1. Introduction 1.1 Audience

The audience of the ePrisons manual is the users of the prison department across the country. In addition to the prison department, the application provides interface with the court and police. Data exchanges between different entities have been made possible in this system. Jails have accused and convicts who are sent by the Hon’ble courts who are produced by the police, but many other accused and convicts reach the jail from trial by the railway magistrates, CBI judges, narcotics board, terrorists’ courts, special trial courts and other courts too. The computer application also supports other investigative agencies like state crime branch for making look out alerts for criminals in the jails. Besides these ePrisons is meant for NHRC, SCRB, IB, NIA, MHA and NCRB also for getting information about the criminals lodged in the jail.

1.2 Purpose

The purpose of this document is to provide a broad outlined interface for using ePrisons and make the ePrisons user fully understand the capabilities and features provided by the application software to them. It will reduce the hardship; the user may face in using ePrisons software.

1.3 Document Organization

The user manual is divided six sections. Section 1 describes the Purpose of this manual and the intended audiences of ePrisons. It describes the point of contact in case of problems faced in using ePrisons or giving feedbacks / suggestions / modifications on the capabilities of ePrisons. The authors of this report and application welcome the criticism and loopholes and lacuna of the application, which strengthen the application in the best interest of the Indian Criminal Justice System.

Section 2 outlines the salient features of the ePrisons.

Section 3 and section 4 respectively refer to the handling and installation instructions for ePrisons, which are highly significant for the users of this application.

Section 5 describes the general / common operating instructions pertaining to the ePrisons.

Section 6 contains the Annexure, comprising of the glossary of the acronyms used in the finalisation of the user manual.

1.4 Conventions

No special conventions have been followed except bold fonts for the headings. 1.5 Problem Reporting

In case of ePrisons or any of its features related problems shall be reported to the following officer within the state in which the application is being used:

1.6 Escalated Problem Reporting

If the problem remains unattended or unsolved by the officer at the above mentioned address, the same shall be reported to the SIO at the following address:

If the problem remains unattended or unsolved by the officer at the above mentioned address, the SIO can also direct his designated officer for resolving the issue based on the error reported to him. The SIO may direct to contact the data centre engineer and contact telephone number for resolving the issues. The contact person address shall be as follows:

The problem may be related to the data card, which is an integral part of this application. The internet connectivity is being established by means of this data card. At times the internet may be slow or due to rain attenuation the network speed may be slow or may be getting disrupted intermittently due to the internet gateway or internet exchange problem. In that case the problem may remain unattended or unsolved by the officer at the above mentioned address, the SIO can also direct the officer complaining to contact the MTNL / BSNL or the contact address of the data card company or their designated officer for resolving the issue based on the error reported to him. 2. Product Features

The ePrisons software is broadly classified into five modules. It is total solution for all the activities in a prison complex. The functional modules / activities undertaken so far:

1. Prisoner Information Management System (PIMS); 2. Visitors Information Management System (VIMS);

3. Personal Information Management for Jail Official (PIS);

4. Roaster Management System (RMS);

5. eHospital - for Prison's Hospital Management;

6. Prison Management System;

7. Police intelligence System;

8. Court Monitoring;

9. Inventory Management System;

10. Kiosk Infolet;

11. Legal Aid;

12. Prosecution Management (under development).

2.1 Main Screen of eprisons: This is the first interaction of the software with the user. The main screen is as shown in screenshot 2.1:

On the upper left most part of the screen, logo of the prison department is displayed. The logo of each state shall be displayed in which the application is being customized.

It has the on line help corner on upper right most corner of the screen. It invokes the on-line help option by clicking on it. It is an on-line help that will guide user for using ePrisons.

When user presses (double click by means of the mouse) the help button, then on-line help is invoked for the system, right now the help questions screenshot 2.2 is as follows:

The information about NIC is also provided in this screen shot. If the user chooses ‘More about NIC’ then www.nic.in link is opened and one can go through with organizational setup of NIC and the activities being undertaken by the organization as showcased in the screenshot 2.3.

Login of ePrisons:-

It fetches the Login & Password information from the role based user for initiating the application software which has been installed at the NIC data centre or the State data centre under secured environment. Role based user has to type in valid username in lowercase and password assigned to him / her / it for using the application software here on this screen( screenshot 2.1) one by one as explained below :

User is asked to enter his/her user name (UserId) assigned by the administrator as shown in the screenshot 2.4 below -

Login of ePrisons:- Change password option is explained in the Screenshot 2.5 through the following screen shots by following the steps as shown below. To begin click User Profile’. ‘Change password’ shall come in view for the role based user.

After invoking ‘Change Password’ option give the old password and then give the new password, which shall have to be a minimum of 8 characters long. If the password given is less than eight characters long, error will come.

Care must be taken that while new password is being given, there should be one special character in the password. These special characters are!@#$ %^&*()/\}{[]|:;”’. there should be one numeric character in the password. These numeric characters are 0123456789. If any of these special characters or alphanumeric characters is not given in the password, the error will occur. Error message shall be given if the new password and retype password donot match 100%. Care must be taken to type the words, characters and numeric character properly. If the sequence do not match error shall occur and password shall not be changed. Retype password must not be blank. If any blank password is given, the error message will be shown. Care must be taken that while new password is being given, password should not be more than 15 characters long. If the password given is more than 15 characters long, the following error message shall be displayed. User Login:-

The user is now required to enter password of 8 (eight) or more characters. The password is of minimum length of 8 characters and maximum length of 15 characters. The password must be a combination of alphanumeric, lower case alpha, uppercase alpha and special characters, which are !@#$%^&*(). The password must not have common names or dictionary words. After entering the user password, the user must have to give CAPTCHA which is used for the security of the applications. The CAPTCHA is typed in exactly the same way as mentioned each time the role based user logs into the system, to defend against malicious automated robotic programs from performing abusive tasks such as illegitimate account registration purpose. CAPTCHA stands for Completely Automated Public Turing Test to Tell Computers and Humans Apart. CAPTCHA is a program that generates tests like asking user to read distorted text and type the same in the specific area. It could be combination of alphanumeric characters. It should be given with specified user name / password in prescribed format of either small or big alphabets along with numbers for a session. For each session with the same user name and password captcha shall change each time. The user must take caution in filling the CAPTCHA as one must has to fill the CAPTCHA as it is coming on the screen i.e if it is showing big alphbet at one place then one has to fill big alphabet and if small alphabet is there then one has to give small aplhabet at that place. The screen with role based user name / password / CAPTCHA shall appear as shown in the below depicted screen in the Screenshot 2.7

After clearing all the three steps of giving user name / password / CAPTCHA press login button on the screen, with 32 bit encrypted password that shall lead to the Welcome screen. If the role based user gives any of the two parameters during login session, i.e. wrong role based user name, designated password or right session dependent captcha then error message ‘Invalid user name or password’ will be shown on Screenshot 2.8.

If wrong captcha text is given then also the message shown on screen will be ‘Please enter the text displayed correctly’ as shown in the Screenshot 2.9.

If user gives invalid login name or wrong password more than 5 times then the account is blocked and user has to contact administrator for re-opening / revalidating the account. If the user has forgot the password and one wants to work on software then one can choose the ‘forgot password’ option, then new password is e-mailed to the user.

The screenshot 2.1 depicts the name of the jails in the country where ePrisons is implemented or it is going to be implemented.

It also informs about the contact details of the Group Head of the Division who should be contacted in case of any query / grievance / suggestion / query.

The permissions granted to different users by the ePrisons Database Administrator are as follows for security reasons:

Prisoner Management System is a web based solution for Prisoner Management. This software provides a centralized approach for recording and managing prisoner information and generating different kinds of reports.

2.1.1.1.2 List of prisoners under section 436 Cr. PC (for next one month): It produces the list of prisoners lodged in the jail under section 436 Cr. PC for the coming next month from the day user login as jail superintendent. This screenshot 2.1.1.1.2 is shown below:

2.1.1.1.3 List of prisoners under section 436 ‘A’ Cr. PC (for next one month): It produces the list of prisoners lodged in the jail under section 436 Cr. PC for the coming next month from the day user login as jail superintendent. This is shown in the following screenshot 2.1.1.1.3.

2.1.1.1.4 List of prisoners bailed out but not released: It produces the list of prisoners bailed out but not released on that particular day. This is because there are many poor prisoners in the jail, who are not able to produce the surety amount in the court. As per the law they remain in the jail for another week and then they are released on subsequent date if they are able to arrange for their bail or they are

released by the magistrate exactly one week later. This is shown in the screenshot 2.1.1.14.

2.1.1.1.5 List of prisoners due for movement other than court hearing (for next week): It produces the list of prisoners due for movement other than court hearing for the next week from the day user login. Thus the jail authorities can prepare the papers for the movement of the prisoner. This is depicted in the screenshot 2.1.1.1.5.

prepare the papers for the Parole of Prisoners. This is depicted in the screenshot 2.1.1.1.6.

2.1.1.1.7 Population: It creates the report on the prison population on that particular day user logs in the system. This is depicted in the screenshot 2.1.1.1.7.

The user has to enter the JID on the upper right most corner of the screen and gently press the ‘Go’ button for the prisoner details and PID for that prisoner. JID is the combination of jail code, serial number, year in which the prisoner came to the jail and prisoner type as shown in the screenshot 2.12.

2.1.1.2 Prisoner Induction: After checking for validated and authenticated user with proper password and captcha, one can click the Home menu and the user will get the Prisoner Induction Menu in which sub modules are displayed as shown in the screenshot 2.14. Screenshot 2.14 These sub modules are assigned to different users in the jail according to their assigned roles and section. These are all explained in the below mentioned sections:

2.1.1.2.1 New Prisoner: Whenever a new Prisoner brought inside the prison complex, information pertaining to him / her will be scrutinized by the jail officials. They come to jail based on the warrants issued by the courts or from other courts like CBI courts, railway magistrate and others. In this ‘New Prisoner’ module, by pressing search button, the user may first search in the PIMS database to find out if the prisoner has earlier been lodged in this prison. The database search takes place on the basis of any of the following field of information. More than one parameter can be combined and search can be made more specific. The search parameters may be: Prisoner name; Father name; Mother name; Spouse name; Age; Sex; State; District;

The result will be displayed below on the basis of the searched items. Here on the basis of prisoner name search is taking place as shown in the screenshot 2.15 and results are displayed on the screen.

Screenshot 2.15 If prisoner’s detail does not exist in the PIMS database, it means that the new prisoner is to be added with the searched name and that can be done by clicking ‘New’ button (see screenshot 2.15), Data entry form will be displayed for entering new prisoner’s primary details as shown in Screenshot 2.16.

Screenshot 2.49 is showing the message which informs the warder about the new JID and the next step which has to be taken about the photograph of the prisoner which is to be uploaded after entering the full details of a new prisoner. Thus 4 different types of prisoners can be identified and stored in the database. These are convicts: CT, détente: DT, under trials: UT and Civil Prisoner: CP. The structure of the Jail Index [JID] Number is as follows for understanding purposes: Jail Number - Running Serial No – Year – Prisoner Type Now if the prisoner searched for is already lodged in the jail as like the case shown below in the screenshot 2.19, different prisoners, which reside in the prison with similar names, shall appear on the output screen with different JID numbers. The information retrieved can further be drilled down to get the desired prisoner (s), if they are lodged inside the jail.

By double clicking on the PID in the result set which has been obtained above after the search operation, the user can verify the details of a prisoner with the details displayed as shown in the screenshot 2.18 as shown below:

Screenshot 2.20 If the details of the prisoner who has arrived in the jail are matched an additional entry has to be done for the lodged prisoner then by clicking additional entry button (see screenshot 2.20) has to be clicked and primary information about a prisoner stored earlier in the database will be retrieved in the form as shown in the screenshot 2.21.

One point has to be noted that the data entry through additional entry option is taken as the latest information available about the prisoner not the earlier one and the prisoner henceforth shall be tracked through new JID allotted to him / him / it. User can change all the information available in the database if required if needed. Through this manual NIC will try to make the warders understand the process of change in information in the existing record by entering one by one each and every field again. This process shall start again similar to few screens back. Changing the information from the change in father name is explained hereunder. If the prisoner’s details was entered wrong earlier, the warders can change the prisoner’s details here as in screenshot 2.22.

2.1.1.2.2 Transferred Prisoners: This option provides the three column list of the accused transferred to the jail. First column is the Tin Number i. e. Transfer Indicator Number which verifies the transfer / presence of the accused in the jail, accused name and transfer date to jail as shown in the screenshot 2.1.1.2.2.

2.1.2.3 Court Case Details : There are court cases pertaining to Prisoner, lodged inside the jail. There may be a single case on a prisoner or may have multiple cases. These details come in the prisoner warrant at the time of their admission in the Jail. The details like under section in which the prisoner is booked along with the First Information Report [FIR] No., Police Station where the FIR is lodged, Magistrates details hearing the case and next date of producing the prisoner. The Court case details about a prisoner can be opened and modified as desired by the concerned jail officials. The option chosen can be done as in screenshot.
