1.01 INTRODUCTIONA. In K-12 Education, competency in the use of technology and information has become an essential skill set for students, teachers and administrators alike. Most programs to improve academic and administrative performance rely on timely, accurate and relevant data to achieve their goals. Examples include;

The data to support these functions come from internal and external assets and all require network connectivity to be accessed. Simply put, effective decision making and learning cannot be achieved in an environment that does not provide reliable and consistent network access.

B. Located in Macon, Georgia, the Bibb County School District (BCSD) employs approximately 3500 employees and serves 25,000 students in 41 schools and 12 support facilities. BCSD’s vision is “To develop a highly trained staff and an engaged community dedicated to educating each student for at 21st century, multi-ethnic, global economy.”  In order to realize this vision BCSD must provide students and staff with adequate infrastructure and access to a wide variety of technology systems and tools. 

BCSD’s existing technology infrastructure and network is outdated, over capacity, lacking in redundancy, and unable to sufficiently meet the needs of BCSD’s students and staff. 

BCSD is embarking on an initiative designed to greatly improve service delivery to its constituents today and to serve as the foundation on which to deploy future network-based applications and solutions.

1.02 General Information - Scope of the ProjectA. Bibb County School District (BCSD) requires fully functioning, redundant

Datacenter Environments, to include all network infrastructure, systems and network-based storage required to implement and utilize a VM environment, and supporting management software. These Datacenters will serve as the core/hub of the district data network, connecting to each school as well as the Internet. Please see Diagram A and Diagram B.

B. New Datacenter Environments must be integrated with the existing BCSD data network. Upon completion, all inter-school communication in addition to all Internet traffic will flow through these Datacenters. Vendor is responsible for this integration.

For the purpose of redundancy the solution will be installed in two Datacenter Sites: a Bibb County district building and a local service provider Colo. Both facilities are “greenfield” and consist of empty racks with power. The solution must be able to serve BCSD users with limited disruption should one datacenter go offline.

C. Vendor will build Virtualized Server environments at each Datacenter Site.

D. Vendor will perform P2V migrations of (20-25) existing essential servers into VM environments; split for redundancy.

E. Vendor will implement a Microsoft Active Directory infrastructure in the VM Environments to include a hybrid Exchange/ Office365 email solution for staff and students. Vendor is responsible for setup of Active Directory and integration of this solution, however, all data migration from the existing Groupwise email system is limited to one year.

F. Vendor will implement monitoring and management tools and hardware that will enable BCSD to effectively monitor and manage the solution from one location.

G. Post-installation support is required for all components for an initial period of one year with phone and onsite response times as proposed by vendor. Vendors are asked to propose not to exceed response times during business and non-business hours during this one year period. Beyond the one year period, vendors are asked to propose a managed services plan and pricing complete with response times and service level agreements.

H. Additionally, two on-site resources in a staff augmentation role are requested for an initial period of 6 months to aid with additional P2V migrations and AD integration. These resources shall be functionally separate from post-installation support resources.

I. Vendor must indicate approval of proposed design by certified data networking and systems engineers of current and good standing, to include the engineer name, certification name, and (if applicable) certification number.

Examples of expected certifications: CCIE, JNCIE, VMWare Certified Professional, Microsoft MCSE, etc.

J. Bibb County School District will be accepting sealed proposals for the complete design, configuration, provision, migration, and integration of proposed solution. Bibb County School District reserves the right to accept or reject any or all proposals and to waive minor irregularities and technicalities. Any and all judgments determined by the Bibb County School District on such matters shall be final.

1.03 Preparation of ProposalsA. All proposals shall be printed in ink or typewritten. Errors may be crossed out

and corrections printed in ink or typewritten adjacent to the error. The person signing the proposal shall initial all such corrections in ink.

B. An authorized officer of the company must sign all proposals.

1.04 Request for Proposals ProcessThis solicitation is a Request For Proposal (RFP). In using this method for solicitation we are asking the marketplace for its best effort in seeking a “best value” solution to our requirements. The Offeror proposal(s) will be evaluated by a BCSD evaluation committee. Offeror(s) should make their best effort to satisfy the requirements with their best fixed price offer.

Proposals will be evaluated according to the evaluation rubric shown below. Two vendors receiving the most points will be invited to further negotiations. Winning vendor will be proposed to the BCSD Board of Education for contract approval.

All vendors are required to submit a managed services plan and pricing for support beginning after the initial implementation and 12 month support period.

The proposals will be evaluated and the selected proposal that presents the best solution for the best fixed price value, based on the following requirements, to the Bibb County School District will then be presented as a recommendation to the Bibb County Board of Education for approval on January 16, 2014.

If approved by the Bibb County Board of Education, and if all other matters (insurance, bonds, etc.) are settled, a contract will be awarded accordingly.

1.05 Questions about this RFPIt shall be the Vendor’s responsibility to learn all aspects of the RFP requirements. Should any details necessary for a clear and comprehensive understanding be omitted or any error appear in the RFP documents, or should the Vendor note facts or conditions which, in any way, conflict with the letter or spirit of the RFP documents, it shall be the responsibility of the Vendor to obtain clarifications before submitting a proposal. 1.07 AddendaAddenda are any graphic or written instruments issued by Bibb County School District prior to the date for receipt of bids which modify or interpret the bidding document by additions, deletions, clarifications, or corrections. Addenda will be mailed or faxed to all who are known to have received bidding documents. No addenda will be issued later than 72 hours prior to the time and date deadline for receipt of bids except an addendum postponing or withdrawing the request for bids.

Offerors are notified that they must thoroughly examine proposal documents which include, Cover Sheet, Table of Contents, Proposal Conditions, Additional Conditions, Specifications, Request for Sealed Proposal and Bidder’s Checklist, together with Addenda thereto issued prior to the receipt of proposal.

Any addenda issued in writing during the time of solicitation shall be included in the proposal, and each will be incorporated into the subsequent contract.

Interpretations of proposal documents will be made by addenda only.

The BCSD will not be responsible for any other interpretations or explanations whatsoever.

Any vendor or joint venture who wishes to submit a response of proposal(s) must have at least one (1) representative present from the primary submitter at the Vendors’ Pre-bid Conference, mandatory as a minimum, in order to qualify in submitting their response(s) for consideration of award by the BCSD. As such, sealed responses of proposal from any and all vendors not physically present and therefore officially represented at this Vendors’ Pre-bid Conference will be disqualified from submission and will not be accepted. Joint ventures must be represented by at least one person from the primary vendor as such at this time. Vendors’ Pre-bid Conference: December 10, 2013 - at 10:00 A.M., in Macon, Georgia in the BOE Boardroom

1.09 Proposal Document SubmissionAll responses must be sealed, and must be received by the date and time listed in the Important Dates section of this RFP. *Required are: Five (5) comprehensive hard copies of the proposal being (one (1) original - with original security, and four (4) additional hard copies); along with one (1) comprehensive electronic copy of the proposal; all of which are presented in MS Document or PDF format. The required Electronic copy must be submitted on Compact Computer Disc (CD or DVD), or on Memory stick*. Prior to said acceptance deadline, any and all appropriate proposal forms, proposal security (see below for requirements), and any other documents submitted with the sealed proposal(s) must be inclusively mailed and/or directly submitted to:

No oral interpretations will be made to Offeror as to meaning of proposal documents. Requests for such interpretations shall be made in writing only to the office of the Administrator, Bibb County School District, 484 Mulberry Street, Macon Georgia 31201, or via e-mail. Failure on the part of the Offeror to do so shall not relieve them of the obligation to execute such work in accordance with a later interpretation by the BCSD. All interpretations made to the Offeror shall be made in the form of addenda

to the proposal documents and sent to all Offerors. Offerors are strongly urged to make arrangements to visit and inspect the work site(s) prior to proposing if the configuration, structure, condition, etc. of the site(s) will influence the proposal for contract performance, scope of work, etc.

1.10 Materials and EquipmentProposer must identify in the Bills of Materials the manufacturer(s) of all materials and components to be used and provide current manufacturer specification sheets in response.

A. All items proposed must be new, unused, and most currently in manufacture.

B. All materials/equipment must include a minimum 60 month warranty or extended warranty (return to factory, not on-site). See additional warranty information in following sections.

1.11 Substitutions and/or “or Equivalent”Preference will be given to proposals that include items or materials that are specified by manufacturer and/or model number.

Whenever in the RFP document any article, device, or material is designated by the name of the manufacturer, or vendor, or by any proprietary, or trade name, and such name is followed by the words "or approved equal", "or equivalent", or preceded by the words "similar and equal to", the standard products of manufacturers other than those specified will be accepted when, prior to award of contract, it is proven to the satisfaction of Bibb County School District that they are equal in design, flexibility, serviceability, compatibility, functionality, scalability, durability, manageability, usefulness and convenience for the purpose intended.

Only Bibb County School District’s Executive Director for Technology or designated Agent shall have the right to determine which item(s) may or may not be considered “or equivalent”. All decisions by BCSD concerning the matter of equivalency are final.

1.12 ExceptionsAny and all Exceptions to any part of the requirements stated within this RFP must be clearly identified as Exceptions. The stated exceptions and any alternatives offered must be included in the Proposer’s response (see “Proposal Response Format”).

1.13 Proposal Response Format Each vendor must respond with its proposal organized in the following sections. Please submit responses only in three-ring binders, with Table of Contents, and Tabs properly dividing the sections:

A full specifications list including expected power requirements, grounding, design structure size, cooling and bandwidth requirements that maximize design performance must be included in writing.

L. Proposer qualifications and past performance. Proposer should provide descriptions of past performance similar in size and scope to the initiative being requested by BCSD.

M. Complete Project Plan. Implementation plan details. Vendor should provide a detailed description of their proposed implementation including training. A comprehensive project plan detailing specific tasks, migration issues, dependencies, milestones, level of effort and overall timelines for the installation and training must be included.

O. Include a complete copy of this document’s response forms with all sections completed. Incomplete documents may be eliminated from consideration at the discretion of Bibb County School District.

P. Vendors are asked to submit a detailed, fixed price breakdown of all cost to Owner (Bibb County School District is the Owner). Vendors should also include a proposed payment plan based on milestones and deliverables to align with the submitted project plan.

Section 4 – Exceptions

It will be assumed that the proposer accepts all conditions and considerations as outlined within this document unless specifically noted in your Exceptions section.

Section 5 - Equipment and Materials Specifications

A. Include information on extended warranty and support programs available from either the manufacturer or vendor. Support should include both onsite and drive-in support by position skill level as well as remote options.

B. Manufacturers’ brochures and full technical specifications for all equipment and materials proposed.

C. Required structural needs must be submitted in writing within the proposal specifically addressing power, generator support, design structure size, cooling, and bandwidth necessary to maximize the design’s performance.

Responses that fail to include technical specifications and structural needs may be disqualified.

1.14 Confidentiality of Information In any arrangement such as this, both parties will have access to information that is deemed confidential. Confidential information includes but is not limited to student records, personal files, and financial and operational data. If selected, the proposer must adhere to FERPA, HIPAA, and other Federal guidelines regarding data and information security.

Any submitted information that is considered trade secret or confidential to the proposer, or is rendered via a non-disclosure agreement with Bibb County School District must be so labeled and enclosed separately .

Bibb County School District and its agents will hold the submitted proposal and any related materials in confidence if so requested by the Proposer, throughout the evaluation process. Any information therein will not be made available to any other

party unless precluded by law. No debriefings or scoring sheets will be released before final recommendation.

However, after the award, all contents of the selected proposal will be considered public information.

All proposal material supplied, including supporting material and information disclosed during the proposal process, will become the property of Bibb County School District and will be retained for internal use. Bibb County School District reserves the right to retain all proposals submitted and to use any ideas in a proposal regardless of whether that proposal is selected. Submission of a proposal indicates acceptance by the proposer of the conditions contained in this request for proposals, unless clearly and specifically noted in the proposal submitted and confirmed in the contract between Bibb County School District and the vendor selected.

Once under contract, the selected vendor will have access to information that is confidential by law. The vendor will be required to maintain that confidentiality under the terms of their contract with Bibb County School District.

1.15 Proposal SecurityA proposal/bid bond or cashier’s or certified check in the amount of five percent (5%) of the entire cost of the project made payable to Bibb County School District must be submitted with the proposal. The bonding company used must be licensed in the state of Georgia. Failure to provide a bid bond will result in proposals being considered non-responsive.

This proposal security shall be returned within 30 days after the proposal opening, or in the event of a successful proposal, return shall be made after the completion of work or after the proper posting of a performance bond.

1.16 InsuranceWhen the selected contractor has been identified, he will be notified of the necessity to provide required insurance. Proof of insurance shall be provided within 15 days of the date of written notification to the contractor.

A. The following general requirements apply to any and all work under this contract by all Contractors and Subcontractors of any tier.

1. Any and all insurance required by this contract shall be maintained during the entire length of this contract, including any extensions thereto, and until all work has been completed to the satisfaction of BCSD. Any and all insurance must be on an occurrence basis.

No Contractor or Subcontractor shall commence any work of any kind under a contract until all insurance requirements contained within the solicitation have

been complied with and until evidence of all insurance requirements in each and every contract with each and every subcontractor of any tier and shall require the same to comply with all such requirements.

2. The BCSD shall be covered as an Additional Insured under any and all insurance required by the contract. Confirmation of this shall appear on all certificates of insurance and on any and all applicable policies.

3. The BCSD shall be given no less than thirty (30) days’ notice of cancellation. The BCSD shall be given not less than thirty (30) days prior written notice of material changes of any insurance required under this contract.

4. Each and every agent shall warrant when signing the certificate of insurance that he is acting as an authorized representative on behalf of the companies affording insurance coverage under the contract and that he is licensed by the State of Georgia to conduct insurance business in the State of Georgia and that the companies affording insurance coverage are currently licensed by the State of Georgia and are currently in good standing with the Commissioner of Insurance for the State of Georgia.

5. Any and all companies providing insurance required by a contract must meet the minimum financial security requirements as set forth below. The rating for each company must be indicated on the certificate of insurance.

6. In the event the Contractor neglects, refuses, or fails to provide the insurance required by the Contract Documents, or if such insurance is cancelled for any reason, BCSD shall have the right, but not the duty, to procure the same, and the cost thereof shall be deducted from moneys then due or thereafter to become due to the Contractor or shall have the right to cancel the contract.

B. Worker’s Compensation and Employer’s Liability Insurance

The contractor shall procure and maintain Worker’s Compensation and Employer’s Liability Insurance in the following limits. Such insurance is to cover each and every employee who is or may be engaged in work under the contract.

Contractor waives all rights against Owner and its agents, officers, directors and employees for recovery of damages to the extent these damages are covered by the workers compensation and employer’s liability or commercial umbrella liability insurance obtained by Contractor pursuant to this agreement. The Waiver of Our Right to Recover from Others Endorsement, ISO Form SC 00 03 13 shall be attached to the policy showing the Owner listed in the Schedule.

C. Commercial General and Umbrella Liability Insurance

The Contractor shall procure and shall maintain commercial general liability (CGL) and if necessary, commercial umbrella insurance with a limit of not less than $1,000,000 each occurrence, as shall protect him and any Subcontractor performing Work covered by this Contract from claims for damages for bodily injury, including accidental death, as well as from claims for property damages, which may arise from operations under the Contract Agreement, whether such operations are by himself or by any Subcontractor or by anyone directly or indirectly employed by either of them.

1.17 Incurring CostsBibb County School District is not liable for any costs incurred with research, preparation, or replying to this RFP.

1.18 Caution to ProposersBibb County School District is not responsible for locating or securing any information that is not identified in the RFP and reasonably available to Bibb County School District. To insure that sufficient information is available, proposer must furnish as a part of his response all descriptive material necessary for Bibb County School District to (1) determine whether the products offered meet the specifications

and other requirements of the Contract Documents and (2) establish exactly what the proposer proposes to furnish as to all supplies, all materials, and all services, etc.

1.19 Proposal WithdrawalsAll requests to withdraw or resubmit a proposal must be made in writing to Bibb County School District, 24 hours prior to the local time of the proposal opening.

A proposal cannot be withdrawn after it is delivered to the BCSD, unless Offeror makes a request in writing to the Owner prior to time set for receiving proposals, or unless the Owner fails to accept or reject the proposal within ninety (90) days after the date fixed for receiving said proposals.

1.20 Additional TermsThe BCSD shall not be bound by any terms and conditions included in any Offeror’s packaging, service catalog, brochure, technical data sheet or other document which attempts to impose any conditions at variance with or in addition to the terms and conditions contained in this solicitation, or the BCSD purchase order related to this solicitation or contract. If the Offeror objects to any term or condition that shall relate to a contract resulting from this solicitation, the objection shall be clearly stated on a separate page entitled “Objection to Term or Condition” and placed in the proposal immediately after the executive summary. If the objection is accepted by BCSD it will be stated in the Purchase Order or Contract. If not stated in the purchase order or contract the terms and conditions shall remain as written in the solicitation.

1.21 Compliance with LawsAll services furnished in a contract resulting from this solicitation shall comply with all applicable Federal, State and Local laws, codes and regulations. This includes FERPA, HIPAA, and other Federal and State regulations regarding data.

1.22 ProtestsProtests dealing with the specification or the solicitation shall be filed not later than three (3) working days prior to proposal due date. Other protests shall be filed not later than three (3) working days after proposal due date, or if the protest is based on subsequent action of the BCSD, not later than three (3) working days after the aggrieved person knows or should have knowledge, of the facts giving rise to the protest. Protests are considered filed when received by the Administrator. Protests which are not filed in a timely manner, as set forth above, will not be considered.

1.23 Proposal OpeningSealed Proposals received prior to the time of opening will be kept secure and unopened. The office whose duty it is to open sealed proposals shall determine when

No responsibility will attach to Bibb County School District for premature opening of a proposal not properly addressed and identified, as started and required in section 1.09 of this document: “Proposal Document Submission”.

Vendors are not required to be present at the proposal opening.

Information revealed about each sealed proposal at that time will include only vendor name, total base cost amount and whether the proposal includes proposal security and proof of insurance. No further information or details will be made public at that time.

1.24 Proposal Response Clarification QuestionsAfter reviewing all responses to this RFP, Bibb County School District may develop a list of clarification questions to be addressed by the Vendor. Bibb County School District or its agent will send these questions to the Vendor for clarification. The Vendor shall provide a response within the timeframe requested.

1.25 Evaluation CriteriaThis RFP is not meant to favor any vendor or manufacturer. Instead, it is designed to best meet the needs of the Bibb County School District. Bibb County School District will weigh all of the proposals based on the Proposer’s references, qualifications, technical certifications, and support, as well as technical merit, scalability, and cost. In awarding the Contract, Bibb County School District may take into consideration the Proposer's skill, facilities, capacity, experience, responsibility, previous work record, financial standing, the necessity of prompt and efficient completion of work described in the proposal documents, or other factors Bibb County School District considers relevant. Inability of proposer to meet these conditions may be cause for rejection of the proposal.

Factors for evaluation will examine and compare pricing and costs, as well as Technical Merit which may include, but are not limited to: expandability, availability, fault tolerance/redundancy, bandwidth/capacity/utilization, simplicity/elegance of design, latency, standards compliance, configuration and management, and security.

1.26 Proposal AcceptanceBibb County School District reserves the right to accept or reject any or all proposals and waive formalities or irregularities in the process. A proposal once submitted shall be deemed final and binding on the Proposer, and shall constitute an option with Bibb County School District to enter into a contract upon the terms set forth in the proposal. All proposal prices must be valid for 90 days from proposal due date.

1.27 Proposal AwardUnless otherwise indicated in the specification for a proposal, Bibb County School District reserves the right to award the proposal in whole or in part, by item, by group of items where such action serves the best interests of Bibb County School District.

Award of Alternates, if any - Bibb County School District reserves the right to award alternates in any order which results in the maximum amount of work being accepted within available funds.

1.28 Conflicts in Terms and ConditionsIn a conflict between terms and conditions in any document that will be part of the contract, BCSD terms and conditions shall govern.

1.29 Contract AwardA contract will be awarded to the responsible Offeror (hereinafter referred to as “contractor”) whose proposal is determined to be the most advantageous and is of best value to the BCSD.

1.30 Performance BondThe successful Contractor will be required to furnish a performance and payment bond written in favor of Bibb County School District in the amount of 100 percent of the contract amount. This bond must be furnished within 10 days of award and shall remain in force throughout the life of the contract. Bonding company must have an A.M. rating of at least “A Class VIII”.

1.31 Drug-Free WorkplaceBy submission of a proposal, the Offeror certifies that he/she will not engage in the unlawful manufacture, sale distribution, dispensation, possession, or use of a controlled substance or drug during the performance of the contract and that a drug-free workplace will be provided for the contractor’s employees during the performance of the contract. The Offeror also certifies that he will secure from any subcontractor who works on the contract, written certification of the same drug free workplace requirements. False certification or violation by failing to carry out requirements of O.C.G.A. 50-24-3 may cause suspension, termination of contract, or debarment of such Offeror.

1.32 Immigration Reform and Control ActOfferors must abide by all federally mandated laws enforced by United States Department of Homeland Security which are established to verify information of newly hired employees, pursuant to the Immigration Reform and Control Act of 1986 (IRCA) P.L. 99-603), in accordance with the applicability provisions and deadlines established in O.C.G.A. 13-10-91.

1.33 Authorized OfficialIt is agreed that all conditions of the proposal shall be abided and that the person signing this proposal is authorized to sign the proposal for the Offeror.

1.34 Solicitation TerminationIn any event in which this solicitation is terminated or cancelled, in whole or in part, or all proposals are rejected, there shall be no liability on the part of BCSD for any costs incurred by Offerors or potential Offerors in relation to the solicitation.

1.35 Rights and RemediesThe rights and remedies of BCSD provided above shall not be exclusive and are in addition to any other rights and remedies provided by law or under the contract.

2.02 Qualifications and Requirements

No exceptions may be taken to the following.

A. If more than one vendor or company is involved in the installation, training and/or support after installation, there must be a Prime Contractor. This Prime Contractor assumes responsibility for all other entities involved.

The response must include a signed statement from all involved vendors agreeing that the configuration will work as specified and that all vendors will work under the Prime Contractor to resolve any configuration or interoperability problems during the installation process at no additional cost to the Bibb County School District.

F. All installing personnel must have completed certified manufacturer training, or the proposer must contract with manufacturer for installation of all proposed components.

G. Proposers agree to provide a certified design engineer, PMP, and data migration specialist’s onsite daily during the installation.

H. Any formal training supplied to Bibb County School District must be offered by the manufacturer(s) or a certified training agency thereof. All training will be approved by the Executive Director of Technology.

I. If for any reason, the manufacturer discontinues any model of equipment proposed in this configuration, the equipment must be maintained (including bugs, failures, and upgrades to standards) for a period of five (5) years. In addition, Bibb County School District must be made aware of an upgrade/replacement path prior to installation.

3 CONTRACT TERMS AND GENERAL REQUIREMENTS

3.01 Binding ProposalA Proposal once submitted shall be deemed final and binding on the Proposer, and shall constitute an option with Bibb County School District to enter into a contract upon the terms set forth in the Proposal. This RFP and the selected Proposer’s response to it will become part of the contract with Bibb County School District.

3.02 Amendment(s) At any time Bibb County School District may make changes within the general scope of the Contract by issuing a written Contract amendment duly executed by an authorized representative of Bibb County School District and the Contractor. If any such change causes an increase or decrease in the time required for the performance of any part of the work under the Contract, an adjustment shall be made in the Contract delivery schedule and cost, and the Contractor shall be notified in writing accordingly. Any claim by the Contractor for adjustment under this clause must be asserted within 30 days from the date of receipt of the notification of change. Either party may propose adjustments. If the Contractor seeks an adjustment, it must request such adjustment in writing to the Executive Director of Technology for the BCSD.

The Contractor is required to provide a certain level of effort in producing the analysis and documentation. Bibb County School District will not compensate the Contractor for changes in requirements that do not result in a corresponding change in the level of effort. Bibb County School District shall receive credit for reductions in level of effort due to changes and shall pay for increases in the level of effort.

Contract amendments shall be negotiated by Bibb County School District with the Contractor whenever necessary to address changes in the terms and conditions, costs, timetable, or increased or decreased scope of work. An approved Contract amendment means one approved by the authorized signatories of the Contractor and Bibb County School District as required by law.

3.03 Additional Purchases at Unit PricesBibb County School District reserves the right to purchase additional items listed in the Bills of Materials provided by the successful Proposer at the stated discounted unit price for the entire term of this contract.

3.04 PermitsThe successful contractor is responsible for obtaining any and all permits required. Bibb County School District will pay for such permits as are necessary upon documentation.

3.05 Change OrdersBibb County School District and no other, without giving notice to the surety and without invalidating the contract, may order extra work or make changes by altering, adding to or deducting from the work, the contract sum being adjusted accordingly. All such work shall be executed under the conditions of the original contract except that any claim for extension of time caused thereby shall be adjusted at the time of ordering such change.

The amount of any adjustment in the contract price for authorized changes shall be agreed upon in writing before such change becomes effective and shall be determined, through submission of a Change Order Request, as follows:

A. By an acceptable unit price or lump sum proposal from the contractor.

B. By unit prices contained in the contractor's original proposal and incorporated into the contract.

If the contractor claims that any instructions involve extra cost under this contract, the contractor shall give Bibb County School District written notice thereof within a reasonable time after the receipt of such instructions, and in any event before

proceeding to execute the work. No such claim shall be valid unless so made and authorized by Bibb County School District, in writing.

3.06 Permission to ProceedContractor must obtain Bibb County School District Project Manager’s written permission before proceeding with any work necessitating cutting into or through any part of the building structure.

3.07 Compliance with Laws/StandardsContractor (selected Proposer) shall abide by all Federal, State, and local laws, Statutes ordinances, rules and regulations now in effect or hereinafter adopted pertaining to this Contract or to the facilities, programs, and staff for which Contractor is responsible. Contractor should abide by all FERPA, HIPAA, and all other Federal and State guidelines relating to data.

Further, a complete criminal background check is mandatory, and must be conducted and fully documented for any and all individuals associated with this contract and is required prior to performing work within any Bibb County School District school or facility that cares for children, or who may come in direct contact with children in the course of performing tasks and duties under this contract.

3.08 Laws of Georgia and Effective DateThe contract between the Owner and the successful Proposer shall be governed by the laws of the State of Georgia. The contract shall be effective on the date it is approved and signed by the Owner.

3.09 IndemnificationAny and all claims that arise or may arise against Contractor, its agents, servants or employees as a consequence of any act or omission on the part of Contractor or its agents, servants, employees while engaged in the performance of the contract shall in no way be the obligation or responsibility of Bibb County School District. Contractor shall indemnify, hold harmless and defend Bibb County School District , its officers and employees against any and all liability, loss, costs, damages, expenses, claims or actions, including attorney's fees which Bibb County School District , its officers or employees may hereafter sustain, incur or be required to pay, arising out of or by reason of any act or omission of Contractor, its agents, servants or employees, in the execution, performance, or failure to adequately perform Contractor's obligations pursuant to this Contract.

Bibb County School District shall also be indemnified for any attorney's fees it incurs in enforcing this indemnification provision or any other indemnification provision in the contract.

It is understood that neither the Contractor nor the Owner intends that the Contractor shall be or deemed to be an employee of the Owner during the period of this agreement. The Contractor will defend and hold the Owner harmless from any claims, costs, or expenses arising out of an injury to persons or damage to property caused by the Contractor or his employees', colleagues', or agents' negligent act or omission to act.

3.10 Assignment of InterestThe Contractor shall not assign any part of its interest in this agreement without the prior written consent of the Owner or agents thereof.

3.11 DefaultForce Majeure: Neither party shall be held responsible for delay or failure to perform when such delay or failure is due to any of the following unless the act or occurrence could have been foreseen and reasonable action could have been taken to prevent the delay or failure: fire, flood, epidemic, strikes, wars, acts of God, unusually severe weather, acts of public authorities, or delays or defaults caused by public carriers, provided the defaulting party gives notice as soon as possible to the other party of the inability to perform.

Inability to Perform: Contractor shall make every reasonable effort to maintain staff, facilities, and equipment to deliver the services to be purchased by Bibb County School District. Contractor shall immediately notify Bibb County School District in writing whenever it is unable to; or reasonably believes it is going to be unable to provide the agreed upon quality and quantity of services. Upon such notification, Bibb County School District shall determine whether such inability requires a modification or cancellation of this Contract.

Duties to Mitigate: Both parties shall use their best efforts to mitigate any damages which might be suffered by reason of any event giving rise to a remedy hereunder.

3.12 Non-DiscriminationDuring the performance of this Contract, the Contractor shall not unlawfully discriminate against any employee or applicant for employment because of race, color, creed, religion, sex, national origin, disability, age, marital status, or public assistance status. The Contractor will take affirmative action to ensure that applicants are employed and that employees are treated during employment, without unlawful discrimination because of their race, color, creed, religion, sex, national origin, disability, age, marital status, or public assistance status.

Such action shall include, but not be limited to the following: employment, upgrading, demotion, or transfer; recruitment or recruitment advertising; layoff or termination; rates of pay or other forms of compensation; and selection for training,

including apprenticeship. The Contractor agrees to post in conspicuous places, available to employees and applicants for employment, notices which set forth the provisions of this nondiscrimination clause.

The Contractor will, in all solicitations or advertisements for employees placed by or on behalf of Contractor; state that all qualified applicants will receive consideration for employment without regard to race, creed, color, religion, sex, national origin, disability, marital status, or public assistance status.

No funds received under this Contract shall be used to provide religious or sectarian training or services.

The Contractor shall comply with any applicable federal or state law regarding non-discrimination

3.13 SafetyThe successful contractor will comply with all State and Federal laws as they relate to employee safety, i.e., AHERA, OSHA, Confined Space Entry, Employee Right to Know, Respiratory Protection, NESHAP, Lock Out Tag Out, etc.

3.14 Tobacco Free RequirementBibb County School District is Tobacco Free in buildings and on its grounds. No employees or personnel of the Vendor/Contractor may violate this statute at any time.

3.15 Non-solicitation ClauseDuring the course of this project the contractor will not solicit or otherwise encourage employees of the BCSD for employment or further business opportunities based on this proposal.

4 DELIVERY AND INSTALLATION

4.01 DeliveryA. All materials and equipment quoted shall be installed at the various building sites.

No equipment shall be ordered or installed prior to authorization by Bibb County School District.

B. The materials/equipment shall be delivered to its proper location and installed by the proposer without additional cost or expense to Bibb County School District which shall not be deemed to have accepted any equipment until the Date of Acceptance.

C. During the time between delivery and acceptance, Bibb County School District cannot be held liable for any damages to or theft of any components. It will

therefore, be the responsibility of the contractor to obtain insurance against loss, theft and damage.

4.02 General Installation RequirementsA. The selected proposer (Contractor) shall coordinate with the Project Manager an

installation schedule for the entire project. This process is to begin at the Project Initiation Meeting. The Contractor is to deliver a written Project Plan and Schedule at this meeting.

B. The Contractor must re-verify work locations with the Bibb County School District Executive Director of Technology or designee prior to installation. Prior to the furnishing or installing of any equipment, approval of equipment, locations, layout, and installation shall be obtained from Bibb County School District.

C. If other contractors’ work delays the Contractor, that information must immediately be communicated to the Executive Director of Technology or designee and appropriate extra time will be allowed. Shipping delays are the sole responsibility of the Contractor.

D. Contractor is required to install, configure and test all materials and equipment provided (testing procedures are outlined in a following section).

E. All rubbish, debris, and dirt resulting from the Contractor's work shall be cleaned up as required and removed from the building. The premises shall at all times be kept in a clean, safe and professional manner.

F. To facilitate routine in-house maintenance of the Datacenter Environments after acceptance, two Bibb County School District personnel are to be observers during and assist with all facets of the installation process. The Contractor must allow for the training/assistance of these people during installation. (See “Training.”)

G. Work shall be performed during normal hours of operation for the building where the work is taking place. Any deviations must be discussed with and approved by the Executive Director of Technology prior to work occurring.

H. Cutover from existing Datacenter Environments to new Datacenter Environments shall be scheduled with Bibb County School District at least one month prior to occurrence.

4.03 Owner’s Responsibilities for Delivery and InstallationPlease identify the exact tasks that Bibb County School District must perform and/or be responsible for in order to accomplish the delivery and installation of the Datacenter Environments, if any. (Attach separate sheet labeled “Delivery and Installation” if needed.)

5 Bid Form

5.01 BidsALL WORK required to fully completing the Datacenter Environments project in accordance with the Contract Documents, including project drawings and all sections of the specifications, for the sum listed below.

Pricing below shall match sum of detailed pricing spreadsheets. Proposer shall include completed spreadsheets with proposal response. Pricing below is intended for initial selection and funding purposes, once vendor(s) are selected and funds are secured, Owner and Owner’s representative shall utilize/modify spreadsheet counts/pricing for final design of each campus.

6 GENERAL TECHNOLOGY REQUIREMENTS

1 PART ONE – GENERAL

6.01 RELATED DOCUMENTS

A. Documents: Provisions of General Conditions, Supplementary Conditions, and the sections included under Procurement and Contract Requirements are included as part of this section as though bound herein.

6.02 DEFINITIONS

B. Documents: The complete package of Procurement and Contract Requirements, General Technology Requirements, drawings, schedules, and addenda that make up this Request for Bid as applicable.

C. Work: The provision of products and/or services to meet the requirements specified in these documents.

D. Owner: The party named in the Procurement and Contract Requirements as the advertising party, Bibb County School District (BCSD).

E. Cabling Contractor: Contractor responsible for the structured cabling Datacenter Environments, and all related infrastructure cabling requirements in this bid package.

F. Security Contractor: Contractor responsible for all security cameras, contacts and necessary components for make a complete security Datacenter Environments.

G. NIC: Not in Contract. Item will be the responsibility of others.

H. Approved or Approval: Where approval is called for, only persons with the authorized authority may grant approval. Owner reserves all rights to govern over and grant approval and will appoint authority of agents acting on their behalf.

I. OFE: Owner Furnished Equipment. Item will be provided and integrated by Owner.

J. OFCI: Owner Furnished Contractor Installed. Item will be provided by Owner and installed by Contractor.

K. OFOI: Owner Furnished Owner Installed. Item will be provided and installed by Owner.

L. As Required: Contractor shall provide the quantity of said item that is necessary. Owner reserve the right to make the final determination of necessary quantities to provide for a complete Datacenter Environments.

M. Standards: Referenced standards and/or procedures will be binding on the Contractor and work will be judged against such standards and procedures unless otherwise stated in writing.

6.03 EXAMINATION OF EXISTING CONDITIONS

N. Contractor shall examine the facility and construction documents to the extent necessary to plan for efficient installation strategies prior to the delivery of materials to the site or the commencement of work. Other documents (architectural drawings, hardware schedules…) may be made available upon request. Failure to adequately complete the examination shall not result in change order requests. Failure to adequately complete the examination and fully understand the requirements of these bid documents shall not result in, or authorize any change order requests.

O. Commencement of work by Contractor shall indicate acceptance of existing conditions, unless a written notice of exceptions has been provided to Owner prior to commencement.

P. If Contractor observes—during preliminary examinations or subsequent work—existing violations of fire stopping, electrical wiring, grounding, or other safety- or code-related issues, Contractor shall report these to Owner in a timely manner.

6.04 DRAWING SYMBOLS

Q. Work, equipment, or material delineated on any drawing in this package will be expected to be provided by Contractor unless noted otherwise.

R. Work shall be installed in accordance with the intent diagrammatically expressed on the drawings and described in the written specifications. Contractor shall not make limiting interpretation that provides for incomplete work or a non-functioning Datacenter Environments.

6.05 PRODUCT STORAGE AND HANDLING REQUIREMENTS

S. Storage of materials shall remain the full responsibility of Contractor until Acceptance.

T. Contractor shall take all necessary precautions to protect materials from the following:

2. Vandalism/Tampering

3. Dents and Scratches

6.06 CONTRACT MODIFICATION PROCEDURES

W. Changes to the contract may be initiated by Owner or Contractor.

X. If a change originates with Owner he shall issue a Proposal Request (PR) to Contract.

Y. If a change originates with Contractor, the Contractor shall submit a Request for Information (RFI) for Owner review. If it is deemed a change is necessary, the Owner shall issue a PR to address the change.

Z. A Change Proposal shall reference the work to be performed, and shall include the cost change to the Project (if any) and the time change to the scheduled completion (if any).

AA. Owner may request additional information to be supplied with the Change Proposal for consideration.

BB. Owner reserves the right to accept or reject Change Proposals.

CC. A Change order is a modification of the contract:

1. If a Change Order is approved, Owner will issue a Change Order that references PR. Change Order is not valid until it has been signed by Owner.

2. Work performed or equipment supplied outside of contract without a valid Change Order is done at Contractor’s own risk.

6.07 OWNER-FURNISHED PRODUCTS

DD. Owner is responsible for delivery of Owner-furnished products to the Project site, unless otherwise specified in this document.

EE.Contractor is responsible for locating, inspecting, and moving Owner-furnished products to their final installation position.

FF. Contractor shall report any damage, discrepancies in quantity, type, or function to Owner immediately upon discovery.

GG. Contractor assumes no responsibility for any material warranty for Owner-furnished products. Contractor shall be responsible for integrating, cabling, and installing Owner-furnished products under the same warranty conditions as other products furnished by Contractor.

6.08 CONSTRUCTION PROGRESS MEETINGS

HH. Contractor is required to attend job progress meetings in accordance with requirements set by Owner.

II. Contractor shall request additional job construction coordination meetings it deems to be necessary to ensure coordination of its responsibilities with other parties.

6.09 CONSTRUCTION PROGRESS/SCHEDULE DOCUMENTATION

JJ. Contractor shall complete and submit all construction progress documentation as requested by Owner. Progress documents shall be submitted every two weeks, at minimum.

KK. Failure to complete requested construction progress documentation may result in the withholding of payment by Owner.

6.10 PRODUCT SUBSTITUTION REQUEST PROCEDURE

LL.Requests for Substitutions: during the RFP response process, should the Proposer request a change in the material or equipment from that which is specified in the RFP, the Proposer shall provide the Owner with a written request for said change that includes the reason(s) for the substitution request.

MM. Schedule: all Requests for Substitution must be submitted no later than 72 hours prior to the Proposal due date.

NN. Requirements: The Request for Substitution must include the following:

1. Manufacturer name and model of proposed item(s), and the item(s) proposed to be replaced.

2. Reason for substitution.

3. Material data sheets for all the proposed item(s).

4. Additional materials and/or narrative that support the Request for Substitution.

OO. Approval: The Owner may approve or deny the Request for Substitution. The Owner reserves the right to govern over and proclaim whether proposed products are equal to the specifications.

6.11 SUBMITTALS

PP. Provide submittals to Owner within ten days after Notice to Proceed.

QQ. Project timeline will not be altered due to lateness of submittals.

RR. Failure to provide submittals may result in withholding of payment and/or the cancellation of Contract.

SS. The specification section number and paragraph number shall be noted for each submittal.

6.12 CLOSEOUT PROCEDURES

TT. Provide written notification to Owner when work has been completed and is ready for inspection.

UU. Provide closeout submittals to Owner in accordance with requirements found in Project Documentation Notebook no less than three (3) business days prior to final inspection.

VV. Produce a Project Documentation Notebook showing interconnection of equipment and any special procedures necessary for proper operation of the Datacenter Environments.

WW.Contractor may be required to be present for final inspection by Owner

XX. Work or materials found to be incomplete, of unsatisfactory quality, failing to meet the specifications in these documents, or unacceptable to Owner will be documented by Owner and provided to Contactor to rectify.

YY. If more than one re-inspection is necessary, costs of the additional travel, hours, and expenses to Owner may be deducted from the contract amount.

ZZ. Punch list will be considered completed only after having been signed by Owner.

AAA. Final payment will be authorized upon having the Datacenter Environments successfully fulfill a consecutive 30-day performance period, and after all closeout procedures and requirements have been followed and fulfilled by Contactor and approved in writing by Owner, including punch list(s) and/or re-inspection(s) and delivery of closeout deliverables.

6.13 PROJECT MANAGEMENT

BBB. Contractor shall appoint a Project Manager who will be the main point of contact for Owner regarding the Project.

1. Submitting and following closely a detailed project plan.

2. Successfully completing the contract in a timely manner.

3. Overseeing work and performance of all employees and subcontractors who have been hired by Contractor and ensuring compliance with specification.

4. Completing and submitting required documentation.

5. Attending Project coordination meetings as required by Owner. Contractor is responsible for taking minutes of these meetings and distributing copies to all participants.

6. Coordinating with Owner, Architect, General Contractor, and other Contractors involved in the Project to ensure smooth flow of work and on-time Project completion.

7. Providing a written bi-weekly progress update to the Owner.

8. Reporting all unexpected conditions and problems that may result in delay or expense to Owner immediately upon discovery.

BBB. If Contractor seeks to change Project Manager during the course of the Project, such change is subject to prior written approval from Owner.

6.14 QUALITY ASSURANCE

CCC. It is the intent of these specifications to describe and provide for a complete, professional, and reliable installation.

DDD. Contractor employees who are engaged in installation shall be properly trained in the tasks they are expected to perform.

EEE. Owner shall determine the acceptability of work.

FFF. Contractor shall comply with all licensing code requirements that apply to the work being performed.

GGG. Where manufacturer certifications are required for warranty or for authorized resale, installation personnel shall have received such certification prior to the start of installation of those manufacturers’ materials. These are to be received and documented in the Project Documentation Notebook.

6.15 QUALITY CONTROL

HHH. During the installation period, when connections are made to the Owner’s existing infrastructure and/or the co-location’s infrastructure, Contractor shall use extreme care to ensure that no negative results occur

2 PART TWO – PRODUCTS

6.2.01 BASIC EQUIPMENT AND MATERIALS REQUIREMENTS

A. Equipment and materials used to accomplish the goals of this Project shall meet standards for good engineering practice as defined within this document.

B. Products specified in these documents are intended to establish a baseline or operational, functional, and performance-based standards that all proposed products shall meet or exceed by functionality and quality.

6.2.02 FACTORY-ASSEMBLED PRODUCTS

C. Reference to specific equipment manufacturers does not imply that all products produced by that manufacturer meet the specification requirements.

D. All equipment, components, and materials shall be new and unused, and most recent available, with full manufacturer’s warranties. Contractor shall supplement such warranties as required by the specification.

E. Where a product is available from a factory/manufacturer to meet the needs as outlined, that product shall be used without modification to ensure the full factory warranty is maintained.

F. Like materials used shall be of the same manufacturer, model, and quality unless otherwise specified.

G. No software or firmware is to be used unless specifically approved and authorized by Owner or its appointed representative.

6.2.03 ANCILLARY HARDWARE

H. Contractor will provide ancillary and required accessory items necessary to furnish to Owner complete and fully functional Datacenter Environments.

I. Exclusion of or limitation in the language used in the Drawings or specifications shall not be interpreted as meaning that ancillary or accessory items of work or equipment necessary to complete or make the installed Datacenter Environments fully functional can be omitted.

6.2.04 COMPATIBILITY OF RELATED EQUIPMENT

J. Datacenter Environments equipment specified in these documents shall be assumed to be compatible with the existing Datacenter Environments

K. Specified equipment and Datacenter Environments shall be compatible with all other installed equipment and Datacenter Environments as offered by Contractor, thus placing the responsibility on Contractor to ensure proper interaction.

6.2.05 MAINTENANCE MANUALS

L. Contractor shall produce a maintenance manual showing interconnection of equipment and any special procedures necessary for proper operation of the Datacenter Environments. The maintenance manual may be included in the Project Documentation Notebook.

3 PART THREE – IMPLEMENTATION

6.3.01 GENERAL

A. Contractor shall provide, furnish, deliver, transport, erect, install, configure, and connect completely all of the material and equipment described herein or depicted on any bid package document or Drawing, and shall leave all Datacenter Environments in first-class fully operating condition.

6.3.02 COORDINATION

B. Contractor shall cooperate with other Contractors for proper provisioning, anchorage, placement, and execution of all work. Interference between the work of various Contractors shall be resolved before installation. In the event of conflict with other trades on space requirements or location, refer the matter to Owner for decision.

C. References to the following related work do not limit or release Contractor from the responsibility of coordination with other trades or from having the necessary knowledge of other non-referenced work.

1. Work by General Contractor.

2. Work by other Technology Contractors.

3. Work by Electrical Contractor, including electrical rough-ins and surface-mounted raceway.

D. Contractor shall coordinate with all other trades to avoid causing delays in the installation schedule.

E. Contractor shall coordinate with General Contractor its requirements for proper AC power to service all equipment installed by Contractor.

F. Contractor shall coordinate with General Contractor its requirements for proper data and network communications and all required linkages for the Datacenter Environments to all equipment installed by Contractor.

G. Contractor shall coordinate with General Contractor its requirements for proper ground Datacenter Environments to its equipment.

H. Surface-Mounted Raceway Coordination

1. Contractor shall field verify and coordinate the proposed use of surface-mounted raceway at any location with Owner.

6.3.03 BASIC EXECUTION REQUIREMENTS

I. Contractor is responsible for following industry standards of best practice for all telecommunications, linkage, and networking equipment.

J. With the installation of equipment and cables, consideration shall be given not only to operation efficiency but also to overall aesthetic factors. Contractor shall redo, at no cost to Owner, any work deemed by Owner to appear sloppy, hastily done, or unprofessional. Owner shall make final decision over whether work shall be redone.

K. Manufactured items, materials, and equipment shall be applied, installed, connected, erected, used, and adjusted as recommended by the manufacturers or as indicated in their published literature unless otherwise noted herein.

L. Work shall be properly protected during construction, including the shielding of soft or fragile materials, protecting against dust and dirt, protecting and supporting cable ends off of the floor and from other traffic, protecting floor box lids, and temporarily plugging open conduits during construction. Upon completion, installation shall be thoroughly cleaned and all tools, equipment, obstructions, or debris present as a result of work shall be removed from the premises.

M. Contractor shall keep work area neat, orderly, and free from accumulation of waste materials. Remove trash and debris from the building and job site as required to maintain a clean work environment at all times. Rubbish shall be moved to a common trash point or receptacle on the job site as determined and directed by General Contractor or Owner.

N. Contractor shall not hang cable supports from ceiling grid wire.

O. Contractor shall not shoot into the roof deck for mounting cable hangers.

P. Equipment and enclosures shall be mounted plumb and square in relation to the structure.

6.3.04 PREPARATION

Q. Prior to any installation, the Contractor shall prepare the site by removing any remaining debris, leveling equipment racks (where appropriate), and verifying information and Datacenter Environments stated to be in-place are ready for use.

R. Prior to installation, Contractor shall ensure that required major equipment has been secured and is ready for installation.

6.3.05 CLEANING

S. At the end of each work period or day, Contractor shall remove excess packing, drilling remnants, and other non-equipment related parts, materials, or debris to ensure a clean, safe, and professional working environment.

6.3.06 FIRE STOPPING

T. Contractor is responsible for applying fire-stopping material in and around all openings that it creates or are created for it, whether or not specifically indicated in specifications or Project Drawings, where code or good engineering practice suggests or requires the use of fire stopping material.

U. Contractor shall ensure that all fire-stopping materials meet appropriate codes and are applied according to good engineering practice.

V. Contractor shall coordinate fire rated assemblies with General Contractor so that all assemblies are uniform throughout facility.

6.3.07 WATERPROOFING

W. Contractor shall create a waterproof seal in and around any openings to the outside environment that are created by Contractor or for Datacenter Environments being installed.

X. Contractor shall ensure that all waterproof materials meet appropriate codes and are applied according to good engineering practice.

6.3.08 CONNECTORS

Y. Cables shall be carefully prepared and connectors installed as directed by the manufacturer. Proper stripping devices and crimping tools shall be used.

Z. Connectors shall be carefully fitted to mating devices on equipment to avoid damage to mating contacts, inserts, or bodies. Specialized terminations shall be made in a neat and secure manner suited to the service of the wire and as directed by the manufacturer. Contractor shall use manufacturer specified terminations when those specifications exist.

AA. A person skilled in that practice shall execute soldered terminations.

BB. Adapters shall be used only where the identity of the necessary type of connector is unknown at the time of installation, such as for Owner-provided equipment or in anticipation of future equipment upgrades, with Owner’s approval.

6.3.09 EQUIPMENT INSTALLATION

CC. Contractor shall make Datacenter Environments properly and fully operational and physically secure by mounting equipment and related accessories into furniture, consoles, and racks as required. Manufacturer’s guidelines for installation shall be followed. Discrepancies in installation procedure or inability to complete a given task due to a shortage of materials or malfunctioning equipment shall be reported to Owner immediately upon discovery.

Equipment shall be installed as directed by the manufacturer using equipment manufacturer’s desktop mounting frames, equipment tubs, installation hardware, and techniques. Contractor shall be responsible for moving equipment from storage and for providing necessary personnel or devices to carry and lift equipment around obstacles and into operating position.

6.3.10 ROUGH-IN

A. Contractor shall make every effort to install Datacenter Environments per this specification in a timely manner including rough-in of cabling and other apparatus where appropriate to stay on schedule.

B. Where cabling and/or equipment is installed prior to other trades completing their work in an area, Contractor shall take necessary precautions to cover, wrap, or otherwise protect to reduce possible damage due to plastering, painting, cleaning, or other such work.

6.3.11 CUTTING, DRILLING, PATCHING, AND PAINTING

C. Contractor shall coordinate the work when any cutting or drilling is required in the performance of installing the specified Datacenter Environments.

D. Contractor shall return all surfaces (including walls, floors, and ceilings) to their previous condition after any cutting.

2 PART FOUR – TESTING

6.4.01 GENERAL

A. Contractor shall supply testing equipment needed to verify compliance with specifications found in these documents.

B. Contractor shall complete required testing prior to the inspection by Owner.

C. Test data shall be properly documented and recorded so that it is available for final inspection.

D. Testing may be repeated during the inspection process at the request of Owner.

6.4.02 TESTING

E. Prior to energizing or testing the Datacenter Environments, ensure the following:

1. Products are installed in a proper and safe manner per the manufacturer’s instructions.

2. Products are neat, clean, and unmarred and parts securely attached, Dust, debris, solder, splatter, etc., is removed.

R. Contractor shall provide proper voltage power and control lines to and from power supplies, remotely controlled equipment, and other devices, even though not explicitly indicated on drawings or listed in equipment tables.

S. All Datacenter Environments components and devices shall be provided and installed as shown on project drawings by Contractor.

T. The Contractor shall be responsible for any and all related programming and end-user training.

7.04 SUBMITTALS

U. Executive Summary of Datacenter Environments Description: Descriptive statement and single-line block diagram to show how all related equipment will interface and operate as a complete Datacenter Environment.

V. Manufacturer's technical data sheets on each product to be used.

W. Provide complete shop drawings that include the following as a minimum:

1. Solution diagrams in a Microsoft Visio format, from both the physical and logical network perspectives, of all Datacenter Environment devices and locations on racks.

2. Labeling scheme to be consistent and used for all rack mounted devices, visible on front and back of all devices.

3. Detailed schematic wiring diagrams for all Datacenter Environment devices. Wiring information shall include cable type (Ethernet, single or multimode fiber, etc), speeds, quantities, and connection details at devices.

4. Manufacturer’s User’s Manuals (or links to available online resources) shall be provided for operations, administration, installation, and operation. One set of fully functional Datacenter Environments software in manufacturer’s original Media packaging, licensed for BCSD use.

5. All proposed devices for this RFP must include detailed cost/prices, manufacturer, model, and full technical data and detailed specifications included in response so as to enable BCSD to perform comparative analysis.

7.05 COMMISSIONING AND TRAINING

X. The contractor is required to place entire Datacenter Environments into full and proper operation as designed and specified.

Y. Verify that all hardware components are properly mounted, installed, connected, communicating, and operating correctly.

Z. Verify that all Datacenter Environments software is installed, configured, and complies with specified functional requirements, including management and storage/reviewing requirements.

AA. The contractor shall perform final acceptance testing in the presence of Owner’s representative, executing a point-by-point inspection against a documented test plan that demonstrates compliance with Datacenter Environments requirements as designed and specified.

BB. Submit documented test plan to Owner at least 5 days in advance of acceptance test, inspection, and check-off.

CC. Conduct final acceptance tests in presence of Owner’s representative, verifying that each device point and sequence is operating correctly and properly reporting back to control panel and control center.

DD. Acceptance by Owner is contingent on successful completion of check-off; if check-off is not completed due to additional work required, re-schedule and perform complete check-off until complete in one pass, unless portions of Datacenter Environments can be verified as not adversely affected by additional work.

EE.The Datacenter Environments shall not be considered accepted until all acceptance test items have been successfully checked-off. Beneficial use of part or all of the Datacenter Environments shall not be considered as acceptance.

FF. The Contractor shall provide Datacenter Environments operations, administration, and maintenance training for BCSD personnel by factory-trained personnel qualified to instruct.

GG. Owner will designate personnel to be trained. Contractor shall anticipate up to twenty (20) two-hour BCSD User training sessions for Datacenter Environments.

HH. Provide printed training materials for each trainee, including product manuals, course outline, and workbook or student guides.

II. Provide hands-on training with operational equipment.

JJ. Training shall be oriented to the specific Datacenter Environments being installed under this contract as designed and specified.

7.06 CONTRACT CLOSE-OUT SUBMITTALS:

7.07 CLOSEOUT PROCEDURES

MM. Contractor shall provide written notification to Owner when Contractor is satisfied that the work has been completed and is ready for inspection.

NN. Contractor shall provide closeout documentation to the Owner. The Owner shall receive the closeout submittals no less than 72 hours prior to the scheduled inspection time.

OO. Contractor shall be present for the inspection by the Owner. Contractor shall supply all testing equipment needed to verify compliance with the specifications found in Bid package.

PP. Work or materials found to be incomplete, of unsatisfactory quality, failing to meet the specifications in the Bid package, and/or unacceptable to the Owner shall be documented by the Owner and provided to Contractor to rectify.

QQ. If a re-inspection is necessary, the costs of the Owner’s additional travel, hours, and expenses incurred by BCSD may be deducted by the Owner from the contract amount due Contractor.

RR. The punch list shall be considered complete only after having been signed by the Owner.

SS. The Datacenter Environments shall be considered complete only after having successfully completed a successful consecutive 30-day performance period.

TT.Final payment will be authorized by BCSD only after all closeout procedures and requirements have been followed and fulfilled by Contractor and approved in writing by the Owner including punch list(s), and/or re-inspection(s), and the completed consecutive 30-day period.

7.08 WARRANTY AND MAINTENANCE

UU. The Datacenter Environment software and hardware shall be warranted against defects and workmanship for minimum of (60) months, covering all parts and labor, after final acceptance by Owner. Installation shall be warranted against defects and workmanship for a minimum of 36 months.

VV. Vendor shall guarantee that the Datacenter Environment application software/firmware is upgraded as necessary to protect against security vulnerabilities and code bugs. Upgrades shall be performed during BCSD-approved maintenance windows.

B. All materials, devices, components, supplies, and products installed for this RFP into the Datacenter Environments must be new, unused, up-to-date models and versions, and must be delivered to the BCSD in original manufacturer’s packages. No used, or refurbished, or re-manufactured products are acceptable, and are not to be proposed nor installed, under any circumstances.

C. Vendor shall be responsible for providing fully functional Datacenter Environments, including any and all related software, programming, required licenses/licensing, and configuration.

D. The Datacenter Environments must be compatible with BCSD’s existing network, systems, servers, operating systems, applications and programs.

E. Vendor shall ensure that all installation and/or service work (on-site or remote) is executed within the Owner’s IT policies.

F. All manufactured items, materials, and equipment shall be applied, installed, connected, erected, used, and adjusted as recommended by manufacturers or as indicated in their published literature, unless specifically noted herein to the contrary.

G. Vendor is responsible for verifying that applicable requirements for proper equipment function are met at each location and for modifying at locations as required to meet functional requirements.

8.04 CODE REQUIREMENTS

P. All work and materials shall conform in every detail to the rules and requirements of the National Fire Protection Association, the Georgia Electrical Code, and present manufacturing standards.

Q. All materials shall be listed by UL and shall bear the UL label. If UL has no published standards for a particular item, then other national independent testing standards shall apply and such items shall bear those labels. Where UL has an applicable Datacenter Environments listing and label, the entire Datacenter Environments shall be so labeled.

8.05 PRODUCT SUBSTITUTION PROCEDURES

Requests for Substitutions: Should the Contractor request a change in the material that is to be supplied, from that which was specified in the contract, the Contractor shall provide the Owner with a written request for said change that includes all specifications, manufacturer, and the reason(s) for the substitution request.

T. Requirements: The Request for Substitution must include the following:

1. Reason for substitution

2. Material data sheets for both the proposed item(s) and the item(s) to be replaced

3. Cost savings to the Owner, if any

U. Approval: The Owner may approve or deny the Request for Substitution. The Owner reserves the right to govern over and proclaim whether proposed products are equal to the specifications. The Contractor shall not procure any substitute materials until after the Owner has approved and signed the Request for Substitution and passed copies to the Contractor. Any procurement or work performed prior to this written approval is at the Contractor’s own risk.

8.06 WARRANTY

V. Contractor shall guarantee all materials, equipment, etc., for three (3) years from date of substantial completion of work. This guarantee shall include labor, material, and travel time and all other costs.

W. All Datacenter Environments, materials, and labor shall be under warranty for 36 months from date of final acceptance by Owner. This warranty shall be included as part of Contractor’s scope, and must be provided at no additional expense to the Owner.

PART TWO – PRODUCTS & SERVICES

8.2.01 GENERAL

A. Products must be provided in type and quantity as required by this RFP if so specified, as a minimum. Substitutions must be properly approved by BCSD and are subject to said prior Owner approval.

8.2.02 DATACENTER ENVIRONMENTS - SERVER/STORAGE AND SOFTWARE

A. Two new Datacenter Sites, “Datacenter Site A” and “Datacenter Site B,” will be installed. The two Datacenter Sites should use the same or similar equipment wherever possible.

B. Connectivity between datacenters will be a dedicated 10Gbps Ethernet connection

C. Latency between datacenters is expected to be ≤ 5ms

D. Datacenter Site A and Datacenter Site B must provide automatic, redundant access to the Internet for all BCSD users. Failover must occur in less than 15 seconds.

E. Datacenter Site A and Datacenter Site B must provide redundant access to the VM environments for all BCSD users. Vendor may advise on whether VMs should fail over automatically (either immediately or after a defined time period), or require manual intervention. Vendor is requested to make their best practice recommendation for fail over.

F. Should either Datacenter Site go offline, access to the Internet and to the VM environment resources must continue to be available to BCSD users.

G. For each Datacenter Site, Vendor must provide environmental specs for equipment individually and as a total. These specs must include:

a. Max Power Requirements, in Watts and Amps, assuming 208V

i. Any equipment not capable of 208V input must be highlighted

b. Requirements in kW or kVA for 30 minutes of runtime on UPS power.

c. Heat dissipation, in BTU/hr.

d. Grounding requirements

e. Air flow direction (front-to-back, left-to-right, etc) and any considerations

f. Any special physical requirements

H. Vendor should highlight any”green” features, such as smart energy management and power savings, available on equipment.

I. Vendor shall include with proposal pricing to register all equipment under support with the respective manufacturer, where applicable.

a. Examples: Cisco SmartNet, Juniper J-Care, etc

8.2.03 DATACENTER ENVIRONMENTS – NETWORK INFRASTRUCTURE

A. Datacenter Site A is composed of at least (6) 42U racks containing two PDUs for power but otherwise empty. The racks are an open 4-post design with vertical and horizontal cable management conduits

a. Power available: (2) 208V/30A circuits per rack, each terminating into a separate rear-mounted vertical PDU

B. Datacenter Site B is composed at (4) 42U server racks.

a. Power available: (2) 120V and (2) 208V circuits per rack, each terminating into a separate rear-mounted vertical PDU. DC power is also available.

C. Each Datacenter Site must support the quantity of ports, such as10/1000/1000 Mbps Ethernet and 10Gig Ethernet, necessary for this solution to function.

D. Each Datacenter Site must support, at a minimum, 20Gbps of throughput to each VM host chassis.

E. Each Datacenter Site must support, at a minimum, 20Gbps of throughput to each Storage appliance.

F. Each Datacenter Site must support, at a minimum, 10Gbps of throughput to the WAN. Handoff to WAN is 10Gig Ethernet.

G. Each Datacenter Site must support, at a minimum, 3Gbps of throughput to the Internet. Handoff to the Internet will be either 10Gig Ethernet (fractional) or multiple 1Gbps Ethernet. This bandwidth must be protected by a firewall with content filtering capabilities sufficient to protect BCSD students.

H. Additionally, solution must provide unused, available ports in the following minimum quantities at each Datacenter Site:

a. (24) 10/100/1000 Mbps Ethernet, TX (copper, RJ-45)

b. (24) 1000 Mbps Ethernet, FX (fiber, optics not required)

c. Devices/cards with changeable ports/optics can satisfy both requirements above, but require (48) available ports

d. (12) 10Gig Ethernet (optics not required).

I. Datacenter Network Infrastructure devices must be configured to support IP MTU of the maximum common value, preferably 9216. This includes all “NNI” uplinks between switches, routers, firewalls, VM Hosts, and storage devices. Vendors should make recommendations for best practices to avoid end-users pulling directly from storage. This does not include links to individual VMs or Internet connections unless otherwise stated.

J. Network Infrastructure must support Ethernet link aggregation technologies such as LAG or EtherChannel for 1Gig and 10Gig connections, with bundle quantities of at least 4 links. Aggregate port bundles should be used for NNI connections wherever possible. Note that multi-chassis bundles are preferred wherever possible.

K. The Datacenter networks must support authenticated OSPF. The Datacenter Site core router/switch will serve as OSPF DR and BDR for the BCSD network. Routing must be configured such that the Datacenter Sites are transit for all inter-school traffic flows.

L. Vendor will integrate solution into the existing BCSD routing topology. Note that this will entail configuration of some existing BCSD WAN-facing devices. Existing routing methods:

a. BCSD schools utilize OSPF on the WAN

b. BCSD DoE bldg. utilizes static routing

M. Network Infrastructure must support the following minimum QoS controls:

a. Marking of packets based on ingress port or access-list (TCP/UDP layer 3 and layer 4 criteria)

b. Inbound policing

c. Outbound policing

d. Independent, configurable queue weights

e. Traffic queuing and policing only occurs during times of traffic contention on the network.

N. Network Infrastructure QoS controls must be configured as such:

a. Real-time traffic, as defined by IP Prec=5-7, of 100Mbps is prioritized at both ingress and egress queues.

b. Video traffic, as defined by IP Prec=4, must be guaranteed at least 200Mbps of bandwidth.

c. Critical application traffic, as defined by IP Prec=3, must be guaranteed at least 200Mbps of traffic.

O. Network Infrastructure must support storage-over-IP technologies, to include at least one of: iSCSI, FCoE. NFS support is assumed.

P. Network must be configured to support delivery of multicast traffic in an efficient manner. PIM-SSM/IGMPv3 is preferred; PIM-SM/IGMPv2 is acceptable. If PIM-SM, the core switch/router in each Datacenter Site must act as redundant RPs; static RP assignment is assumed throughout network.

Q. Network Infrastructure must use authenticated versions of protocols wherever possible. Examples include OSPF, VRRP/HSRP, etc.

R. Switchport characteristics should be assigned statically wherever possible. Examples include speed, duplex, trunking mode, VLAN assignment, port bundling, etc. The use of negotiation or dynamic protocols other than routing protocols should be avoided.

S. The Datacenter networks must be capable of forwarding of IPv6 packets without hardware or software code upgrades. Any licensing restrictions must be made clear. Vendor configuration of IPv6 forwarding is not a requirement.

T. All network infrastructure devices should have redundant hot-swappable power supplies wherever possible.

U. Vendor is not responsible for Internet content filtering. This is will be handled by the “LightSpeed Rocket” appliances.

8.2.04 DATACENTER ENVIRONMENTS – FIREWALLS

1. The BCSD requires enterprise level, high performance Firewall Appliances. One pair of redundant firewalls per Datacenter Site is required.

2. The Enterprise Firewalls must be fully installed and configured within the Datacenter Sites. The firewalls must secure BCSD from the Internet, and also create a DMZ for the VM environment.

3. The following access policies must be enforced, at a minimum:

3. Vendor/Vendor must also establish preliminary settings, generate policies, and ensure Firewalls are completely configured for operation on BCSD networks. Any existing firewall rules shall be provided by BCSD.

4. Vendor will not be responsible for implementing specific port/protocol access controls for any P2V server migrations.

5. Vendor will be responsible for implementing access controls for any net-new servers and applications, to be protocol and port specific.

Example: Allowing only UDP port 53 to a DNS server

6. The Enterprise Firewalls must manage network traffic flows to provide maximum protection, threat prevention (IPS), and administrative management.

a. IPS is required to/from the Internet only.

7. IPS database and signature files must be capable of staying up-to-date and relevant via updates from equipment manufacturer or subscription service.

8. Firewalls must log to a remote server all data related to security events, such as access list denials, intrusion prevention attempts, content filtering denials, virus or worm activity, scanning activity, etc. Logging must be searchable. Vendor is responsible for configuration, including remote server.

9. Vendor must provide a fully capable firewall management solution. This may include a standalone server, web-based or similar application for direct firewall management, etc.

10. Vendor must provide full and complete training for BCSD personnel to manage the Enterprise Firewalls utilizing administrative functions of programs, software, and hardware comprising the Firewalls.

8.2.05 DATACENTER ENVIRONMENTS – VM ENVIRONMENT, SERVERS AND SOFTWARE

A. Servers shall be an enterprise level platform, providing mission-critical performance and reliability.

B. Server hardware specifics, such as type (blade chassis, standalone rack-mount, etc), CPU specifics, RAM capacity, etc, shall be left to the vendor to propose.

C. Servers will use the Network Storage infrastructure for primary file storage, and may contain on-board storage in a minimal quantity required to properly run the Hypervisor and/or other necessary functions.

D. The VM Environment must support the following performance criteria:

a. Server count: 50

b. Per-server storage req: 300GB

c. Per-server RAM req: 4GB

d. Per-server CPU req: 1 CPU, 2Ghz

4. 30% excess capacity for future growth

J. All server hardware must have redundant hot-swappable power supplies.

K. The Virtualization software must be capable of:

a. Centralized management and monitoring (real-time and historical) of VM Environments.

b. Rapid deployment and repurposing of physical and virtual servers

c. Rapid migration of individual VMs between Datacenter Sites, such that individual VM can be run in production from either site (though not both sites simultaneously).

i. Note that the solution must account for full usability of VMs migrated between sites, including reachability/routing from BCSD users.

ii. The network path to a VM must only transit the Datacenter Site in which the VM is currently running. “Bouncing” traffic between Datacenter sites for VM reachability is not acceptable.

d. Backup and restore capabilities, with the minimal functional equivalent of “snapshots.”

e. Monitoring, both real-time and historical, of systems health and performance.

f. Alerting of BCSD staff due to resource availability, exception, or threshold

8.2.06 DATACENTER ENVIRONMENTS – VM ENVIRONMENT - STORAGE

A. Storage Capacity. TBs of storage availability must be totaled only after Storage Solution is fully formatted and configured.

• Datacenter Site A: 48 TB of available usable storage.

• Datacenter Site B: 24 TB of available usable storage.

B. Storage Solution and devices provided shall be of an enterprise level design and configuration to best provide mission critical, high performance, expandable and reliable storage.

C. All proposed Storage Solutions for this RFP must include detailed cost/prices, manufacturer, model, and full technical data and detailed specifications included in response so as to enable the BCSD to perform comparative analysis.

D. Storage solution must support storage-over-IP technologies, to include simultaneous use of iSCSI, FCoE, and NFS.

D. Storage solutions proposed may optionally consist of a configuration containing either: a) all Solid State Drives (SSD), b) all Hard Disk Drives (HDD), or c) may consist of a configuration comprised of a tandem and/or unified combination/hybrid of SSDs and HDDs.

E. Proposers may offer more than one Storage Solution within their response(s), and/or offer multiple Storage Solution designs, each as separate detailed and available options (i.e., just option a; /or a, b, and c; /or only a and c; etc.). If more than one Storage Solution is proposed, each option must be separately identified and labeled as said option(s), and must each independently stand on its own design merits. Further, each separate Storage Solution configuration (option) must contain an individual delineated component/device configuration, each with fully detailed costs/pricing and comprising a complete Storage solution.

F. Solid State Drive solutions must be comprised of mission critical, highly reliable, high performance enterprise level SSDs.

G. All Hard Disks, if proposed for this RFP, must perform at 10,000 RPM as a minimum.

H. Disks/Drives shall be configured for redundancy capabilities equivalent to Raid 5 as a minimum, with built-in fail over, fully capable of hot swapping, and must be readily and easily expandable.

I. Software shall incorporate all necessary system problem alarms, alerts and provide administrators with immediate notification of prevalent alarm conditions via network consoles, e-mail messages, and mobile applications.

K. Vendor/Vendor must provide full and complete training for BCSD personnel to easily administrate and manage the Storage Solution utilizing administrative functions of programs, software, and hardware comprising the Storage Solution.

8.2.07 SERVER VIRTUALIZATION – P2V MIGRATION OF “EXISTING ESSENTIAL SERVERS”

A. BCSD requires that the identified “Existing Essential Servers” be virtualized into the new VM Environment. Vendor will perform P2V migrations for identified servers. Servers must be fully functional once migrated.

B. Server specifics can be found in “Appendix A – Existing Essential Servers.”

C. Once migrated into the VM environment, vendor shall back up servers with a “snapshot” or equivalent feature.

D. Note that server IP addresses will likely not be able to change. Advertisement of individual /32 IP Addresses via OSPF or alternative solution will likely be necessary.

8.2.08 Server Virtualization – Microsoft AD/Office365 Implementation

A. Vendor will implement a Microsoft Active Directory infrastructure in the VM Environments to include a hybrid Exchange/ Office365 email solution for staff (qty 3,500) and students (qty 25,000).

B. Vendor shall install at least one server running DNS and DHCP (same server permissible) in each Datacenter Site. BCSD will provide a list of existing DHCP scopes/reservations (in Novell format) and DNS zone-files (in Novell format).

C. BCSD will provide a list of existing email addresses. BCSD will also provide a list of existing distribution-lists, with referenced email addresses.

D. Vendor is responsible for setup of new mailboxes and distribution lists, and for providing BCSD with instructions of how to configure/instruct BCSD users to access the new mailboxes.

a. Vendor is responsible for configuring/instructing (in coordination with BCSD staff) ten BCSD users to access their respective new mailbox.

E. Email data migration from existing Novell GroupWise email system is required.

8.2.09 TRAINING AND KNOWLEDGE TRANSFER:

a) Vendor shall provide comprehensive training and transfer of knowledge to BCSD network administrative staff to maintain newly deployed infrastructure.

b) A minimum of 20 sessions of two hours each are requested; to include details of Network, Storage, and the VM environments

c) Vendor shall provide specific information regarding post-implementation support options and recommendations

d) Proposals must include training and the support as noted earlier for installation, training, and configuration, along with documentation on manufacturer's warranties for the products specified.

e) Vendor shall transfer documents and knowledge, in a Microsoft Visio, Word, and Excel documents, gained during the project for use as guidelines and references.

8.2.10 MANAGEMENT SYSTEMS - ALERT AND ALARM REQUIREMENTS

A. Vendor shall provide a dedicated NMS capable of monitoring and managing all installed devices.

B. The NMS must be capable of sending Alerts/Alarms to designated BCSD personnel when conditions warrant notification. Examples are resource availability, exception, or threshold. Such Alerts must be transmitted immediately via email.

C. The Datacenter Environments shall be capable of providing a visual indication, if applicable, for Alert information, and for purposes of troubleshooting.

D. The NMS must provide real-time and historical monitoring of health and performance of network infrastructure and systems.

E. Log of all Alerts. Alert/Alarm System must provide Alarm Log maintained with ability to scroll through Alerts, with all required and necessary details of related NOC and system device(s); and must fully describe all conditions triggering said alerts.

8.2.11 POST-INSTALLATION AND ONGOING SUPPORT

A. Post-installation support is required for all components for an initial period of one year. Vendor is required to propose recommended response times and associated cost in the following areas:

B. Vendor shall guarantee that the Datacenter Environment software/firmware is upgraded as necessary to protect against security vulnerabilities and code bugs. Upgrades shall be performed during BCSD-approved maintenance windows

C. Two on-site resources in a staff augmentation role are requested for an initial period of 6 months to aid with additional P2V migrations and AD integration. These resources shall be functionally separate from post-installation support resources.

D. The Datacenter Environment software, and hardware shall be warranted against defects and workmanship for a minimum of (60) month. Labor shall be warranted for a period of 36 months after final acceptance by Owner.

PART THREE – EXECUTION

8.3.01 Owner may choose to oversee and/or assist with network connection activities. Contractor must coordinate scheduling of these activities with Owner.

8.3.02 Contractor is responsible to work with the BCSD designated personnel to develop an IP addressing scheme for all devices installed within the Datacenter Environments it puts in place, including determining whether addresses will be assigned statically or dynamically and whether addresses will be routable or non-routable. This scheme must be approved by Owner and must not conflict with current IP addressing.

8.3.03 Contractor is responsible to coordinate connections to Ethernet switches for telecommunication linkage. Owner will assist to identify switch devices and port numbers to which to connect.

8.3.04 Network connections should be made only to switches that are core switches or switches directly connected to the core switch for the colocation facility. The Contractor is responsible for working with Owner to coordinate location of the devices, server(s), etc. within existing racks. Ensure adequate space and cooling is available. If not, confer with Owner.

8.3.05 DATACENTER ENVIRONMENTS STARTUP

A. The Contractor shall not apply power to the Datacenter Environments until the following items have been completed:

B. Datacenter Environment’s equipment items have been set up in accordance with manufacturer’s instructions.

C. A visual inspection of the Datacenter Environments has been conducted, to ensure that defective equipment items have not been installed, and that there are no loose connections.

D. Datacenter Environments wiring has been tested and verified as correctly connected and properly labeled.

E. All Datacenter Environments grounding and transient protection have been verified as properly installed and connected.

F. Power supplies to be connected to the Datacenter Environments have been verified as the correct voltage, phasing, and frequency as indicated.

G. Satisfaction of the above requirements shall not relieve the Contractor of responsibility for incorrect installation, defective equipment items, or collateral damage as a result of the Contractor or installation.

8.3.06 TRAINING

1. The Contractor shall provide designated BCSD personnel with Datacenter Environments operations, administration, and maintenance training by factory-trained personnel qualified to instruct.

2. Owner will designate personnel to be trained. Contractor shall anticipate up to twenty (20) two-hour BCSD User training sessions for the Datacenter Environments.

3. Provide printed training materials for each trainee, including product manuals, course outline, workbook or student guides, and written examinations for certification.

4. Provide hands-on training with operational equipment.

5. Training shall be oriented to the specific Datacenter Environments being installed under this contract as designed and specified.

8.3.07 AESTHETICS

A. Proper wire management must be maintained throughout the project for all cables and equipment terminating at panels frames, racks, etc., and shall be vertically straight, with no cables crossing each other, with proper service loops provided from device area to the termination block.

B. All cable bundles shall be combed and bundled to accommodate individual termination block rows and panels.

C. For any given telecom rack, a horizontal and vertical alignment for all mounting hardware will be maintained to provide a symmetrical and uniform appearance to the distribution frame.

D. All rack-mounted devices shall be firmly secured.

E. All rack-mounted equipment shall be securely installed level and plumb.

8.3.08 HARDWARE LAYOUT

1. Hardware positioning and layout must be reviewed by Owner prior to construction. The review does not exempt Contractor from meeting any of the requirements stated in this document.

8.3.09 CONNECTORS/CONNECTIONS

A. All connectors shall be terminated using a crimp tool or dies designed specifically for the connectors being applied.

B. All connectors shall be crimped or applied in such a way as to prevent moisture from entering the connector or cable.

C. Cables shall be carefully prepared and connectors installed as directed by the manufacturer. Proper stripping devices and crimping tools shall be used.

D. Connectors shall be carefully fitted to mating devices on equipment to avoid damage to mating contacts, inserts, or bodies. Specialized terminations shall be made in a neat and secure manner suited to the service of the wire and as directed by the manufacturer. In all cases where the manufacturer specifies the terminations, those terminations shall be used.

E. The strength of the termination shall be tested by manually pulling on the connector and cable. Any terminations that exhibit movement, loose cable, or insecure connections shall be re-terminated.

8.3.10 DATACENTER ENVIRONMENTS TESTING PROCEDURES

1. Prior to energizing or testing the Datacenter Environments, ensure the following:

2. All products are installed in a proper and safe manner, per the manufacturer’s instructions.

3. Dust, debris, solder, splatter, etc. is removed.

4. All Cables are Dressed, Routed, and Labeled; connections are consistent with regard to polarity.

5. All products are neat, clean, and unmarred, and parts are securely attached.

6. Contractor shall ensure that each device in the Datacenter Environments is functioning normally and in such a manner as to meet the functional and performance requirements in this specification.

8.3.11 DATACENTER ENVIRONMENTS INSPECTION

A. Contractor shall coordinate with Owner for inspection after Contractor has completed testing of entire Datacenter Environments.

B. Contractor shall have trained Contractor representative and testing equipment on site during inspection to assist with spot verification of tests.

8.3.12 LABELING

1. Contractor shall neatly Label all devices, and all cabling at both ends. All Labels shall be on project as-built drawings.

8.3.13 DOCUMENTATION

A. Upon completion of the installation, Contractor shall provide full documentation sets in hardcopy and electronic form to the Owner for approval. All documentation shall become the property of the Owner.

B. Documentation shall include the items detailed in the subsections below:

C. Contractor shall provide hardcopy and electronic forms of the final test results and complete set of drawings detailing final configuration, and Network Diagram.

D. Contractor shall provide a Project Documentation Notebook including but not limited to the following:

a. Device Label/identifier

b. Location of each device by orientation/permanent installation in the racks

Licensing, test plans, diagrams, drawings, manuals, installation details, equipment serial numbers and date of installation, project meeting notes, status reports, SOW, bar codes for all equipment, etc. Contractor shall provide accurate as-built Construction Drawings in hardcopy and electronic form. The drawings are to include all cable routes and all device locations, including racks; and a comprehensive set of diagrams for the completed BCSD network.

8.3.14 PRE-CHECK OUT

1. The Contractor shall demonstrate the following to Owner during Datacenter Environments demonstration.

2. Training is complete to the Owner’s satisfaction.

3. Punch list items are complete.

4. The Project Documentation Notebook including the as-built documentation is complete and submitted to Owner.

5. The Datacenter Environments operates in conformance with manufacturer’s published specifications.

6. The Datacenter Environments has completed a successful performance period. The performance period will begin on the day following the cutover and must continue for 30 consecutive days, during which time the Datacenter Environments will operate at an average effectiveness level of 99 percent or more. If for any reason this level cannot be maintained, a new consecutive 30-day performance period will be initiated. It is not necessary that one consecutive 30-day period expire before another consecutive performance period begins.

8.3.15 CONTRACTOR’S FIELD TESTING

A. The Contractor shall calibrate and test all equipment, place the integrated Datacenter Environments in service, and test the integrated Datacenter Environments.

B. The Contractor shall demonstrate the specified requirements of the completed Datacenter Environments.

C. If any negative conditions occur, or other conditions exist, that cause performance degradation or interfere with the operation and full functionality of the Datacenter Environments, the Contractor shall inform the Owner immediately, and Contractor will assist in designing and recommending a solution(s) to correct said condition.

D. The field testing shall, as a minimum, include:

1. Verification that the Datacenter Environments, and all signal or control cabling have been installed, tested, and approved as specified.

2. Verification that the Datacenter Environments is fully functional, and that all software has been programmed as needed for the finalized site configuration.

3. Operation of all electrical and mechanical controls, and verification that the control performs the designed function.

4. Verification that all components and devices are programmed properly and fully functional.

5. Verification that the Alert programs are functional, and that automatic Alert system is functional, with appropriate BCSD personnel assigned and designated to receive said system Alerts and Alarms.

6. Verification that the Alert/Alarm parameters and limits have been set correctly.

7. Verification of all remote administrative programming/controls and remote access for the Datacenter Environments are operative, and that the programming performs the desired function.

8. The Contractor shall deliver a report describing results of functional tests, diagnostics, and calibration, with written certification to the Owner verifying that the installed complete Datacenter Environments has been calibrated, and tested, and is ready to begin performance verification testing.

9. 30 consecutive days of performance verification testing

8.3.16 FINAL ACCEPTANCE

A. The Datacenter Environments will be accepted by the Owner when:

D. Project Documentation Notebook to include as-built documentation, and finalized Network Diagram are complete and submitted to Owner in both hardcopy and electronic format.

E. The Datacenter Environments operates in conformance with manufacturer’s published specifications.

F. The Datacenter Environments has completed a successful performance period. The performance period will begin on the day following Final Acceptance, and must continue for 30 consecutive days, during which time the Datacenter Environments will operate at an average effectiveness level of 99 percent or more. If, for any reason, this level cannot be maintained, a new consecutive 30-day performance period will be initiated. It is not necessary that one consecutive 30-day period expire before another consecutive performance period begins.

8.3.17 CLOSEOUT PROCEDURES

1. Notification: The Contractor shall provide written notification to Owner when the Contractor is satisfied that the work has been completed, and is ready for inspection.

2. Closeout Submittals: The Contractor shall provide closeout documentation to the Owner . The Owner shall receive the closeout submittals no less than 72 hours prior to the scheduled inspection time.

3. Inspection: The Contractor shall be present for the inspection by the Owner . The Contractor shall supply all testing equipment needed to verify compliance with the specifications found in Proposal package.

4. Punch List: Work or materials found to be incomplete, of unsatisfactory quality, failing to meet the specifications in the Proposal package, and/or unacceptable to the Owner shall be documented by the Owner and provided to the Contractor to rectify.

5. Re-Inspection: If a re-inspection is necessary, the costs of the Owner’s additional travel, hours, and expenses may be deducted by the Owner from the contract amount due the Contractor.

6. Punch List Approval: The punch list shall be considered complete upon having the Datacenter Environments successfully fulfill a consecutive 30-day performance period, and only after having been signed as completed by the Owner.

7. Payment Authorization: Final payment will be authorized only after the completed consecutive 30-day performance period, with all closeout procedures and punch list requirements having been followed and fulfilled by the Contractor, and approved in writing by the Owner including any required re-inspection(s).

8.3.18 CLEANING

A. Prior to Datacenter Environments final turnover to Owner:

1. Remove all dust, dirt, and debris from equipment racks and equipment rooms.

2. Clean all equipment filters, vents, and fans.

3. Clean all enclosures and back box interiors thoroughly before installing plates, panels, or covers.

9.0 BCSD Rights Reserved

The BCSD reserves the right to reject any or all proposals, in whole or in part, submitted in response to this RFP. The BCSD further reserves the right to make no award, to modify, or to cancel this RFP, in whole or in part.
