As per the Ministry of Environment, Forest and Climate Change, New Delhi, Notification, S.O. 141(E) Appendix– XI, dt 15 th January 2016, in pursuance to the above S.O.1533, the project falls under Category “B2” and is mandated to obtain Environmental Clearance from Respective District Environmental Impact Assessment Authority (DEIAA). As per the letter No. 224/DEIAA/2016 dt 8/2/2018 issued by the Assistant Director, Mines&Geology, Visakhapatnam, there are no other quarries within the 500 M distance around, from the periphery of the lease area, Hence cluster situation doesn’t exist and the project is considered as individual lease area.. Accordingly, application in the prescribed format, Form-1M, along with Pre Feasibility Report (PFR) and approved mining plan,is being submittedto the District Environmental Impact Assessment Authority,Visakhapatnam district for obtaining Environmental Clearance to the project.

1.0 EXECUTIVE SUMMARY

Sri Venkata Naresh Babu Balina was in principle granted a Quarry lease for Color Granite over an extent of 4.570 Hectares in Sy.No.14/1 of KonnempudiH/o. Veerabhadrapeta Village, Cheedikada Mandal, Visakhapatnam District, Andhra Pradesh State. by Director Mines & Geology, Andhra Pradesh for a period of 20 years vide Director of Mines & Geology, Andhra Pradesh,Notice No.31416/ R1-3/2017 dated 22-01-2018 (Annexure– I). The in principle grant of quarryleaseis subjecttosubmission of Approved Mining Plan

along with Consent for Establishment from A.P.Pollution Control Board & Environmental Clearance from Ministryof Environment&Forests (MoEF) as per

Environment Impact Assessment Notification through S.O. 1533,dated14-09-2006.

The mining plan for 5 years plan period pertaining to the above quarry lease area was approved by Deputy Director of Mines & Geology, Visakhapatnam, AP vide Lr. No:

300/MP-VSP/2018, dated 03-02-2018.

As per the Ministry of Environment, Forest and Climate Change, New Delhi, Notification, S.O. 141(E) Appendix– XI, dt 15th January 2016, in pursuance to the above

S.O.1533, the project falls under Category “B2” and is mandated to obtain Environmental Clearance from Respective District Environmental Impact Assessment Authority (DEIAA).

As per the letter No. 224/DEIAA/2016 dt 8/2/2018 issued by the Assistant Director, Mines&Geology, Visakhapatnam, there are no other quarries within the 500 M distance

around, from the periphery of the lease area, Hence cluster situation doesn’t exist and

the project is considered as individual lease area..

Accordingly, application in the prescribed format, Form-1M, along with Pre Feasibility

Report (PFR) and approved mining plan,is being submittedto the District Environmental Impact Assessment Authority,Visakhapatnam district for obtaining Environmental Clearance to the project.

INFORMATION

2.1 Identification of Project and Project Proponent

Project Details

The proposed project is quarrying colour granite by SriVenkataNareshBabuBalina, over the approved quarry lease area in Visakhapatnam district.

Project Proponent: Sri Venkata Naresh Babu Balina, is the project proponent with address at 58 –14–42/3, VUDA Layout, HIG–53, Marripalem, (Near) Marriat Hotel,Visakhapatnam –530018

2.2 Brief History of the Project and Applicability of EIA Notification The quarry lease over an extent of 4.570 Ha in Sy.No.14/1of Konnempudi H/o.

VeerabhadrapetaVillage,Cheedikada Mandal, Visakhapatnam District, Andhra Pradesh State has been inprinciple granted for a period of 20 years by Director Mines & Geology,

Andhra Pradesh vide Notice No.31416/ R1-3/2017dated 22-01-2018(Annexure– I).

The mining plan for 5 years plan period pertaining to the above quarry lease area was approved by Deputy Director of Mines & Geology, Visakhapatnam, AP vide Lr. No:

300/MP-VSP/2018, dated 03-02-2018.

As per the Ministry of Environment, Forest and Climate Change, New Delhi, Notification,

S.O. 141(E) Appendix– XI, dt 15th January 2016, pursuant to the above S.O.1533, the

The proposed project is a mining project involving quarrying of minor mineral, colour granite, over the granted lease area by open cast semi mechanized method.The quarriedcolour granite rough blocks will be finished into dressed blocks of different sizes.

The granted quarry lease area is 4.570Ha and the average colour Granite production in the next 5 year mining plan period will be 7,500.24 M3per annum on average.

2.4 Need for the Project & its Importance to the Country/ Region As building construction activity grows to meet the needs of aincreasingpopulation,

demand for building stones like marble, slate and granite increases. . Due to beautiful finish and sturdiness suitable for interior and exterior decor, Granite

has become a common construction stone for flooring, counter tops, cladding etc. Granite

is the chief material for products like monuments, flooring slabs, kitchen articles, sculptures & polished blocks which are exported. Indian granite is aesthetically

appealing and known for its hardness and quality. Moreover, it is highly heat resistant

and keeps the living space cool. India exports high quality Indian granite to more than 35 countries

In view of the global as well as domestic demand for granite, the project for quarrying

colour granite assumes importance to the country. The project contributes to foreign exchange earnings to the country.Also it will contribute

to the regional revenue by way of royalty, direct and indirect taxes. The mining and associated activities in the mineral rich areas increase the gains in gross domestic product (Gross Domestic Product).

While providing direct employment to 53 people, the project will provide indirect economic benefits to transporters and labor associated with it.

The project is envisaged to meet the demand supply gap in both domestic and export markets, as demand for granite products is increasing day by day.

3.1 Type of Project

The project is quarrying minor mineral ie. colour granite over approved quarry lease area by open cast semi mechanized method.

As the project is site specific, no alternative site has been considered.

3.4 Size & Magnitude of Operation:

The details of project including area, reserves available, annual production etc are as

The granted quarry lease area is 4.570 Ha.

Total mineable reserve available is16,80,048.00M3.over a period of 45years

Total mineable colour granite reserves is 3,36,009.60M3 Waste generated entire lease period of 45 years will be 1344038.40M3

The average Color Granite production will be 7,500.24 M3/ Annum , for the 5 year mining plan @ 20% yield

Waste generated will be 30,000.96 M3per annumon average

The method of mining is open cast semi mechanized method

3.5 Project Description with Process Details

Method of Mining:

The Colour Granite in the quarry lease applied area is exposed on the surface with

boulders. Hence, it is proposed to mine the boulders / sheet by developing the benches of

3 – 6 M height in 2 phases of 3 M each. Wire Saw cutting will be deployed based on the favourable conditions. The development of benches in the sheet rock will be maintained @ 60o safety slopes.

cutting, excavation will be done by the machinery.

The secondary splitting, dressing of blocks will be done manually. Therefore, mining operations are to be carried out in this area in 2 stages.

Stage - 1

The removal of weathered and under sized boulders will be cleared in the quarry lease

applied area for the first five years by using excavator.The sheet that is exposed will be subjected to drilling and splitting from mother rock

Rock Splitting / Wedging :

Thus 20‟ x 20‟ to 40‟ x 20‟ to 40‟ m ass w ill be separated from m other rock by drilling

the slotter holes on both sides of the mass and a top hole intersecting these two holes and

wiresaw rope is passed through and cutting is done horizontally and vertically and by

this there will be mass opening on all the sides from the mother mass.

Stage - 2

After removal of weathered and under sized boulders.

The large boulders will be subjected to splitting into required sizes of blocks by using Jack Hammers by drilling series of deep holes at right angles at regular intervals, later

by inserting feather and wedges in these holes and hammering with sledge hammer will release the blocks.

The boulders will be splitted to the required sizes with drilling and if required by using

chemical compound at the source only. The boulders separated will be brought to the dressing yard for dressing.

After separation from the mother rock, it is properly checked by washing with water to identify defects and cracks. Based on this observation, the size is decided and the blocks are marked and separated by drilling and wedging.

The separated pieces will be examined for defects and lines, then the block or blocks are marked in clear area and holes are drilled along the line of marking, with the help of feathers and wedges the waste portions are separated forming a rectangular blocks. Any bulges will be removed by drilling and wedging making it perfect blocks. A perfect block

is that all the sides shall make with each other 900.

Dressing

After primary separation the rock mass will be carefully examined to avoid hairline

cracks, mineral segregation‟s and veins etc. T he dressing of the rough blocks w ill be

made by chipping the edges and geometrically equating the edges of the block at the

dressing yard. The rough blocks obtained after primary cut it will be dressed for

obtaining good geometric shape of coloured granite

Dressing of dimensional rough blocks for export :

Dressing is the final phase of mining operation, wherein the secondary rough blocks are squared into regular perfect rectangular sizes, thereby avoiding uneven bulge or cavities and other defects. Jackhammers with compressor, feather end wedges and

sledgehammers are the equipment generally used for dressing the block.

i) Drill holes of 9 M depth will be drilled in a single row with spacing of less than 0.3M and burden of 1.6 M or more shall be maintained uniformly. This arrangement will yield rock size of 3 M x 2 M cross section. A bench height of 6.0 M will be tackled in two steps.

ii) Drilling parameters:

a) Drill hole Diameter 32 mm up to 9 M Long

b) Depth and Inclination of Drill hole

Generally drilled vertically in an alignment, however in primary cutting in the

absence of sheet joints to develop bottom level horizontal holes also be drilled.

c) Explosive Type

Not Applicable (No permission for storing the blasting material will be granted by the

District Administration). The applicant proposes to use AGFRACT Chemical Compound whenever required.

3.6Raw Materials Required & Method of Transportation of Products

No raw materials are required in the quarrying operations, as there is no manufacturing process involving raw materials.

Transportation of Blocks from Quarry to Yard and Destination:

Dressed blocks and the waste will be transported to stock yard and to the dump yard within the quarry respectively.by tippers. The dressed blocks are transported to the various destinations by trucks.

3.7 Resources optimization / reuse envisaged Soil can be utilized for reclamation of degraded area.

Weathered rock if it is sufficiently soft and devoid of rock fragments can be utilized for roads, filling of road side ditches, formation of approach roads to quarries, construction works etc.

sections for preventing from soil erosion. The waste generated during the quarrying will also be used for back filling of the mine pit after completion of mining.

3.8 Availability of Resources Water Requirement

The daily water requirement for quarrying operation will be 8KL, which will be sourced from outside by tankers.

Power Requirement

There will not be any requirement of supply power for the proposed project activity. The quarry activities are carried out only during day time manually and by semi mechanized method. All the equipment is operated with diesel motive power.

One D.G set of 125 KVA is proposed for back-up power and other requirements.

Machinery Requirement & Extent of Mechanization

The machinery requirement is mainly for drilling and transporting the materials. Some

of the machinery will be hired.

Open cast granite quarrying will result in all or some of the following impacts on the surrounding environment while carrying out the quarrying operations.

Waste generation

Impact on flora & fauna at mine site

Dust generation during mining

Dust generation from roads during transportation

Silting of local water bodies due to soil erosion

Vibrations and impact on surroundings

Noise from mining operations

However the above impacts can be mitigated with proper Environmental Management

plan supported by adequate financial allocation.

The liquid waste is mainly run off rain water during monsoon months from the quarry face. The rain water draining the exposed rocks, fragments and dust in the quarry is susceptible for incorporating the above as suspended solids into the run off. Seepage of such water down to the water table may cause pollution to the ground water.

Waste Management

Solid waste:

There is no potential for any applications and uses of the waste. Hence the waste

generated during the five years needs to be stored and used for filling back the quarried pits.

As the quarry is likely to continue till the lease period is completed, part of the waste

generated will be dumped in quarry pits progressively wherever feasible and the remaining quantity will be stocked in the proposed dump yard.

The waste generated during quarryingwill be dumped in the designated area of the

quarry lease area. Retention walls will be constructed around the dumps for preventing the sliding of the boulders.

Hence dump yard of area 10000 M2is proposed for dump yards for the generated waste.

Dump Yard Total Area of dump site: 10000 M2 say100 Mx100 M Waste generated in 5 yrsplan period: 1,50,004.80 M3

Height of Retention wall:1,50,004.80/10000 : 15 M A three tier dump of 5 M each is proposed in the dump yard. Length of Retention wall: 200 M As the waste will be used up progressively for filling back the quarry pits, the area of

dump yard will be adequate.

In order to mitigate the pollution to the ground water due to seepage of waste water down to the water table. it would be necessary to make the water leaving the quarry site silt free. The rain water draining the quarry faces will be channeled through a single point where a siltation tank will be dug. The silt carried from the quarry face will be deposited in this siltation tank and silt free water will be passed out into the surrounding environment.

A garland canal of length 200 M would be dug along the retention walls.

Since the stone is free from toxic mineralsandno chemical activity is involved in thequarry operations, treatment of waste water for toxicity is not required.

Dust Generation during quarrying &transportation:

Dust is generated during drilling in quarrying operations and handling the excavated blocks.

Following measures are proposed to reduce impact of dust in the surroundings

Jackhammer to be provided with wet Gunny bags

Regular Sprinkling of Water on haul roads

Greenbelt Development along the Buffer Zone of the lease area , Haul roads & Waste Dumps

Vibrations and impact

It is proposed to use low explosives and less quantity to minimize the effects so that the vibration generation will be within limits.

There are no structures or building within 0.6 KM of the site. Hence the impact will not

be felt.

The blasting, haulage, operating machinery, drilling operations & DG sets generate noise. The noise level will likely to be less than 100 dB level. Protective noise mufflers/ear plugs will be provided to work force. DG set will be acoustically enclosed. As the quarry is nearly 0.6 Km from the habitation, impact of noise will not be felt.

Impact on Flora and Fauna

The whole quarry lease area is occupied by scattered sparse vegetation of thorny trees and small bushes. There are no wild animals in the area.

The following measures will be undertaken to maintain Flora and Fauna in the quarry lease area.

Green belt will be developed with 150 Neem plantsin the 7..5 M safety zone.

Waste dump will be used to fill the mine pits and develop green belt progressively. Occupational Health& Safety The management of occupational safety & health is the prime responsibility of mine

management.

The following facilities will be provided to the employs;

Project Schedule

The quarry lease of the proposed project for quarrying blackgranitewas granted onfor a period of 20 years

The mining plan was approved on 03.02.2018,for the 5 years period. As the Environmental Clearance to the project needs to be obtained from District Environmental Impact Assessment Authority (DEIAA), application in the prescribed format, Form-1M, along with Pre Feasibility Report (PFR) and approved mining plan,is

submittedto DEIAA,Visakhapatnam district for obtaining Environmental Clearance. On obtaining Environmental Clearance, Consent For Establishment (CFE) will be

obtained.

Consent For Operation (CFO) will be obtained subsequently and then project activities will be commenced.

Cost Estimations

The estimated project cost is Rs0.50 Cr. towards cost of machinery and equipments.

The proposed annual production of marketable granite is 7,500.24 M3.

Considering a reasonable annual production of 7000 M3and the prevailing market price

of availablecolour granite variety of the quarry as Rs 5000 per Cu M, the value of 7000 Cu M of granite will be Rs 3.50Cr.

Assuming the production cost as Rs2.80 Cr@ 80%, the gross profit will be Rs 0.70 Cr.

After deducting 70% for taxes, duties,royalty and other charges, net profit can be taken

as Rs 0.21 Cr.

At a net profit of Rs 0.21 cr. per annum, the project cost of Rs 0.50 Cr. can be realized in 3

years period. Hence the project is financially viable.

9.0 Conclusion The ColourGranite quarrying project of Sri VenkataNareshBabuBalinaat Survey No:

14/1 of Konnempudi,H/o Veerabhadrapet (V), Cheedikada (M), Visakhapatnam District,

Andhra Pradesh will be environmental compatible to the surrounding. Environmental Management Plan will help minimize adverse impacts on the

environment. Hence, it is requested that Environmental Clearance be accorded to the project.
