Every local program should be accord to Federal legislation, the National Strategy and the International agreements.
New economy based on innovative technologies, sustainable production; competitiveness.Priority: Water security, Human Health, ecosystem
preservation and food security.Include participation of private or civil society,
youth, persons with disability, improve gender equality, effective participation of women and indigenous peoples.

TITLE IIICLIMATE CHANGE POLICIES
Adaptation: Assessment of the risks for Mexico of the current
and predicted impact of climate change (National Map).
National Red of meteorology stations. National, regional and local programs of land
sustainability; biodiversity; Maintenance and development of the protected areas
program; To include biological corridors, soil conservation; Ecosystem management, conservation and monitoring; Implement specific policy measures to reduce risk to
sectors of the population most vulnerable to the impacts of climate change, and to the spread of infectious and contagious disease in rural areas.

Mitigation: Consideration of the existence of externalities and of the costs
of mitigation in order to assume a relation between economic and environmental policies;
Enforcement projects to realize the full potential of cogeneration of energy.
Promote improved energy efficiency; Update the legal and regulatory framework to provide
incentives for energy generation from renewable sources; Improve the national strategy for electric energy generation
from alternative, clean sources (maybe it would be included the nuclear energy)
Changes in the prices (or taxes) of gasoline and automobiles to reflect the real cost of car use;
Increase the average efficiency of the vehicle fleet; Make public transport more efficient, to provide a real
substitute to private transport. Develop and encourage clean transportation systems and low
carbon intensity transport, such as railways, multi- modal systems and confined-lane urban transportation systems.

180 days the Federal Public Administration should send to the Congress Update a legal and regulatory framework related to climate change.
Mitigation targets (Copenhagen Accord):• By 2012, reduction in total annual emissions of 51
mill tons CO2e, with respect to the business as usual scenario.
• By 2020, reducing its GHG emissions up to 30%, provided the provision of adequate financial an technological support from developed countries as part of a global agreement.
• Al 2050, -50% with respect 2000.

TRANSITORY PROVISSIONS
Mitigation Targets: 2012, Mexican Regulation to rule emissions from
automobiles. 0% of deforestation to 2015. In towns with more than 50,000 habitants, should have
their solid waste program ready at least for 2018. 2020, elimination of subsidiaries to fossil fuels and
electricity. 2020 Increase at least to the double, the electric
generation by renewable energy. 2030 at leas the 40% of the electric generations should
be of non fossil fuels.

2012 National Assessment of the risks (map) of the current and predicted impact of climate change at ecosystems;
Climate Change Programs (States) 2012.2018, Programs to improve the water system to
irrigated cropland. Support forestry plantations for protection;Protect forests from fires; protect forests from disease
and pests;
