The Blue Iguanas are going to benefit from double the area of habitat in the Salina Reserve, thanks to a purchase of privately owned piece land.

The purchase was made possible by the National Trust’s European Union grant, supplemented by another grant made to the Trust by Maples FS.

Previously, the 23 acre are of land separated two ideal blue iguana habitats on the Salina Reserve, but the purchase means that an area of 40 acres and an area of around 20 acres can be joined up, which is great news for the blues because they love to roam and typically have large territories.

“The importance of this land goes beyond the direct conservation value of the 23 acres involved,” said Fred Burton, Director of the Blue Recovery Programme. “The purchase has unlocked a previously blocked fragment of habitat, which together with the new parcel now almost doubles the area of shrub-land available here for the Blue Iguanas to recolonise.”

Although the Salina Reserve, owned by the National Trust, covers more than 600 acres in total, only a small percentage of this is suitable as Blue Iguana Habitat, Mr. Burton explained.

“Its no use protecting small areas and expecting Iguanas to stay inside those areas They are very mobile and have large territories, so basically if your going to protect these animals you need a big chunk of land that’s all protected.

The total blue iguana population is around 650, which is presently spread around three different areas.

“357 is the number of Blue Iguanas released into the Salina Reserve. They’re breeding so the numbers are hopefully on the increase,” he said.

The other big habitat for the Blues is the Colliers Wilderness Reserve, which represents around 190 acres – but some of that land is not ideal Iguana habitat, Mr. Burton said.

“My gut feeling is we’ll end up with 500 iguanas in the Salina Reserve and 500 in the Colliers reserve, which will mean we can reach our target of 1000.” That target was set when the Blue Iguana Recovery Project began in the early 1990s.

Botanic Park which covers about 65 acres. “Most of that land not suitable habitat but is a good source of babies- its been our egg factory.” Mr Burton went on to explain that iguanas that are bred in the Botanic Park are used to populate the other protected areas, such as the Salina reserve

The European Union grant to the National Trust is part of a project entitled “Management of Protected Areas to Support Sustainable Economies,” and includes some funds for land purchase for Blue Iguana habitat, in addition to development of nature tourism and education infrastructure and programmes in the new Colliers Wilderness Reserve, which is also becoming a key home to the Blue Iguanas.

He claimed that when he arrived at The Shoppe on Watercourse Road in November last year, the armed gang was leaving the store.

He gave them a lift and was stopped by police after dropping them off.

The Grand Court heard how the trio had threatened staff at the store with handguns before stealing $550 and two mobile phones.

The owner of The Shoppe, Mr Glasford Dawkins said via video link: “I feel scarred from thinking about that night of the robbery with the gun being pointed at me, thinking how lucky I am to be alive.

“I am pondering right now if I should continue with the business or just close down for good. I wouldn’t like anyone to go through this because I can tell you now, it’s not a good feeling.”

But Mr Justice Quin said despite the threat to his family, Miller’s refusal to cooperate with the police is, “deeply regrettable and there is no long term good for the community when criminals are allowed to thrive.

“Robbery is a very serious criminal offence. These three gunmen caused extreme fear in the minds of at least

four, and probably five, persons at the scene. Therefore it can only be described as a robbery of the most serious kind and of the kind which has plagued Grand Cayman over the past few years.

“The gunmen are still at large and their guns have not been recovered.

“This defendant has decided that, due to a fear for his safety and that of his family, he will not assist the Crown, the Court or indeed, himself, by identifying the gunmen, or by providing some information which could assist the police to recover the three guns used against these law abiding and hardworking persons.

“This court is compelled to comment on the fact that this absence of cooperation with the police is a deeply regrettable consequence of the pervasive and abhorrent influence these criminals have on our community.

“To this defendant I state that the fear he has for himself and his family will only spread if criminals are allowed to thrive and remain at large. I would implore this defendant to examine carefully all the consequences related to his silence, in the round, and understand that there is no long term good for him, his family or the community when criminals are allowed to thrive and their actions go unpunished.”

New Maritime fee in place

The Maritime Authority of the Cayman Islands (MACI) is introducing a new Annual Tonnage Fee (ATF) structure, which will come into effect on January 1, 2012.In a bid to remain competitive with

other territories, MACI has carried out a detailed investigation of its current ATF system with a particular focus on comparison with the other key jurisdictions.MACI said the net result of this

exercise will be a simplified and very competitive structure which for the first time in MACI’s history provides two different formulations, one for merchant vessels and one for pleasure yachts, including those engaged in trade.MACI’s Director for Global

Operations, Kenrick Ebanks said: “We have long recognized that the economic operating profile for merchant ships is very different to yachts and it is therefore, entirely logical to develop two separate regimes which take account of this fact.”The new ATF structure for merchant

ships will now include a flat minimum ATF of USD1,000, and this rate will be chargeable up to 2,500 gross tonnes. For vessels in excess of this figure, the first 2,500 tonnes will be charged at the flat minimum of USD1,000 with the remainder charged at USD0.11 per unit gross tonne.For pleasure yachts, including yachts

registered as commercial vessels, the flat minimum will be USD400 and this will be chargeable up to 500 gross tonnes. Larger yachts will be charged at USD600 for the first 1,000 tonnes with the remainder charged at USD0.20 per unit gross tonne.MACI has said it is confident that

the new structure will benefit its clients, and will ensure that the the Cayman Islands remain an attractive place for ship registration.

Coroner: Amy Winehouse died from too much alcohol LONDON (AP) — A coroner says Amy Winehouse died as the unintended consequence of drinking too much alcohol.

Coroner Suzanne Greenaway gave a verdict of “death by misadventure,” saying the singer had voluntarily consumed alcohol and risked the consequences.

The singer, who had fought drug and alcohol problems for years, was found dead in bed at her London home on July 23 at age 27.

A pathologist told the singer’s inquest Wednesday that Winehouse had consumed a “very large quantity of alcohol” and was more than five times over the legal drunk-driving limit when she died.

Amy’s doctor also revealed the 27-year-old said she did not know if she was going to stop drinking but “she did not want to die” the night before she tragically passed away.

Police discovered two large and a small bottle of vodka after the star’s body was found at her £2.3million home.

Recording a verdict of misadventure, St Pancras Coroner Suzanne Greenway said the singer had 416mg of alcohol per 100ml of blood. The driving limit is 80mg.

Ms Greenway said: “She had consumed sufficient alcohol at 416mg per decilitre (of blood) and the unintended consequence of such potentially fatal levels was her sudden

and unexpected death.”A post-mortem had found that

Amy’s vital organs were healthy and showed no traces of illegal drugs.

Thousands leave flood-surrounded Thai capitalBANGKOK (AP) — Bangkok residents jammed bus stations and highways on Wednesday to flee the flood-threatened Thai capital, while others built cement walls to protect their shops or homes from advancing waters surging from the country’s flooded north.

“The amount of water is gigantic,” Prime Minister Yingluck Shinawatra said. “Some water must spread into Bangkok areas but we will try to make it pass through as quickly as possible.”

Some neighborhoods on the city’s fringes were already experiencing waist-high flooding, but central areas

remained dry.Flood waters breached barriers

protecting Bangkok’s second largest airport on Tuesday, halting commercial flights and underlining the gravity of the Southeast Asian nation’s deepening crisis, which has seen flood waters inundate a third of the country and kill 366 people over the last three months.

Yingluck’s government declared a five-day public holiday on Tuesday in affected areas, including Bangkok, while the Education Ministry ordered schools to close until Nov. 7. Many anxious city residents were taking advantage of the

holiday to leave the capital or prepare for a possible watery siege.

Panic buying of food and other necessities emptied the shelves of many supermarkets, and walls of sandbags or cinderblocks covered the entrances of many buildings.

Atlanta police arrest Wall Street protesters ATLANTA (AP) — With helicopters hovering overhead, police moved into a downtown Atlanta park and arrested around 50 Occupy Wall Street protesters who had been encamped there for about two weeks early Wednesday.

Like in many other cities, protesters had been camping in Woodruff Park to rally against what they see as corporate greed and a wide range of other economic issues.

Before police moved in, protesters were warned a couple times around midnight to vacate the park or risk arrest.

Inside the park, the warnings were drowned out by drumbeats and chants of “Our park!”

Organizers had instructed participants to be peaceful if arrests came, and most were. Many gathered in the center of the park, locking arms, and sang “We Shall Overcome,” until police led them out, one-by-one to waiting buses. Some were dragged out while others left on foot, handcuffed with plastic ties.

Police included SWAT teams in riot gear, dozens of officers on motorcycles and several on horseback. By about 1:30 a.m. Wednesday the park was

mostly cleared of protesters.State Sen. Vincent Fort was among

those arrested and had come to the park in support of the protesters in recent days. He said the police presence was “overkill.”

perhaps our Tourist Board can seek some advice

from them.

We can’t just put all the blame on the Government.

The Cayman Islands Tourism Association is

hopefully taking notice and coming up with some

riveting ideas.

Of course, the World Travel Awards is open to ‘who

shouts the loudest.’ On their own website they actually

state: “Inevitably, once the nomination process is

published - as is normal practice in any competition

- nominated companies may and frequently do lobby

for votes from their top clients and travel agents. As

the World Travel Awards became increasingly known

and respected, it was inevitable that some of those

As of 12 noon (26) Hurricane Rina has been downgraded to a Category 1 storm. Wind shear values from the CIMSS products indicate that there is about 20 knots of shear right over the core of the hurricane with 30 to 40 knots of shear waiting for Rina as it approaches Cancun and Cozumel on Thursday. Additionally, it appears that Rina will continue to track over some very warm ocean waters before the ocean heat content decreases into Thursday. Rob Lightbown of Crown Weather this morning warns: “the hurricane could still be a formidable 115 mph Category 3 hurricane when it impacts Cozumel starting late tonight (26) and continuing through all of Thursday and Cancun during Thursday and into Thursday night. By Friday

into Saturday, I think we will see Rina turn to the northeast and continue to weaken, however, notice that there is an area of higher ocean heat content in the southern Gulf of Mexico that Rina could track over during Friday afternoon into Friday evening.

“I do think we will see a track that is very similar to the track that Wilma took, except Rina should be weaker when it crosses south Florida late Friday night into Saturday morning. My thinking is that Rina will track from near Cape Romano in southern Collier County east-northeastward to Boca Raton and Fort Lauderdale in extreme southern Palm Beach and northern Broward County. As for intensity when it crosses south Florida, my thinking is an upper end tropical storm or the very most a minimal Category 1 hurricane. The strongest winds and worst weather would be on

the right side of the storm and much of Broward and Miami-Dade Counties as well as much of the Florida Keys may receive tropical storm force winds and heavy rainfall from Friday night into much of Saturday. So, in closing, it appears that the northeastern Yucatan Peninsula which does include Cancun and Cozumel will be hit quite hard by Hurricane Rina.”

Some good news for us in Cayman. 97L in the Central Caribbean is now not expected to develop. Heavy thunderstorm activity has decreased and is disorganised. The storm is surrounded by a large region of dry air, and this dry air is the main impediment to development. None of the reliable models are predicting that 97L will develop, and the National Hurricane Centre (NHC) has given 97L just a 10% chance of developing into a tropical depression by Friday. NHC is no longer interested enough in 97L to generate computer model forecasts of its track. Heavy rains from 97L should reach Jamaica on Thursday, and the Cayman Islands by early Friday morning. So carry your umbrella with you.

The ceremony follows the recognition of Minds Eye – the CNCF’s name for the project surrounding the house and grounds of cultural icon, the late Mrs. Gladwyn K Bush, better known as Miss Lassie – onto the World Monument Fund’s Watch List 2012 as a threatened cultural-heritage site.

The importance of the site is a matter of pride for all Caymanians, the premier noted. “Mind’s Eye was being considered with sites from around the world for this recognition,” he said.

New Jamaica PM appoints largely unchanged CabinetKINGSTON, Jamaica — Jamaica’s new prime minister appointed his government on Tuesday, leaving nearly all ministries unchanged while making relatively minor shifts that he said would accelerate administrative and economic reforms.

Prime Minister Andrew Holness said his Cabinet represented a “new direction” for the Caribbean island while also providing stability. Yet his picks represented more continuity than change.

Holness kept many of the top ministers of predecessor Bruce Golding, who abruptly announced in late September that he was stepping down. Among the holdovers were the ministers of justice, foreign affairs and energy.

“The Jamaican people want to see decisive, instrumental and quick action because their challenges and problems are urgent,” Holness said Tuesday night. “In striking that balance you have to contend with a limited learning curve so you want to have change, but you certainly do not want to have chaos in change.”

As prime minister, Holness kept the education portfolio he had in Golding’s administration, while shifting planning responsibilities to the ministries of finance and housing.

He appointed Sen. Arthur Williams as a minister without portfolio in charge of public service and information while shifting Daryl Vaz from the Information Ministry to a post in the prime minister’s office

overseeing telecommunications and public sector efficiency.

Lawmaker Shahine Robinson became the second woman in Holness’ Cabinet, overseeing housing, environment and local government issues. Last year, Robinson was forced to defend her northeastern St. Ann parish seat after revealing that she held U.S. citizenship in violation of constitutional law.

On Monday, he announced he was retaining the ministers of finance and national security.

Holness had vowed in his Sunday

inauguration to continue many of the previous government’s policies, including tax reform, poverty reduction, anti-corruption measures and fulfillment of obligations with international partners.

Many analysts believe Holness will call general elections soon instead of allowing tough economic realities to weigh down his early days as prime minister. The country has seen two quarters of slight economic growth this year, but average Jamaicans continue to struggle.

No Shanghai surprises for McKeeva

Premier McKeeva Bush led a Cayman delegation to yesterday’s opening of the two-day “China Offshore Summit in Shanghai, and will travel tomorrow to Hong Kong, meet inginvestment managers and a series of private companies.

The seven-member delegation left on Saturday for the 26-27 October meeting of global financial-services professionals, who have booked each of the more-than-100 seats for a day-two “private trac” gathering sponsored by the Cayman Islands.

The “offshore summit”, in Shanghai’s Shangri-La Hotel in the Pudong Economic Zone, will offer presentations, workshops, and panel discussions, joining local financial intermediaries and professional associations with international trust companies, bankers, lawyers and corporate-service providers, examining investment opportunities and trade

and wealth management in China. The Cayman meeting, according

“We will have a strong presence at the conference,” he said.

Led by Mr Bush, the delegation comprises Chief Officer for Financial Services Dax Basdeo; Director of the Cayman Islands Department of Investment and

Commerce Jonathan Piercy; head of Fiduciary Services at the Cayman Islands Monetary Authority Rohan Bromfield; Registrar General for the Register of Companies Cindy Jefferson-Bulgin; George Town MLA Ellio Solomon; Bush political adviser Richard Parchment and Financial Services official Melanie McField.

Speakers competing for inward investment with the Cayman Islands include Chief Executive Officer and Executive Director of the Bahamas Financial Services Board Wendy Warren, and Trinidadian attorney and notary public for the Belize branch of Morgan & Morgan Trust Corporation Rishi Alain Mungal.

Mr Glidden declined to say if Mr Bush would meet officials from Beijing’s China Harbour Engineering Company, scheduled to sign a port-development agreement with Mr Bush next month.

The delegation returns to George Town on 2 November.

Immigration Chief steps down

The Department of Immigration is looking for a new Director of Boards and Work Permits, as the first person to hold the position, Mrs. Sherryl Miller, has decided to retire from the civil service.

“It has been a great honour to serve my country as a civil servant, especially in the position of Director of Boards and Work Permits,” said Mrs. Miller. “The job is challenging, rewarding and exciting; it is varied and multi-faceted, and no two days are the same.”

She added, “Although it has always been my intention to retire early, while I am still young enough to do other things, I shall miss this fast-paced environment – but most of all, I’ll miss my dedicated and loyal staff.”

Commenting on the department’s “progressive changes and evolution”, Mrs. Miller said she particularly admires Chief Immigration Officer Linda Evan’s foresight and tenacity in putting in place new systems to improve customer service.

Ms Evans said, “We are very grateful for Ms Sherryl’s services during these past six years and wish her an enjoyable retirement. It will be a very difficult role to fill, and it is of utmost importance that we find someone with the integrity and professionalism she has displayed.”

Ms Evans added, “Her service to the government spans over an even longer period and she can truly walk away knowing that she has given her country her all, for which the people of this country should be thankful.”

Before joining the Immigration Department in 2005, Mrs. Miller worked several years in the private legal sector, and in 1984 re-joined the civil service at the Attorney General’s Chambers, serving there for almost 18 years. She has also worked with the Cayman Islands Monetary Authority and the Public Service Pensions Board.

In all this, she found time to be actively involved in national and district issues. She was a member of the Vision 2008 Planning Team, past Chairman of the North Side branch of the National Trust, and an Elections Office worker.

For these efforts, Mrs. Miller has received several government awards including the Distinguished Woman Award and the Civil Service Long Service Award.

Portfolio of Internal and External Affairs Chief Officer Franz Manderson applauded Mrs. Miller’s “dedication and commitment to the government and people of the Cayman Islands”.

He stated, “Mrs. Miller was a key

member of my senior team when I was Chief Immigration Officer and together we completed a number of projects, such as the Work Permit Administration System. While I am sorry to see her leave the service, I wish her good health and a happy retirement.”

One of Mrs. Miller’s accomplishments during her time at the department was to reduce the verbiage on decision letters and create a simplified “Work Permit Licence”, which resulted in a straightforward format for communicating approval decisions.

Amongst her key accomplishments as Director of Boards and Work Permits, she assisted with the development of the Standing Orders and Rules of Procedures for the Immigration Boards, which is now in use.

Mrs. Miller also compiled a reference document containing the various policies of the Immigration Boards, titled Policies of the Immigration Boards and the Chief Immigration Officer; her team has updated the application forms for work permits, making them easier to follow; and she has worked to introduce internationally-recognised English language tests. By year’s end this will allow prospective workers to take the tests in their own countries.

NBA talks resumed

NEW YORK (AP) — Officials from the NBA and players’ association was meeting yesterday, less than a week after three days of talks with a federal mediator couldn’t produce a deal to end the lockout, a person with knowledge of the plans said.

Talks broke down last Thursday after players said owners insisted they agree to a 50-50 split of revenues before they would further discuss the salary cap system. By not reaching an agreement last week, the NBA will likely be forced to cancel more games to go with the two weeks that were already scrapped.There was a far nastier tone

than usual to the breakdown, with union president Derek Fisher of the Lakers accusing Deputy Commissioner Adam Silver and Spurs owner Peter Holt, chairman of the league’s labor relations committee, of lying during their press conference.But just as they have multiple

times this month when they walked away from the table without another meeting scheduled, the sides are getting back at it relatively quickly.The meeting, first reported by

the Daily News of New York, will be small groups from each side, the person told The Associated Press on condition of anonymity because details of the negotiations were to remain private. Commissioner David Stern will take part after he was forced to miss the session last Thursday because of an illness.Stern said without a deal last

week, he feared games could be lost right through Christmas.

INDIANAPOLIS (AP) — Randy Bernard knows there are people who blame him for Dan Wheldon’s death, who say the IndyCar CEO pushed the series over the edge.In the 24 hours after the two-time Indianapolis 500

winner was killed in a fiery 15-car accident in the season finale, Bernard wondered if perhaps all the hate mail accusing him of sacrificing safety for the show was right.“The last week was probably the most horrific

week of my life,” Bernard told The Associated Press in an exclusive interview.It’s been open season on Bernard since the

accident, and his silence all last week only intensified the scrutiny on his leadership of the open- wheel series.Now, nine days later, Bernard is able to publicly

talk about Wheldon and the day all his work toward building a spectacular finale went terribly wrong minutes into the race. He still becomes emotional about it, taking a deep breath in his office at IndyCar headquarters as he recalls the controversial decision to cancel the race.“In tough times, that’s when you

have to be focused,” Bernard said. “You have to lead, and I know this is a time I have to make sure I am going to be very decisive, very articulate and be a leader. In tough times is where you build your character; it’s not in good times.”The second-year CEO was hired

to revitalize the series despite no auto racing experience, and that’s contributing to blaming Bernard for creating the circumstances that led to Wheldon’s death.

GUADALAJARA, Mexico (AP) — Gold proved to be scarce for the United States on Thursday at the Pan American Games.

After days of winning title after title, the Americans stalled a bit on Day 6, earning only two gold medals — one

in swimming and one in shooting.“We had a meeting about winning the gold,” American

swimmer Elizabeth Pelton said after finishing first in the women’s 200-meter backstroke, the final swimming event of the night. “Definitely was the goal for tonight.”

Besides Pelton’s victory, the United States also earned its sixth shooting gold of the games and 12th medal in the sport when Glenn Eller won the men’s double trap.

Although gold was tough to find in Mexico on Thursday, the medals still came. With 19 medal events on the programme, Americans won 16 medals overall to increase their lead at the top of the table.

The United States now has 34 gold and 98 overall, while Brazil remains in second place with 14 gold and 42 overall.

Pelton avoided an American whitewash at the top of the swimming podium by winning the evening’s final gold. Her winning time of 2 minutes, 8.99 seconds bettered the previous Pan American Games record of 2:10.57, set by American swimmer Teresa Crippen four years ago in Rio de Janeiro. Teammate Bonnie Brandon earned silver.

The American women have excelled in the swimming pool. Entering Thursday’s session they had won all but one of the gold medals, but Ashley McGregor of Canada took the women’s 200 breaststroke.

“I don’t think we are lacking at all as far as energy goes, but it’s been a long meet,” said American swimmer Michelle McKeehan, who won bronze in that race behind teammate Haley Spencer. “And it’s a long meet at the Olympics, too, so hopefully we can just take this and learn from it to try to keep our energy very high.”

Also, Olympic champion Cesar Cielo won another “splash and dash” gold medal, defending his title in the men’s 50-meter freestyle. The Brazilian won in a Pan American Games record 21.58 seconds.
