NRC was established as a result of series of new legislation in 1968NRC is part of the federally established National Response SystemSole national point of contact for reporting all oil, chemical, radiological, biological discharges into the environment within U.S. and its territories.2The other legislation includes: Federal Water Pollution Control Act of 1972 aka Clean Water Act. Oil Pollution Act of 1990, Comprehensive Environmental Response Compensation and Liability Act (CERCLA).BACKGROUND

40 CFR 300.125 Established the National Response Center (NRC) as the single point of contact for reporting all pollution and hazardous material incidents.

NRC serves as the communications center for the National Response Team (NRT)

-The National Oil and Hazardous Substance Contingency Plan (NCP), 40 CFR, Part 300 describes what conditions necessitate NRT activation, how to activate the NRT and what services would be provided after activation. -The NRT should be activated as an emergency response team: (1) When an oil discharge or hazardous substance release: (i) Exceeds the response capability of the region in which it occurs; (ii) Transects regional boundaries; or (iii) Involves a substantial threat to the public health or welfare of the United States or the environment, substantial amounts of property, or substantial threats to natural resources; (2) If requested by any NRT member.

IRIS-Incident Reporting Information System

Agencies receiving NRC reports determine what specific incidents types and area of the U. S. they are interested in receiving. We provide verbal reports to OSC and non-verbal reports to all other agencies.

9 NOTIFICATION & ACTION

NOTIFICATION- The NRC notifies appropriate Federal On-Scene Coordinator (FOSC) and other agencies we have an established agreements with for reporting incidents.ACTION- Notified agencies analyze provided information and respond accordingly.
