    The Report CardHindraf is presenting to the public this report with the aim of informing on the status

    implementation of the plans in the Memorandum of Understanding that was arrived a

    Barisan Nasional and Hindraf on the 18th of April 2013.

    We deem this report an important communication exercise to the people whom we se

    whose behalf we are participating in Government. This is a precedent we want to set

    governance and we hope other organizations in Government will take the cue from th

    This 100 day report is the first one. We will be presenting this report periodically. We e

    submit our next report 12 months into our participation in Government.

    This exercise will increase accountability of all parties concerned to the pledges made

    into office. The people can use this report card to make their future decisions about th

    government.

    A SAMPLE STUDY HAS BEEN DONE AND 10 CATEGORIES OF

    Performance SummaryWe have presented the report on 32 performance areas. 100 days is a fairly short repo

    all of this but because of the opacity of the situation we have decided to make a first d

    answer the many questions and doubts people are having about the progress of the im

    of the Agreement.

    We have made positive progress in only one of these areas and that is in the set up of

    the PMs department and in the naming ofMr. P Waytha Moorthy as its head.

    The performance in the areas of devolution of full executive authority to the Unit Head

    of the budgets for 2013 , in defining the organization structure for the unit, in the set u

    Steering committee and in the planning for the 2014 budget are all unsatisfactory.

    Performance is an ongoing thing. Our performance in this period is certainly unsatisfac

    believe this has much to do with the learning curve involved of this unprecedented eff

    from the Agreement. We believe that performance will certainly pick up with the appr

    taking or planning to take.
