• Having publicized the Manual of Rejecting Spam for Internet Users
• Having publicized the Anti-Spam criterion of ISC
• Having publicized the Service Criterion for Public Email of ISC
• Having assisted government to draw up the regulation Measures for the Administration of Internet E-Mail Service
• Having submitted Anti-Spam general governing system scheme plan to ITU
• Having organized law experts and established anti-Spam legislation research working group

So far, ISC has released the blacklist for 8 times, which i
nvolving >1,700 IP Addresses/domains/websites. • Set up the Anti-Spam Technology Platform join

which is the 1st comprehensive technology platform in China
and more details will be given later.

• Having hosted a series of seminars aimed at anti-spam practice – Summit on Anti-Spam, 2004/2005– International top forum on Anti-Spam(Dec 1st 200
6), many foreign experts from Microsoft, AOL, Spamhaus, APCAUSE, KISA, etc attended this meeting. Altogether nearly 400 people took part in it.
• Having organized The Statistical Survey Report on the Spam Status in China for 9 times

• Having organized provincial branches of ISC to close up such functions of email servers as “Open Relay” and “Open Proxy” all over the country.
• Participating in international anti-spam activities actively and holding a series of local or international interchanges and cooperation on anti-spam legislation, applying of technology, and standard establishment.

• To train E-mail Server Administrators ISC offered an E-mail server administrator training with
Qinghua University
Another plan of training program for 1,000 email administrators in 30 provinces has launched.
The 1st stop for email sever administrators was co-organi
zed by ISC and its affiliated branches Internet Society of Jiangxi, Jiangsu, Fujian, Anhui, and Zhejiang Communications Administration in Jiangxi Province , With support from MII. About 40 administrators participated in this program.

• To raise the endusers’ awareness*distributed 1 million anti-Spam brochures
*collected signatures of 200,000 users voluntarily resisted Spam
*arranged training program on email service management in 30 provinces, cities and autonomous regions
*recruited 20,000 volunteers for anti-Spam work
*organized training for 1,000 email administrators

• Taking an active role in building mechanism of mutual trust, mechanism of communication and mechanism of coordination
• Signing a MOU of anti-spam with IIA and four international companies including eBay, Microsoft, TimeWarner-AOL and Yahoo
• Organizing the teleconference and roundtable meeting on anti-spam between Chinese and American internet business circle

• Building a communication channel with some international anti-spam organizations such as OECD, FTC, KISA,IIA and Spamhaus.
• Attending some international conferences such as anti-spam seminar organized by ITU, international anti-spam forum organized by APCAUCE
• Attending a multilateral cooperation “Seoul Melbourne anti- spam MOU”

According to SOPHOS’s investigation, in the past months of 2006, spam relaying rate in China was showing decreasing trend, specially in the third quarter of 2006.

According to the 9th Statistical Survey Report on the Spam Status in China, the spam proportion has descended from 61.99% of the 2nd quarter to 59.49% of the 3rd quarter.

• Reporting and Handling System for Spam• ISC’S Blacklist: ISCBL all the Spam cases would be analyzed and could be quer
ied by IP, domain, spammer’s phone number leaving in the mail body; all these stat. would be the important evidence to issue the IP/domain RBL periodically, or to punish the spammers according to the anti-Spam regulation by MII;
• Whitelist it would also establish a white list of mail servers includin
g most of the biggest ISP/ESPs in China, through which they can trust in each other to send and receive emails;

• The system accepts the end users' complaint via hotline 86-10-12321, mailbox [email protected], web online and a spam reporter client, etc.
• all the Spam cases would be analyzed and could be queried by IP, domain, spammer’s phone number which remains in the mail body;

• it would provide interfaces for the biggest ISP/ESPs to report the spams and share the information;
• And international orgnaizations are also welcome

• it establishs a white list of mail servers including most of the biggest ISP/ESPs in China, through which they can trust in each other to send and receive emails;
• So far, nearly 20 ISP/ESPs have been included in the whitelist, including netease, sina, 263, TOM, hichina etc, covering more than 80 percent of the whole industry.

International orgnaizations are welcome
( 1 ) cooperate with international organizations and enterprises to build and popularize whitelist technology service platform.
(2) provide white list technology service to famous foreign enterprises and orgnizations.
