CBHE in Europe in its infancy; providers are scattered; Southern MS main receivers; Anglophone, public universities major exporters.

Regulatory frameworks highly heterogeneous, but only weakly related to the incidence of CBHE activity; less regulation governing exporting CBHE activities.

Assumption: Quality and quantity of provision in receiving country seem key factor, which makes CBHE attractive for both exporters and recipients alike.

General lack of information on quality assurance.

Regulation of receiving CBHE:

No regulation

Little regulation Need to register,

Need to prove recognition/accreditation in exporting country

Some regulation + Need authorization of receiving country

Considerable regulation + Need accreditation of receiving country

+ Franchising and validation prohibited
