At a city councilmeeting two weeksago, Franciscoopenly and emphati-cally objected to thepart of the BrownAct that bans a quo-rum of the citycouncil from dis-cussing city matters
in private. He said members should beable to meet privately as long as theyvote in public.Now, after his controversial vote
sparked a flood of criticism,Francisco has asked that the matter beput back on the council’s agendatoday for a new vote.Francisco is running for re-election
this November.Passed in 1953, the Act requires
elected officials to conduct businessin public and allow public participa-tion through comment, posted agen-das, and other documents.Jessica Levinson, director of polit-

do at home when I’m watching TV,” saidShirily Argon, who had a booth at theSpace Invaders 2 arts and crafts showlast Saturday. It featured items from herstore Giggle Sparkle on the websiteEtsy.com.The dizzying array seemed more than
one might expect from tinkering in frontof a television. But for craft makers likeArgon who use Etsy, having an internetstore offers something worth the trouble.“It’s nice. My job is so analytical,”
said Argon who works full-time doingclinical research. “I don’t get to be cre-
ative at work.”Browsing Etsy shows that Argon is far
from alone. The site has hundreds ofthousands of online stores from usersworldwide. Countless creations fill pageafter page.“It’s not sort of old style arts and
crafts, it’s a new wave of arts-and-crafters,” said Susan Torrey, co-founderof EtsySB, a group on the site for localEtsy store owners.”You can find any-thing on that website,” she said during aninterview at her home.
Torrey, who is a media buyer at a localcompany, makes reusable snack bags.She was inspired when her daughter, Fia,now five, began preschool. GirlSundayDesigns features machine washable bagsof two sizes in a variety of unique prints.They have grown popular as schoolsadopt no-waste programs, she said.EtsySB has done small shows at ven-
ues such as The French Press, MercuryLounge, and Reds. Torrey said they try todo an event each month.

The Santa Barbara City Council isexpected to approve a $2 millionincrease in a Housing Authority loan toget additional money for an affordablehousing project on Bath Street.The 27,688 square-foot, 54-unit proj-
ect, known as Bradley Studios, will bebuilt on the 512-518 sites of Bath Streetusing RDA funds set aside for affordablehousing.The $12 million project is part of the
city’s push to acquire more low incomehousing and also improve the lowerMission Creek area. It received approvalfrom the Planning Commission in 2010and is only awaiting financing. The loan increase already passed the
finance committee in a 3-0 vote and isexpected to pass the council.“I think it’s a good combination of
providing needed affordable housing andenvironmental sustainability in one proj-ect,” Santa Barbara Mayor HeleneSchneider said.The $2 million bump on top of the
$1.6 million already devoted is steep, butcity project planner Simon Kiefer saidthe money is coming from the Agency’saffordable housing subsidies which can’tbe used for anything except affordablehousing projects.“It’s not like we can divert them to
another use,” Kiefer said.The Authority acquired the lots in
2008 and the project has gone through allthe approval phases, but got tied up whentrying to apply for low-income housingtax credits, which make up 80 percent ofthe funding.Competition for those credits has
grown fierce in the last few years andBradley Studios has lost out to otherprojects that have more outside funding

Former Santa Barbara CityCouncilwoman Iya Falcone and currentCity Planning Commissioner DeborahSchwartz on Monday locked up majorendorsements in their bids for a seat onthe Santa Barbara City Council.The Santa Barbara Police Officers
Association has endorsed Falcone andSchwartz in the council race.“I am happy to have the POA back in
my corner,” said Falcone, who servedtwo terms on the City Council. “I amhonored to be working with them againto achieve positive goals in our commu-nity. Public safety has always been mymain priority.”During her time on the council,
Falcone was a consistent, steady andstrong advocate for enhanced public
safety.Schwartz, a business
owner and planningcommissioner, wasthrilled with theendorsement.
“I am deeply hon-ored to have the supportof the individuals whowork day in and day out
to keep our community safe,” Schwartzsaid. “The single most fundamentalresponsibility of our city leaders is toensure the safety of this community. Onthe city council I will partner with com-munity leaders, residents and lawenforcement to ensure a safe and healthySanta Barbara.”It is unclear whether the POA will
make a third endorsement in the race. Although they backed Councilwoman

Obama presses on fundraisingWASHINGTON (Reuters) – President Barack Obama and
fellow Democrats beat Republicans in the race for campaigndollars during May, as the president stepped up fundraisingahead of the 2012 contest for the White House.The Democratic National Committee pulled in $10.5 million,
compared with $6.2 million raised by the Republican NationalCommittee, according to monthly filings with the FederalElection Commission on Monday.The 2012 election may be the priciest ever, with Obama
potentially topping $1 billion in campaign contributions, upfrom $750 million raised for his successful 2008 bid. Recentcourt decisions are likely to unleash billions more in cash fromoutside interest groups.Democratic figures include a $6.5 million transfer from the
Obama Victory Fund, a joint fund between the DNC and theObama campaign.Having Obama topping the ticket gives Democrats a big

myself very well,” said Heather McGibbon, anEtsySB group leader, even though she has hadsuccess. Her store Voladora Design has madeEtsy’s front page 14 times. McGibbon bartends a few nights a week,
but also depends on Etsy sales. Her Saturdaybooth showcased quality hats knit from unrav-eled cashmere sweaters and eye pillows sal-vaged from damaged vintage kimonos. Talentand success aside, she said she scrapes by buthas hopes for the future.“As much as you put into it is what you get
out of it,” she said. She has been on the sitenine months and recently created a secondstore. She anticipates being an Etsy seller fulltime in a few years, she said.Though not coordinated by EtsySB, Space
Invaders 2 was the brainchild of group mem-ber Vanae Rivera who said she uses the siteprimarily for networking. “I just like that it’s collaborative and lets
everyone come together “ said Rivera of herevent, which allowed more than 20 craft mak-ers and artists to “invade the space” in front ofstudios used by her and three other artists.About half of the sellers were from EtsySB
and the variety at the show reflected the web-site. A booth featuring glitzy, hand tailored lin-gerie mixed with other booths of more con-ventional crafts.The designer, Nichole Patino was educated
at the Fashion Institute of Design andMerchandising and has worked as a designerand stylist for many companies. She currentlyworks part time at Macy’s arranging art dis-plays and uses Etsy to promote her lingerieclothing line Nappi Designs.

eyes before I reminded her that I was just kid-ding. Got to be careful with that stuff.Thinking outside the box can be a creative
exercise but do we fully recognize that mostof our existence is boxes. Let’s start with howwe define ourselves; nationality, bodilyappearance and health, occupation, politicalaffiliation, family ties, economic status ... alltemporary name tags destined to be blownaway by the powerful gusts of time.So what are we? Who are we? Are we
more than just boxes, eventuallyscheduled for the cosmic recyclingbin?The great masters and saints
have always given poignant cluesto the true nature of our eternalbeing. Their clarion call speaks ofa childlike openness, love, compas-sion, appreciation, humility, andrespectful reverence for the gift oflife. No struggling with boxes need
occur. The path to freedom hasalways been in the direction of our ownhearts.In reality, there are no boxes; just wide
open, uncluttered, and undefined space. Apure, unadulterated, direct experience of themost beautiful awaits the brave ones whodare to seek the true freedom that has alwaysbeen here. Don’t let the boxes of this world encumber

NOTICE ADVERTISING FOR BIDS
Sealed bids will be received at the office of the Santa Barbara County Flood Control and Water Conservation District, OWNER ofthe WORK, located at 123 East Anapamu Street, Suite 240; Santa Barbara, CA, 93101, until 2:00 PM, July 21, 2011, for theMARCH 2011 STORM DAMAGE REPAIR: RODEO-SAN PASQUAL CHANNEL project. Each bid will be publicly opened andread at or about that time.
The Project generally consists of providing water pollution control; water diversion; removal of existing side slope concrete;installation of subdrain system; and reconstruction of approximately 200 linear feet of concrete lined channel side slope. DodgeGreen Sheet Value Code B.
The WORK occurs in the unincorporated area of Santa Barbara County near Lompoc, California, within Flood Control Districtowned Right of Way.
A non-mandatory pre-bid job walk is scheduled for 10:00 AM, Wednesday, July 13, 2011. Bidders interested in attending are tomeet at the project site located near the Central Ave/ Rodeo-San Pasqual Channel crossing, approximately 1.6 miles west of theCity of Lompoc.
Contract Drawings (3 sheets) and Specifications for bidding this Project may be obtained at the office of the Santa BarbaraCounty Flood Control and Water Conservation District, at a non-refundable amount of $20 per set.
Each Bid shall be accompanied by a certified or cashier's check (payable to the "Treasurer of Santa Barbara County"), or BidBond, in the amount of 10 percent of the Total Bid Price as a guarantee that the Bidder, if its Bid is accepted, will promptlyexecute the Agreement. A bid shall not be considered unless one of the forms of Bidder's security is enclosed with it. TheBidder's security will be forfeited if the Bidder refuses to enter into said Agreement after being requested to do so by theOWNER.
The OWNER will, if requested, return the Bid Securities accompanying the bids that are not to be considered in awarding theAgreement. All other Bid Securities will be held until the Agreement has been fully executed, after which they will be returned, ifrequested, to the respective Bidders whose bids they accompanied.
No Bidder may withdraw his bid for a period of sixty (60) days after the date set for the opening thereof.
The Contractor to whom the contract is awarded shall provide a Payment Bond and a Performance Bond. The amounts of thePayment Bond and the Performance Bond shall not be less than 100% of the Contract price.
Pursuant to the provisions of Section 1770 et seq. of the California Labor Code, the Prime Contractor shall pay not less than theprevailing rate of per diem wages as determined by the Director of the Department of Industrial Relations. A copy of theprevailing rate of per diem wages is on file at the office of the Santa Barbara County Flood Control and Water ConservationDistrict. In addition, the Prime Contractor shall be responsible for compliance with the requirements of Section 1777.5 of theCalifornia Labor Code relating to use of apprentice labor on public works contracts. The OWNER policy is to encourage theemployment and training of apprentices on its construction contracts as may be permitted under local apprenticeship standards.
Pursuant to Section 22300 of the Public Contract Code, and the project specifications, the Contractor may substitute securitiesfor monies withheld to ensure contract performance.
The Contractor shall be subject to the provisions of Article XIII, Chapter 2, of the Santa Barbara County Code, prohibitingunlawful discrimination of employment practices.
The Bidder shall possess a Class A General Engineering Contractor license or a combination of Class C licenses whichconstitute the majority of the work in accordance with the provisions of Chapter 9, Division III of the Business and ProfessionsCode at the time that the Bid is submitted. Failure to possess the required license(s) shall render the Bid as non-responsive andshall act as a bar to award of the Contract to any bidder not possessing said license.
The OWNER reserves the right to reject any or all bids, to waive any informalities and/or inconsistencies in a bid, and to makeawards to the lowest responsive, responsible bidder as it may best serve the interest of the OWNER.

some relief to the city’s homeless problem. Heestimates the city has lost between 600 and800 rooms of affordable housing from theshuttering of low cost hotels. He admits thoserooms weren’t the best the city had to offer butthey kept many low-income workers off thestreet.
Pearson added that the project could alsohelp in providing more construction jobs. Thehousing market crash has hit the industry hardand a project like this can help keep workersand companies afloat while the economyrecovers. “In some ways Bradley Studios is a perfect
marriage to try to replace some of the olddowntown hotel rooms that we’ve lost fromredevelopment,” Pearson said.The project will consist of seven structures,
two and three-stories. The buildings will have53 studio apartments and one manager unitalong with a community center and recreationroom. The project also helps with the city’s Lower
Mission Creek Flood Control and RestorationProject. The existing building on the site datesback to 1960 and extends over the 25-footbuffer zone the city is trying to establish tohelp prevent flooding.It would also cover landscaping on the
creek to restore native vegetation and habitatconditions for wildlife on the creek.
