Councillor Greg Barr inquired about a $0.89 salary expense in the garbage recycling program. David Brozuk will look into the unusual charge.
4 CAPITAL PROJECTS
4.1 Wastewater Treatment Plant Upgrade – Receiving Stream Sensitivity Study
MPE Engineering Ltd. is working on the Wastewater Treatment Plant Upgrade Study, included in the study, and as required by Alberta Environment and Sustainable Resource Development will be a Receiving Stream Sensitivity Study to evaluate the existing effects of the discharge of effluent into the Vermilion River from our existing wastewater treatment plant. MPE Engineering Ltd. will be sending out a RFP for the study and the proposal results will be taken to Council for approval.

4.2 Junction Sixteen/Hwy 41 – Phase I Underground Improvements – Contract Award
The Phase 1 Underground Improvements Tender for the Junction Sixteen & Hwy 41 Subdivision (developed as the Gateway Area Development - Phase 1 Underground Improvements tender document) closed on April 3, 2014. The Tender includes underground water, sewer, and storm work. The initial budget for the underground improvements for Phase 1 was $1,446,000.00 plus any associated off-site levies. Eight tenders were received; the lowest Tender is from BEL Contracting Ltd. for $1,459,710.00 Tender Results: $1,459,710.00 – BEL Contracting Ltd. $1,595,876.00 – Nu Edge Construction Ltd.

$1,715,867.03 – Rusway Construction Ltd.
$1,804,159.85 – PSA Construction Inc.

The completion date for the work is July 30, 2014 with provisions for an extension. A completion date of June 15, 2014 has been separately requested for the Highway 41 (52 Street) Horizontal Directional Drilling in order to facilitate highway intersection construction schedules as outlined in Addendum #2 of the Tender package.BEL Contracting Ltd. has verbally indicated they will commence work in the area by June 1, 2014.
Committee Recommendation:
That the Council for the Town of Vermilion award the Gateway Area Development - Phase 1 Underground Improvements Contract to BEL Contracting Ltd. for a total of $1,459,710.00 plus GST and a 10% contingency. Plus engineering from Bar Engineering and material testing from AMEC Environmental & Infrastructure for an additional 10% of the contract.

5 TRANSPORTATION & UTILITIES
5.1 Vermilion River Watershed Management Plan
The Vermilion River Watershed Management Plan was accepted as information. A contribution to the North Saskatchewan Watershed Alliance will be determined after the next NSWA meeting on April 30, 2014.

5.2 Water Meter Leak
The property owner of the utilities account #732.06 would like some compensation from the Town of Vermilion for a water leak located where the pipe connects to the water meter. The leak has since been repaired and the property owner is looking for the Town of Vermilion to cover a portion of the consumption costs resulting from the water leak.
Committee Decision:
The Committee has decided the property owner is ultimately responsible to maintain their property and check for water leaks within the home and does not believe the Town of Vermilion should reimburse a portion of the cost.
5.3 Christmas Lights – Main Street
A request for more Christmas lights along Main Street has been brought forward from the Strategic Planning Meeting. The Committee discussed the options of more Christmas decorations along Main Street and input from Council members will be requested at the next Council meeting. Meanwhile, David Brozuk will contact ATCO Electric to inquire about multicoloured rope lights along Main Street over the existing ‘V’ lighting.
6 ADDITIONAL ITEMS
6.1 49 Avenue/44 Street Intersection
Property owners backing onto 44 Street near the 49 Avenue intersection are concerned with the increased property damages in the last year due to unsafe drivers. A request has been made to have a barricade placed along 44 Street to protect the properties from further property damages.
Committee Decision:
The Committee discussed the liability concerns of placing a barricade or guardrail along 44 Street and has alternatively decided to talk to the properties owners about placing a checkerboard sign on the fence to help prevent future accidents.
6.2 ACE Regional Water
A property owner was concerned with low water pressure and a phosphorus odor since receiving the new ACE Water. David Brozuk has advised the Committee that the water pressure has remained relatively constant and a recent hydrant test done by a developer has confirmed these results. Keith Wilkinson discussed other factors that could reduce water pressure within a home that the property owner should have looked at, e.g. water softener, hot water tank, plugged screens in faucets.

6.3 Garbage Truck
The Committee discussed the plan to purchase a new garbage truck this year and the replacement schedule for the vehicle. The committee believes it is important to purchase equipment that is ergonomically designed.

Financial Statement of August 12, 2014
The financial statement was accepted as information. David Brozuk advised the Committee that the Street and Sidewalk Maintenance budget has $80,000.00 for miscellaneous concrete, asphalt patching and crack sealing work. David would like to carry-forward the crack sealing work to the 2015 budget and do more concrete work and asphalt paving and use the remaining funds to purchase a flashing crosswalk sign for 50 Avenue by the seniors centre. The committee discussed the future demands and requirements for additional employment.

CAPITAL PROJECTS
Project Updates
Yellowhead Business Park
Atco Power is installing the power to each lot and the light standards for the subdivision. The work should be completed in mid September. A Final Acceptance Certificate (FAC) walkthrough with Grayson Excavating Ltd. for the underground improvements was completed on August 8, 2014.
Junction Sixteen/Hwy 41 – Phase 1
A preliminary completion walkthrough with BEL Contracting Ltd. for the underground improvements was completed on August 8, 2014. Pressure testing and CCTV camera inspections are complete and BEL is finishing up some deficiency work while they are waiting for the bacti test results from Alberta Environment. E-Construction is currently working on the intersection going into the subdivision. The work should be completed by the end of September.
2014 Street Improvement Program
The petition period for the pavement overlay on Railway Avenue from 49 A Street – 53 Street closes on August 17, 2014. Only one resident has voiced some concerns regarding the local improvement charges and will be writing a letter to the Transportation & Utilities Committee. There have been no inquires for a petition to date.
50 Avenue UST Monitoring Program
Alberta Environment may be requesting further monitoring on the excavated UST site on 50 Avenue. AMEC Earth and Environmental have been working on this project from the beginning and would be called upon again if Alberta Environment requests a monitoring program.
Salt Shed Exterior Replacement
The exterior walls, roof and doors to the salt shed has been scheduled for repair this year, with $12,000.00 budgeted from Roads Capital Reserve. The amount of work to be done is small in comparison with new building construction jobs so only one contractor has shown interest in taking on the project. The amount of repair needed on the structures doors is more than initially anticipated. Hammertime Contracting Ltd. has provided a quote of $16,963.00 to complete the shed's exterior. The additional $4,963.00 required to replace the exterior can be allocated from Roads Capital Reserve.
That the Council for the Town of Vermilion approve the increase to $16,963.00 to be allocated from Roads Capital Reserve 4-32-761-00 for the salt shed exterior replacement project.

Junction Sixteen/Hwy 41 – Phase 2 – Grading Engineering Proposal
Bar Engineering has submitted an engineering proposal for grading plan for Phase 2 of the Junction Sixteen/Hwy 41 subdivision. In order for commercial development to smoothly proceed into Phase 2, a grading plan must be into construction by summer 2015. This proposal includes engineering design for $21,000.00, tender preparation and administration for $6,500.00, construction services for $30,000 and $16,000.00 for geotechnical investigation and report. There are currently two possible borrow pits on town owned property being considered for a clay source. One south of the old landfill north of town and the other on airport land. In order to determine the best clay source Bar Engineering must conduct topographical surveys of the two pits locations and subcontract the geotechnical investigations. Design is anticipated to take 12-16 weeks and Bar Engineering is committed to tendering the project by March 2015 to allow for construction to begin in spring 2015.
That the Council for the Town of Vermilion accepts the engineering proposal from Bar Engineering Ltd. to administer the grading plan for Phase 2 of the Junction Sixteen/Hwy 41 subdivision for a total of $73,500.00 plus GST and a 15% contingency with the funding to come from Subdivision Land Reserves.

TRANSPORTATION & UTILITIES
Pare Drive Drainage
There is a storm pipe that collects the storm water from the downtown core that travels down Pare Drive and drains into the drainage ditch adjacent to the property at 4-06-050-32-NW. There is water continuously trickling through this line even when there no water surface water in the downtown core, indicating that there may be a hole in the pipe where groundwater is infiltrating the line. A CCTV camera inspection has been scheduled for next week to determine where the water is coming in from and the line will be repaired based on the findings.

CORRESPONDENCE
Orphan Well Association Community Forum
The Committee discussed the open forum that was held on August 13th to discuss the repair program on the abandoned well located between 63 and 64 Street in the Brennan subdivision. The work will commence early this fall. In conjunction with the safety plan of the project, the bus stops near the well site will be temporarily relocated during the construction period. In addition, the utility accounts for the three homes adjacent to the site will be suspended until the work is completed.

Approximately, $20,000-$30,000 has been budgeted for the miscellaneous patch work and an additional $120,000 for new sidewalk construction.

The NSWA has recently hired Ms. Marilou Montemayor as our watershed planning and management coordinator to support this project. Marilou is an experienced agrologist and has substantial experience in watershed planning in Alberta. We have prepared formal correspondence to your various municipalities and organizations requesting the review of Implementation Team members. As you may be aware, the status of some members has changed as a result of the municipal elections held in October 2013. We are requesting municipalities to appoint new members where necessary. The next meeting of the Implementation Team will be held on Wednesday April 30th in Two Hills, Alberta. Agenda and details to follow. We look forward to working with you all during the next phase of the Vermilion project. Please feel free to contact Marilou or myself if you have any immediate questions or concerns.
