The Police Department is requesting permission to enter into a Subscription Agreement with SecuroNet to

subscribe to their SafeLink Virtual Network of video cameras.. SecuroNet enhances law enforcement's

ability to join forces with business and neighborhood groups to access video content from a network of

cameras to monitor, prevent and prosecute crimes.

SecuroNet is a Public-Private Camera Network that enables members to rapidly map the cameras in their

target areas, share live or recorded video and data, and collaborate to aid in investigations and deter

crime.

SecuroNet SafeLink enables the Rochester Police Department to easily know where cameras are located

and quickly access information to address problems and solve crimes. It allows the community to securely

share exterior security camera location data with law enforcement through an easy to use online portal.

With SecuroNet's mapping function law enforcement and members can communicate if there is an

incident in the vicinity of their camera, and if necessary, instantly request video footage and or photo's to

one or more members to assist in the investigation of a crime.

SecuroNet VideoLink allows the Rochester Police Department members to securely share real-time

exterior camera feeds from their locations with the police department and help them to respond quickly to

current events. The live camera feed can be instantly pushed to any device, improving situational

awareness for law enforcement.

SecuroNet ShareLink facilitates communication, data sharing and networking for SecuroNet members,

creating a community that is committed to creating a safe and secure environment for their customers,

their employees, and the public.

If this Agreement is approved, the department will be asking business owners in the city to invest in public

safety and crime prevention. The department will be asking businesses that have network cameras that

are already in place to voluntarily sign up and share their camera connections with law enforcement.

There will be no cost to businesses who voluntarily register their cameras with SecuroNet.

The City Attorney has reviewed and approved the agreement. The funding will come from the police

department's budget. The subscription agreement is for a two year term. The annual fee for the

Agreement is $16,749.

COUNCIL ACTION REQUESTED:

Permission to enter into an Agreement with SecuroNet. Permission for the Mayor and City Clerk to sign the

Agreement.
