July 23, 2012, will mark Wilson’s 25th year in the Navy. 628th LRS Port Operations keeps boats afloat By Senior Airman Anthony Hyatt Joint Base Charleston Public Affairs The Joint Base Charleston - Weapons Stations' shoreline spans approximately 16 miles of the Cooper River and 24 hours a day, seven days a week, Sailors, Airmen and Department of Defense contractors are patrolling the shoreline on Harbor Security Boats. Before the shoreline can be patrolled, these boats must be sea wor- thy and that's where the work of three individuals comes into play. The 628th Logistics Readiness Squadron Port Operations is current- ly operated by U.S. Navy Chief Warrant Officer 3 John Wilson, Port Operations officer, and two maintenance contractors, Thomas White and Frank Gregory. Wilson is responsible to the Joint Base Charleston commander for the overall safety of ship movements within the JB Charleston - Weapons Station port, which includes Wharf Alpha, Pier Bravo, Pier Charlie, Pier Edwards and the TC Dock. "The Port Operations Officer also coordinates all U.S. Navy ship visits to Charleston, which are primarily to support training opportunities with the Navy Reserve Officer Training Corps at the Citadel," said Wilson. Port Operations is also responsible for the maintenance and upkeep of six small boats; that's where Gregory and White's responsibilities begin. "Four of the boats we maintain are 27-foot-long Sea Arks, which are designated as Harbor Security Boats used by the 628th Security Forces Squadron," said Wilson. "We ensure two HSBs are in the water at all times with a third boat on a two-hour standby to support the Nuclear Power Training Unit." Two additional Boston Whaler boats, one 19-foot-long and the other 21-foot-long, are designated as work boats for Port Operations. The Whalers are used to service the piers and move items through the water to be used with the piers or ships, such as oil booms, according to Wilson. "While one of the Whalers can be used for an oil-spill response boat, the other Whaler includes a police package and can be used as a backup security boat if necessary [for shallow water]," Wilson said. A Routine Day "A typical day includes Tom or Frank arriving at 7:15 a.m. to work on paperwork for the HSBs and getting an HSB [needing service] prepped to haul out of the water," said Wilson. Each day, White and Gregory perform two to four hours of routine mainte- nance on the boats. Both contractors are qualified marine-engine mechanics, certified to work on any outboard engine, but specifically Honda engines. "My position requires me to service and maintain equipment such as 12-volt elec- trical equipment, depth sounders, police equipment, system gauges and air-condi- tioning systems to name a few," said White. Whenever an engine is replaced on a boat, Port Operations must log a 10-plus hours "break-in-period" on the engine before they can be used by security forces. "We get to take the boats out, put some hours on the new engines and enjoy the sun and water," Wilson said with a smile. "I was born and raised 40 miles away on the upper lake and I fish the [professional] circuit on my personal time, so having this job on the waterfront makes this the perfect job for me." After maintenance has been completed on the boats, Wilson then conducts quality assurance on White's and Gregory's work in accordance with the boat's service manual. Most mornings, the Port Operations officer drives to each pier or wharf to perform inspections. "I ensure that nothing is broken or leaking on the piers," said Wilson. "I also stop by Pier Edwards to confirm all of the boats are in working order before starting the day, which normally Tom has already done." "No two days are alike," said White. "When traveling to work, not knowing what to expect keeps this job exciting." Another part of Port Operations includes keeping the waterfront clean. "We normally get students [Direct Transit Personnel], who are in a holding status or waiting on orders, to help clean the waterfront," Wilson added. The Hardest Part When the Weapons Station and Air Base merged into Joint Base Charleston in October 2010, Port Operations transitioned to the 628th LRS Port Operations section. "Understanding the Air Force and the Air Force understanding a U.S. Navy warrant officer was and is tough. The transition was very difficult for an old guy like me," said Wilson. Now, two years later, Wilson has worked closely with Chief Petty Officer Vincent Stephens, 628th Security Forces Squadron and Commander Navy Region Southeast trainer, and the Coast Guard, in qualifying Airmen to drive Harbor Security Boats. "One of the most gratifying things about my job is seeing Airmen, Sailors and DoD civilians work- ing together on the water in one of 628th LRS's boats," said Wilson. Whether it's a security boat or a cargo ship, with- out Port Operations none of this is possible. "Knowing that the importance of this job helps keep this facility and our nation safe is exciting," White added. 628th LRS Port Operationskeeps boats afloat By Senior Airman Anthony HyattJoint Base Charleston Public Affairs

The Joint Base Charleston - Weapons Stations' shoreline spansapproximately 16 miles of the Cooper River and 24 hours a day, sevendays a week, Sailors, Airmen and Department of Defense contractorsare patrolling the shoreline on Harbor Security Boats.

Before the shoreline can be patrolled, these boats must be sea wor-thy and that's where the work of three individuals comes into play.

The 628th Logistics Readiness Squadron Port Operations is current-ly operated by U.S. Navy Chief Warrant Officer 3 John Wilson, PortOperations officer, and two maintenance contractors, Thomas Whiteand Frank Gregory. Wilson is responsible to the Joint Base Charlestoncommander for the overall safety of ship movements within the JBCharleston - Weapons Station port, which includes Wharf Alpha, PierBravo, Pier Charlie, Pier Edwards and the TC Dock.

"The Port Operations Officer also coordinates all U.S. Navy ship visitsto Charleston, which are primarily to support training opportunities withthe Navy Reserve Officer Training Corps at the Citadel," said Wilson.

Port Operations is also responsible for the maintenance and upkeep ofsix small boats; that's where Gregory and White's responsibilities begin.

"Four of the boats we maintain are 27-foot-long Sea Arks, which aredesignated as Harbor Security Boats used by the 628th Security ForcesSquadron," said Wilson. "We ensure two HSBs are in the water at alltimes with a third boat on a two-hour standby to support the NuclearPower Training Unit."

Two additional Boston Whaler boats, one 19-foot-long and the other21-foot-long, are designated as work boats for Port Operations.

The Whalers are used to service the piers and move items through the waterto be used with the piers or ships, such as oil booms, according to Wilson.

"While one of the Whalers can be used for an oil-spill response boat,the other Whaler includes a police package and can be used as a backupsecurity boat if necessary [for shallow water]," Wilson said.

Your Joint Base commanders have helped foster and model an EqualOpportunity initiative that demonstrates commitment from agency leader-ship, integration of EO into the agency's strategic mission and managementaccountability.

They have created a new operating instruction to ensure objectivitythroughout the Joint Base installation concerning the hiring process for civil-ian appropriated fund supervisor positions.

Filling vacant positions at the supervisory level is extremely importantand requires thoughtful planning.

Agencies can best defend selection decisions by taking steps to ensure hir-ing officials can articulate the precise reasons for choosing one candidateover another.

This can be achieved by using specific and documented selection proce-dures and interview questions that apply to all candidates for a particularposition and by asking an unbiased agency official to review selection deci-sions.

It is also important to develop a useable plan for retaining any records orinterview notes that specifically indicate why a candidate was chosen.

Giving a legitimate explanation for selection means providing specific

reasons for why candidates were selected. It is not necessarily an expressionof finely tuned instincts or "gut" feelings. In many instances, providinginadequate reasons for selection decisions risks a possible finding of dis-crimination.

Generally, a recommending official's statement, which includes the obser-vation that the selectee "seemed like a good candidate," falls short of articu-lating why the official believed the selectee was superior.

Commanders may endorse the use of a unit selection panel team commit-ted to interviewing and or selecting a person for civilian supervisor posi-tions. The panel should be assembled for the express purpose of selectingan appropriate candidate for an unfilled position and organized in a mannerthat is clearly recognizable for that purpose. The selection panel process isbeneficial because it provides varying perspectives, helps eliminate biasesand benefits the employing unit by involving the right employees in the hir-ing process.

Air Force promotion policy is based on strict conformance with meritprinciples specified in Title 5 Code of Federal Regulations, Part 335. Meritpromotion and placement provide a uniform and equitable means of referraland selection for all placement actions. A sound promotion program, prop-erly administered and fully supported by managers and employees at alllevels, is essential to the staffing of an effective and highly motivated civil-ian workforce.

New selection process for all civilian supervisor positions

As I approach the end of my military service Iknow that I will miss it terribly. As a traditionalreservist, I hold positions in both the public sectorand military service.

My civilian occupation is enjoyable and in factmore financially rewarding than my military serv-ice, but there is no comparison when it comes tothe fulfillment I gain from being a part of deliver-ing freedom and hope throughout the world whilewearing the Air Force uniform.

Without any disrespect to the fine folks I workwith at my civilian job, working with the men andwomen of the 437th Airlift Wing, 315th AW, and628th Air Base Wing, gives me much greater sat-isfaction. They are a tremendously committed, tal-ented and professional group. As Airmen, we doour jobs not for the money or praise, but becauseit's the right thing to do. It's about being a part ofsomething bigger than ourselves ... making a dif-

ference in the world.Just look at a few of the things we've done over

the past 10 years. At Joint Base Charleston wehave delivered thousands of troops into combatand brought thousands more back home again.

We've delivered tons of equipment and suppliesto our troops in Iraq, Afghanistan and other areasof operation.

We also have the honor of returning ourmilitary casualties back home.

We delivered tons of vital aid to Haitiafter the catastrophic earthquake in 2010.

We delivered medical, dental, educationand agricultural supplies as well as furniture,vehicles, machinery and clothing to supportongoing relief and development projects tocountries in need.

I know that sometimes we become frus-trated by the large number of additionaltraining requirements, the many inconven-iences to our personal lives and our long,demanding workdays, but taken as a whole,

there is no better profession. Your work is veryimportant and at times stressful. You shouldalways be able to do that work with a smile onyour face. Take it from the old guy who is at theend of his career ... enjoy it while you can. Iwould trade places with any second lieutenant anddo it all again. I know I've been smiling for thepast 24 years.

The Air Force is not just a job, it’s a profession

There are some people that don't handle changevery well. I am not just talking about the older gen-eration of Airmen but also younger Airmen.

Anytime something new happens or businesspractices are revamped, Airmen can become upsetand uneasy. Avoidance to change is not conduciveto shaping a successful Air Force.

Since the inception of the Air Force, change hasbeen inevitable; the best advice I can give to everyAirman is to "embrace" it.

I have been in the military for 19 years and dur-ing that time I have been involved in a number ofchanges. Many of the younger Airmen have no ideawhat the "bike test" is, or that the EnlistedPerformance Report rating system use to be on a10-point scale instead of a five.

In my earlier years, deployments were rare.Nevertheless, the great thing about change is thatfor the most part, it is best for everyone involved.

With the change to the physical fitness standards,we now have a healthier, stronger force able to sus-tain the high-ops tempo we currently face.

Additionally, the change to the EPR rating sys-

tem streamlined the process to ensure we retain thebest Airmen to go on to lead.

The "if it isn't broken, don't fix it" mentality hasto end. Although something may not be broken ... itmay still need to be fixed.

According to AFI 36-2618, the Enlisted ForceStructure, Airmen and noncommissioned officers incharge tiers are responsible to, "Develop innovativeways to improve processes and provide suggestionsup the chain of command that will directly con-tribute to unit and mission success."

Senior noncommissioned officers in charge areresponsible to, "Promote a culture of Airmen capa-ble of adapting to evolving Air Force requirementsthroughout a career."

Implementing change may be the biggest chal-lenge for most Airmen, but there is an easy methodto getting others on board. How do you effectivelyfulfill your Airman, NCO and SNCO responsibili-ty? Just think of ice cubes. Ice is just frozen water,but in the liquid state you are able to mold the waterto form into different objects. In order to implementchange, you first have to unfreeze individuals to thenew concept; sell your idea or theory. Give thosebeing affected a "heads up" on what to expect.

In the unfreezing process, answer questions and

address concerns as much as possible and set theindividuals at ease. Once they are knowledgeableabout the change and all the concerns have beenaddressed, you have to re-freeze the individuals.

Make the change positive. Lead by example bydisplaying acceptance. Make sure to follow up soyour Airmen don't start melting along the way.Remember to continually reinforce the benefits ofthe change, because once your people are on board,it is smooth sailing.

Like I said in the beginning, change is inevitable.What can you change for the better?

As Airmen, NCOs and SNCOs, we can't think ofchange as a bad thing or punishment. Take a stepback and look at the big picture. Don't focus onhow new ideas or revamped procedures are going toaffect you, focus on how it will better your unit andthe Air Force.

It is every Airman's responsibility to be an activeparticipant in creating an evolving Air Force. Everyquarter you should ask yourself, "Am I contributingto the evolution of the Air Force?" If the answer isno, then the next question should be, "How can Imake myself, my unit and the Air Force better?"Purposefully strive to make the Air Force better, ifnot for you then for those who will come after you.

Change … it’s inevitable so embrace it

JOINT BASE LEWIS-MCCHORD, Wash. –Social media quickly became a widespread formof interactive communication and has been incor-porated in the way people conduct business,including the military.

Since it was a fairly new concept a few yearsago, we had the freedom to post whatever opin-ions we had on our personal social media siteswithout any kind of reprimand or punishment.

There are now strict policies in place to regu-late social media and whatever is posted onlinecan land service members in deep trouble. Certainactions can be punishable under the UniformCode of Military Justice.

An example occurred last year when a staff ser-geant assigned to the 62nd Aircraft MaintenanceSquadron received an Article 15, got a stripetaken away, had to pay $500, and received a repri-mand for posting inappropriate comments onFacebook.

Another example that appeared on national

media was Marine sergeant who affiliated himselfwith the tea-party and criticized President BarackObama on his private Facebook page. His securityclearance was suspended and he now faces another-than-honorable discharge.

It's important to remember that we all raisedour right hand and recited an oath, where we saidwe will obey the orders of the President of theUnited States and the orders of the officersappointed over us. Therefore, there are certaincomments we shouldn't announce publicly.

There are also limitations when it comes to

political, religious and ideological views.Use common sense when you post on social

media sites – it has the potential to reach thou-sands and possibly millions of people around theworld.

In addition, once something is posted, it's reallydifficult to take it back. Even if the post is delet-ed, there's no guarantee that no else saw it, sharedit, or re-tweeted it.

Being on social media is like being on the spot-light. If you post on your profile section thatyou're affiliated with the Air Force or have pic-tures of you in uniform, then you are essentiallyrepresenting every Airman in the United States.

Chief Master Sgt. Martin Klukas, United StatesTransportation Command senior enlisted leader, connectedwith Airmen, Sailors and civilians during a base visit to JointBase Charleston, July 11 to 13.

Klukas visited multiple units within the 628th Air BaseWing, 437th Airlift Wing, 315th AW, as well as the NavyWeapons Station's 841st Transportation Battalion and ArmyStrategic Logistics Activity Command. He also gave a speechat a senior noncommissioned officer induction ceremony heldJuly 13 at JB Charleston - Air Base.

"JB Charleston has the entire mobility triangle stationedhere, air, land and sea," Klukas said. "The Air Mobility units,the Army transportation components, the Navy shippingports, train yards and prepositioning mission give Joint BaseCharleston tremendous strategic capabilities."

As the USTRANSCOM senior enlisted leader, Klukas isresponsible for the joint force integration, development,readiness, morale, discipline and overall health of the enlist-ed force. He is also the senior enlisted advisor to theUSTRANSCOM commander.

"I like to think of myself as the glue that connects the sen-ior staff to the enlisted population," said Klukas. "I'm here tointeract with the enlisted force, see how they are doing andfind out what they know about our vision and future atUSTRANSCOM."

Aligning with the beliefs of Chief Master Sergeant of theAir Force James Roy of supervising with less technology,Klukas is a strong believer in deck-plate leadership, a Navyterm for getting out and working among the troops.

"Visiting the bases under USTRANSCOM and getting out tothe deck plates is a major component of my job," Klukas said."We have upcoming challenges such as the Afghanistan drawdown and the shrinking budget ahead of us, and I have to getout and get face-to-face with our warriors to ensure everyone is aware of what's coming.

"As an advisor to the commander, it's important for me to make an assessment on our enlist-ed force and unless I see an individual, group or team personally, it can be difficult to make anaccurate decision. The advice and guidance I can give to the commander based on how I seethe enlisted force is really operating, is an important task. I can't do that behind my desk."

Klukas is no stranger to a joint environment. As a tactical air control party Airman, he spent20 years working with the Army, attended Army Ranger School, worked under the CombinedJoint Task Force and attended the Navy Senior Enlisted Academy.

"Joint environments like Joint Base Charleston are a great opportunity to learn and respectthe culture and traditions of various branches of service," Klukas said. "I don't see differentuniform styles and colors. I see warriors, capabilities and drive. Anything we can do to add tothe joint flavor in the military is a good thing."

Although Klukas never saw himself as an enlisted leader when he first joined the Air Force,he said Ranger Leadership School paved a path to get him to where he is in his career.

"Ranger School is where I was put into the big leagues of leadership education," he said."Working in special operations requires more than management skills. It requires raw leader-ship and the ability to know what you have to do and 'gitty up.' Failure is not an option."

"My advice to the young leaders in the force is to take care of the warriors and their fami-lies. When you do that, life seems to take care of you."

Even though Klukas's trip to Joint Base Charleston lasted only three days, he said the team-work here is nothing short of phenomenal.

"Joint Base Charleston is a wonderful place with a great mission," Klukas said. "Dedicatedwarriors such as the fine Airmen, Sailors, civilians and their families make Joint BaseCharleston a place I would like to visit more often."

The 628th CommunicationsSquadron recently saved $3.5 million byleveraging the Navy's Enterprise LandMobile Radio solution at Joint BaseCharleston.

By utilizing the existing WeaponsStation ELMR solution to expand on theAir Base, the 628th CS was able to gen-erate an investment savings of $3.5 mil-lion. ELMR equipment has been inoperational use since Feb. 25, 2012, atthe Air Base.

Land Mobile Radios are hand-heldvoice devices, much like a walkie talkie,used to speak on any Ultra HighFrequency range over a network ofequipment designed to enhance signalstrength and quality.

The ELMR System is a non-tacticalNavy Installation Command-sponsoredconformant trunked land mobile radiosystem. This system is being implement-ed Navy-wide and will eventually inter-connect all Navy sites onto one compre-hensive communications network.

"The Navy was utilizing an ELMRnetwork that essentially put the NWS on

a grid of other ELMR systems whichenabled the master control site to viewand route voice traffic to any user on thenetwork," said Tech. Sgt. NathanielSwab, 628th CS Transmissions Systemsnoncommissioned officer in charge. "Itenables a user on the Weapons Station tospeak with users at other sites such asNorfolk, Va., Jacksonville, Fla. or anyother user on the network."

The system change required coordi-nation between the 628th CS and theELMR master site in Norfolk. The oldLMR equipment, used by the Air Base,had to be replaced with equipment thatwas compatible with the Navy's ELMRsystem. Once the equipment wasinstalled, the site was added to the net-work. The Air Base can now connect tothe Weapons Station, as well as an entirenetwork of ELMR users worldwide.

"One of the key benefits of theELMR system is that it offers anothermeans of local communication to bemonitored at a long range in case of adisaster scenario," said Swab. "Firstresponders can be aided from afarbecause a controller can listen to realtime on-site responders without havingto be in the disaster zone."

ELMRs are primarily used for quick,coordinated responses between firstresponders and provide centralizedcommunication capabilities via hand-held units, mobile and base stations. Theability to relay information betweeninstallations in the event of a natural dis-aster or emergency situation is critical.

"First responders can coordinateoperations across one channel for twosites," said Swab. "In the past, the twotowers, one located on the WeaponsStation, and the other on the Air Base,were not able to talk to each other. TheELMR puts both sites on one network.This allows dispatchers to reach firstresponders at two situations if needed.In the future we are looking at a goal ofjoining civilian first responders to ourextensive ELMR network."

"This was huge in affording firstresponders and the installation com-mander the ability to rapidly bridge thegeographical gap between the Air Baseand Weapons Station to maintain situa-tion awareness and relay critical, crisisinformation," said Lt. Col. DavidJoerres, former 628th CS commander."It's an exciting time to be a cyberspaceoperator."

JB Charleston uses ELMR tobridge geographical gap

MILLINGTON, Tenn. –The Navy is seeking techsavvy, creative Sailors to sharetheir skills while helping com-municate an important mes-sage in the Suicide PreventionPublic Service AnnouncementVideo Contest.

"This is an exciting opportu-nity for Sailors to promoteseeking help as a sign ofstrength," said Cmdr. RobertDews, director of Sailor andFamily Readiness, CommunitySupport, OPNAV N135F.

"Whether it's a Sailor react-ing to work-related stress whotalks to a fellow shipmate, or aspouse seeking help for a

Sailor who seems withdrawnfrom family life, we must besupportive during stressfultimes by advocating that it'sokay to speak up and get help,"Dews added.

The goal of the contest is topromote awareness of suicidewarning signs and bystanderintervention from a Sailor'spoint-of-view. SPPSAC videosubmissions must convey atleast one of the two 2012 coresuicide prevention programmessages: "It's Okay to SpeakUp When You're Down"and/or "Life is Worth Living."

Some element of Ask CareTreat (ACT), an acronym to

remind Sailors and their fami-lies of what they can do if theyencounter a shipmate, friend orloved one who may need help,should be incorporated into allsubmissions.

The contest begins todayand individual and team sub-missions will be accepted post-marked or uploaded to the FTPsite through Aug. 24. Criteriafor evaluating entries willinclude storytelling ability,originality, creativity and tech-nical quality. The SPPSAC isopen to active-duty, Reserveand full-time-support Sailors.

The winning submission willbe broadcast on Direct-to-Sailor

Television and provided to theAmerican Forces Network andPentagon channel.

JACKSONVILLE, Fla. – Naval FacilitiesEngineering Command Southeast awarded an$8 million contract July 13 to Ikhana, LLC, asmall business out of North Charleston, S.C., forwork to be done at Joint Base Charleston, S.C.

"I am proud to say that NAVFAC Southeastcontinuously demonstrates its commitment toensure that maximum opportunity is made forsmall businesses," said Nelson Smith, NAV-FAC Southeast deputy for small business."Last month, NAVFAC Southeast also award-ed a contract in Albany, Ga., to five contrac-tors where two were 8(a) contractors andthree were small businesses."

Ikhana, LLC, will be responsible for con-struction of a new readiness and trainingfacility for the Air Force Reserve Command

Red Horse Squadron. The operations andtraining facility will include classrooms,administrative space, mobility equipmentstorage and a vehicle maintenance shop.

"We are proud to be a part of this project asit is our first at Joint Base Charleston," saidIKhana President Jeff Davis. "We are an upand coming 8(a) firm that is doing really wellcompeting with other small businessesregarding federal projects."

Smith explained that the maximum practi-cable utilization of small business concerns isa matter of national interest with both socialand economic benefits. America's 27 millionsmall businesses employ more that 58 per-cent of the private work force, generate morethan 51 percent of the nation's gross domes-tic product, and are the principal source ofnew jobs.

Work for this project is expected to becompleted by October 2013.
