1. PELHAM PARKWAY/WHITE PLAINS ROAD STATION
1.1 LOCATIONThe Pelham Parkway/ White Plains Road station pro-vides access to the 2 and 5 trains on the elevated WhitePlains Road line. The 5 train only runs during rushhours in the direction of peak flow. Located above theintersection of Pelham Parkway and White PlainsRoad, the station serves the area of Pelham Parkway.Pelham Parkway is primarily a residential area withcommercial uses concentrated along White PlainsRoad.
1.2 AREA TRANSPORTATION FACILITIESThe area around the Pelham Parkway/ White PlainsRoad station is served by several arterial streets. Thearea is accessible by two parkways: Pelham Parkway,which runs directly through the primary study area, and Bronx River Parkway, which runs just west ofthe study area. The Pelham Parkway Greenway connects to Bronx Park East, which is a recom-mended bicycle route.
Both White Plains Road and Pelham Parkway are major through routes. White Plains Road and theservice roads of Pelham Parkway are local truck routes. White Plains Road extends from the Westches-ter border to the Bruckner Expressway south of the study area. Pelham Parkway extends fromEastchester Road east of the study area, to Bronx River Parkway west of the study area, where it turnsinto Fordham Road. Other nearby truck routes include Eastchester and Williamsbridge Roads east ofthe station, Tremont and Castle Hill Avenue south of the station, Southern Boulevard and Third Avenuewest of the station, and Gun Hill Road north of the station.
The east and west sides of Manhattan are accessible to commuters via the 2 and 5 subway lines thatrun above White Plains Road. Both the New Haven and Harlem lines of the Metro-North railroad servethe neighborhood, with stations along the western side of Bronx Park, at Botanical Gardens, FordhamRoad, and Tremont Avenue providing service to Connecticut and Westchester, Putnam, and Dutchesscounties.
Four New York City bus routes and four Westchester bus routes pass through the primary study area.The Bx12 operates along Pelham Parkway and Fordham Road terminating in the Inwood area ofManhattan. The Bx39 operates along White Plains Road from Gun Hill Road north of the study area toClasons Point south of the study area. The BxM1 express bus runs directly into Manhattan. Other busroutes just outside the primary study area include the Bx22, which travels along Bronx Park East, fromCastle Hill Park south of the study terminating in the Fordham section of the Bronx, and the W60, 61,62, and 90, which travel along Boston road and provide access to Westchester.

2. SECONDARY STUDY AREA
The secondary study area includes the quarter-mile ra-dius (or an approximate five-minute walk) surroundingthe Pelham Parkway/ White Plains Road station. Theborders of this area roughly include Astor Avenue to thenorth, Maran Place to the south, Bronx Park East to thewest, and Matthews Avenue to the east.
2.1 POPULATION DATAThe population pie chart shows the age distribution of residents in census tracts that intersect thesecondary study area, as reported by the 1990 US Census. The total population of this mostly residen-tial area was 28,003. The area’s population had a much larger proportion of senior citizens than thecity as a whole, with 24% of residents over the age of 65, compared to 13% for the entire city. The areasurrounding the Pelham Parkway station had 21% of its residents 21 or younger, compared to 29% ofthe entire city. More than half of the residents, 54%, ranged from 22 to 64.

2.2 JOURNEY TO WORKThe Journey to Work chart presents the distribution of various transit modes among commuters livingin the census tracts that intersect a quarter-mile radius of the Pelham Parkway/ White Plains Roadstation. These data were taken from the 1990 US Census.
In these census tracts the dominant mode of transportation to work was the subway, which accountedfor 35% of commuters who live in the area. Over 26% of commuters traveled by car, truck or van. Busriders accounted for 15% of commuters, which exceeded both the proportion of residents who carpooled (ten percent) and the proportion of residents who walked (eight percent). Over two percent ofthe commuters traveled by railroad and one percent worked at home. All other modes of transit ac-counted for less than two percent of commuters.
Compared to the city as a whole, a slightly lower share of commuters from Pelham Parkway traveledto work by subway (37% vs. 35%). More commuters traveled to work by bus (14% vs. 13%) and carpool (ten percent vs. nine percent) from the Pelham Parkway area than the entire city.
Reverse Journey to Work data indicate that of the people who worked in the area, 39% traveled to workby car, truck or van; 18% walked to work; 17% traveled by bus; over 13% traveled by subway; ninepercent car pooled and three percent worked at home. One percent of commuters used other meansof transportation.

2.3 MODE OF ACCESS TO SUBWAY STATIONAccording to the MTA’s 1990 survey of subway riders, 87% of riders walked to the Pelham Parkway/White Plains Road station, 8% traveled by bus, and 5% traveled by car. These percentages indicatethat the Pelham Parkway White Plains Road station is typical of the Bronx stations surveyed. Despiteits proximity to the Metro-North railroad, the station had among the lowest percentage of riders access-ing the station by rail.

2.4 LAND USEAdjacent to the station, two-story commercial buildings front White Plains Road. Pelham Parkway haspark space in its median and directly to the west of the study area is the Bronx Park. The surroundingarea is comprised primarily of residential uses.
In the southern section of the study area public facilities include Montefiore Medical Center and PS 105located on Brady Avenue, and Beth Jacob-Beth Miriam School for Girls located on Barnes Avenue.

2.5 ZONING AND DEVELOPMENTThe intersection of White Plains Road and Pelham Parkway and the area north of the intersection, arezoned R6, which permits medium density residential development. There is a C2-3 commercial over-lay along White Plains Road, north of Pelham Parkway, which permits local retail shops and services.White Plains Road, South of Pelham Parkway is zoned C4-4, which permits commercial uses thatserve a larger area, such as department stores. East and west of the primary study are R7-1 zoneswhich permit medium density residential development. Bronx Park is located in the far west section ofthe secondary study area.
2.6 ORGANIZATIONS AND ON-GOING PROJECTSRecently the White Plains Road Business Improvement District (BID) was formed. The boundaries ofthe BID start at Pelham Parkway South to Brady Avenue on White Plains Road. The BID is responsiblefor the streetscape improvements in the area. The organization is also considering the purchase of anoff-site parking lot and operating a jitney service to the area. NYC Transit is currently in the planningand design process to upgrade the station to American Disability Act standards and to rehabilitate thestation.

3. PRIMARY STUDY AREA
The primary study area focuses on the intersection of Pelham Parkway and White Plains Road, thesubway station entrances, and the sidewalks adjacent to them. The following section describes exist-ing conditions at the elevated station as well as the physical conditions of its roadways, crosswalks,and sidewalks. Descriptions of physical conditions are followed by descriptions of traffic conditions.
In 1998, the White Plains Road station had 1,545,397 turnstile registrations, making it the 22nd mostused station in Bronx (out of 72), and 207th citywide (out of 425). The 1998 figure marks a 19%increase from the 1995 registration.

3.1 STATION ENTRANCESThere are four entrances to the Pelham Parkway station: two are located on White Plains Road, southof Pelham Parkway South, and two are located on White Plains Road, north of Pelham Parkway North.The two entrances north of Pelham Parkway North are open daily from 6:20 AM to 9:00 AM. Thesouthern entrances are open 24 hours a day. Each entrance can be used to access all uptown anddowntown trains.
The southeast entrance is located within a brick and glass block housing that provides an escalator forascending only. This entrance is the widest at 14 feet, all other entrances are seven feet wide.

3.2 STREETS ADJACENT TO THE STATION ENTRANCESThe Pelham Parkway station primary study area consists of five intersections where White PlainsRoad meets the service roads and main thoroughfare of Pelham Parkway South, Pelham ParkwayNorth, and Thwaites Place. The intersection of White Plains Road and Thwaites Place has irregularstreet geometry.
3.2.1 RoadwaysWhite Plains Road is a major arterial and desig-nated bicycle route, running north-south from thesouthern tip of the Bronx to the Westchester bor-der, approximately seven and half miles away. Theelevated structure runs above the road with a clear-ance height of 12 feet 2 inches, and its supportingcolumns lie in the roadbed. In the study area, thethoroughfare is 60 feet across, with one travel laneand one parking lane in each direction. The onlylane marking is a double yellow line dividing north-bound and southbound traffic lanes.

South of Pelham Parkway along White Plains Road, one hour metered parking is permitted from 9:00AM to 8:00 PM. North of Pelham Parkway one hour metered parking is permitted from 9:00 AM to 7:00PM. Between the service roads for Pelham Parkway North and South there is no standing permittedanytime.
Pelham Parkway is a major vehicular and des-ignated bicycle route that runs east-west fromPelham Bay Park, through Bronx Park, and turnsinto Fordham Road west of the park. Three me-dians run through the Parkway. The center me-dian is 172 feet wide and divides the main thor-oughfares of Pelham Parkway North and South.The northern median is 122 feet wide and dividesthe main thoroughfare of Pelham Parkway Northand its service road. This median accommo-dates a multi-use trail for both bicyclists and pe-destrians. The southern median is 31 feet wideand divides the main thoroughfare of Pelham Park-way south and its service road. The two largermedians are landscaped with trees and benches.There are four westbound travel lanes; one onthe Pelham Parkway North service road, and threeon the main thoroughfare of Pelham Parkway.The main thoroughfare also contains a shoulderoften used by buses on the northern side. Thereare four eastbound lanes; three on the main thor-oughfare of Pelham Parkway and one on the Pel-ham Parkway South service road. The serviceroad of Pelham Parkway North becomes a oneway eastbound local street west of White PlainsRoad.
Parking is not permitted along the main thorough-fare of Pelham Parkway. Along the northern sideof the service road for Pelham Parkway Souththere is a taxi stand. Parking is not permittedduring street cleaning hours along this street. Thesouthern side has one hour metered parking from 9:00 AM to 7:00 PM. West of White Plains Road,Pelham Parkway South has one hour metered parking from 9:00 to 7:00 PM. Along the northern sideof Pelham Parkway North two hour metered parking is permitted from 9:00 AM to 7:00 PM. Along thesouthern side parking is not permitted during street cleaning hours.

3.2.2 SidewalksAlong the southern portion of White Plains Road (withinthe boundary of the BID), the sidewalks are 20 feetwide. At the southeast corner of White Plains Roadand Pelham Parkway South, the curb line cuts into thestreet by five feet, thereby expanding the sidewalk widthto 25 feet. The southern portion of White Plains Roadis lined with brick pavers, trees, benches, and distinc-tive trash cans.
The sidewalks along White Plains Road, north ofPelham Parkway vary in width. Along the eastern sidethe property line extends five feet, thereby expandingthe sidewalk from 20 feet to 25 feet. Along the westernside of the street the sidewalk is 20 feet wide.
Along the medians of Pelham Parkway the sidewalksbreak at certain points interrupting the contiguous net-work of sidewalks. The westbound Bx12 bus stop,located along the southern side of the northern me-dian east of Pelham Parkway, loads and unloads pas-sengers onto a sidewalk that does not continue eastof the bus shelter. The buses that run along this routeare often articulated and this bus stop was observedto have high pedestrian volumes. Due to heavy pe-destrian traffic, passengers were observed waiting forand exiting buses on the park land adjacent to the busshelter. Additionally, along the northern side of the cen-ter median there is a shoulder in the road which ispartially landscaped. It is unclear if this area is parkland or intended for vehicular traffic.

Thwaites Place terminates at White Plains Road
Thwaites Place is a one-way eastbound local streetspanning three blocks. The street begins at Bronx Parkeast and terminates at White Plains Road. The road-bed within the study area is approximately 30 feet wideand has no lane markings. Parking is not permittedalong this street in the primary study area.

3.2.3 CrosswalksThe crosswalks within the primary study areavary in width from 12 feet to 17 feet. All cross-walks are standard pedestrian crosswalks withthe exception of one ladder crosswalk locatedon White Plains Road. This crosswalk leads tothe traffic triangle at the northern tip of the pri-mary study area. Most intersections have cross-walks at all crossing points. The only intersec-tion that does not have any crosswalks is thePelham Parkway North service road at WhitePlains Road. Additionally there is no crosswalkleading to the greenway entrances along thenorthern median.
3.2.4 LightingWithin the BID, there are Bishop’s Crook lampposts. Elsewhere, the roadways are illuminated withstandard Cobra Head luminaries affixed to fabricated steel lampposts. All along the area, the elevatedstructure blocks natural light from illuminating the street below. The problem is more acute under thestation, which is wider than the rest of the tracks and encased in concrete.

3.3 TRAFFIC
3.3.1 AutomobileWhite Plains Road and Pelham Parkway are bothlocal truck routes that carry a significant amountof commercial and passenger vehicle traffic.Traffic along White Plains Road is obstructed bythe support columns of the elevated structure thatlie in the roadbed. There is approximately ten feetof space between the parking lane and supportcolumns. This undefined space is often used bycommercial vehicles to load and unload merchan-dise as well as double parking for passenger ve-hicles. Commercial vehicles were observed un-loading merchandise in the travel lane due to thehigh volume of double parking.
Traffic at the intersection of Thwaites Place and WhitePlains Road is complicated by irregular street geom-etry. Vehicles must yield to southbound traffic alongWhite Plains Road, however, the intersection is not sig-nalized.
The intersection of Pelham Parkway North and WhitePlains Road has irregular traffic patterns as well.Pelham Parkway North becomes a one way eastboundstreet west of White Plains Road. Therefore, trafficalong the service road of Pelham Parkway North mustturn onto White Plains Road.
There have been 27 vehicular accidents at the inter-section of White Plains Road and Thwaites Place, 172accidents at White Plains Road and Pelham ParkwayNorth, and 46 at White Plains Road and Pelham Park-way South. Additionally, a significant number of acci-dents have occurred at intersections and mid-blocklocations surrounding the primary study area.
3.3.2 BusWithin the primary study area, the BxM1 express bus stops on White Plains Road between the serviceRoad of Pelham Parkway North and the main thoroughfare of Pelham Parkway. The Bx12 stops alongthe main thoroughfares of Pelham Parkway. Articulated buses were observed stopping along this busroute. The Bx39 buses stop along White Plains Road between the northbound and southbound mainthoroughfares of Pelham Parkway. There is enough space for the Bx39 buses to maneuver throughthe columns and stop at the curb while loading and unloading passengers. Therefore, they do not haveto load and unload passengers in the travel lane as many buses do at elevated stations.

3.3.3 PedestrianJay walking is frequent at many of the locations in theprimary study area. Many pedestrians use the sup-port columns as protection from oncoming vehicleswhile crossing White Plains Road against the trafficsignal. In addition, there are no crosswalks at the ser-vice road for Pelham Parkway North and White PlainsRoad.
Along White Plains Road, north of Pelham Parkwayvendors display merchandise on the sidewalk whichcauses some pedestrian bottlenecking. However, theproperty line extension along the eastern sidewalk al-leviates some of the congestion. South of Pelham Park-way there do not appear to be any bottlenecks associ-ated with street vendors.
Pedestrian traffic conflicts with bicycle traffic along thegreenway in the northern median of Pelham Parkway.A sign indicates that there is a greenway, but does notcaution pedestrians that they may encounter bicycletraffic.
The bicycle and pedestrian path intersects with WhitePlains Road at mid-block. In order to cross WhitePlains Road, and continue along the path, pedestriansand bicyclists must cross diagonally, at mid-block.There is no signal or crosswalk leading path usersacross the street.
