Section A-I/8Quality standards
2 The field of application of the quality standards shall
cover the administration of the certification system, all
training courses and programmes, examinations and
assessments carried out by or under the authority of a Party
and the qualifications and experience required of instructors
and assessors, having regard to the policies, systems,
controls and internal quality assurance reviews established
to ensure achievement of the defined objectives.

Regulation I/6Training and assessment
Each Party shall ensure that:
.1 the training and assessment of seafarers, as required
under the Convention, are administered, supervised and
monitored in accordance with the provisions of section A-I/6 of
the STCW Code

Section A-I/6Training and assessment
1 Each Party shall ensure that all training and assessment of
seafarers for certification under the Convention is:
.1 structured in accordance with written programmes,
including such
methods and media of delivery
procedures, and
course material
as are necessary to achieve the prescribed standard of
competence

2 Every candidate for certification shall:

Officer in charge of a navigational watch(OOW) (GT≥500)
12 months seagoing service, which includes onboard training(cadet), as part of an approved training programme,
documented in a TRBor
36 months of seagoing service in the deck department

Regulation III/1OEW (kW≥750)
2 Every candidate for certification shall:

Officer in charge of an engineeringwatch (OEW) (kW≥750)
12 months combined workshop skills training & seagoingservice, as part of an approved training programme, whichincludes onboard training (cadet), documented in a TRB
or
36 months combined workshop skills training and seagoingservice (at least 30 months seagoing service in the enginedepartment)
Regulation III/6ETO (kW≥750)
2 Every candidate for certification shall:

Electro-technical Officer (ETO)
(kW≥750)
12 months combined workshop skills training & seagoingservice, as part of an approved training programme, which
includes onboard training (cadet) documented in a TRBor
36 months combined workshop skills training and seagoingservice (at least 30 months seagoing service in the enginedepartment)

Every candidate for certification whose seagoing service
forms part of an approved training programme … shall follow
an approved programme of onboard training which:
.1 ensures that the candidate receives systematic practical
training and experience in the tasks, duties and
responsibilities of an officer …
.2 is closely supervised and monitored by qualified officers
.3 is adequately documented in a training record book

Section B-II/1Guidance regarding the certification of OOW (GT≥500)
4 Where the seagoing service forms part of an approved
training programme, the following principles should be
observed:
.1 onboard training - integral part of the overall training plan
.2 onboard training - managed and coordinated by the
company
.3 Training Record Book (TRB) : record the practical training and experience at sea;
provide detailed information on the tasks and duties to
be undertaken and progress towards completion;
can be taken into account for evaluating competence.

Section B-II/1Guidance regarding the certification of OOW (GT≥500)
4 Where the seagoing service forms part of an approved
training programme, the following principles should be
observed:
.4 The prospective officer aware of “shipboard training
officer ” “company training officer ”.
.5 The company should ensure that appropriate periods are
set aside for completion of the programme of onboard
training within the normal operational requirements of the
ship.
