What Cummings never expected was to be

RELAY FOR LIFEOver the years, this

is one event that hasalways had a toughtime gaining momen-tum, and while this isall about raisingmoney, many wouldmuch rather writechecks and not attend,showing the manycancer survivors sup-port.While the objective is

always about howmuch money can beraised, it's all about the

involvement and whatpeople do to help oth-ers. The one thing thatI really was upset bylast year was the lackof involvement be-tween the city's fireand police agencies.At most Relay For Lifeevents across thecountry, it's the fire andpolice who raise themost money with cook-offs and usually bringa large following.The event gets

started at 6 p.m. onFriday evening withthe opening ceremony,honor guard, guestspeakers and a cancersurvivor's lap with themany caregivers whomake life much, mucheasier.

At 7 p.m., the sur-vivors will have an out-standing dinner - whileteams and those rais-ing money listen to alive DJ, compete ingames, eat somehomemade foods andmuch more.

Between 8 and 10,Elvis will be in the parkalong with some birth-day cake and a DJ,playing some of the fa-vorites.Starting at 10, the Lu-

Hollywood Hills High School to hostshowcase of success for new studentsHOLLYWOOD - Hollywood Hills High School is inviting students who plan

to attend the school in the fall, and those who have yet to decide on aschool, to attend a “Highlight on Hills and Spartan Showcase of Success”on Wednesday, May 23, 2012 at 6:30 p.m.  The school is located at 5400Stirling Road, Hollywood.

HALLANDALEBEACH - This pastMonday the City Com-mission conductedour monthly City Man-ager workshop whichfocused on updatesfor our parks activityand public works con-struction, a reportfrom our Transporta-tion/Flood MitigationAdvisory Board andour budget.

BUDGET- TAXRATE TO STAY THE SAME

City Manager Anto-nio is recommendingthat the City continueto keep the same taxmillage rate of 5.9. Ina previous article I re-ported that Staff’s re-quested budgetincluded almost $30million in departmen-tal requests. TheCommission and Staffworked together totrim the majority oftheir requests withoutsacrificing the level ofservices needed tomaintain what our res-idents demand.

These are still leanbudget times. As theCity Manager stated,after years of pickingoff the low hangingfruit combined withmultiple years of de-clining revenues, fur-ther cuts wouldequate to impactingour services. Evenwith an increase of taxrevenues of under amillion dollars gener-ated by increasedproperty valuation of4.6 %, keeping thesame millage rate wasnot an easy task.Once again we arefortunate to have re-serve funds.

Last year we onlyutilized 490,000 of 3.3million in budgetedgeneral fund reserves.This year to maintainthe level of servicesand keep the tax rateat 5.9%, the City Man-ager’s goal was not toincrease the budget.The overall budget of94 million would haveremained flat at lastyear’s 91 million dollarlevel if it was not forchanges in the CRAmanagement staff and2.6 million in pensionobligations. Thebudget is projectingthe use of 6.5 milliondollars in general fundreserves which repre-sents a roll over incapital projects thatwere obligated, butnot completed in2012.

Even using reservefunds to cover the citybudget gap, we willstill have 33 million inoverall reserves. Thisrepresents 1/3 of theoverall budget of 94million. With the gen-eral fund budget at 50million, our generalfund at 13 million forthe budget year repre-sents 20 % of thegeneral fund budget.

In accounting stan-dards for operationthe target is 10% ofoperations.One would argue thatmaintaining the mill-age rate is still a taxincrease for home-steaded properties.This is not due to usincreasing taxes. It isin effect of what iscalled the recapturerule. Homesteadedproperties have a 3%cap on the value theycan be taxed at. Inother words yourhome may be valuedat 200,000 but due toexemptions and theSave Our HomesCap, owners are onlypaying on home-steaded assessedvalue. The assessedvalues cannot exceed3%. Non-home-steaded property andcommercial propertyfluctuates directly withvalues. If the valuesgo down or up, so dothe taxes.

IMPROVING SERVICES

The City maintainsthe goal of doing morewith less while main-taining or increasinglevels of services.Since 2008 we havefrozen and eliminatedpositions. In additionto operational efficien-cies, changing someplanned improve-ments and basic belttightening; staffingfreezes have helpedus to keep the tax ratethe same. In someareas, particularlylandscaping andmaintenance, budgetcuts have impactedthe quality we want tomaintain within ourparks and along ourroadways. After re-viewing, reclassifyingand realigning somestaffing levels, the CityManager has recom-mended an increasein full time equivalentpositions to 25. FTEsinclude both full-timeand part-time employ-ees.

CLEAN CITY SERVICES

Many areas of pro-posed staff increaseswill be in sanitation,street maintenanceand parks. Six of thefull-time employeesthat are recom-mended will be focus-ing on the goal ofmaintaining landscap-ing, streets and our

parks with three part-time positions beingutilized. After evaluat-ing the pros and consof contracted servicesand part-time laboropportunities, it wasrecommended thatthese positions befilled. Due to success-ful union negotiationswe are able to hirefull-time employeeswith benefits withoutlong-term pensioncosts. This will provideus a better level ofservice at a lower costand provide manage-ment more controlover employee per-formance.

MAINTAINING INFRASTURTUREKeeping with the

goal of ensuring thatthe management ofour construction workprojects and facilitiesare maintained therewere six full-time em-ployees recom-mended withinsanitation, the sewerdepartment and wateradministration. Withthe aging infrastruc-ture in our communitywe have many publicworks projects thatare underway that arecritical for us to sus-tain our services, aswell as protect our en-vironmental re-sources. There is alsoan addition of thewarehouse inventoryclerk to ensure propercontrols of all our as-sets.

SUSTAINING OURPARKS

Other F/T and P/Temployees that wererecommended includeMarina Assistance,Recreational Aidesand Personnel Ana-lysts. As part of ourMaster Parks Plan weevaluated operationand management toensure that the dollarsinvested in our bricksand mortar were notwasted. We have

many programs withinour parks that provideservices for toddlersall the way to seniors.We also will be open-ing our Marina withinthe next month for op-erations. These serv-

ices and programs in-crease the quality oflife for our residentswhile making ourcommunity more de-sirable.

Ifthere is no excessivewax, we go to the testroom and I do an audio-metric evaluation to seeif there are some tonesthe patient cannot hearwell."The natural aging

process and noise cancause a hearing loss,natural aging being themost common reasonfor hearing problems.Stereos, I-pods, boomboxes, traffic, and anoisy work environmentall contribute to thecause. "It's the pro-longed exposure tonoise that does it," hesaid.

As ahearing professional, Iam responsible for eval-uating your loss and rec-ommending theappropriate hearing aidfor your loss, lifestyle,and budget.”“Lifestyle is important,”

he adds, “because aperson who is not activeor who has a very lim-ited social life due tohealth issues simplydoes not need some ofthe advanced featuresavailable on the moresophisticated instru-

ments.” Some hearingaids offer features de-signed specifically forvery active social lives,and that is not whateveryone needs. Budget workshopset for May 23

Hallandale Beach residents and business own-ers will have one more opportunity for input intothe proposed fiscal 2013 budget at the finalBudget Awareness Town Hall Meeting at 6:30p.m., Wednesday, May 23, in the City CommissionChambers. City Manager Mark Antonio and hisstaff will evaluate comments and suggestions col-lected at the meeting before presenting the finaldraft of the budget to the Mayor and City Commis-sion for former hearings later this summer.

The meeting is the fifth in a series of BudgetAwareness Town Hall Meetings to collect yourcomments and suggestions during the budgetarydraft process. Comments and funding suggestionsfrom the first four meetings, held in February, havebeen evaluated for incorporation into the pro-posed fiscal 2013 budget. The first meetings wereheld in the four quadrants to make the sessionsmore accessible to residents.Residents and business owners are urged to

take an active role in the budget process. TheCity’s business approach to budgeting relies onresident and business-owner comments to createthe budget around the desires and needs of thecommunity. The business model requires fundingrequests meet at least one of four strategic priori-ties: livable community, excellence in government,environmental sustainability or economic develop-ment.

Once completed, the proposed fiscal 2013budget will be reviewed and refined by the Mayorand City Commission during meetings in Augustand September prior to its adoption.

Panic Disorder can be successfully treatedQ… What is effective for treating Panic Disorder?A… Panic Disorder is a particularly painful condi-

tion marked by uncomfortable sympathetic nervoussystem responses. We all have what is called a “fightor flee” mechanism that originates in a part of ourbrain called the hypothalamus. This mechanism istriggered when encountering a real danger or threat,and stimulates our body’s ability to either fight or fleefrom the threat. But in panic disorder a false alarm istriggered. The results are a variety of unpleasantbodily reactions, which may include excessive sweat-ing, heart palpitations, high blood pressure,headache, dissociation, dizziness, and other uncom-fortable bodily sensations. People experiencing their first attacks will oftencheck themselves into hospital emergency rooms, fearful they are having aheart attack or are losing their minds. Most often neither is occurring. Insome severe cases a panic sufferer may become “agoraphobic (fearful ofleaving home, and entering public places).

Both medication, and psychotherapy report success in treating panic dis-order. SSRI anti-depressant drugs such as prozac, zoloft & paxil are fre-quently prescribed for this condition, but from my observation often fall shortof satisfactory symptom relief. A class of drugs known as benzodiazepines,(such as xanax, ativan, valium and klonapine), are much more immediatelyeffective, and can serve as a great relief to the panic sufferer, but if takenover prolonged periods of time, these drugs can lead to drug-tolerance andaddiction. When attempting discontinuation, withdrawal may be nasty andprolonged. Consult a medical doctor.

It is the behavioral & cognitive psychotherapies, many studies indicate,that lead to long-term elimination of symptoms. Psycho-therapeutic ap-proaches include relaxation exercises, minimizing an attack right from theonset, challenging irrational, negative, catastrophic thinking, & actual expo-sure to the setting that may provoke an attack. Perceptual reconstruction isoften the key for beating panic disorder. For example, sensations elicited bya roller coaster ride are perceived as enjoyable, but these sensations arevery similar to the symptoms expressed in a panic attack. In the former con-dition the mind perceives the sensations as fun, in the latter, a horror to beavoided. Perception often makes the difference.

If it brings you any comfort or relief, know that panic disorder is often suc-cessfully treated. Seek professional help with someone experienced in thisdisorder. Don’t expect miracles overnight, but rather focus on slow, butsteady gains. Don’t let set-backs get you down. They are just part of theroad to recovery.

Preheat grill. SpoonWorcestershire sauceover both sides of thesteaks and let stand fiveminutes. Sprinkle garlicand pepper over steaks. Place steaks on the
