1- Definitions purpose

-for UN 38.3: identify clear categories of products allowing un-ambiguous testing categories: example: small cell is defined with weight limit 500g.

- For UN model regulation: product categories to identify the transport conditions: example: small cell size for SP188 is defined as lower then 20 Wh.

Definition purpose should be clearly identified to correctly define:• the granularity of the categories: • The boundaries definitions and coherence according the used

characteristics

Purpose 1: Electrochemical system identification

- Existing definitions at general description level ( but not in UN 38.3, as already identified in the [38.3.1 purpose] )

[European Battery Directive 2006/66/EC]Battery or Accumulator: means any source of electrical energy generated by direct conversion of chemical energy and consisting of one or more primary battery cells (non-rechargeable) or consisting of one or more secondary battery cells (rechargeable).Battery Pack means any set of batteries that are connected together and/or encapsulated within an outer casing so as to form a complete unit that the end-user is not intended to split up or open.

Purpose 2: Cell ( not battery)

- Existing definitions

[IEV ref 114-03-01] electrochemical cell composite system in which the supplied electric energy mainly produces chemical reactions or, conversely, in which the energy released by chemical reactions is mainly delivered by the system as electric energy Note 1 to entry: This entry was numbered 111-15-10 in IEC 60050-111:1996. It has been modified.

[IEV ref 482-01-01] cell basic functional unit, consisting of an assembly of electrodes, electrolyte, container, terminals and usually separators, that is a source of electric energy obtained by direct conversion of chemical energy Note – See primary cell and secondary cell.

[UN 38.3 definitions]Cell means a single encased electrochemical unit (one positive and one negative electrode) which exhibits a voltage differential across its two terminals. Under the Model Regulations and this Manual, to the extent the encased electrochemical unit meets the definition of "cell" herein, it is a "cell", not a "battery", regardless of whether the unit is termed a "battery" or a "single cell battery" outside of the Model Regulations and this Manual.

Component cell means a cell contained in a battery.

Single cell battery means a single electrochemical unit fitted with devices necessary for use, for example, case, terminals, marking and protective devices

Purpose 3: battery (not cell)

- Existing definitions

[UN 38.3 definitions] Battery means two or more cells which are electrically connected together and fitted with devices necessary for use, for example, case, terminals, marking and protective devices. A single cell battery is considered a cell and shall be tested according to the testing requirements for "cells" for the purposes of the Model Regulations and this Manual (see also the definition for "cell").

NOTE: Units that are commonly referred to as "battery packs", "modules" or "battery assemblies“ having the primary function of providing a source of power to another piece of equipment are for the purposes of the Model Regulations and this Manual treated as batteries.

UN 38.3 Definitions:Small battery means a lithium metal battery or lithium ion battery with a gross mass of not more than 12 kg.Small cell means a cell with a gross mass of not more than 500 g.

- Existing definitions: IEC Li cells include Lithium metal and Lithium sulfur chemistries, but no definition UN 38.3?

[UN 38.3 definitions]

Lithium ion cell or battery means a rechargeable electrochemical cell or battery in which the positive and negative electrodes are both intercalation compounds (intercalated lithium exists in an ionic or quasi-atomic form with the lattice of the electrode material) constructed with no metallic lithium in either electrode. A lithium polymer cell or battery that uses lithium ion chemistries, as described herein, is regulated as a lithium ion cell or battery.

UN 38-3 definitions simplification proposalTable describing the existing testing requirements:

1- A component cell transported separately from battery is tested exactly as a cell, so there is no need to create a specific case. On the contrary, it is a specific case when the component cells are transported only in a battery. It should be clarified in the definition that a component cell cannot be proposed for transport separately from a battery. 2- A single cell battery is different from a cell only if it is equipped with an overcharge protection: in this case it shall be tested with T7. In other cases, the tests applicable are the same than for a cell. This should be reflected in the definition.

New products: Lithium metal polymer characteristics

Lithium metal polymer:

anode: Lithium metal

cathode: LiFePO4 (high temperature stable oxide)

electrolyte: solid polymer (no liquid flammable electrolyte)

Functionning internal temperature: 80°C => thermal insulation of the battery is required.

Transport conditions: room temperature = limited current in case of short circuit. Completely inert when <0°C (used for the transport of damaged and defective batteries): no current in case of short circuit or any damage.

Safety: Main risk due to the presence of Li metal in case of fire.

cathode: carbon

electrolyte: same type of electrolyte as Li-ion

Functionning internal temperature: room temparture.

Transport conditions: room temperature, fully discharged ( no energy content)

Safety: Main risk linked to the presence of Lithiated carbon and electrolyte in case of fire

classified as UN3508, with SP 372 ( not refereing to UN 38.3)
