SEA 1439Background

• Phases 1 & 2: studies into modifications and improvements required to bring the Collins Class SM to full capability.

• The recommendations from those studies were approved in later phases:– Phase 3: Sustainability and Reliability Enhancements– Phase 4A: Replacement Combat System– Phase 4B: Weapon and Sensor Enhancements– Phase 5B.1: Comms Mast and Antenna Replacement

SEA 1439 Phase 3.1 Collins Obsolescence Management

• Scope: – Remediate the existing Integrated Ship

Control Management and Monitoring System (ISCMMS)

– Related improvements to shore based infrastructure

• Schedule– IOC FY 2018/19 – Cost: <$100m

SEA 1439 Phase 3.1

• Industry involvement– ISCMMS was purpose built– Development and maintenance of sufficient capability

to undertake hardware modifications, software porting and through life maintenance

– Upgrade infrastructure requirements as necessary– Through life support

Warfare Improvement Program• Scope:

– Improve electronic warfare and communications systems fitted to the Collins Class Submarine

– High data rate satellite communications capability– Replacement communications centre– Enhanced shore-based communications centre– Provision of on board Local Area Network– Enhancements to as fitted Electronic Warfare (EW) capability

• Schedule– Year of Decision FY 2014/15-2015/16 – IOC FY 2020/21-2021/22 – Cost: $500m - $1b

• Industry involvement– Acquisition of communications equipment– Support activities and systems– Upgrades to existing facilities– Through-life support

SEA 1439 Phase 6Collins Sonar Capability Assurance Program

• Scope: – Upgrade the sonar systems in Collins through a program of

replacement and/or improvement– Includes all aspects of the mission system, from the outboard

sonar arrays to the inboard display consoles and associated processing

– Supporting shore facility infrastructure, including training andintegration capabilities

• Schedule– Year of Decision FY 2014/15-2015/16 – IOC FY 2017/18-2021/22 – Cost: <$1b - $2b

• Industry involvement– It is likely that the system will be based on similar and

proven systems currently in service in other navies– In-country capacity likely required for project

management, equipment assembly, system integration, training development and support

SEA 1354-1Submarine Escape, Rescue and Abandonment Systems (SERAS)

• Scope: – intervention capability – abandonment capability– rescue capability– hyperbaric and medical treatment– supporting C3 arrangements– escape equipment

• Schedule– Year of Decision FY 2012/13-2015/16 – IOC FY 2016/17-2017/18 – Cost: $300-$500m

but to be maintained and supported in Australia
