Basic Concept – Alarm Management
Alarm management is a function group that OMM manages the alarms and notifications on the devices it manages, including the following aspects:
Monitor real-time alarms Present alarms in a visualized way, e.g. sound, light, or alarm box Customers can acknowledge/unacknowledge alarms Clear alarms Notify the person-in-charge of the alarms by emails or short
messages. View the details of the alarms and related events Make a summarization about the alarm troubleshooting methods and
save them

Alarm Management – Operations Operations Description
SynchronizationTo ensure the completeness and consistency of the displayed alarm data, the user can synchronize the alarm data of
a specified NE manually.
Acknowledge After new alarms are generated in the system, the user needs to acknowledge and handle these alarms.
Unacknowledged If the acknowledgement method or the acknowledgement information is incorrect, the user can use this this function to
restore the alarm to the unacknowledged status.
ClearAfter the current alarms are handled, these alarms can be cleared by executing alarm clean-up on the OMM. The
alarms cleared will be saved as history alarms.
ForwardWhen checking the current alarms, the user can send important alarms to the assigned person-in-charge by emails or
short messages so as to increase the alarm handling efficiency .
Create rules
By the rule creation function, the user can create new alarm rules based on the alarm data existing in the alarm list. When creating new rules, the system will initiate the parameters corresponding to the newly created rules with the properties of the alarms selected.
Details Check the detailed data of an alarm
Specified alarms monitoring The user can put the current alarm into a dialog box for monitoring
Locate alarm By the alarms displayed on the rack diagram, we can locate the board with faults.
Alarm assignThe user assigns current alarms, which will then be handled by relevant engineers. Thus, problems in the system can
be solved the soonest possible. The assignment can be send to the persons-in-charge by either mobile or email.
Go to Topo Map Click Fault Management > Topology Management, and choose the icon of the NE on which the alarm occurs.
Export All Columns
By this operation, we can export all alarm notifications or the specified files in the Alarm View opened. The format of the files exported may be TXT, EXCEL, PDF, HTML, and CSV.
Print Print the data in the alarm or notification view being opened by the user.

Querying Current Alarm
On the Fault Management interface, right-click the NE to be monitored, and choose Show Current Alarm to display the current alarms of the NE, as shown in the figure below.

Current Notification to display the current notifications of the NE, as shown in the figure below.

Alarms to display the history alarms related to the NE in list, as shown in the figure below.

window. Then click Ok to start querying history alarm.

Querying Alarm Device – Alarm Rack
The ISMG supports selection of NEs on the resource view. The alarms of each NE are displayed and queried on the rack diagram.
On the rack diagram, the alarm severity level is displayed by the indicators flashing in different colors.
Move the cursor to the board with alarms to display the alarm data, which provides the number of alarms of each severity level and alarm status of this board.

Querying Alarm Device – Show Alarm Rack
On the Fault Management interface, right-click the NE to be viewed, and choose Show Alarm rack on the pop-up menu, as shown in the figure below.

Current Board Alarm or Show Current Board Notification to query the current alarms or notifications of the board.

Querying Alarms – Combined Query
Combined alarm query: The user inputs and saves some query conditions in advance, and then selects one or more existing conditions to query alarms.
Steps: Choose Query > View Current Alarms, as shown in the figure below.

Alarm Rule Management – Overview Most alarm handling operations are based on alarms rules.
Alarm Rules Specifications
Alarm Persisting Rule
When the period the alarm lasts reaches the value configured, the system will trigger the timing alarm, and change the alarm grade or generate new alarms according to the rules defined.
Alarm Counting Rule
When the number of alarms reaches the value configured, the system will generate a new alarm.
Alarm Delaying Rule
It defines the period within which the alarm will not be reported and displayed if it disappears automatically. If the alarm still exists within the defined time, it will be reported and displayed.
Alarm Restraining Rule
The user needs to define main alarms and the minor alarm. When the main alarms exist, only the main alarm are displayed on the client, and the minor alarm are restrained and cannot be seen on the client. Only after the main alarms restored can the minor alarms be displayed.
Alarm Merging Rule All the alarms satisfying the rule are displayed as one alarm on the client.
Alarm Atuto Handle Rule
After this rule is selected, the alarms satisfying this rule will be kept within the equipment and will not be reported to the ISMG.
Alarm Compress Rule
This rule is used to compress similar alarms that appear within a period into one alarm for reporting.

Alarm Rules Specifications
Alarm User Filtering Fule
This rule determines whether an alarm sent to the client can be displayed on the alarm list. The rule is effective only to the user who defines this rule, and will not affect the alarm client logged in to by other users.
Alarm Global Filtering RuleThis rule determines whether an alarm needs to be sent from the server to the client. It is
effective to all users.
Alarm Discarding RuleIf an alarm satisfies this rule, this alarm will be discarded by the alarm module, and the
data will not be stored into the ISMG.
Alarm Forwarding RuleThis rule is used to send the defined alarms to the administrator by short messages or
emails.
Alarm Clearing RuleThe alarms satisfying the rule will be deleted automatically, and saved into the system as
history alarms.
Alarm Acknowledgement Rule
The existing or restored alarms that are known to the field engineer will be changed to acknowledged status once they are reported to the ISMG.
Notification Global Filtering Rule
This rule is used to make some notifications invisible to all users, so as to reduces the number of notifications that need concern from the users. By this rule, the data will be stored into the system only for statistics collection and other purpose.
Notification Discarding RuleThe notification satisfying this rule will be discarded by the platform alarm module, and will
not be stored into the ISMG.
Alarm Regrading Rule
This rule is used to redefine the severity level of a specified alarm within a certain period, and change the severity level of the alarm satisfying the condition to a new level defined by the rule.

Rule Setting to open the window for setting alarm rules.

icon on the toolbar, and then the system will display the alarm rule dialog box, as shown in the figure on the right.

Dynamic Data Management – Functions
Dynamic data management is used to fulfill the dynamic management of ground resources and wireless resources, including the following operations: Query, Block, Unblock, Active, Inactive, Equip, Reset, Channel Statistics Query, and some GPRS related operations, such as, BVC Block, BVC Unblock, BVC Reset, BVC Signaling Reset, and BVC Status Query
Prerequisites for opening the Dynamic Data Management window The user has logged in to the Client successfully The client is connected with iBSC normally.

Dynamic Data Management – Notices
Dynamic data management manages the ground resource and the wireless resource that have dynamic properties. If the resources do not have dynamic properties, they will not be displayed on the Dynamic Data Management window.
Dynamic data management modifies the status of the ground resources and wireless resources that have dynamic property. Because the operation involves the iBSC, the communications between the ISMG and iBSC must be stable.
The operations dynamic data management will affect the status of the ground resources and wireless resources, and thus affect call quality. Therefore, the risks should be evaluated before the operations.
Because the iBSC environment affects the dynamic data management operations greatly, any error of the iBSC operation may cause dynamic data management failure.

Open the PCM Management tab, and perform Status Query, Block, Unblock, and Equip to the PCM on the A interface.

MTP3 Inhibition: The link is in service status at the MTP2 layer but is inhibited at the MTP3 layer, and will not bear any service messages.
MTP Uninhibition: The reversed operation of MTP3 inhibition.

the signaling allocated to the MSC will still be routed to and processed by the MSC. Reset: Reset the global BSC logically. The BSC releases services and notifies the MSC.
