the opportUnitYShorncliffe Garrison is a large residential led development opportunity on the western fl ank of Folkestone. The total site area designated for disposal by DIO is approximately 76 hectares (188 acres). This has potential for 1,200 new homes on circa 32 hectares (78 acres) subject to planning. The proposal is included in Shepway District Council’s Core Strategy.

Shorncliffe Garrison’s history can be traced back over 200 years when land was purchased by the Government to enable fortifi cations to be built to repel the threat of Napoleonic invasion. The Garrison is now reducing onto a smaller footprint, with improved facilities, based on Sir John Moore Barracks - currently home to the Royal Gurkhas who will be retaining their presence.

locationShorncliffe Garrison is located to the west of Folkestone, directly north of the Sandgate Esplanade, in a well established residential area of predominantly family housing.

Shorncliffe is well located for transport links. Junction 12 of the M20 motorway is located a short distance to the north of the site, as is the Channel Tunnel Folkestone drive on terminal at Cheriton.

Folkestone West rail station is 1 mile from the site with direct trains to London Kings Cross St Pancras taking under an hour. Regular bus services connect the site to Folkestone town centre, Cheriton High Street, Hythe and the Folkestone train stations.

descriptionThe land to be disposed of at Shorncliffe Garrison comprises a number of different sites including Risborough Barracks, Napier Barracks, Burgoyne Barracks, Somerset Barracks, part of Saint Martins Plain and a large training area inside the western boundary.

The site is bordered to the north and east by inter/post war housing and a primary school. The west and south, beyond Sir John Moore Barracks (being retained by MoD), opens into countryside with the villages of Sandgate and Horn Street close by.

planningThe Shorncliffe Garrison complex is subject to a major Ministry of Defence (MOD) rationalisation project. In Shepway District’s Core Strategy (Submission Document, January 2012) the complex is allocated for a residential-led development of around 1,200 dwellings alongside community facilities including a primary school, associated enhancements to sports and green infrastructure with on and off site travel infrastructure upgrades (refer Policy SS7

of the Core Strategy). The Core Strategy will be subject to a Public Examination during May 2012.

In promoting the redevelopment of Shorncliffe Garrison, the MOD has prepared a Masterplan (August 2011) supported by a number of technical studies relating to transport, services infrastructure and land quality. The Masterplan has been subject to extensive stakeholder and public consultation.

In summary, no over-riding constraints requiring major reinforcement works to the utility networks, new road links and site remediation works have been identified. However, some local upgrading works including road junction improvements and connections to the off-site utility networks will be required.

Basis of sale The sale process will be comprised of 4 stages:

1. Expressions of Interest – May 2012

2. Pre Qualification Questionnaire (PQQ), completed and returned to GVA by 18th June 2012

3. Invitation to tender – July 2012

4. Submission of tenders - September 2012

Following initial expressions of interest in the property, interested parties are requested to complete a PQQ which is available on request from GVA. A shortlist of parties will be chosen from the PQQ stage to tender for the purchase of the property and invited to tender, which will be on an informal tender basis.
