Report on 6th International Summer School onRadar / SARCelebratory of the 50th anniversary of IEEE Germany Section in Munich in April 2013

11.07.2014 — In the picturesqueRhine Valley close to Bonn, nearly 50students and young scientists from allaround the world congregated from04th to 11th July 2014 to partici-pate in the 6th International Sum-mer School on Radar / SAR (ISS),organized by Fraunhofer FHR in co-operation with renowned experts fromacross Europe, Canada, Japan, andthe United States. The programme, acombination of experts creativity, sci-entific prowess, and attractive socialevents, had a strong appeal for youngscientists (in particular for PhD can-didates) across the globe. This factwas testimony by the very high num-ber of submitted applications, morethan the summer school could caterfor. The ISS offers a proper bal-ance between lectures, practical work-shops, and leisure activities, which arean essential part for creating and sus-taining an atmosphere conducive tolearning and for binding with new col-leagues.
Traditionally the ISS inauguralwith an ice-breaker event on Fridayevening. This provides already a goodopportunity for the participants, theesteemed lecturers, and the organis-ers to become acquainted with eachother. The programme for the follow-ing days consisted of a tour of the vi-
brant city of Cologne, as the groupphoto shows the students mood wasnot spoiled by the weather, and a bi-cycle tour through the beautiful Rhinevalley.
On Monday morning the SummerSchool was launched by a series oflectures on Radar and SAR funda-mentals. Over the week the partici-pants gained an in-depth insight intonumerous radar techniques including,imaging radar, interferometric andtopographic SAR, antenna design,ground penetrating radar, and ultra-wideband technologies. On Tuesdaya tour of the Fraunhofer-FHR facilitywas organised to highlight the youngscientists the use of radar and an-tenna technology in real world appli-cations. On Wednesday the studentswhere split up into several workshopcourses. During the next one and ahalf day practical exercises was on theagenda. As the focus of the workshopswas on solving realistic radar and an-tenna problems they crystallised thetaught material and made it applica-ble to real-world sensor projects, thusdeepening the comprehension of thestudents.
Due to the support from Air-bus Defence & Space the organizerswhere able to offer the InternationalSummer School for a registration feewhich was achievable even for stu-
dents. During the summer schoolwe received already from the stu-dents an overwhelming positive feed-back. Based on the positive re-sponse and the overall success of the6th International Summer School onRadar / SAR, the organisers are al-ready focusing their minds on thenext event, which will take place from10th – 17th July 2015 at the samelocation. August 2014 — The German Sec-tion of the IEEE has almost 200 “LifeMembers”, who have been profession-ally very active and many of them arenow still in leading positions, beforethey reach retirement. It is thereforevery valuable for them to exchangetheir experiences, and a Life Mem-ber Group has been formed within theSection. A first meeting is planned totake place in Darmstadt at the Tech-nical University.
Up till now, rather few firm com-mitments have been received for par-ticipation at this meeting. Any inter-ested IEEE members, even those whoare not Life Members, are invited to
still register. There are no costs in-volved in registering, but meals andhotel costs need to be paid by the at-tendees themselves.
The registration should be madevia e-mail (either via myself: [email protected], or via our secre-tary, Mrs Micus: [email protected]). We can help you alsoto find a nearby hotel for the night.
We meet on the 18th.August at 3p.m. in the Seminar-Room of the In-stitute (Institut fur Mikrowellentech-nik und Photonik, Merckstr. 25,64283 Darmstadt), It is planned tohave short presentations by the var-ious Life Members with good discus-sions afterwards, to have an evening
dinner at about 7 p.m., restart ourmeeting the next morning and finishby about 12 noon on the 19th August..
I am hoping to meet many mem-bers of the IEEE then here in Darm-stadt. It can be expected that the ex-change of professional experiences willbe stimulating for all those who at-tend. It is quite possible that new ori-entations of work and life result fromthis meeting.

IEEE is the world’s largest profes-sional association dedicated to ad-vancing technological innovation andexcellence for the benefit of human-ity. IEEE and its members in-spire a global community throughIEEE’s highly cited publications, con-ferences, technology standards, andprofessional and educational activi-ties. IEEE Milestone recognizes asignificant technical achievement thatexpanded a new horizon.
Requirements of IEEEMilestone
To be approved as an IEEE Mile-stone, the object should have a signif-icant technical achievement that oc-curred at least twenty-five years agoin an area of technology representedin IEEE and having at least regionalimpact. To date, more than a hun-dred Milestones have been approvedand dedicated around the world.
Significance of IEEE Milestone
The IEEE Milestone could be referredto as a joint award of the Nobel Prizeand Industrial Heritage in the tech-nical fields. The object shall be ex-cellent in science and technology, andhave social and cultural properties asmechanical engineering or industrialheritage. Since the advancement inelectrical, electronics, and communi-cations is fast, and changes our way oflife rapidly, we tend not to be awareof the significance of such specific sig-nificant technical achievements. TheIEEE Milestone serves the recogni-tion of such engineers and corpora-tions who have succeeded a significanttechnical achievement to the world,and to preserve historically importantfacilities and places to be noted.
IEEE Germany and itsmilestones
The Rheinfelden Power Plant isawarded the first IEEE milestone inGermany: It opens the door to ahopefully large number of Milestonesawarded in Germany in the com-ing years. Germany with its longand honorable history of inventionand technology holds a huge num-ber of sites where milestone-worthyinnovation took place. We are proudthat the Rheinfelden Power Plant hasmade the first step in this, being sup-ported by the IEEE Germany Sectionand IEEE PES (Power EngineeringSociety) Germany Chapter.
Rheinfelden HydroelectricPower Plant: The achievement
and its significance
The original Rheinfelden plant wasan outstanding achievement in Eu-rope’s early large-scale generation ofhydroelectric power. It was im-portant for its 17,000 horsepower(12,500 kilowatt) output, for pioneer-ing three-phase alternating currentlater adopted around the world, andusing 50-Hertz frequency which af-terwards became standard in mostcountries. Gradually, Rheinfelden en-tered into joint operation with otherstations, from which the intercon-nected network of continental Europeevolved.
The milestone plaques (one in En-glish, one in German) will be mountedon plinths on the grounds close to theExhibition Pavilion “Kraftwerk 1898”(Power Station 1898). This pavilionstands for the old power house from1898, removed in 2011 after erectionof a new power plant somewhat up-stream. Inside the pavilion one ofthe oldest turbine-generator sets andother original key components are ondisplay, modern presentation meansassist the visitors to better under-stand the technical and historical sig-nificance of the old hydropower sta-tion Rheinfelden. The pavilion is sit-uated at a transborder foot- and bike-way along both sides of the river, andis opened for the general public alldays during certain daytime hours.
The old hydro-power station Rhe-infelden is a pearl from the earlystages of real electric power sup-ply in Europe. The power plantstands for the beginnings of large-scale generation of electricity from hy-dropower, including the transmissionto consumer centers. The power com-pany adopted the name “RheinfeldenPower Generation and TransmissionCompany” and thus expressed thedual role of the enterprise. The plantwas commissioned in 1898. Thanksto an innovative design it becamepossible to derive a legendary 17’000horse power in electrical form from theRiver Rhine and to transmit this viahigh-voltage lines to consumer cen-ters. Three years earlier, the veryfirst large-scale hydropower station inthe world had been completed. InNorth America courageous engineershad succeeded in tapping the powerof the giant Niagara Falls. From 1895hydraulic turbines extracted from thewater complex the power of 15’000 hp,to be converted into electric power bygenerators and transported via trans-mission lines to nearby cities. Thetwo large-scale power plants are mile-stones in a development process re-flecting the dawn of modern electricpower supply. What current type orcurrent system and what frequencyshould best be applied, was by nomeans clear. At that time, there wasstill a system conflict concerning thestruggle to decide on the best currentsystem and the best suitable alterna-tion number (later called “frequency”)of the current. The planning engi-neers and manufacturers of the elec-trical equipment for Rheinfelden de-cided, after thorough investigations,for “three-phase alternating current”with 50 periods per second, the “50-Hz rotary current”. It was a decisionthat was to give the power station ahigh technical prominence and exem-plary role, right up to the present.Thanks to step-by-step improvementsand partial retrofits, the electric out-put – originally 12 500 Kilowatt – wasultimately increased to 25’000 kW.Two of the old three-phase ac gen-

erators were providing reliable serviceuntil decommissioning in 2010. A fewyears after commissioning, the Rhein-felden hydropower plant was intercon-nected for operation with other powerstations on both sides of the German-Swiss border and became the nucleusof today’s interconnected network ofEurope. This is the second particu-larity for which the Rheinfelden powerplant can claim for being the veryfirst district power station of the worldwith trans-border operation.
At that time a future oriented andcourageous decision had to be made -out of the jungle of different frequencyproposals for alternating current (ten-dencies: rather high for electric light-ing and distribution, rather low forpower purposes and transmission) -forward to a best appropriate numberof phases ( 1, 2 or 3 ) - away with theuse of various current systems (depen-
dent on lighting or power, distributionor transmission) and focus on generalsystem - for well accepting the offerednew type of energy, called electricity,for public supply and variety of appli-cations
When the Rheinfelden power plantwas being prepared, no ideal examplesexisted to help decide which basic cur-rent system and what number of cy-cles should best be used (it was thetime of “war of the currents” and “warof the frequencies”). Comparable pre-decessors had most diverse character-istics in this respect: For instance, thelarge-scale power transmission experi-ment Lauffen-Frankfurt in 1891 oper-ated with the brand-new three-phasealternating current (ac) system butwith 40 cycles, by 1895 Niagara Fallswent into operation with two-phase acand 25 cycles, in certain regions of Eu-rope 42 cycles had been established,
only some sporadic new plants wentinto operation with 50 cycles. Mostof the new power stations of that timewere equipped with single-phase ortwo-phase ac generators, until about1897. With the decision for three-phase ac with 50 cycles the Rhein-felden power plant set new standardsand launched the triumphant progress“of the right current system”, suitablefor both lighting and power purposes.

Grundung des IEEE Student Branch RegensburgStudierende der OTH Regensburg grunden Plattform fur Technikbegeisterte

Der IEEE Student Branch Regens-burg wurde am 28. April 2014 von 14Studierenden der Fakultat Informatikund Mathematik der OstbayerischenTechnischen Hochschule Regensburggegrundet. Fur die Unterstutzungwahrend der Grundungsphase mochtesich der Student Branch Regensburgan dieser Stelle herzlich beim StudentBranch Passau bedanken.
Obwohl im ersten Semester nachder Grundung zunachst die Zusam-menfindung des Teams und Organisa-torisches im Vordergrund standen, fei-erte der Student Branch mit der Ver-anstaltung ”Professoren Privateinengelungenen Einstand. InteressiertenStudierende wurde es ermoglicht zwei
Professoren der Fakultat Informatikund Mathematik der OTH Regens-burg in lockerer Atmosphare von eineranderen Seite kennenzulernen. Mituber 50 Teilnehmern wurden alle Er-wartungen weit ubertroffen. Des Wei-teren findet im zweiwochigen Rhyth-mus ein Stammtisch fur alle Stu-dierenden statt. Hierbei werden un-ter anderem technische Themen sowiezukunftige Events diskutiert.
Ab Oktober werden weitere Veran-staltungen organisiert, wie beispiels-weise Fachvortrage, Firmenexkursio-nen und Social Events. Außerdem solldie Vernetzung mit anderen Bran-ches dazu fuhren, Erfahrungen aus-zutauschen und gemeinsame Eventszu organisieren. Auch innerhalb der

25 Jahre IEEE Student Branch PassauDie Jubilaumsfeier

Am 27. Juni 2014 feierte die IEEEStudent Branch Passau ihr 25-jahrigesBestehen. Zur Jubilaumsfeier warenneben aktiven Mitgliedern auch eini-ge ehemalige Mitglieder angereist. DieFeierlichkeiten fanden im Anschlussan die funfte IEEE Germany StudentConference in Passau statt.
Zu Beginn zeigte die Firma SyssGmbH in einem Live-Hacking Vor-trag, was heute alles mit einfachenMitteln angreifbar ist. Der ReferentDaniel Schalberger ging dabei aufAndroid-Entsperrmuster, Webseiten-manipulationen bis hin zu Angriffenmittels USB-Sticks ein. Das Publi-kum zeigte sich von der Fulle derMoglichkeiten und der Anzahl dernoch im WWW kursierenden Sicher-heitslucken erstaunt. Der angegriffe-ne PC hatte selbst mit Virenscannerkeine Chance den Angriff zu verhin-dern. Danach hatte der Angreifer Zu-griff auf den kompletten Rechner undkonnte so Kamera, Mikrophone undFestplatte benutzen, als waren sie beiihm am PC angeschlossen.
Der Dekan der Fakultat, Prof. Dr.Ilia Polian, lobte das Engagementder IEEE Student Branch.
”Besonders
durch die Veranstaltungen der IEEEwerde den Studierenden ein Mehrwertgeboten“, hob dieser hervor. ThomasStiegelmaier, der Vorsitzende der Stu-dent Branch Passau, freute sich, dassdie Student Branch Passau heute sogut aufgestellt ist. Er bedankte sichgleichzeitig bei der Fakultat, der Fach-schaft Informatik und Mathematik,den Sponsoren und allen ehemaligenund aktiven Mitgliedern, die alle ge-meinsam die Student Branch gepragthaben.
Im Ruckblick auf die ersten 18Jahre stellten drei Alumnis ihrepersonlichen Highlights vor: Warumdie SB uberhaupt gegrundet wurdeund wie sie sich schon damals zu ei-nem wichtigen Ansprechpartner und
”der“ Hochschulgruppe fur die Stu-
denten entwickelt hat. Hier kam be-sonders das Wissen von Peter Ma-der, einem der Grunder und der ers-te Chair (Vorsitzender) der IEEE
SB Passau, zu Gute. Er berichte-te, dass die Zeitschrift
”IEEE Spec-
trum“ eine der Intensionen war, diezur Grundung der IEEE SB fuhrten.Damals war es noch wesentlich schwie-riger an aktuelle Informationen derElektro- und IT-Technik in gedruck-ter Form zu kommen als dies heute derFall ist. Kurz darauf startete man ei-ne Workshop-Reihe, welche zur Folgehatte, dass Studierende ab dem Jahr1994 den Umgang mit UNIX und TeXlernen konnten.
Ein weiterer Alumni, Ulrich Zuc-kowski, war hellauf begeistert, als erdie Bilder von der IEEE Amiga UserGroup zeigte. Schon 1999 wurden dieersten FMI-Partys veranstaltet. Zudieser Zeit existierten bereits die be-kannten regelmaßigen Veranstaltun-gen wie Grillfeste, Egg Drop Contests,Professoren Personlich oder Linux In-stall Partys. Heute noch trifft Zuckow-ski sich einmal pro Jahr mit den Ehe-maligen auf der Alumni-Hutte.
Von den Aibots-Wettbewerbenund das noch immer wieder veranstal-tete JRobots berichtete Eva Lang. Siewar von 2004 bis 2005 Chair der Stu-dent Brach und war 2010 Chair derStudent Activities Committee in derRegion 8. An die Huttenwochenendenmit Spielen und Wanderungen kannsie sich noch sehr gut erinnern. DerStudent Branch Congress (SBC) inder Region 8, der jedes Jahr ananderen Standorten stattfindet, istein Highlight bei dem jedes Mitgliedeinmal dabei sein sollte. Besondersder Multi Cultural Evening sein dieMoglichkeit neue aus anderen Kultu-ren stammende IEEE Student Mit-glieder kennen zu lernen, meinte Lang.
Philipp Wendler, der seit 2005Mitglied der SB Passau ist, berich-tete uber die FIM-Partys, die leideraus Platzmangel nicht mehr im FIM-Gebaude stattfinden konnen. Daraushat sich dann die Tussi-meets-NerdParty mit der Philosophischen Fa-kultat entwickelt. Außerdem berich-tete Philipp Wendler uber das 20-jahrige Jubilaum, bei dem er selbstChair war. Und er freute sich sehr,dass die Linux-Install-Partys und das
Professoren Personlich auch Anklangbei anderen Universitaten fanden.
Der Vice-Chair der SB, FlorianSattler, stellte das vergangene Jahrvor. Im Sommer 2013 reiste die IE-EE SB Passau nach Linz, um dort mitder SB JKU Linz das Ars Electroni-ca Center zu besuchen. Anfang Sep-tember war die Student Branch ausLeuven bei uns zu Besuch. Es wur-den die Veste Oberhaus, das Museumfur moderne Kunst und die BrauereiAndorfer besichtigt. Am 2. Oktoberdurften wir den heutige IEEE Presi-dent and CEO Roberto de Marca inPassau begrußen. Er hielt einen Vor-trag uber Open Access und EmergingTechnologies. Naturlich fanden unterdem Semester viele Veranstaltungenstatt. Mit dabei waren JRobots, Ex-treme Webdesign, ein Workshop uberAgiles Projektmanagement, ein Rese-arch Talk uber Software-Verifikation,LaTeX, Professoren Personlich, Wee-kend of Code, VIM und der EggDrop Contest. All diese Veranstal-tungen waren zahlreich besucht. DieIEEE-Student Conference 2014, EndeJuni, war schließlich das Event High-light des Jahres, welches uber lan-ge Zeit grundlich vorbereitet wurdeund reibungslos und mit sehr zufrie-denen Teilnehmern ablief. Florian be-dankte sich nochmals bei den Orga-nisatoren, die ein Jahr lang geplant,designt und wahrend der zweitagigenKonferenz den Auf- und Abbau sowiedie Helfer koordiniert haben. Im An-schluss an den Jahresruckblick 2013-2014 und die Vortrage wurde dasBuffet eroffnet. Mit Getranken undDessert ließ die IEEE SB und ihreGaste den Jubilaumsabend (gut ge-launt) ausklingen.

fer a special one-day seminar on Sunday September 7th,2014 (10 a.m.) ”Tools and Techniques of Project Manage-ment” to Young Professionals attending the IEEE 2014ICCE-Berlin. If you graduated within the past ten years,you are cordially invited to sign up for this seminar.
This short course provides an overview of projectmanagement tools and techniques. The aim is to pro-vide people who have a technical background an insightinto the technical aspects of project management. Mostproject management software tools perform these calcu-lations without the user needing to perform the numbercrunching. However, for a project manager to be effec-
tive, an understanding of how these calculations are doneis important. Such an understanding allows the projectmanager to forecast potential problems and take correc-tive action. The focus is thus on an understanding of thecritical path method (CPM) and the project evaluationand review technique (PERT). Project costs and risk anal-ysis are also covered. This seminar is based on a coursethe presenter conducts at the Sydney Institute of TAFE,Ultimo Campus. The full course is normally delivered overan 18 week period, with 4 contact hours per week.
