Shorewood Park- Jackson Park trail - Navy can lock the fence when they want to close the trail. Access is available to the public on both north and south sides of the gate, even when the gate is locked closed.

Talked to Jeff Elevado at Bremerton P&R who stated his department was in favor of this connection through Jackson Park, but the Navy needed to weigh in before his department would get involved. A meeting with the Navy has not yet occurred.

Trigger Ave/Kegley Road - The County met with landowners and they are agreeable to opening a discussion - the Right Of Way specialist with the County is confident that it is feasible.

Board of Commissioners approved work plan for Committee, with guidance that the committee’s work plan schedule reflects the priorities of: completing the infrastructure assessment, identifying gaps in connectivity, and prioritizing projects to support non-motorized transportation.

County will come back to the Committee for feedback on future Gorst non-motorized study.

Committee Member Report: Ray Pardo

Kitsap County North-South Shared Use Path - J.W. Dickenson is not a perfect route - other routes should be investigated, but first we need to create a set of guiding principles, such as connecting towns/centers.

Transportation Improvement Program (TIP) & Regional Grant process and schedules:

Transportation Project Evaluation System 2015: TIP is the 6-year program which is financially constrained (only projects which have a reliable mechanism that will fund the project). The County will do a revenue forecast which will set the basis for the selection process. Projects are selected on a year-by-year basis. Tier 1 projects are identified in the 6 year plan and the money is accounted for. Tier 2 projects are the ones that almost made it but they did not rate high enough either in points or in funding. Tier 3 projects are identified in the Comp plan but may not be needed until future program years. Tier 4 projects may not be fully formed but are on the wish list for future development. If projects are on Tier 1, they are considered grandfathered and are very rarely unfunded or not advanced. Annually, projects are identified and reviewed then scored. Projects are then reviewed by the Technical Advisory Committee (about 20 County employees) and top projects are recommended. Finally, the County Commissioners will review and adopt the six-year TIP. Tier 2 projects are preliminarily scored and the top 42 are reviewed further. These are the projects from which the Non-Motorized Committee will review further to help with ranking.

PSRC Countywide Transportation Committees Non-Motorized Set-Aside

PSRC has federal funding which is available to Kitsap County via grants. 10% of the share must be used towards non-motorized projects. There is special criteria for non-motorized funding.

Nancy proposed that we table the nominations until February. Motion denied? Nominations for Chair:

John Willett has declined the Chair position. Paul Dutky nominated David Brumsickle as Chair. John Willett seconded the motion. John Willett nominated Paul Dutky for Vice-Chair. Ray Pardo seconded. Paul Dutky nominated Melissa Laird for Vice-Chair. Ray Pardo seconded. Ray Pardo motioned that we close the nominations. John Willett seconded the nomination and the motion was unanimously approved.

• Jack Stanfill asked the committee if anything has been done toward Kitsap Public Works adopting the Leber Lane trailhead from Ueland Tree Farm. No progress has been made, but it is on the committee’s radar.

4.. Chair’s Report:

• Silverdale Clear Creek multimodal trail concept. Rick Feeney gave a brief description of the proposed trail concept and asked the committee to consider adopting the idea as an agenda item. Tex Lewis cautioned that many promises and commitments were made to local property owners and tribes about the Clear Creek Trail being a “soft trail” built within critical areas, and not encroaching on areas to be developed.

• East Bremerton Connection. Rick Feeney discussed the likelihood of Bremerton adopting a plan to connect Bremerton’s core with Illahee Preserve via a bike trail.

• Kitsap Way. Paul Dutky will be presenting a bicycle facility plan for Kitsap Way to Bremerton City Council and Public Works.

• Connection through lower NAD Marine Park. Paul Dutky is working on opening a discussion with Naval Base Kitsap about allowing a bike path through base housing, connecting Shorewood Drive and Austin Drive.

• Green Mountain. David Brumsickle discussed recent developments with DNR, allowing expanded trails. A possible connection between Leber Lane and DNR property is being explored.

• Marc Lewis-Degrace introduced as new Public Works Planner.

• Mapping Subcommittee. David Forte discussed his agenda for creating a road condition map and bicycle route map. Subcommittee to meet Feb. 23rd.

• Membership Update. Three potential candidates for the two vacant committee positions are being considered. Interviews are scheduled in the near future.

• Berry Farm ROW. The GPC corridor is limited to a 20 foot wide swath along Hwy 3. A letter has been drafted to the property owners outlining the scope of work involved.

• Ridgetop Safety Concern. Public Works removed a safety hazard on Ridgetop pointed out by Rick Feeney.

• Noll Road Trail. A brief description of Poulsbo’s Noll Road Corridor project was given by Diane Lenius, Poulsbo City Engineer.

6. PSRC Regional Grant Projects:

• Kingston Complete Streets. One of two projects which will compete for a Regional Centers Grant with PSRC. This project would move ferry traffic away from Kingston’s city center, and focus on pedestrian and bicycle facilities as part of road design.

• Silverdale Bicycle Routes. Several routes could be established through Silverdale. These would be along existing roads, going roughly south to north. This is still in the concept phase.

7. Port Orchard-Gorst Subcommittee:

• Subcommittee approved. Members are Ray Pardo, Paul Dutky and Melissa Laird.

8. Elections.

• New chair and vice chair elected. Chair is David Brumsickle, Vice Chair is Melissa Laird.

There was a recent WSCC presentation given to the Bremerton City Council Public Works committee. WSCC proposed bicycle‐friendly lane markings for Kitsap Way and a road diet for 6th street (4 lanes to 3, plus two bike lanes). It was well received. An online link to the presentation was provided. 

Bike Map subcommittee meeting: Paul Dutky, David Brumsickle and Nancy Whitaker reported on progress made to date. Paul had several questions related to process to move the project to completion. Nancy and David reported on progress made to date to vet the bike map data. Further discussion regarding the bike map project will be held at the subcommittee level with progress to be reported to the rest of the CAC later this year. Paul had the following questions, which will be answered at a future subcommittee meeting: 

1. Is there any acceptable process for moving the draft bike map forward to completion?  

2. What are the minimum requirements needed by all stakeholders to make a safe bike map of utility to bicyclists?  

3. Does County Public Works feel their obligation to create a bike map for Kitsap County is fulfilled because they helped Patty Graf‐Hok create her bike/tourist map?  David Brumsickle: 

There is developing interest in a Green Mountain Recreation Area and exploration of possible trail alignments. Representatives of Evergreen Mountain Bike Association stated they will take the lead in trail development and grant applications. Paul Dutky will be able to contribute files that show Green Mountain area property boundaries and their relation to any trail proposals.

 Staff Report: 

The Silverdale school district campus is seeking to optimize their properties for NMT and is seeking input on the best ways to proceed. Their effort may be synergetic with proposals to improve bike/pedestrian connections between the new library site and the Silverdale community campus. 

The Port Orchard‐Gorst subcommittee will be contacted soon to participate in the planning process for the corridor through Gorst. In addition, evaluation of the Gorst‐Kitsap Way project (Heins Lake Trail, the proposal that the CAC submitted to the County Commissioners in an executive summary) had not yet begun. A contractor was selected in October and funds were allotted.  Noll Road Trail (City of Poulsbo): 

Diane Lenius presented on the Noll Road trails and roundabout in Poulsbo. Progress regarding grant funding and community outreach were outlined and the City requested additional feedback from the CAC. John Willett volunteered to be the CAC’s liaison for non‐motorized improvements in Poulsbo. 

 Regional – Countywide Grant Applications & TIP Non‐Motorized Projects: 

The CAC reviewed the County’s list of non‐motorized Tier 2 TIPS proposals. County staff requested that the CAC review the list and prioritize their top 5 choices independently, with further review together at an upcoming meeting.  The method suggested by David Forte was for each committee member to separately choose their top 5 choices and submit these to Marc Lewis‐DeGrace. David Brumsickle will follow up with CAC members to coordinate a group process.   The Meeting adjourned at 8:42 p.m.

Date/Time: 4/19/2016, 7:00 p.m. Location: Eagles Nest, 1195 NW Fairgrounds Rd, Bremerton, WA  Members Present: David Brumsickle, Melissa Laird (recording), Bert Cole, Paul Dutky, Tex Lewis, Ahmis Loving, Ray Pardo, Nancy Whitaker, John Willett  County Staff Present: Marc Lewis‐DeGrace, David Forte, Jeff Shea  Approval of Minutes: March Minute approval was tabled to the May meeting for some updates. Nancy Whitaker motioned and John Willett seconded. The motion was approved unanimously.   Tier 2 Non‐Motorized Prioritization: A high level description of the Committee’s involvement in the TIP process: In April the Committee will review the list of TIP projects and select the top ten. In May, the Committee will look at new citizen submitted TIP candidates, combine them with the existing list and refine it once more. In June, the Committee will again review the refined list, going into more detail for each project. The projects will be scored and submitted to Public Works. In July, the Committee may have additional opportunities for vetting projects, if they have not been scored yet.   

The Committee reviewed the tier list and selected the following projects as those to review at the May meeting. 1. W. Kingston Road Sidewalks 2. Miller Bay Road Shoulders (South) 3. Miller Bay Road Shoulders (Central) 4. Seabeck Highway Shoulders (North of Marina) 5. Anderson Hill Road Sidewalk & Shoulders  6. Central Valley Road Sidewalks 7. Miller Bay Road Shoulders (North) 8.  Bike Mapping Subcommittee: The subcommittee met on Tuesday the 12th with the County. They reviewed several bike maps with shoulder data for Kitsap, Mason and Jefferson counties and they will start identifying sections for next year’s TIP process. The subcommittee will be meeting again to work on additional work items.  Chair/Member Reports and Announcements: David Brumsickle and John Willett met with the City of Poulsbo to give recommendations for the Noll Road project. Some recommendations included potentially having two tunnels intersecting the roundabout for safety purposes.   There were several members at the Kingston Complete Streets project and they have many individual projects that comprise the larger project. This project will be substantial.  The Gorst subcommittee will be meeting in late June and the feasibility contract for the Kitsap Lake/West Belfair project will be awarded soon, with the study taking place this summer.  The Meeting adjourned at 8:57 p.m.

Nancy Whitaker and David Brumsickle reviewed the approved TIP projects from the April meeting. There are new TIP items that the Committee will review and merge with the original list. The County will perform a preliminary scoring and advance the top 25 projects to the next stage. Projects not prioritized will fall to a lower tier. The Committee reviewed the new project list and scored them according to the schedule on the following page. Committee & Staff Reports: The West Belfair/Jarsted Park project is kicking off next week. Paul Dutky proposed that a subcommittee be formed to discuss what potential County routes would be best for connectivity. It was suggested that we do this function as a Committee. Paul Dutky motioned that we dedicate a meeting to this connectivity discussion and Ahmis Loving seconded. It was unanimously approved. The Meeting adjourned at 8:45 p.m.

Non-Motorized Facilities Citizen Advisory Committee Meeting Minutes Date/Time: 7/19/2016, 7:00 p.m. Location: Eagles Nest, 1195 NW Fairgrounds Rd, Bremerton, WA Members Present: David Brumsickle, Melissa Laird (recording), Bert Cole, Paul Dutky, Ahmis Loving, Nancy Whitaker, John Willett County Staff Present: Marc Lewis-DeGrace, David Forte, Stephen Starling (Parks and Recreation Planner) Public Comment: Rick Feeney reported that the Tour de Kitsap route was changed and that could cause issues due to a recent chip seal on a portion of the longer routes. Jeff Shea reported that Kitsap County would do their best to brush that area in particular and the whole route if possible. Committee & Staff Reports: Kitsap Forest and Bay Community Campaign posters and cards were distributed by John Willett. Approval of Minutes: John Willett motioned to approve the June minutes and Bert Cole seconded. The motion passed unanimously. First cut 2017 TIP Projects: A list was distributed of the TIP projects for 2017 with total points as well as points awarded for non-motorized. Projects above the red line may potentially receive TIP funding and the projects below the red line will not be moving forward with cost estimates. Primary points may be awarded for Road Preservation (25), Bridge/Culvert Preservation (25), Safety (18), Capacity (18), and Environmental Retrofit (8), Non-Motorized (6). Gorst Non-Motorized Need mini work session: Map review as a group, with identification of needs (travel from Highway 16 or Highway 166 through Gorst to Belfair or up to Bremerton. Bike Map subcommittee has been disbanded. The Meeting adjourned at 8:35 p.m.

Non-Motorized Facilities Citizen Advisory Committee Meeting Minutes

Date/Time: 09/20/2016, 7:00 p.m. Location: Eagles Nest, 1195 NW Fairgrounds Rd, Bremerton, WA Members Present: David Brumsickle, Melissa Laird (recording), Bert Cole, Paul Dutky, Ray Pardo, John Willett County Staff Present: David Forte, Stephen Starling Public Comment: None Approval of Minutes: Ray Pardo motioned to approve the June minutes and Melissa Laird seconded. The motion passed unanimously. Strategic Implementation Strategy: The Committee discussed the strategic implementation strategy, which will guide the work plan for the next year. Concerns brought up include: there is no overarching coordinated program with associated budget, there is no measure of success identified in the strategy, and does the NMCAC have a role in being the coordinating committee for the County in terms of the Kitsap County Non-Motorized Plan. Discussion was had regarding the scope of the process and determining how to accomplish reviewing the items listed within the outline created for the strategic implementation strategy.

Melissa and David will coordinate with David Forte to set discussion expectations for the next meeting and will also submit an edited Strategic Implementation Strategy that incorporates additions and changes brought about by the concerns at the beginning of the discussion. Committee & Staff Reports: The Whitehorse Trail has had opposition from the stewardship committee about including a paved trail and further discussions need to be had which will need to include the County Commissioner. Jarstad Park talks continue with Ueland. There are a couple of possible trails and the most likely will not be along the land. The consultants are working to vet the potential path, which will be on both Bremerton and County lands. The Meeting adjourned at 8:23 p.m.

Date/Time: 10/18/2016, 7:00 p.m. Location: Eagles Nest, 1195 NW Fairgrounds Rd, Bremerton, WA Members Present: David Brumsickle, Melissa Laird (recording), Paul Dutky, Ahmis Loving, Ray Pardo, Nancy Whitaker, John Willett County Staff Present: David Forte, Marc Lewis-DeGrace, Stephen Starling Public Comment: None Strategic Implementation Strategy: North Kitsap: Overview of NKTA trail routes with a suggestion that STO through Heritage Park in Port Gamble stays on the flat. NE Totten Road may not be a preferred route due to the elevation gain/loss. A preferred route may be to ride on 305 to Miller Bay Road. South Kitsap: Design standards needs to follow what we are measuring in order to assess progress. Current breakout of standards don’t allow for thorough measurements of facilities. Shared roads may be marked as routes but may not be considered a safe route. The preferred north-south route would be Bethel-Burley, with Olalla Valley Road as a secondary, more scenic route. Central Kitsap: To be presented next time. The meeting focused on connecting parks as opposed to focusing on a north-south route.

East Bremerton Shared Use Path: North South trail connecting McWilliams Park & Ride with the downtown Bremerton Ferry Terminal. Many stakeholders have expressed support, with Mayor Patty Lent requesting assistance of the NMCAC. The route seems like a great connector from the downtown core to McWilliams. The Committee will discuss further action at the next meeting. Committee & Staff Reports: None The Meeting adjourned at 8:39 p.m.

Date/Time: 11/14/2016, 7:00 p.m. Location: Eagles Nest, 1195 NW Fairgrounds Rd, Bremerton, WA Members Present: David Brumsickle, Melissa Laird (recording), Paul Dutky, Ahmis Loving, Nancy Whitaker, John Willett County Staff Present: David Forte, Marc Lewis-DeGrace, Stephen Starling Public Comment: None Approval of Minutes: John Willett motioned to approve the September and October minutes and Nancy Whitaker seconded. The motion passed unanimously. Strategic Implementation Strategy: The Committee was asked to break out into three groups (North, Central, and South Kitsap) and look at the existing and proposed bike routes through the county and mark up maps showing recommendations for changes to those routes. The main types of routes include signed bicycle routes, regional routes and shared use paths, as well as proposed routes and shared use paths. Each group marked up their sections of the maps with guidance from County staff. The group will discuss proposed changes at the December meeting.
