Current Florida Building Code Noise Abatement Requirement

• Code Sections 3113 and R325 adopts the Aviation Safety and Noise Abatement Act of 1979, 14 CFR Part 150, DOT) as the guideline for establishing airport noise control

• Part 150 requires study using instruments to establish noise zones by local ordinance

• Construction in a community is regulated by ordinance depending on established zones

Issue

• Florida Building Code does not provide prescriptive guidelines to comply with construction requirements in noise zones of civilian and military airports established by local entities

Recommendation

• Change Florida Building Code to include prescriptive guidelines to comply with construction requirements in noise zones of military and civilian airports established by local ordinances using Duval County Ordinance as model

Duval County Ordinance Noise Abatement Requirements

• Minimum noise level reduction of 25 to 35 dBA in high noise zones for specific uses

• Testing certificate from accredited noise testing lab to verify structure will meet required dBA reduction, or

• Professional engineer submittal that construction design will meet required dBA reduction, or

• Follow Navy Guidelines for Sound Insulation of Residences to Aircraft Operations April 2005.

Navy Guidelines for Sound Insulation of

Residences Exposed to Aircraft Operations

• EPA/FAA interior Day/Night Average Noise Level (DNL) goal is 45dB

• When outdoor DNL is 65dB structures will normally provide 20dB outdoor/indoor noise level reduction (NRL)

• Navy Guidelines: Residential structures are not compatible with aircraft operations with DNL > 65dB

• Single Family Residences

– Noise Zone > 75 DNL 35dB NRL– Noise Zone 65-74.99 DNL 30dB NRL

City of Jacksonville Code Language

• Section 656.1007 enacted July 22, 2008 “ As outlined in Table 656-2 and 656-3, design and construction providing minimum noise level reduction of 25, 30 or 35 dB is required in some zones for some uses. The applicant shall provide a testing certificate from an accredited noise testing lab that a structure built pursuant to the proposed engineering plans will achieve a dBA reduction equal to or greater than the reduction required. In lieu of the required test, an applicant may submit an engineering judgment signed and sealed by an engineer

• (continued) licensed in the state of Florida, that in his/her opinion a structure built according to the submitted plans will meet the required noise reduction, or may use standards contained within the Guidelines for sound Insulation of Residences Exposed to Aircraft Operations, prepared for the Department of the Navy, by Wyle Research and Consulting, Arlington Virginia, April 2005.”
