India-Norway• Both nations have extended bilateral cooperation in health sector through the

Norway-India Partnership Initiative

• Time period: 3 years

• Starting year: 2018

• A letter of Intent was signed to this effect in New Delhi between the two countries.

• Norway has also supported National Health Mission by providing credible technical support.

• Focus: Global health issues of common interest.

• Areas: Reproductive, maternal, new-born, child, adolescent health and strengthening of health system.

• The cooperation between the two countries will continue to be aligned with the development goals of India as outlined in its National Health Policy 2017 for achievement of Sustainable Development Goals.

• The Partnership Initiative now extends to Jammu and Kashmir and four other States- Bihar, Odisha, Madhya Pradesh and Rajasthan are already covered under it.

Ministry of Health and Family Welfare

• India has registered a significant decline in Infant Mortality Rate (IMR).

• IMR: declined by 3 points (8% decline)• From 37 per 1000 live births in 2015

• Now it is 34 per 1000 live births in 2016

• India has registered 90000 fewer infant deaths in 2016 as compared to 2015.• 2015: 9.3 lakhs

• 2016: 8.4 lakhs

• As per the Sample Registration System (SRS) Bulletin the gender gap in India for child survival is reducing steadily.• Magic wand: Beti Bachao Beti Padhao

• The gender difference between female & male IMR has now reduced to less than 10%.

• It is a clear sign that efforts of government have started yielding dividends.

Ministry of Home Affairs

• HM addressed Officers Trainees of 92nd Foundation Courseat the Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie in Uttarakhand.

• HM said, “You need to work hard to help the people. You have to create a sense of confidence among the people with your hard work.”

• “You should not try to postpone the resolution of their problems,”

• “Your approach should never be individual centric. Always be system centric.”

• “Ego is like a decimal point which if added before a number reduces the value of that number.” He also inspired them to remain committed to high moral values and become role models. “You will become role model for others only when you adhere to high moral values. You should always be cautious in public life,”.

• Irani exhorted them to inculcate sensitivity to the underprivileged and to look upon themselves as custodian of citizens of India.

• She hoped that the Officer Trainees would work enthusiastically to bring development to the most backward parts of the country.

• She asked them to embrace technology through Digital India initiatives for better service delivery.

• The Minister expressed the hope that the best practices of the public sector and private sector are imbibed by the Officer Trainees, resulting in a better India.

• Emphasis on communication technology

• E-Prison: It will connect court, police, jails, prosecution• Info-sharing platform• Courts will have background of criminals

• CCTNS: Crime and Criminal Tracking Network System• Efforts will be made to connect all police stations• FIR will be type on digital platform• Police books to come online

• Terrorism and Left Wing Extremism Area: Rs 10,000 crore• Helicopters

• Used in traffic management and catching criminals in urban setup

• Bulletproof vehicles, modern weapons, night vision• LWE are anti-development: a modern police can stop them

• Forensic Facilities: We are lagging far behind in this area

• Facilities for women police: Restroom and other amenities

• Freedom from political pressure is must.
