Human factor

relative constancy of human factor percentage in the general list of causes of accidents and hazardous situations for many years

investigations concerning the human factor are conducted quite separately, whereas work on merchant fleet still depends on the results of these investigations to a very little degree

it is difficult, if at all possible, to change the human nature by external interference, even with the best intentions
