WehaveaverycomprehensivemanagementofheritageinMosman. Wehavewonanumberof

awardsrecognizingthecomprehensivenatureofheritagemanagementinMosman. Itincludesthe

listingofapproximately500heritageitems,beingsignificanthouses,residentialflatbuildings,shops,

marinestructures,streets,parksandmonuments. 11heritageconservationconservationareas,

ranginginsizefromthestatelyBradleyHeadRoadHCAtothetinyKestonAvenueHCA.

For13yearsCouncilhasrunaheritageadvisoryserviceprovidingfreeexpertheritageadviceto

ownersofheritagepropertiesandtocouncilplannersrelatingtoDAs. Toprovidefurthersupportto

ownersofheritagepropertiesCouncilprovides$for$fundingthroughitsHeritageAssistanceFund.

$20,000isallocatedeachyear. Thisfigurecomparesveryfavourablywithcouncilsmuchlargerthan

Mosmanandisindicativeofthecommitmenttoheritageanditsimportanceinthecommunity.

Councilswebsiteincludesanextensiveamountofheritagerelatedinformation,including,maps,

adviceandlinkstomoreinformation.

Seekingout

opportunities

for

external

funding

and

successfully

applying

for

it

is

integral

to

the

successfulimplementationoftheheritagemanagementprogram.

HowdoesMosmanfitintothebiggerstrategicpicture?Attheregional,metropolitanandstate

level?

AttheregionallevelwereinvolvedwithSHOROCinthepreparationofstrategicplanssuchatthe

RegionalEmploymentStudy,andtheSHOROCRegionalStrategycurrentlyunderpreparation.

AtthemetropolitanlevelMosman,likeotherSydneycouncils,isincludedintheMetropolitan

StrategyandtheInnerNorthSubregionalplan. TheStategovernmenthassethousingand

employmenttargetsforlocalgovernmentareastomeetby2031. Ourplanninginstrumentsmustbe

consistentwiththesetargetsandmakeprovisionfordevelopmenttooccurwhichwouldprovidethe

opportunityformorehousingandmorelocalemployment.

AttheStatelevelCouncilisrequiredtocomplywithstatepolicygiveneffectbylegislation,an

exampleofthisistheStandardLEPtemplate.

Apartfrom

legislative

compulsion

to

comply

with

state

requirements

there

is

also

the

need

to

acknowledgethatMosmanispartofalargerurbansettlement.Sydney,whichisthelargestcityin

thecountryhas,andwillcontinuetohave,pressuretogrow. Newspaperarticlesthisweekfocused

ontheamountofgrowthforSydneyanditsabilitytoprovideforadditionalpeople.Planningin

Mosmancantbedoneasifitwereanisland. Thatsaid,ourroleistoadvocateforthebestinterests

inMosmantotryandensurethattheareamaintainsitsbeautyandamenity.

SEPPs, addressissuesapplicabletothewholestate.AnexampleistheubiquitousSEPP1which

allowsavariationtoadevelopmentstandard

REPs,applytoaspecifiedregion. AnexampleistheSydneyHarbourREP

LEPs,suchasMosmanLEP1998,includematterssuchaslanduse,developmentstandards,suchas

height,floorspaceratios,heritageconservationandenvironmentalcontrolssuchasacidsulphate

soils.

DCPs,,suchastheResidentialDCP,providedetaileddesignguidelinesaddressingissuessuchas

overshadowing,privacy,viewsandparkingprovision.

Contributionplans,enablecouncilstolevyfundstopayforinfrastructureneededasaresultof

additionalpopulation.

and

the

Crown

Lands

Act

control

the

preparation

of

plans

of

management

for

open

space.

Overthelastthreeyearsthestategovernmenthasembarkedonanambitiousprogramofreform.

Thishas

changes

the

Act,

new

SEPPs

Infrastructure

SEPP),

the

Standard

Instrument

atemplatetostandardiseallLEPsinthestate,andareviewoftheHeritageAct. Mostrecentlythe

DepartmentofPlanninghasbeenpreparingdraftstandardcodesforcomplyingdevelopmentacross

thestate. Muchuncertaintyisassociatedwiththeplanningreformagenda. Withtherecentchange

inPlanningMinisterthedirectionandtimingofthereformsareevenmoreuncertain.

ThereistheunknownriskinMosmanoftheoutcomesthatwouldresultfromtheimplementationof

thesereforms. WhatwilldevelopmentbelikethatresultsfromtheimplementationofthenewLEP?

Whatdevelopmentswillbeincludedinthestatewidecodes?Howwillitaffectexisting

streetscapes?

ClimateChange

Whiletheoutcomesandtimingofclimatechangeareuncertain,wecanbesurethatclimatechange

hasimplicationsforplanning. Risingtideswilladverselyaffectdevelopmentontheforeshore,

especiallylowlyingareas. Moreregular,andmoreseverestormevents,andthefloodingthatmay

resulthaveimplicationsforbuildingdesignandlanduse. Thereisaneedtoprovideopportunities

forsustainabledevelopment,suchasincreasedcontainmentofhousing,employmentandrecreation

toreducerelianceonthecarandlimitgreenhousegasemissions.
