1. EXECUTIVE SUMMARY

M/s. Rajiv Agarwal is a private service providing firm at Kolkata, West Bengal owned by

Mr. Rajiv Agarwal; and has proposed to set up a new POL Isolated Storage at Plot of land

situated at Chitraganj, Budge Budge near the city of Kolkata, (West Bengal). The proposed

storage shall fully comply with OISD (Oil Industry Safety Directorate) standards mainly 108,

113,118 & 244 and other statutory requirements as well as fulfil the requirements by PESO.

Proponents have proposed to construct the storage facility within the area of 19283.388 m2

(1.92 ha), which is taken from KoPT (Kolkata Port Trust) on a Lease of 30 years. (Annexure

II).

The land was earlier utilised for the similar POL storage purposes for approximately 25 years

by Indian Oil Corporation Limited (IOCL). The hazardous materials stored were High Speed

Diesel, Superior Kerosene Oil and Motor spirit (refer to figure A.1: 2009 Google Image).

While shifting from this place, IOC workers dismantled the fabricated structures, pipes and

destructed the tanks (refer to figure A.2: 2010 Google Image).

Only an entry gate is present on site (refer to Figure A.3), with proper boundary wall (refer to

Figure A.4).

The surrounding land is also engaged by Bharat Petroleum Corporation Limited (BPCL),

Hindustan Petroleum Corporation Limited (HPCL) and many Public and Private Service

providers in the similar domain of storages (Figure A.2).

Ms. Rajiv Agarwal has appointed M/s. Ultra-Tech Environmental Consultancy &

Laboratory (MoEF& CC recognized and NABL approved), Thane to carry out study of

the impacts of the project on local environment and for obtaining Environmental Clearance.

Ultra- Tech is an established Consultancy in the field of Environmental Services. Company

is giving services in this field for past 29 years.
