Why are improvements being planned?
• Since 2002, the intersection has operated over
capacity during peak hours
• Average delays experienced by motorists traveling
through the intersection can exceed 1.5 minutes
• The intersection needs widened to improve traffic
flow, reduce congestion and accommodate
forecasted traffic growth

How busy is the intersection?

5,300 vehicles enter the intersection
during the PM peak hour

• The current intersection is over
capacity – it cannot handle traffic
demand during peak travel times.
• Motorists experience 1 minute of
delay on average, and some wait 1.5
minutes or more.
• With the forecasted 30% increase in
traffic demand and without
intersection improvements,
motorists would experience nearly
2.5 minutes of delay on average, and
some could wait 4 minutes or more.

Crash History (2011 to 2015)
• Many of the crashes on the roadway segments are caused by vehicles
turning left into and out of driveways and unsignalized side streets.
• Raised medians have been shown to reduce crashes by 15% to 57%.(Impacts of Access Management Techniques, NCHRP 420)
• To improve safety, raised medians (shown on the next display) are
proposed on 17th Street and Woodruff Avenue.

How was the proposed design selected?
Several intersection options (shown on the following
displays) were evaluated, along with the option of
doing nothing, based on factors such as reduced traffic
delay, construction costs, and property and access
impacts. The results were used by the City to select
the intersection option for final design.

Conventional intersection 1This option provides two through lanes, two left-turn lanes and a
right-turn lane for each direction. This is the maximum number of
lanes for an intersection of five-lane roadways, like 17th and
Woodruff. It would provide motorists with the lowest average delay
of the conventional options but have the most property impacts.

Conventional intersection 2This option is like the previous one but does not provide an
eastbound right-turn lane in order to reduce the impact to
the gas station. However, eliminating the eastbound right-
turn lane would increase the average delay experienced by
all motorists traveling through the intersection.

Partial thru-turn intersectionWith this innovative intersection option, northbound and
southbound left-turns are replaced with U-turns at
downstream signalized intersections. This option reduces
overall average delay but is unfamiliar to local motorists
and has major impacts to some properties.

Partial continuous flow intersectionWith this innovative intersection option, northbound and
southbound left-turning motorists cross to the far side of
opposing through traffic at upstream signalized intersections.
This option has the lowest average delay and has the least
impacts but is unfamiliar to local motorists.
