The Travis County Sheriff’s Office (TCSO) has a number of specialized units in place to offer the highest levels of ser- vice and protection for the county’s residents. Among these is the K-9 Unit which provides services other officers cannot. TCSO acquired its first dog in 1991. Lucky, a black lab, was purchased with seized drug funds during the tenure of Sheriff Doyne Bailey. Lucky’s main mission was to assist correctional staff with deterring and locating concealed contraband in the county jail. He also assisted law enforcement Narcotics and SWAT divisions with execution of search warrants. As with any startup unit, funds were limited at the time, so Lucky was transported in a 1976 spray-painted pickup truck with no air conditioning. After a long and fruitful career in the jail, Lucky was retired in January 2002. His successor, Kody, was Travis County’s first official Law Enforcement K-9. Kody was donated to the county by a private business in 1995 and worked solo with his han- dler until 1998. At that time, two deputies were selected to participate in the federally-funded Puppy Program, which provided the county with dogs as well as a training regimen. After several months of training and use of county re- sources, it was determined the puppies did not possess the proper drive to be- come reliable K-9 partners, so they were adopted by employees within the depart- ment. Soon after, TCSO received another donated dog from a private citizen, but he was retired after a year of training due to pancreatitis. These unsuccessful acquisi- tions of K-9s led unit officials to realize that purchasing mature, reliable dogs is actually more cost-effective in the long run. The county currently acquires its dogs from suppliers who import them from Europe after train- ing and testing them for Law Enforcement potential. Since 9/11, the demand for these dogs has increased, thereby driving up prices as well. Travis County currently has 5 dogs assigned to the Law Enforcement Bureau, and 1 as- signed to Corrections. It was 2:30 PM and Deputy Darby was at home on his day off. He

received a page to call Dispatch con-cerning a call currently in progress...Patrol Deputies had a suspect pinned down in a quarry and needed a K-9 Team to help locate him. Deputy Dar-by geared up, grabbed his K-9 partner, Owen, and headed to the scene. Upon arrival to the scene, Deputy Darby and Owen started a track and quickly locat-ed the suspect who had just burglarized a business in the area.

The Travis County Sheriff’s Office (TCSO) has a number of specialized units in place to offer the highest levels of ser-vice and protection for the county’s residents. Among these is the K-9 Unit which provides services other officers cannot.

President’s MessageA new year brings a fresh

beginning and I am honored to be the newest President of The 100 Club of Central Texas. We have great plans in store for 2011 and hope that you can join us on our journey. Last

year’s events were quite exciting: The 8th annual Peace*Love*Happiness Ride was a phenomenal success and, on the same weekend, we held our 27th annual awards gala at the Exotic Game Ranch in Buda; November brought the 10th annual golf tournament. All three events raised over $80,000 for the club’s programs.

We are positive that this year will be even more exciting. On April 9, the 9th annual Peace*Love*Happiness Ride will be held. Make

plans to attend this year’s awards gala on May 20th at the Hyatt Regency Austin on Lady Bird Lake. We are looking forward to presenting this year’s awards to our communities’ noble first respond-

ers. Please help us ac-knowledge these brave men and women; you

can find the nomination details in this newsletter or on our website.

K-9 Unit cont'd. from p. 1dogs and their handlers take numer-ous calls each day, providing services such as finding fleeing suspects, lo-cating narcotics and explosives, and tracking lost children. These tasks cannot be completed by patrol of-ficers alone; the K-9s have abilities their human counterparts do not.

For example, officers were recently called to the scene of an armed rob-bery at a convenience store in the Austin area. The suspect fled on foot and deputies were unable to locate him. They called K-9 Deputy Jo Carson and her dog Ryker (pictured at right), who were able to apprehend the per-petrator right away in a wooded area some distance from the store. In such instances, as well as many others, suspects would not have been appre-hended without the assistance of the K-9s and their handlers.

The TCSO K-9 unit is being utilized to its fullest potential and, at times, cannot keep up with the demand for its services. When used properly, the K-9 Unit is a great tool in assisting patrol officers with locating suspects and contraband, as well as deterring crime. The K-9 unit has grown from 1 to 5 dogs in the past 20 years due to the support of the citizens of Travis County. The unit hopes to expand in the future in order to have a K-9 Team on every shift, providing exceptional service to the public by deterring crime and increasing safety.

Scholarships 28th Annual Awards Gala

Nominations for Outstanding First Responders and Admin Techs

Each year, the 100 club of Central Texas awards scholarships to

active-duty first responders which provide college tuition for two semes-ters. Named for Dr. M. James Moritz, the founder of the program, first re-sponders receive scholarships to be used for tuition, books, and associated expenses at an accredited institution of higher education.

We are now accepting applications.

Applications can be downloaded from the 100 Club's website. The schol-arships will be awarded at the 28th Annual Awards Gala on May 20, 2011.

The 100 Club of Central Texas is hosting its 28th Annual Awards Banquet on May 20, 2011. This year's event will be held at the Hyatt Regency Austin on Lady Bird Lake.

The 100 Club honors area first responders for exemplary acts of duty, having been nominated by their departments and judged by a panel of retired first responders. The gala is the community's way of saying "Thank you" and showing apprecia-tion for a job well done.

On August 25, 2010, Ce-dar Park Officer Leonard

Reed was laid to rest at Cook-Walden/Capital Parks Cem-etery in Pflugerville by family, friends and colleagues. Over 1,700 people paid their re-spect to fallen Officer Reed, his wife Cynthia, and two sons, Domenic and DeMitri at Hill Country Bible Church. Officer Reed was wounded on August 18 while on a training exercise and succumbed later that eve-ning from his injuries. He will be missed by all that knew him.

In accordance with its mis-sion, the 100 Club delivered a $10,000 check to Officer Reed's family; it is also accept-ing donations from the pub-lic--to date, over $4,700 has been received.

Battle of the Badges Nightwith the Texas Stars

The Texas Stars swept the ice with a 2 to 1 win against the Rockford Icehogs on February 12. After last

year’s defeat, the firefighters came prepared and beat the police on the ice during the tug-o'-war match.

The Texas Stars Foundation drove a winning campaign that raised $5,000 for Officer Reed’s memorial fund. We want to thank our volunteers, the Texas Stars staff, attend-ees, and, most of all, First Responders...you all made the 2nd annual Battle of the Badges a smashing success.

The 100 Club of Central Texas again hosted its holiday party at the Headliners Club in honor

of our survivors, sponsors, and volunteers. Guests brought toys for the Austin Police Department's Blue Santa program. Needless to say, we filled a huge Santa bag and then some. Thanks to everyone in at-tendance... many children in our community had a wonderful Christmas because of your generosity.

The 100 Club is able to assist families of our first responders in their time of tragedy or need be-cause of the support of our volunteers and spon-sors. Their time and generosity given on behalf of the 100 Club assures our mission will continue each year. We truly appreciate everything you do for us.

Our central Texas survivors are very special to us. We continue to keep in touch with them and as-sist them in any way we can. We assure our central Texas community will never forget their sacrifice.

The 100 Club--along with platinum sponsor KVET Radio--held its

annual golf tournament on Novem-ber 8, 2010; 100% of the proceeds help the families of first responders killed or critically injured in the line of duty. Like last year, the gorgeous Twin Creeks Country Club in Cedar Park, Texas, hosted the tournament.

The teams and volunteers showed up bright and early for registration. Everyone felt good about giving to their community’s heroes and a good time was had by all.

Teams started the 18-hole course at different holes to prevent con-gestion. Apart from the main prizes, there were four prizes for a hole-in-one shot. The prizes were a 2011

Audi A4 and 2011 Miata (courtesy of Roger Beasley Auto Group), a 2011 Nissan Altima 2.5S (courtesy of South Point Nissan), and a trip for two to the Masters Golf Tournament. Everyone had fun trying for these prizes; unfortunately, the three big prizes went unclaimed.

As the teams finished, they went back to the clubhouse to have lunch while the winners were determined. This year, lunch was generously provided by Canoli Joe's--thank you for the excellent barbecue!

A big thanks to the participating teams, sponsors, and volunteers. Without all of you, the tournament would not be possible.

Gov. Perry Honors Texas Peace Officers, First Responders

Veterans, Peace Officer Memorial Unveiled

In 2003, the 78th Texas legislature passed and Governor Perry signed

House Bill 1937, creating the Star of Texas Awards to honor and commem-orate selected first responders who made profound commitments while performing their duties as a peace officer, firefighter, and EMS person-nel. Amendments to the Star of Texas Awards statute were expanded to in-clude first responders who are seri-ously injured or killed in the line of duty including federal law enforce-ment officers and special agents per-forming duties in Texas while assist-ing state or local law enforcement agencies.

On September 2, 2010, the following first responders were recipients of this year’s awards.

Dozens of surviving family members, along with digni-taries and law enforcement agencies, came together

in Woolridge Square Park to honor Austin veterans and peace officers from Travis County.

“We as a community have a responsibility to keep the purpose of their sacrifice before us,” Austin Mayor Lee Leffingwell said.

There was a 21-gun salute and all the ceremonial pomp and circumstance related to a memorial dedication ser-vice. The ceremony began with a skydiver holding an American flag dropping out of the sky. The event then

moved to the Travis County Jail where two black granite monuments were unveiled. Wreaths were placed in front of the monuments in memory of the 21 veterans and 35 peace officers who have died in the line of duty.

David Joso was one of the driving forces behind the project. “It’s just important to recognize their contribu-tion, their service, and their sacrifice,” Joso said.
