cardboard, lumber, paper, plastic, or metal. Approximately 5 at-grade 20 cubic yard "low~boy" roll-off bins (approximately 8' wide by 20' long and 3' in height) would be provided for dirt, rock anc concrete, and separate drop-off and storage areas would be provided for bulky items such as mattr~sses and appliances.

The proposed Project site would also include a modular office with restrooms, a guarc shack to screen and direct customers, security fencing, security cameras, lighting, and landscaping. he facility will also have room for spare containers, employee parking, and storage of rolling-stoc<. such as forklifts, loaders, and a roll-off truck. The facility would be open Tuesday through Sunda, between 7am and 5pm and would be staffed by four employees. It is anticipated that the facility would receive approximately 33.8 tons of material each operating day based on a total of 225 custome s per day with an average load of 300 pounds per container.

The proposed Project will be required to tie into existing infrastructure in the area for sewer, water, and storm drain. The nearest sanitary sewer main to serve the proposed Project is an 8-lr,ch sewer main located underneath North Winery Avenue. Water mains (including installation a City fire hydrants) will be extended to the proposed Project; and, will be appropriately sized o provide adequate water pressure for both fire flow and project water use. Storm water will be co 1trolled by connecting to the immediately adjacent stormwater drainage facilities.

The City of Fresno has conducted an initial study of the above-described project and it has been determined to be a subsequent project that is not fully within the scope of the Master Environmental Impact Report SCH No. 2012111015 (MEIR) prepared for the Fresno General Plan. The efore, the Planning and Development Department proposes to adopt a Mitigated Negative Declaration for this project.

With the mitigation imposed, there is no substantial evidence in the record that this project may have additional significant, direct, indirect or cumulative effects on the environment that are sign ficant and that were not identified and analyzed in the MEIR. After conducting a review of the adeqLacy of the MEIR pursuant to Public Resources Code, Section 21157.6(b)(1), the Planning and Development Department, as lead agency, finds that no substantial changes have occurred with res~ect to the circumstances under which the MEIR was certified and that no new information, whic ~ was not known and could not have been known at the time that the MEIR was certified as complete has become available. The project is not located on a site which is included on any o the lists enumerated under Section 65962.5 of the Government Code including, but not limited o, lists of hazardous waste facilities, land designated as hazardous waste property, hazardous waste disposal sites and others, and the information in the Hazardous Waste and Substances Statemer t required under subdivision (f) of that Section.
