WARN ACT
The “Warning, Alert, and Response Network” Act
• Signed into law on October 13, 2006
• Sets in motion the planning for “Commercial Mobile Service” Providers to “voluntarily” send emergency alerts to their subscribers
“Commercial Mobile Service Providers” are considered to be cellular and paging companies.
Only the service is discussed – technology choices are not specified
Thus Sub-Committees that are developing this standard have the option of choosing a specific technology
This work is Regional and will only be done in TR-45.5.

Joint CMAS
The Joint TIA/ATIS Commercial Mobile Alert Service (CMAS) Kick-off meeting will be held next week in san Diego, CA (January 22-23, 2008)
Joint meeting will cover the common requirements and specifications for CDMA, GSM and UMTS
TR-45.5 will work on CMAS-related requirements unique to cdma2000 and other Air-Interface technologies
This contribution is being presented for discussion and approval. Once approved it will be presented next week in an effort to provide input for discussion into the CMAS meeting.
Obtain information during the CMAS Kick-off meeting (i.e., requirements).
Representatives from TR-45.5, TR-45.2 and ATIS will participate.
Orlett W. Pearson will give the presentation for TR-45.5.

TIA TR-45.5 Specific CMAS Work
TR-45.5 proposes to meet face-to-face on a monthly basis to progress CMAS work. Anticipate liaisons and possible face-to-face time with TR-45.2.
Once the requirements have officially been remanded, the Sub-Committee proposes the following:
Review requirements to see which working groups and documents are impacted.
Prepare Stage 1/2 document based on the FCC Requirements
Focal point for discussion and development would pertain to Reference Point E (Interface between the Infrastructure and the Mobile Station).
Examine which SMS Parameters are needed for CMAS Broadcast
Consider Broadcast SMS, noting impacts to battery life

TIA TR-45.5 Specific CMAS Work
Determine if impacts to base CDMA Specification: if so, ascertain whether TSG-C should be requested to make modifications to maintain commonality amongst base Specifications
Determine specific technologies that are to be targeted within the CDMA Air-Interface (1x, EV-DO, UMB)
Specify whether Minimum Performance and Test Specifications are required. If it is determined that they are required,
Sub-Committee would propose a separate timeline for this activity
Documents are developed once core specifications are complete
Began Stage 3 development
Approve Baseline, Ballot and Publication text
Proposed Publication target is August 2008
