Background & Purpose

• On the 10th May 13 DECC announced the delay of mass smart meter roll-out by one year.

• Industry Trials are to commence April 2015 (assumption) and mass smart meter rollout to

start Autumn 2015.

• Information gained from DECC indicated that the delay is to ensure that the successful

DSP/CSP bidder and the Suppliers have sufficient time to prepare their systems and

processes.

• To date we have been working towards dates of April 2014 for Industry Trials and October

2014 for the start of mass smart meter rollout.

• Agreed that Shipper Design will be progressed in advance of the DCA delivery to keep

momentum gained in the project so far.

• Foundation delivery is not impacted but becomes more important

• DCC Day 1 is impacted

• Develop and agree approach with stakeholders via the Project Smart Metering

Portfolio Focus group for the preferred approach

Stakeholder Responses

• Xoserve have considered the options internally.

• Xoserve have discussed the way forward with a number of members of Project

Smart Metering Portfolio Focus group.

• Consensus seems to be that development should proceed to the current plan.

• The actual date for deployment will be dictated by the outcome of the Detailed

Cost Assessment.

Xoserve View

1. Phased delivery approach for MOD430 and iGT MOD047 as per current

plans. Delivery of DSP gateway functionality in line with the availability of

detailed requirements once the successful bidder has been selected by

DECC.

• Seek Project Smart Metering Portfolio Focus Group Stakeholder support for our approach

• Review the plan with internal & external Stakeholders

• Delivery of DCA to GT’s

• Plan project delivery and engagement with respective parties (eg UKLC & SPAA)
