Tall or Noxious Grass Updated Ordinance

Have you noticed the number of properties with tall grass within the City?

Mayor Blackwell and the Building Department want to make sure you are aware of the updated

City Ordinance relative to tall grass and to define the penalties that you may be subject to.

Pursuant to Maple Heights Codified Ordinance Sec. 680.05(b) the owner of property determined

to be in violation of this Section shall be served a written notice upon the 1st identified violation

per calendar year. Such notices shall state that the owner has two (2) calendar days (or 48

hours) to cut or destroy, or cause to be cut or destroyed, any weeds or grass that is six (6)

inches or higher in height or any vegetation that obstructs views compromising safe ingress or

egress or otherwise impedes traffic, including pedestrian traffic, on any public rights of way.

Further, the notice shall conspicuously state that failure to comply will result in the City causing

the work to be done and the costs to be assessed against the property in the manner provided

by this Section. The notice shall also conspicuously state that any subsequent violations of this

Section concerning the same property during the same calendar year shall require no further

notice.

What exactly does the Building

Department do?

The Building department is responsible

for issuing permits for any alterations,

repairs or new construction, contractor

registration and housing licenses.

Additionally, the building department is

responsible for the inspection of

residential and commercial properties,

and for the enforcement of the building

code, and all other codes, laws and

ordinances relating to residential,

commercial and industrial properties.

The City of Maple Heights contracts

with Safebuilt for all plan reviews,

permit inspections, rental inspections

and point of sale inspections. Once the

appropriate permit(s) have been

purchased, Safebuilt must be called,

440-399-0850, to schedule an

inspection. A 24-hour notice minimum

is required for all inspections.

A Message fromMayor Annette M. Blackwell

Financial Recovery Plan -August Update

Mayor Annette M. Blackwell and the City of Maple Heights are, in base-ball terms, rounding third and heading for home. Very soon, the phrase“Fiscal Emergency” will no longer be used when referring to the City ofMaple Heights.

Since she took office in January, 2016, Mayor Blackwell, her Adminis-tration and City Council, have slowly and steadily been working out of a$2.79 million dollar deficit. She has diligently, steadfastly and relent-lessly found ways to turn this financial crisis into all positive funds bal-ances.

Mayor Blackwell, with, hopefully, an affirmative vote of City Council willpresent an updated Financial Recovery Plan to the Financial Planningand Supervision Commission assigned by the Auditor of the State ofOhio at their next meeting, later this month. The main objective of thePlan is to eliminate all fiscal emergency conditions determined by theAuditor that placed the City of Maple Heights in fiscal emergency in2015.

It is hard to believe that I am into the last half year ofmy first term as your Mayor. It has been challengingbut so very rewarding. We have moved forward in somany ways that people said would be impossible todo. But, with hard work, perseverance and faith(above all faith) much has been accomplished.

We now have a beautiful Metro Park in Maple Heightswith improvements happening everyday. Businessesare looking to make their home in our City. The new build KFC andRally’s should be opening this Fall. Music In The Park is in full swingtwice in June, July and August because of a generous donation fromKIA of Bedford. In partnership with NOPEC, a new family event willdebut on August 10, Summer Fest. Hope to see you there!

Resurfacing of Warrensville Center Road is just about complete. Thenumbers and diversity of our Police and Fire Departments have in-creased to keep you safe and well cared for. Two new 10 passengervans provided through grant dollars are on the road serving our seniorand disabled residents. A partnership with our neighbors in Bedfordand Bedford Heights was formed to provide a variety of year roundsports activities in cooperation with Jump Start Sports for our children.Our Service Department is working hard to keep the roads safe andthe grass cut. The Building Department is diligently making sure prop-erties are in compliance with our ordinances.

One more very important accomplishment was highlighted in the Busi-ness Section of the July 21, 2019 edition of the Plain Dealer. The ar-ticle stated that home prices were up this year across most ofCuyahoga County through the first half of the year. Median sale pricesrose 5.4%. Cities that gained and cities that lost were listed.

However, Maple Heights was listed with only 15 other communitieswhere prices were up for FOUR STRAIGHT YEARS! We are showingsteady and repeated positive gains in the housing market. Maple Heightsis rebounding, and, as I like to say: “We are winning!”

But, our work is not done. More can and will be accomplished. To-gether we can continue to keep the momentum going and move MapleHeights to even greater heights.

Mayor Blackwell’s Plan identifies the actions that are and will be takenin the months and years ahead to restore the fiscal integrity of the Cityof Maple Heights. It serves as a tangible master plan to insure a stableand successful future for the City and its residents.

In her Plan, Mayor Blackwell identified cost saving services that de-crease costs while actually increasing services to the Community. Afew of these are the City’s memberships in the Southeast Area LawEnforcement Agency (SEALE), the Chagrin Valley Dispatch commu-nication center, the Chagrin Southeast Hazmat Response Team andthe Northeast Ohio Public Energy Council (NOPEC).

Mayor Blackwell identified revenue generating actions beginning in 2019and continuing through 2023. These include, but are not limited to, taxrevenue realized from aggressive economic development projects likeKFC, Rally’s and Big Truck Rehab Center, increase of the Local Gov-ernment Fund from the State of Ohio, the establishment of a delin-quent property tax outreach program, annual premium refund from theBureau of Workers Compensation and many more.

When you couple these accomplishments with very conservative as-sumptions of an increase in property tax and income tax collection,continued successful grant awards, increase of vacant lot sales and amodest increase in the Local Government Revenue, we think you willagree that the City of Maple Heights is turning the corner to a muchbrighter future.

2019 marks the 20th year Human Services Supportive Service Coor-dinator, Jaimie Hasenohrl, has worked for the City of Maple Heights.Armed with a Bachelor’s Degree in Gerontology from Bowling GreenState University. Jaimie began her career in the field of aging in Febru-ary of 1999 at the Maple Heights Senior Center.

Jaimie’s job responsibilities include doing home visits to assess resi-dents for services such as transportation, home delivered meals andmeals served at the Senior Center, following up on referrals from thePolice and Fire Department and hospital, and assisting residents withtheir utility issues and choosing the best medical insurance.

Over the years her duties have expanded to include assisting withgrant writing and submitting unitization reports to the Western ReserveArea Agency on Aging (WRAAA) and the Cuyahoga County Division ofSenior and Adult Services (DSAS)

“Jaimie is meticulous in calculating and submitting reports to our fund-ing agencies to insure our Department and the City received the maxi-mum reimbursement for the services we provide,” states Human Ser-vices Director Linda Vopat. “We received notice from DSAS that theMaple Heights Senior Center achieved a perfect audit! This was largelydue to the fastidious, accurate record keeping and watchful eye ofJaimie.”

Jaimie’s energy and love for her work is very evident. When asked,what is takes to succeed in this career Jaimie is quick to respond,“You have to be conscientious and compassionate, flexible and willingto search for answers. The staff I work with goes above and beyond toserve. You have to be strong physically and emotionally, because thework will challenge you.”

We congratulate Jaimie on her 20 years of service to the residents ofMaple Heights and her outstanding achievement of a perfect audit.

On Monday June 24, 2019, Mayor Annette M. Blackwell took delivery oftwo (2) 10 passenger Light Transit Vehicles at the Maple Heights Se-nior Center. They were awarded to the City of Maple Heights throughthe grant process from the Northeast Ohio Areawide CoordinatingAgency’s 2018 Enhanced Mobility for Seniors And Individuals’ with Dis-abilities (Section 5310) Program.

Welcome New Finance DirectorThe City of Maple Heights wel-comes the newest member ofMayor Blackwell’s Administrativeteam,Tinita Marie Tillman, as Fi-nance Director. Ms. Tillman hasbeen with us for approximatelyfive (5) months. She comes to usarmed with a Masters ofAccountancy (Financial/AuditTrack) from Cleveland State Uni-versity and extensive training fromthe Ohio State Auditor.

Ms. Tillman’s work history is richand diverse. Her early career in-terests led to the field of law en-forcement. She served as a se-curity officer and police officer while pursuing degrees in the world offinance. Ms. Tillman states that working with numbers, reconciling thebooks and fund and government accounting is her true vocation andwhere she is most happy.

Previous to joining the team in Maple Heights, Ms. Tillman spent thelast seven (7) years working in the Ohio Auditor of State’s office asAuditor 3/Team Leader. Her extensive experience in auditing financialstatements of governmental entities including millions of dollars in rev-enue and expenditures will serve her well in her new position.

Ms.Tillman, her husband Andre, together with their six (6) children callnortheast Ohio home. We welcome Ms. Tillman to Maple Heights andwish her all the best as Director of Finance for the City of Maple Heights.

September 10, 2019 Primary ElectionAn Election is being held in Maple Heights on September 10, 2019. The MapleHeights Mayor (Nonpartisan primary) seat is on the ballot. The voter registra-tion deadline for the September 10th Primary Election is Monday, August 12th.You may register online at www.443vote.com and at all public libraries. The Mayor surprised the Seniors with her announcement that the newvans were waiting for their approval in the back of the Senior Center.She was met with big smiles, applause and sincere gratitude.

The Maple Heights Department of Human Services provides approxi-mately 14,000 one way trips a year to residents 60+ years of age anddisabled individuals. Destinations include medical and dental appoint-ments, lunch and programs at the Maple Heights Senior Center, dialy-sis appointments, food shopping, banking, salon and barber appoint-ments and special meetings and programs offered by the City of MapleHeights.
