    All members and friends of AEBR are cordially invited to attend the AEBRAnnual Conference 2010, which will be held in Dundalk (Republic of Ireland)from 21 to 23 October 2010. The main topic will be Territorial Cooperation ina Post-Crisis Scenario. Contribution of CBC. East Border Region will be thehost of this years conference.

    High-ranking representatives from European institutions and from allEuropean border and cross-border regions will discuss this issue with aspecial focus on the upcoming changes in 2011 and the importance of cross-border cooperation after 2013, all in all taking into account the effects of thefinancial crisis in our territories.

    During the General Assembly (please note that only members are invited tothis session), the AEBR members will elect the associations representativesand members of the AEBR Executive Committee 2011-2012.

    The 2010 AEBR Conference will be held in the Dundalk area of East BorderRegion which is in located in County Louth, Republic of Ireland, and willinvolve visits to County Down in Northern Ireland.

    For this years summer seminar, a total of34 applications has been received. The jury is currently assessing them and willselect 15 applicants, who will finally beinvited.The draft programme is available onww.aebr.eu. A full report on the results will

    be available in the July edition of theAEBR Newsflash.

    In June 2010 the Council agreed on a new proposalDirective for patients' rights in cross-border healthcare.The agreement came after a Council meeting in which acompromise proposal of the Spanish presidency(9948/10 +9948/10 COR 1) was presented. This Directi-ve has a long history, one of the topics of discussionbeing liability rights. These rights have a close relationto health related cross-border activities in border regions(e.g. emergency and hospital services). In this discussi-on in both the border regions and on a Directive (EU)level it was claimed that legal challenges hinderedcross-border cooperation.On the other hand arguments were put forward that

    these challenges were overcome by practical solutionsand by bilateral agreements; or even that experiences inthese border regions could be used to inform EU policymaking. The new proposal by Spain will probably lead toa further discussion about what is thought to be neces-sary for border regions and cross-border health care inrelation to liability and other legal challenges.The partnership working in the Project EUREGIO II haselaborated a statement on this regard.     Legal challenges in cross-border health care

    Meeting with Commission President Barroso and the presidents of the associations

    While finishing this edition, on 29June 2010, a meeting has taken

    place between CommissionPresident Barroso, the Presidentof the Committee of the Regionsand the Presidents of RegionalAssociations in order to ex-change their views about currentchallenges for European regionsand municipalities.

    Main discussion topic is the rela-tionship between EU 2020 Strat-egy and Future Cohesion Policy.

    Moreover, Territorial Cohesioncan be particularly affected by athematic and sectorial approachof EU 2020. Instead, an inte-grated and territorial approach

    based on Multi-Level Govern-ance would result in deeper co-

    hesion for European territories.Related issues, as the imple-mentation of the new Objectiveof Territorial Cohesion and thefuture EU Budget focussed thismeeting as well.

    AEBR President Karl-Heinz Lam-bertz has taken part in this event,which will be crucial for the futureof European regions and munici-palities interests.

    This meeting in part of the Struc-tured Dialogue between theEuropean Commission and theEuropean Associations of Re-gions and Municipalities, pro-

    moted by the Committee of theRegions.

    The Ministry for Generations, Family,Women and Integration of North

    Rhine-Westphalia, in cooperation withthe Committee of the Regions and theCouncil of European Municipalitiesand Regions, call upon European cit-ies and municipalities to present bestpractices for active ageing and forintegration of elderly migrants. Theprizes awarded will revolve aroundlocal authority initiatives for the mutualintegration of migrant elders in all mu-nicipal fields of activity for the improve-ment of the quality of life of elderlypeople namely in respect of housing,leisure and culture, social and inter-

    generational activities, support of eco-nomic activities related to culturally

    sensitive products and services; sup-port of volunteering by and for migrantelders.

    Applications must be sent by 31 Octo-ber 2010. The winners will be awardedon 9 February 2011 in the Committeeof the Regions.

    In the context of the 'European Year for Combating Poverty and Social Exclusion', the Committee of the Regionsinvited local and regional authorities, organisations and EU institutions to exchange good practice and expertise inthe fight against poverty and social exclusion at local level.     On the previous day, the regions of Extremadura (ES) and West Sweden organized in the Committee of theRegions a Seminar on New Job Markets for Inclusion. In this seminar experts and representatives fromEuropean Institutions, municipalities and regions discussed on the initiatives promoted during this European Yearin the context of the financial crisis, and what initiatives have been taken at regional and local level to promoteinclusion in the labour market. The Secretary General of the AEBR was invited to take part in the closing panel,dealing with challenges for social inclusion, where main views about an active policy to promote the activation ofcross-border labour markets were presented.

    Promoted by the President of the Govern-ment of Catalonia, the Catalan ReflectionGroup on the Future of the EuropeanUnion (in Catalan, Grup Catal de Re-flexi sobre el Futur de la Uni Europea)was created in January 2009. The goal of

    the Reflection Group is to come up withproposals on the future of the EuropeanUnion and to provide input on the kind ofEurope that Catalonia would like. The aim

    is to submit the proposals to the Reflex-ion Group chaired by Felipe Gonzalez, onthe Future of Europe in the 2020-2030Time Horizon.AEBR already began to report in the Mayedition of our Newsflash (http://

    On 10 June, a structured dialoguemeeting was held at the Committee of theRegions. CoR Secretary General GerhardStahl introduced the dialogue, followed bya presentation of the CommissionsWorking Programme 2010.

    The structured dialogue took the form of adebate where associations were able toinput their comments and priorities with

    regard to the implementation of theCommission's Work Programme. AEBRSecretary General Martn GuillermoRamrez addressed AEBRs questionsrelated to all four axis of the WP 2010.

    Strategic Report of 2010 by the Commission on the Implementation of the CohesionPolicy Programmes - Council Conclusions

    On 15 June, the General Affairs Coun-cil of Ministers adopted conclusions onthe Commission 2010 strategic report.These conclusions were prepared bythe Spanish Presidency with the as-sistance of the future Belgian and Hun-garian Presidencies. The conclusionsemphasise the need for the policy tohave an important role within the Euro-

    pe 2020 Strategy. Furthermore, theneed for one strategic approach andcommon implementation rules for thethree funds (European Regional Deve-lopment Fund / Cohesion Fund / Euro-pean Social Fund) are adressed aswell. Read the full press release forfurther information.

    EUREGIO (DE/NL) celebrates Europe without borders

    On Sunday, 20 June 2010, in numerous places in the EUREGIO Europe without borders was celebrated withdifferent cross-border activities.

    Organisations and associations organised cross-border soccer tournaments, bicycle tours, art activities, marks-men's festivals, markets etc. 12 TOPs (touristic orientation points) offered free maps for bicycle toursin the border region. These celebrations took place in the framework of the 25th anniversary of the signatureof the Schengen Agreement.     EUREGIO EGRENSIS publishes new Czech/German dictionary for fire-fighters

    Experts from several levels were involved inthe drafting of the new dictionary, includingfire-fighters from both sides of the border. Thepublication is part of the language offensive ofEUREGIO Egrensis, and will serve as basisfor the planned language courses that will be
