 January 21, 2016 The Honorable Phil Mendelson, Chairman Council of the District of Columbia 1350 Pennsylvania Avenue, NW Suite 504 Washington, DC 20004 RE: B21-415, the “Universal Paid Leave Act of 2015” Dear Chairman Mendelson, On behalf of the undersigne d organizations, we write to support your effort to ensure that a proper cost analysis is completed and analyzed on Bill 21-415, the “Universal Paid Leave Act of 2015” prior to any further Council a ction being take n. On January 14, 2016, you hea rd testimony from both the Chief Financial Officer of the District of Columbia and the City Administra tor regarding numerous concerns with respect to Bill 21-415. In fact, b oth presented outstanding questio ns that they believed should be addressed prior to a Council vote on the bill. We call upon you to convene a meeting of all of the stakeholders, including representatives from the business community, to discuss how best to create a fiscally sustainable paid leave program. The purpose of the working group would be to address all of the outstanding concerns the Committee heard at the December 2, 2015 and January 14, 2016 hearings. As you will recall, there is no consensus on what the ultimate cost would be for the District Government, employers and employees if the legislation were enacted by Council. The working group would focus on the fiscal analyses produced by various stakeholders, including the Office of the Chief Financial Officer, IHS Global, Inc. (prepared for Greater Washington Board of Trade), and the Institute for Women’s Policy Research, in order to produce a more accurate prediction of the bottom line.
