Major Industries are setup in the district especially in the Head quarters because of the Seaport. India's First Shipping Yard - Hindustan Shipyard, Visakhapatnam Steel Plant, producing quality steel are the major industries found. Visakhapatnam Port - which is called as the Natural Harbor because of the Natural formation of the mountain peaks of the shape of Dolphin Nose emerging from the sea, making this Port an unique one. Visakhapatnam is also called as Waltair or Vizag. Polavaram Project on the River Godavari is the Irrigation source to these lands. Visakhapatnam Thermal Power project is the Power source to the State as well as to the neighboring states. Upper Seleru Hydro Power Project producing electricity at less expensive rates is another feather in the Cap to this Industrious district. INTRODUCTION

The District has a population of 42.88 lakhs (census 2011). The plains division is watered and drained by Sarada, Varaha and ThandavaRivers and rivulets Meghadrigedda and Gambheeramgedda.

Irrigation Circle, Visakhapatnam, is in charge of maintenance of Minor and Medium irrigation sources under Sarada, Varaha, Sarpa,Thandava and Gosthani Rivers in 31 Mandals expect agency area in Visakhapatnam District. The boundaries of this district are Bay of Bengal in theEast, East Godavari district in the South, Orissa State in the West and North directions. The population of district is 42.88 Lakhs as per the 2011Census.

Out of which 32689 Acrescovered in 3 mandals namely Nathavaram, Narsipatnam & Kotauratla in Visakhapatnam District and 18776 Acres in 3 mandals namelyKotananduru, Tuni & Rowthulapudi of East Godavari Districts.The project is Situated near G.K.Gudem (v) near Golugonda (M) of VisakhapatnamDistrict and is about 28 Km from Narsipatnam Municipality.

Preamble:

The project was constructed across Sarada River near Raiwada village in Devarapalli Mandal of Visakhapatnam District. The reservoiris situated at a distance of 3 KM from Devarapalli and at about 25 KM from Kothavalasa by road way.The river Sarada originates in Ananthagirihills of Eastern Ghats of Andhra Pradesh. It flows through the villages of Devarapalli, Chodavaram, Anakapalli, Kasimkota, Yellamanchili andRambilli Mandals and joins in Bay of Bengal.. The project was completed in the year 1982 and serves an ayacut of 15344 Acres in VisakhapatnamDistrict.

Preamble:

Sri Tenneti Viswanadham Pedderu Reservoir Project is a Medium Irrigation Reservoir Project on Peddeeru river, a tributary to riverSarada, formed near Ravipalem (V) in Madugula (M) of Visakhapatnam District. The contemplated ayacut under this scheme is 19,322 acres. Thescheme was taken up and completed with the NABARD Assistance. The total number of villages benefited under this reservoir scheme is 62 villagesspread in 3 Mandals namely Madugula, Ravikamatham and Butchiahpeta of Visakhapatnam District. Irrigation potential created fully during Khariff2007.

The Project was dedicated to the Nation by the honourable Chief Minister of Andhra Pradesh Dr.Sri Y.S.Rajasekhara Reddy on 10-09-2006 to an extent of 13,334 acres and water to Khariff, 2007 to the balance ayacut was released by the Hon'ble Minister for Major and MediumIrrigation Sri Ponnala Lakshmaiah on 07-09-2007.

a. Modernization of Sri Raja Sagi Suryanarayana Raju Thandava Reservoir Project

I.P Contemplated - Modernization work (meant for stabilization of the existing work.)I.P Created - Modernization work

i) Improvements and modernization of Two Main Canals i.e., RMC & LMC and its 7 Majors of Thandava Reservoir Project wasAdministratively sanctioned for Rs.55 Cr vide G.O.Ms No.61, Dated 20-5-2005. The estimate was technically sanctioned for Rs.55 Cr vide CEINo.2/2006-07 Dated 9-5-2006. The work was entrusted to M/s G.Venkata Reddy & Co, Hyderabad (Now Max Infra (I) Ltd, Hyderabad) with 54.88Cr Vide agmt No. 12SE/2006-07, Dated 9-3-2007 to complete the work in 30 Months. Revised sanction for Rs.65.62 Cr was accorded by ENC, Hydon 01-06-2011. The Agency could not complete the work within the Agmt Period. Subsequently EOTs were granted from time to time. Now, thepresent EOT is lapsed by 31-5-2014. Further EOT upto 30-6-2015 are under process. Expenditure incurred on works so far is Rs.46.10 Cr, Price Adjis Rs. 3.90 Cr and on LS is 0.22 Cr. Total exp is Rs.50.22 Cr. So far 86% work is completed.

ii) Hud-Hud CDR Works: During the Hud-Hud Cyclone occurred in October 2014, 40 Nos of works were damaged and the estimates forRs.214.90 Lakhs were administratively sanctioned and works are to be grounded (Kotananduru (M) 14 No.s 87.40L, Nathavaram (M) 23 No.s121.50L ans Narsipatnam (M) 3 No.s 6L)

iii) JICA programme: one work is proposed to improve the Minors on Main canals and Major distributaries to an amount of Rs. 72.56crores. For SID operations to prepare the DPR with JICA guidelines. The proposals have been submitted to the ENC Major Irrigation to accordpermission and for entrust SID operation work through outsourcing Agency.

b. Control Measures To Visakhapatnam Airport

I.P Contemplated - Project is intended to protect Visakhapatnam Airport from the flooding of surplus waters ofKonagedda and Mehadrigedda

Lining work is in progress in ISLMC Package No. 7 at chainage KM 152.20 in Yerravaram village, Yelamanchili Mandal,Visakhapatnam District.

Preamble:

The Polavaram Project is located in Andhra Pradesh on the river Godavari near Polavaram village about 34 KM upstream of Kovvur,Rajahmundry and 42 KM upstream of Sir Arthur Cotton Barrage (Godavari Barrage), where the river emerges out of last range of the Eastern Ghatsand enters the plains. The Longitude and latitude of the Project site are 81°39'49'' E and 17°16'53'' N respectively. The Indira Sagar PolavaramProject is contemplated as Multipurpose Project envisaging Irrigation benefits for the upland areas of East Godavari, Visakhapatnam Districts underleft canal and West Godavari, Krishna district under Right Canal covering an ayacut of 7.2 lakh acres and generation of 960 MW Hydro ElectricPower. In addition to this, under its left canal it envisages Water supply for industries in Visakhapatnam Township and steel plant besides domesticwater supply to villages and towns en-route, Diversion of 80 TMC of water through the right canal to Krishna River to augment the supplies ofKrishna Basin, indirect benefits such as development of Pisciculture and providing recreation and other benefits besides urbanization.

Indira Sagar Polavaram Left Main Canal:

This is one of the components of indira Saga Polavaram Project. It is contemplated to irrigate an ayacut of 4.00 lakh acres of ayacut (outof which 2.5 lakh in East Godavari and 1.5 lakh in Visakhapatnam districts.) in upland areas of East Godavari and Visakhapatnam districts. It wouldalso provide assured water supply to the fast growing harbor city Visakhapatnam on the eastern coast besides domestic water supply to the villagesand towns enroute the canal. The water supply canal beyond Kanithi tank is also proposed. It runs for a length of 10.85 KM and empties into theexisting Meghadrigedda Reservoir. This will act as a terminal reservoir for Polavaram project left main canal and will serve the water supply needsof Visakhapatnam city and industries in and around the city.

Objectives:

1. To create an Irrigation potential of 2.50 lakh acres in East Godavari District and 1.50 lakh acres in Visakhapatnam Districts.2. Assured water supply to Visakhapatnam city, steel plant and enroute villages.3. Diversion of 23.44 TMC of Godavari Water to Visakhapatnam industrial requirements.

Cost of project : Rs. 1954.74 Crores. Expenditure incurred upto 30.07.2014 : Rs. 1261.992 Crores (for all packages)

Works are in progress : so far 57% of works pertains to LMC completed

Water requirement:

Drinking Purpose:

Owing to the construction of Indira Sagar Project left main canal it is envisaged to provide drinking water to 178 villages enroute thecanal in Visakhapatnam District (Village wise ayacut particulars in Visakhapatnam District is enclosed in Annexure A) and 180 villages in EastGodavari district. The Estimates for the Balance Head works, additional sluice+breach closing and the balance length of canal ie., from km 5.48 to km 6.33 willbe incorporated in the Scheme R.E II for an amount of Rs 1389 Lakhs and the same was submitted to the CE/MI/Hyd., vide SE/IC/VSpsLr.No. 238CE dated 7:6:2014 and returned the RE II and instructed to prepare with current SSR15:16 and the same are being attending. Thebalance works will be completed soon after obtaining approval of R.E II.

6. Water is being released to the ayacut to an extent of 2200 Acs. since2008. against the contemplated ayacut of 3444 Acs.7. Expenditure incurred so far is Rs.821.62 Lakhs

1. This project was Administratively sanctioned vide G.O.Rt.No.320 dated 03:03: 2005 for Rs. 209.40 Lakhs. Agency for the above work wasfixed but local villages did not allowed the agency to start the work even though the total land was acquired and the foreshore land belongs toGovernment.

LAND ACQUISITION:

1. The land plan schedules for the Head works and canals were sent to Revenue authorities in the month of 10/2005 for an extent of 64.05Acs.Out of 64.05 Acs requisitioned, the private land is 19.5925Acs. An amount of Rs.43.35 Lakhs was deposited to the Revenue Departmentfor payment of Land compensation. Land Acquisition was completed and handed over to the department.

2. Due to Agitation of Local Ryots , the work could not be grounded by the first agency and the contract was determined and entrusted to thesecond agency. This agency was also could not ground the work due to the above problem and requested the department to close the contract,the contract was closed and the RE was submitted to the higher authorities.

3. R&R : An amount of Rs.40.16Lakhs for R&R as per guidelines of G.O.Ms.NO.68 has been worked out and incorporated in the RevisedEstimate and submitted to Chief Engineer ,Minor Irrigation, Hyderabad vide Superintending Engineer, Irrigation Circle, Visakhapatnam letterNo.404CE, dt. 17/9/2012 for according sanction and implementing R&R.

4. The Chief Engineer, Minor Irrigation, Hyderabad in turn instructed to resubmit the RE with SSR 2013:14 duly closing the existing Contract asper clause 58 of APDSS.

5. The contract was closed and the RE was recasted with SSR 2014:15 for Rs. 545.00 Lakhs and submitted to CE/MI/Hyd., vide SE/IC/VSPLr.No. 4SE dated 03/01/2015. But the agency has not given consent letter and informed that they have incurred heavy expenditure onmobilization and demobilization of labour and machinery as the villagers have obstructed the work .

1. Gorrigedda Reservoir Project is located near Thummalapalem village of madugula Mandal in Visakhapatnam District.2. Project Works were taken up under TSP Grant in 1988 vide GO Ms No.452, Dated 29:12:1987 for Rs.64 Lakhs and Completed during 2000

and water is being released for 476 Acres since 2001.Present Status

4. The Right & Left Head sluices constructed with R R Masonry were damaged due to lack of maintenance and both the canals were silted up atmany places due to cyclonic rains.

5. Administrative approval was accorded for Restoration works of the Project under TSP Grant for Rs.83 Lakhs vide GO Rt No.977, Dated15:10:2013 and Technical Sanction has been accorded by the Chief Engineer, Minor Irrigation, Hyderabad.

6. Restoration work has been entrusted to M/s NSPR Constructions Pvt Ltd, Hyd for Rs.59.98 Lakhs vide Agt No.17SE, Dated 23:1:2014.7. 87% of work is completed and balance works are in progress.8. EOT Sanctioned up to 31:1:2015 and further E.O.T up to 30:7:2015 are Granted.9. Expenditure incurred so far is Rs.52 Lakhs.

10. RE The Estimate for Balance work was incorporated in RE for an amount of Rs 101.80 Lakhs and the same was submitted to the CE/MI/Hyd.,vide SE/IC/VSp's Lr.No. 141CE dated 7:4:2015 . The balance works will be completed soon after obtaining approval of R.ELand Acquisition:
