local pub (Golden Crown Hotel at Berriwillock, Victoria). That day and

also the next afternoon. However, we didnt eat there. As the water was boiled then clearly that50

should have been ok to drink the coffee.

We left on Thursday 3 October 2013. Thereafter Ray, his partner Alice, and one of his sons, and

myself went to the country property they purchased about 3 months ago in Cobram, Victoria,

where we stayed the weekend, working on the property, other than that we went to a venue in

NSW where I drank 1 cup of coffee, and 2 glasses of water and had a small piece of cake. Ray

and Alice property uses bore water.

I understand that Ray also fell ill, since we came back in Melbourne, as I had, but not Alice and

Raysson.

After I came back in Viewbank I became very ill, so much that my wife commented one day at 45

pm that she came in just to check if I was still alive. Having now seen the ailments associated

with Cholera it seems that this may have been what I suffered from.

About 2 weeks ago I saw my local doctor and he had blood test done but the blood test showed

no issues of concern. As such the blood test was performed not because of the 16 November

emails I received but was done about 2 weeks ago.10.

Besides the gastroenteritis I suffered from dizziness, dehydration, etc, and no explanation as to

why I fell so ill. Hence, reading about the Cholera testing and that this already may have been

done, I now wonder if the same is already being done if not by PaxVax Australia Pty Ltd

(PaxVax) then perhaps by any other company, with or without a license.15.

The mere fact that my wife was concerned if I even may survive the day may underline how sick

I was. My wife now herself has been for the last few weeks very ill, and if indeed I had

contracted Cholera then she may now suffer from the same. At least her explanations about what

she suffers from appear to be what I had since 2 October 2013.20

Without conceding the Commonwealth of Australia has any legislative powers as to permit the

usage of humans for testing purposes for Cholera, etc, I for one cannot understand how such

testing is going to give proper results if those who are the victims of such testing are unaware of

what they were subjected to and may not report ailments, as I neither did for the first few weeks,25

and so no clinical test results can be deemed to eventuate unless the medical profession was in

collaboration with the pharmaceutical companies, to conceal it from their patients what they were

subjected to..

Not only did I suffer severely for a number of weeks but still have the aftermath of the ill health.30

And, my wife (80 years old) now also has been sick for some weeks, which may be attributed to

having it caught from me. As such this is playing with peopleslives! Further, taxpayers should

not end up having to pay for medical bills that are incurred as result of such totally irresponsible

dispense with either of these two things. We cannot afford to dispense with the guarantee of the personal

with the individual or separate rights or interests of each of the separate States-if my hon. friend Mr.O'Connor prefers that term.We cannot neglect to provide for their due recognition. The next principle I shall45lay down is this: That in dealing with this federal authority we should confer on it no powers which it

even go a step further, and lay down as the principle which should govern our conduct: To the States all that

is local and relating to one State, to the Federal authority all that is national and inter-State

Why indeed should for example Victoria be subjected to Cholera testing of any kind when there

is no benefit for Victorians whatsoever for it? Any testing upon Victorians in my view is a

Victorian issue and I view not even the Victorian government or so the Victorian Parliament

could authorise such kind of testing that is done as an invasion into the human body for purposes55

nothing to do with peace, order and good government.How many people may have died as

result of such inhumane testing? Are we having the elderly in nursing homes subjected to such

testing as if they can be wasted after they served the community during their working life and

beyond? In my view, we can be faced with mass murder having been perpetrated time and time

again against the general community and I view nothing less than an immediate investigation5

by a ROYAL COMMISSIONcan be accepted as a matter of extreme urgency..

Meaning that you can personally be held legally accountable if you knowingly permit this kind

of perversive human testing to continue! As I indicated in past correspondence to the federal

government and quoted an emails I received about this from the USA, that fracking was now

associated with Agent Orange (used in Vietnam) health problems. It is my view that the20

Commonwealth of Australia would do better to spend less time on politics and more in an

appropriate manner as to the real issues confronted by Australians.No one would like to have a child born suffering of disabilities, as every parent is hoping for a

healthy baby, albeit I know from personal experiences that no matter how severely a child might

be handicapped, such as suffering from Rett Syndrome, it is still a human being and we should25

always value life as such. I learned with one little girl who was unable to speak (talk, etc) that

looking into her eyes I learned what she was on about. In fact one held that she was in pain and

alerted her carer about it, and then hospital x rays discovered she had fractured bones, etc. A

disabled person is not any the lesser a human being, just that we have to cater for them as they

are. Often we fail as a society to understand that they are often born into the disability and so to30

them it is not a disability but part of life they are accustomed to, whereas ordinary able body

persons tend to perceive them as being disabled, and often do as if they are not humans.

I GAINED CONSIDERABLE RESPECT FOR CARERS WHO WOULD GET UP HOUR

AFTER HOUR DURING THE NIGHT TO ENSURE THAT THEIR CHARGE WAS

APPROPRIATELY CARED FOR.35But, now I wonder also how many of the disabled ended up, as such because mindless

government officials and Ministers have ignored the rights of citizens, including the unborn, to

have the best opportunity in life and not being subjected to human testing without their

knowledge and/or informed consent.40

What kind of parliamentarian representatives do we have if they provide for legislation that

enables their constituents to be used as guinea pigs for human trials without their knowledge and

informed consent?.

Perhaps we should as an experiment castrate every politician so they will not produce offspring45

that will pervert the course of justice in Parliament? After all, there is more a likely danger of

politicians having their offspring also corrupting the Parliament then people suffering of Cholera.

So, if you really are out to do some testing on humans (well the general view might be that

politicians are inhuman anyhow but for the purpose of this writing we will take it they are

humans) then why not use yourself and fellow politicians as human guinea pigs?50

advisers stand is relation to the Crown directly. These, then, are the principles which my resolutions seek to

lay down as a foundation, as I have already stated, for the new super structure, my object being to invite other

And, what about the Federal Government and the Ministers who the Framers of the Constitutionmade clear were to be constitutional advisers?

I for one would like to have medical testing done on politicians as to their level of intelligence.25

Regretfully any person no matter how unintelligent this person might be can enter Parliament and

can become Prime Minister. Or other Minister, all pretending to have some level of intelligence.

So, if you really have set a goal for human testing then turn on your own sort, but leave ordinary

Australians out of the equations.30

Some details about the molecular characterisation and batch testing of the GMO are under consideration as Confidential Commercial I

under section 185 of the Act. Any confidential information will be made available to the prescribed experts and agencies that will be cthis application.

Parent organism

The parent organism Vibrio cholerais the causative agent of the gastroenteritis disease known as cholera, which is typically linked to

ingestion of contaminated water.Cholera is found in aquatic environments in tropical areas and has been isolated in some parts of Northern Australia.

The genetic modification and its effect

The GM vaccine contains live genetically modified bacteria V. cholerae. Unmodified cholera bacteria produce a toxin containing 2 su

and B) and haemolysin (a protein which can break open blood cells).

The vaccine strain has been produced by deleting most of the toxic A subunitgene (ctxA) and inserting a mercury resistance operon (

haemolysingene (hlyA).

As a result of the genetic modification the GMOs cannot produce the A-subunit of the cholera toxin molecule or haemolysin. The non

subunit of the cholera toxin molecule is still synthesised but it does not cause disease or toxicity.

The mercury resistance operon contains seven genes and allows the bacteria to grow in the presence of mercury. This was used as a semarker during the development and propagation of the GMOs and does not cause disease.

Method of genetic modification

Multiple steps were required to produce the genetic modifications found in the GMO. Fragments of the Cholera toxin A subunitand h

genes were cloned into separate plasmids.

The gene fragments were then modified in vitroby the deletion of part of the toxin gene and by the insertion of the meroperon.

The plasmids were transferred into the V. cholerae, one at a time, and the genetic modifications were incorporated into the bacterial grecombination.

Previous releases of the same or similar GMOs

Commercial release of this GMO as a human vaccine (formerly known as Orochol) was previously approved by the Regulator unde

The application qualifies as a limited and controlled release, under section 50A of the Act, as the principal purpose of the application ithe conduct of experiments, and the applicant has proposed limits on the size and duration of the release and controls to restrict the spr

persistence of the GMOs and their genetic material in the environment.

This means that the Regulator is not required to consult on the assessment of this application until after a risk assessment and risk manplan (RARMP) has been prepared in accordance with section 51 of the Act. In the interim, copies of the application are available on rthe OGTR. Please quote application number DIR 126.

The Regulator will seek comment on the consultation RARMP from the public as well as a wide range of experts, agencies and author

including the Gene Technology Technical Advisory Committee, State and Territory Governments, Australian Government agencies aMinister for the Environment.

The RARMP will then be finalised, taking into account matters raised relating to risks to human health and safety and the environmenthe basis of his decision whether or not to issue a licence.

At this stage, the RARMP is expected to be released for comment in late January 2014. The public will be invited to provide subthe RARMP via advertisements in the media and direct mail to anyone registered on the OGTR mailing list. The RARMP and other r

documents will be available on the OGTR website, or in hard copy from the OGTR.

How do I get treated? Drink plenty of fluids immediately to prevent dehydration from diarrhoea and

vomiting. Oral rehydration fluids are recommended and can be purchased from

pharmacies. This is usually all that is required in mild to moderate disease.

Intravenous fluid replacement may be necessary for people who are severely5dehydrated or those who cannot keep fluids down.

Avoid anti-vomiting or anti-diarrhoeal medications unless prescribed orrecommended by a doctor.

Antibiotics can shorten the duration of illness and lessen the severity ofsymptoms. Consult your GP or a doctor of your choice.10

What do I do if I have cholera? Do not go to work for at least 24 hours after symptoms have stopped.

Do not handle or prepare food for the family or household for at least 24 hoursafter symptoms have stopped.15

Keep children home from school for at least 24 hours after symptoms havestopped.

People in hospitals, nursing homes and other residential facilities should be nursedin their own room, with a private bathroom for at least 24 hours after symptoms

have stopped.20

Immediately remove and wash any clothes or bedding contaminated with vomit ordiarrhoea using

soap and hot water.

Thoroughly clean and disinfect contaminated surfaces immediately after an

episode of illness by using a bleach-based household cleaner.25

How do I reduce the risks of getting cholera? Wash hands with soap and water after changing nappies and before preparing or

handling food or drinks. To wash your hands effectively, lather thoroughly with

soap and running water for at least 15 seconds. Dry your hands with a clean single30

use towel (e.g. paper towel) and turn the tap off with the towel to avoid possible

recontamination.

If hand washing facilities are not available use an alcohol-based gel.

Make sure foods are thoroughly cooked.

Is there a vaccination against cholera?Yes. Cholera vaccination is available in Australia but is not completely effective. Consult your

GP or a doctor of your choice about protecting yourself against cholera before travelling

overseas.

Cholera is a severe diarrhoeal disease caused by some strains of the bacterium Vibrio cholerae. It

is rare disease in Australia and is nearly always acquired overseas. Disease is an important causeof gastroenteritis caused by eating contaminated water or food including fresh produce,

accidental ingestion of faecal material from infected people. The WA Department of Health Fact

sheet has information on the symptoms, diagnosis and prevention of the disease.

Particularly angry this week as I have to scrape and perhaps borrow to pay protection money beingextorted from me that they call land tax. It is unconstitutional, being a tax of the Federalgovernment thus cannot be charged by a State but who bloody well cares when you are adictatorship under the guise of government. You employ the judges, gestapo and there is no secondhouse or Queens representative (the figurehead is employed by you). Your job is to make the

maximum profit for the shareholders--I believe the crown, cartel in the City of London-- and keepthe populace under control as you screw them for the most you can. They pick on Bikies but the lawcovers all. I am waiting for the local Mothers Union or CWA meeting to be raided. Maybe the RSL willbe next? Face it, they know that they are trading whilst lawfully foreclosed. Just like rats leaving a

sinking ship, the debt ceiling is being raised to strip the most that they can before they are found outand thrown out. Just a little effort and we can be free of this scourge and once again be a greatcountry in which to live.

Excessively verbose today but what the hell! Probably will not be read anyway!
