Maybe it's the season we are in, with politics taking center stage, but once again, we continue to be held hostage by the oil companies. When is enough really going to be enough? $8 a gallon? $12? When is someone going to stand up and really put the pressure on these com- panies who make so much profit, it's sicken- ing to think about? You would think that with everything at stake, especially in an election year, that one of the candidates would "grow a pair" and make that absolutely the most im- portant piece of this eco- nomic mess. No matter who I talk with, in every walk of life - wealthy - and not so wealthy, all are simply dumbfounded why gas prices continue to escalate - at one of the worst times this country has witnessed. At a time when people are out looking for lim- ited jobs every day, watching their homes go into foreclosure and doing anything it takes to put food on the table and a roof over their heads, the avalanche continues. Need I remind you that when choices are being made between eating and putting a few gal- lons of gas in the car, transportation usually wins out, leaving plenty of Americans starving and very angry. This is not a joke. Every single day that goes by and we are living with so many handicaps, the country gets worse. No matter where you sit on the political party fence, everyone is being affected by rising gas prices. There is no way that this country can continue to thrive and come out of this reces- sion without something being done at the pumps. On Monday of this week, Californians were blindsided by a 55 cent increase, bringing the al- ready inflated prices over $5 a gallon. HALLANDALEBEACH - Many resi-dents have asked meabout our CRA. Overthe course of writingthis article, I have ex-plained what a CRA isand what our goals ofthe CRA are. Firstly,the CRA is a totallyseparate agency fromthe City. It has a sepa-rate Board of Directorsthat takes action andset policy. The Boarddirects the ExecutiveDirector to implementthe projects and goalsof the board. The Exec-utive Director is incharge of day to dayoperations. The CRA isnot the city; it is in thecity and governed by aseparate State Statute163. The CRA is notthe same as a munici-pal government.

Our CRA was set upover 16 years ago. Thepurpose is to addressslum and blight throughprojects, program andeconomic devolve-ment. Our city followsa model where the CityCommissioners serveas the Board of Direc-tors. Other CRAs allowprivate individuals toserve. In my opinionthe model we useproviders more ac-countability. Our CRAis bound by purchasingpolicies that mirror ourcity’s. The meetings wehave are conductedunder the same proto-cols, recorded live andall documents are reg-ulated under our CityClerk. This preventsboard members frombeing engaged in pur-chasing or the bidding

process. Many CRA’sare moving to themodel we use.

The CRA was estab-lished by declaring thatthere was a need toaddress many issueswithin its borders thatrun form 14th Avenuewest. These blight is-sues include old infra-structure, crime, poorhousing, parking defi-ciencies and otheritems that reduce thequality of life and taxbase in the CRA.Statute provides broadflexibility in how theCRA can addressthese issues.

Our CRA has pur-chased properties fortwo reasons; Increaseredevelopment oppor-tunities focused onhousing along the Fos-ter Road Corridor andincrease our parksspace. Foster Road isthe core of our CRA.We had plans to de-velop a mixed use proj-ect and actuallyapproved a project withCarlisle Group andthen the housing bub-ble burst. Other pur-chases are for infillhousing and parking

near our new FosterPark Community Cen-ter. These plans arebeing implementednow.

The CRA has also af-forded us the ability toexpand our parks. TheCRA purchased landfor Bluesten Park, Sun-set Park Sunrise Parkand the most recentpurchase was for theexpansion of SunrisePark, which has beenreferred to as the BenGalma site. Parks in-crease green spaces,add to the quality oflife, increase valuesand most importantly,create a balance of re-development in a builtout area. The two mainpurchases have beenat Bluesten and havebecome part of ourPark Master Plan. Thecity is temporarily grad-ing and adding parkingat the Bluesten Parkarea to create a playingfield. Until we knowwhat will be done withthe Post office we havenot taken any other ac-tion.

Many CRA’s, includ-ing ours, are focusedon economic develop-ment; some only doeconomic developmentand infrastructure.Most CRA’s provide di-rect grant to businesswithout any pay back.Due to the complexityof a loan system, Staffsuggested going to di-rect grants. This is ob-viously easier for thebusinesses and for theCRA since it avoidscomplications if a loandefaults. Our city hasbeen proactive in not

only providing grants,but also providingloans. This will allowthe CRA to have fundswell after the CRA Taxincrement funding isover. Loans are forbusiness improvement,business expansion,housing improvementsand affordable housing.The problem with anyloan programs is thereis always a risk that theloan can default.

Business incentiveloans and grants arefor the main purpose ofretaining and increas-ing jobs. Everyoneknows that when wehave job growth sodoes our economyprosper. These loansand grants also helpowners upgrade olderbuildings and assist innew developments. Allbusinesses in the CRAare given an equal op-portunity to apply nomatter what their busi-ness is and loans areprocessed by Staff un-less they are over$50,000. Over $50,000must come to theBoard of Directors forapproval.

We have providedloans and grants toThe Village, HallandaleSurgery Center andhave helped to up-grade many busi-nesses alongHallandale BeachBoulevard throughthese programs. Thesuper majority of theseloans have been suc-cessful. To date onehas defaulted.

The loan that theCRA had default was toprovide a business

start up loan to a mi-nority business on Fos-ter Road, in March of2009. The youngowner, John Hardwick,started a companycalled DIO DigitalOuter net. His modelwas to create advertis-ing on TVs throughoutthe city in businessesand condos. The cityloaned him moneybased on a partnershipthat the TVs would alsorun city advertising,PSA’s and other an-nouncements for citysponsored events. TheExecutive Director rec-ommended the loanand the CRA Boardsupported the loanbased on parameters.

The loan was subjectto performance goals,and the collateral wasthe TVs. He did notown the store wherethe start up was. TheTVs started to be putup and John Hardwickwas working to acquirelocations. The down-turn in the economy im-pacted the ability ofDOI to acquire con-tracts. The companywas, at the very best,struggling. Regretfully,Mr. John Hardwick diedof a stroke at the youngage of 42. The city hasnot pursued action todate against him or thecorporation, but it is stillbeing reviewed by legalcounsel.

We have also helpedour residents to up-grade their homes withloans and grants. Wehave provided manygrants for hurricaneshutters. The newestprogram that is being

evaluated is a homehardening program tohelp homeowners ad-dress code deficiencythat increase their in-surance rates. I sug-gested this programafter hearing compa-nies are dropping resi-dent or increasing theircoverage. The supermajority of these loansare being collected.There have been a fewresidents that have hithardship or their prop-erty is in foreclosure.Staff is working on pay-ment plans for someand legal pursues theothers.

Our CRA has beenvery successful. In allthe 16 years, we havecreated and expandedparks, invested indrainage improve-ments, upgraded nu-merous blocks withsidewalks, installedlighting upgrades,hardened many homesagainst hurricanes,added roofs and drive-ways in partnershipwith our residents, pur-chased and clearedblighted properties,created affordablehousing units, built abrand new park onFoster Road andhelped to improved orhelped to create busi-ness. The work contin-ues. We will continueto reevaluate all ourprograms to make im-provements.

Rubin recalls one fam-ily who wanted a monu-ment in the shape of atennis racquet. “The de-ceased family memberwas an avid playerthroughout life, so that’show they wanted him tobe remembered,” saidRubin. “We also had awife who requested amonument carved in theshape of a cowboy hatlike the one her husbandalways wore.”

A final resting place isalso very personal, andLevitt & Weinstein helpsthe family fulfill their de-sires. One family re-

quested a location over-looking a lake in a park-like setting, and stafffound exactly the rightspot. “Another familywanted something veryprivate, so we created agated area that no onecould enter without per-mission,” Rubin pointedout.

Another family wanteda private mausoleum thatwould accommodateeight people. “We custombuilt one exactly toorder,” he said.

Unlike many funeralbusinesses, Levitt & We-instein is still privatelyowned rather than part ofa publicly traded com-pany. “At a time of grief,people want to deal withsomeone they know theycan count on, someonewho is part of the com-munity,” said Rubin.“They have that with us.Our directors have morethan 100 combined yearsof arranging experience,and because we are pri-vately owned, we canmake decisions quickly.”

PRE-PLANNING CANHELP

Pre-planning can makethe funeral process just abit easier for those leftbehind. “The individualcan be sure that he orshe will get exactly whathe or she wishes, and thefamily doesn’t have towonder if they are doingthe right thing,” Rubin ex-plained. “Families areunder a lot of stress at atime of bereavement, andthere can be disagree-ments and hard feelings.With preplanning, there’snone of that, becauseeverything has beentaken care of. And thereare also financial advan-tages.”

Although about 90 per-cent of the families Levitt-Weinstein serves choosepreplanning, it can be dif-ficult to get some peopleto think about theprocess. “You plan for avacation, a wedding, abar mitzvah or a birthdayparty,” said Rubin. “It’sjust as important to plana funeral. Why put theburden of those decisionson your family? Planningeliminates misunder-standing and makes itmuch easier for your

loved ones.”He continues, “It’s just

another part of estateplanning, like making awill. If you make a plan,you can arrange to payfor it over a period oftime, without interestcharges. When you needit, your family will nothave to deal with the ad-ditional burden of ex-penses as well as thefinancial burden that isplaced on the family ontheir worst day."

I’m not saying that ifyou smoke or dip youare definitely going toget oral cancer, butwith numbers like Ijust mentioned, therisk you are takingwith every smoke orchew are profound. Irealize talking aboutthis kind of thing toanyone who smokesis sometimes futile.

So, ifyou notice a red orwhite sore, etc, give ittwo weeks before youstart worrying yourselfto death.

ORAL CANCERSIGNS & SYMP-

TOMS:Unfortunately, in its

early stages, OralCancer can go unno-ticed. Oral Cancercould look like a com-mon ulcer, cold soreor discoloration of tis-sue. Fortunately, yourdentist can see or feelif a lesion looks can-cerous. If you haveany type of lesion inyour mouth, or onyour lips, that doesn’theal within twoweeks, or a difficultyin swallowing for peri-ods of time, it is veryimportant to see yourdentist right away.

Symptoms:* Patches inside yourmouth on your lipsthat are white, mix-tures of red andwhite, or red.* White patches(Leukoplakia) are themost common. Whitepatches sometimesbecome malignant. * Mixed red and whitepatches ( Ery-throleukoplakia) aremore likely than whitepatches to becomemalignant.

A SORE ON YOURLIP OR IN YOURMOUTH THATWON’T HEAL.

* Bleeding in yourmouth.* Loose teeth.* Difficulty or painwhen swallowing* Difficulty wearingdentures.* A lump in your neck.* An earache.

If you present anyof these symptomsyou should see a doc-

tor or dentist so that ifthere are any problemit can be diagnosedand treated as earlyas possible. Mostoften, these symp-toms do not meancancer. An infectionor another problemcan cause the samesymptoms.

DIAGNOSIS OFORAL CANCERIf you have symp-

toms that suggestoral cancer, the doc-tor or dentist checksyour mouth and throatfor red or whitepatches, lumps,swelling, or otherproblems. This examincludes looking care-fully at the roof of themouth, back of thethroat, and insides ofthe cheeks and lip?The doctor or dentistalso gently pulls outyour tongue so it canbe checked in thesides and under-neath. The floor ofyour mouth andlymph nodes in yourneck also arechecked.

If and exam showsan abnormal area, asmall sample of tis-sue may be removed.Removing tissue tolook for cancer cellsis called a biopsy.Usually a biopsy isdone with local anes-thesia.

Oral Cancer Treatment:

If your dentist doesfind a suspicious le-sion in your mouth,he or she might re-move it, but will likelysend you to a special-ist for removal andbiopsy, which is apainless procedure.

If oral cancer is de-tected early enough,it could possibly betreated with surgeryalone. Radiation com-bined with surgerywould likely be used ifthe cancer were inadvanced stages.

Oral Cancer Prevention:

Murder Mystery comes to Hallandale Beach A dangerous person just moved to Hollywood and she is planning

to commit a murderearly in October but….don’t worry, it’s just aninteractive play andeveryone is invited toparticipate.

The dangerous per-son is Barbara Fox, theproducer/director ofMystery on the Menu,an interactive theatercompany she foundedin 1986 in WashingtonDC; she moved toFlorida in 2000 and justre-located to Holly-wood.   The companypresents  murder mys-teries at hotels, resorts,private homes andaboard trains andcruise ships for corpo-rate and privateevents.A few years ago Barbara developed the Murder Is Served series;One woman mysteries where several  people in the audience  be-come characters and receive parts to  read as she, playing a news-paper reporter, acts out the story of the “murder”.  Everyone in theaudience can examine clues, share information ask questions and tryto solve the crime and… one of them is guilty!

City of Hollywood hasreceived a $5,000 plan-ning grant from theCommunity Foundation

of Broward to create avolunteer programspecifically targeted atengaging the city’s babyboomer population incity service. The goal ofthe planning effort is to

create a specializedteam of newly retiredvolunteers that will formthe Hollywood BoomersExperience and SkillsTeam (BEST). The city will use the

grant to conduct out-reach and survey thenewly retired babyboomers residing in Hol-lywood to find out whatvolunteer opportunitieswould be most likely tointerest them and en-gage them in city serv-ice. A BEST committeeis already being formedand will begin meetingsoon to undertake plan-ning efforts.

Currently, the City ofHollywood has an activevolunteer program,

called Volunteer Holly-wood that promotes, or-ganizes and overseesbetween 1,500 and2,000 volunteers eachyear. Only 4% of thosevolunteers currently fallwithin the baby boomerage range (typicallyidentified as individualsborn just after WWII andinto the early 1960’s).The City of Hollywood,along with the Commu-nity Foundation ofBroward, recognizes thisgroup of newly retired orsoon to be retiring resi-dents offer a wealth ofexperience and knowl-edge that can help en-hance the delivery ofquality service and pro-grams within the city. Byoffering this grant oppor-tunity, the CommunityFoundation is assistingHollywood in developinga specific volunteer pro-

gram tailored to theunique skills and abili-ties the boomer popula-tion has to offer.

The word "alopecia" isthe medical term for hairloss. Androgeneticalopecia, a typical pat-tern of male baldnessbeginning at the hairlineand gradually receding,is the most commonform of hair loss, ac-counting for more than

Dr. Ron.., I have heard that in the State ofFlorida, Domestic Vio-lence laws are so tough,that should a man who ishaving an argument withhis girlfriend, just throwsher keys on the roof ofthe house, even if he didnot harm her, could betaken to jail and chargedwith Domestic Violence.Is this true?...

I am not a lawyer, andthe following should notbe considered legal ad-vice, but yes, to my knowledge throwing a girl-friend’s car keys on the roof during anargument, if she also resides with you, may beconsidered domestic violence in the State ofFlorida… to understand this further, let’s take alook at what exactly is considered the definitionof domestic violence….  As defined by FloridaState Statute 741.80; Domestic Violence is “anyassault, aggravated assault, battery, aggravatedbattery, sexual assault, sexual battery, stalking,aggravated stalking, false imprisonment, kid-napping, or any criminal offense resulting inphysical injury or death of one family or house-hold member by another who is or was residingin the same single dwelling unit”. The scenariomentioned above would probably fall under thedefinition of domestic violence, because throw-ing one’s car & door keys on the roof impedesthis person from freely traveling, and thus mayfall under the definition of false imprisonment….It should be further noted as outlined in the“Florida Domestic Bill of Rights “no one has theright to beat, hit, slap, punch, kick, threaten youwith a gun or weapon, or emotionally abuseyou. This includes people in your family orsomeone with whom you have an intimate rela-tionship”.

Domestic violence is a serious and potentiallydeadly matter. Florida has some of the toughestdomestic violence laws in the country, and withgood reason. Each year approximately 20% ofall homicides are committed within a family con-stellation, with six million women being beateneach year, resulting in over 4000 deaths. Mencommit over 90% of all assaults, but it is sus-pected that men under-report incidences whenthey are the victim.

One of the factors that make domestic vio-lence such a serious matter, besides the dam-age it does to victims & families concerns thepolice officers who are called to intervene theseproblems. While one may assume there is lessdangerous involvement for police on domesticviolence calls than other areas of police duties,the fact of the matter is that more police officersare killed responding to domestic violence callsthan any other type of police work.

Folks, domestic violence is a serious matter.While the government should not be overly pry-ing into your home and private life, and it is onlyhuman to have occasional spats with those welove, serious and ongoing abuse in the state ofFlorida, is just not an option.

CRISPY WHOLEWHEAT TORTILLA

BBQ CHICKEN PIZZA1 8-inch whole wheattortilla per pizza1 Rotisserie chicken*,skin and bones re-moved, shredded inbite size pieces1/2 ounce red onion,diced1 ounce BBQ sauce

3 ounces partial skimmozzarella cheese1/2 ounce mild greenchiles, diced (fresh orfrozen preferred)5-6 sprigs freshcilantro chopped

1. Pre-heat oven to 350degrees.2. Place tortilla on abaking sheet and bakefor 3-4 minutes, or untilslightly crispy.3. Remove from ovenand top with BBQsauce, cheese, desiredamount of chicken,

diced onions and dicedgreen chiles.4. Place back in ovenfor approximately 10minutes, or until cheeseis completely melted.5. Remove from ovenand top with freshchopped cilantro.6. Cut in to quartersand serve.

CREPES6 - 8 8-inch wholewheat tortillas1 can apple pie filling4 large eggs1/2 cup low-fat milk1 teaspoon vanilla1/2 teaspoon groundcinnamon1/2 teaspoon groundnutmeg1 tablespoon pow-dered sugar for gar-nish
