Situation Report No: 15 issued by the National Emergency Operation Centre and cover the period from 1600-2400 hours Wednesday, 21/12/2016.

1.0 HIGHLIGHTS OF THE LAST 8 HOURS

• All evacuation centres in Koro are now closed • All roads in Koro including the Kade to Navaga Road are now open to all traffic and pedestrian • Gau – Vehicles/Trucks can only access from Navukailagi Fisheries Station to Nawaikama Village

and Gau Depot at Nawaikama, while roads leading from Qarani to Yadua and Qarani to Lamiti are still closed to all vehicles

• Cleanup campaign at Rakiraki Town • Team of 10 army and police personnel to be deployed at 0800hrs 21/12/16 to assist in cleanup at

the Wainibuka area. • Two RFMF teams to be deployed at 0800hrs 21/12/16 to assist cleanup at Sigatoka Town • One RFMF team to be deployed from Lautoka at 0800hrs 21/12/16 to assist cleanup at Rakiraki

Town. • MV Cagivou deployed to Qamea through Savusavu on 20/12/16 to pick up supplies and Sectoral

Damage Assessment Team of 49 government Officials including RFMF Engineers, MoIT Engineering, MOH, MOE and media personnel.

• Road closed from Lavena to Bouma in the Northern Division

2.0 WEATHER UPDATE

Source Weather Update Special Weather Bulletin number fifty one (51) for flood issued from RSMC Nadi at 7:30pm Tuesday the 20th December 2016.

A flood warning remains in force for the following areas: • Low lying areas and small streams for Vanua

Levu, Taveuni and Lau group including Rakiraki and Rewa catchment

• Low lying areas and small streamsadjacent to and downstream of Rakiraki Town;

• Low lying areas and the downstream of Navolau station

• Low lying areas and areas adjacent to Wailotua and Nayavu Station and areas of downstream of Wainibuka River;

• Low lying areas and areas adjacent to Rewa Bridge station and downstream of Nausori Town

A flood alerts remains in force for the low lying

Special Weather Bulletin eleven (11) for heavy rain issued from RSMC Nadi at 6pm on Tuesday 20th December, 2016

A heavy rain warning remains in force for Vanua Levu, Taveuni and Lau group

Situation:

Tropical Depression (TD04F) was located near 18.6s 176.2E or about 160km Southwest of Nadi and about 220km West-Northwest of Kadavu at 5pm today. TDOF is moving South-Southeast at about 10km/hr. Associated through of low pressure and rain bands continues to affect the country. TD04F has low chance of developing into a tropical cyclone over Fiji waters.

3.0 STATUS SUMMARY 3.1 Evacuation Centres

Evacuation Centres in all the four divisions are opened to receive evacuees from affected areas. The table below highlights the total number of active evacuation centres and evacuees accommodated.

3.2 The NEOC continues activation with four shift teams on a 8 hour shift per team 3.3 The NEOC will continue to monitor developing situation. 3.4 All Divisional EOC’s are on operation mode until further notice. 3.5 Updates from sectors continue. 4.0 DIVISIONAL PROGRESSIVE UPDATES

4.1 CENTRAL DIVISION Highlights

• No Sitreps from Central Division has been received during this 8 hours shift. 4.2 Western Division

• Generally fine weather experienced throughout the Division apart from Sigatoka, and

Lautoka which experienced slight showers. • General cleaning up in Rakiraki town involving the NFA and Rakiraki Town Council

Officers. • Concern is on the Environmental health problems arising from aftermath of TD04F thus

mobilisation of personnel from NFA, Town Councils and RFMF is paramount to reduce these problems

• At present the road network from Sigatoka to Rakiraki Town is accessible however, precaution to be taken when passing through Tobu village as debris blocked half of the road

• Relevant agencies are working around the clock for the full restoration of services in the CBD.

• Landslide at Barotu has resulted in the disruption of water supply in Barotu and Rokoroko. Relevant authorities have been informed and will investigate accordingly.

• For safety measures, people living in low line areas and river banks are still being accommodated at the evacuation centres.

4.3 Northern Division

• A government assessment team consisting of 49 government officials will depart for Qamea on Wednesday morning (21/12/16) and return on Friday afternoon (23/12/16).

• The team will deliver emergency relief supplies to affected areas on the island of Qamea. • WAF team in Labasa are in progress of purifying drinking water in the coming days. • FRA Contractors will be clearing all the remaining debris/landslides and also patch pothole • IDA Report from Agriculture received. DDA in progress.

4.4 Eastern Division

• Fine weather condition experienced. • All evacuation centres in Koro are closed and all rods opened • Evacuation centres still activated as evacuees continue to cleanup their dwelling house

and household belongings during the day and return to the evacuation centres at night • All roads are still accessible around Ovalau but posing few travelling threats

5.0 AGENCY UPDATES

Highlights in general from the Fiji Roads Authority (FRA), Water Authority of Fiji (WAF) and Fiji Electricity Authority remain the same as from Sitrep 14 as no other updates were received.

a) Roads & Jetties (FRA)

• Some roads in the urban and low-lying areas are still in danger of flooding as rainfall continues in some parts of Fiji.

• Increased in number of potholes on the road network and the contractors will be carrying out remedial work as soon as the weather clears up. Motorists are advised to drive with extreme caution during this time.

• Some more roads continue to be fully closed and impassable at this stage and we are urging motorists not to drive through water because the depth is hard to gauge.

b) Water Supplies (WAF) • Apart from the repair works in progress at Water Treatment plants and water pumping stations,

some of the factors affecting water supply are: - the intermittent power supply to affected areas. - Muddy waters going the pipelines which will clear after some time of restoration of water

supply. • All resources of the Authority will be available for emergencies 24/7. These are

1. Fresh water Package Plants on Standby. 2. Generators on standby. 3. All key personnel in the region is on standby for any emergencies.

• A water resources team is continuously monitoring all water sources and updating on weather forecast.

Significant developments /updates recorded from FRA, WAF,FEA ,MOHMS,Police and RFMFand food ration distribution are tabulated below.

Division Agency Update

Central

FRA Below is the update on infrastructural repairs works currently undertaken by the Fiji Roads Authority. (A detailed work matrix is attached as Annex 3) • Queens Road is OPEN TO ALL TRAFFIC. Road users

have been advised to take extra caution. • Kings Road is FULLY OPEN. Partial restriction at

Naboulini in Rakiraki. • Wailotua Flats and Bucalevu Bridge in Korovou on

Kings Road is now open. Extreme caution is required as roads will be very muddy and slippery.

• Kasavu Landslide, located north of the Kasavu/ Baulevu Road Junction on Kings Road is open to light vehicles only and operating as a single lane with potential for full closure if there are further slips.

• The Kasavu slip has taken a great portion of the road and it isn’t wide enough to allow larger vehicles including heavy goods vehicles, buses and carriers through at the moment

WAF SUVA/NAUSORI WATER • Tamavua reservoir level is currently dropping rapidly

due to the mechanical problem of the Water Treatment Plant. Elevated areas from Tamavua feed will be affected of no water and low pressure.

• Repair works at 45% and is dependant on rate of

repair works while 18 water carting trucks are attending to the affected areas.

FEA Update of work currently undertaken by FEA to restore power in affected areas is attached as Annex 4

Food Ration Distribution

Food ration distribution from 15-19/12/16 at the Nadera Methodist Evacuation Centres consisted of flour,rice,sugar,dhal,tinfish,oil and milk.

Western

FRA • A detailed work matrix is attached as Annex 3 WAF Ra Province

• Reticulated system in Rakiraki is currently cut off due to damages to the pump.

• WAF is working on restoration of water supply in Rakiraki Town.

• Qalau Pump – WAF team current working on it.

• Nakasia & Narara Pump – Completely washed off


MOHMS • All medical facilities in the Ra province are alert and operations are normal

• Casualties from Naqelewai named Vilikesa Rokotaba (47yrs) have been treated at the Lautoka Hospital

Fiji Police and RFMF • 20 RFMF personnel’s and 34 Police Officers with the assistance of 2x9tontrucks are now on standby for response purposes

• Police Officers are also monitoring the movement of people in and around Rakiraki, Ba, Tavua, Nadi and Sigatoka Towns for security and safety purposes.

• Provide assistance to Rakiraki EOC on the verification of people living in the Evacuation Centres

Eastern

FRA • Nawaikama on Jetty Road in Gau is closed

Northern

FRA • Rain started again at Nabouwalu at 2.30pm. • Waikonadawa bridge are currently clear at 6.15am this

morning • Delaidrove road is clear and can only access for

4wheel drive • FRA are now attending the road crack that pass

Delaidrove landslide • Vuya to Solevu Road still underwater • A detailed work matrix is attached as Annex 3


Municipality • The Central Business District is operating as normal in the whole Northern Division.

Food Ration The following ration will be delivered to Taveuni and

• 192 punjas biscuit Shipping Services • The three shipping services to the Northern Divisions

have confirmed full operations as from Wednesday (21/12/16).

5.0 CONCLUSION This is a summary of the reporting forwarded to NEOC from 1600hrs to 2400hrs on 21/12/16. Sitreps were received from the Northern, Western and Eastern Divisions with the exception of the Central Division, during this shift.
