MUMBAI Aditya Birla Nuvo Ltd said it planned to consoli- date all of the Aditya Birla Group's branded apparel businesses into Pantaloons Fashion & Retail Ltd, another listed firm in the $40-billion conglomerate. The group's various branded-apparel business- es will be split off from Aditya Birla Nuvo and other units and then con- solidated into Pantaloons Fashion, which will then be renamed Aditya Birla Fashion & Retail Ltd (ABFRL), according to a company statement. "The consolidation will unlock value for the share- holders by giving them an opportunity to participate in the promising fashion space directly through ABFRL," Kumar Mangalam Birla, chairman of the Aditya Birla Group, said in the statement. DJB launches major drive to detectand prevent water leakagesNEW DELHI

Delhi Jal Board (DJB) on Sunday launched a specialdrive for detecting and preventing leakages to cut downwater loss and ensure that city gets sustainable watersupply during the summers.

Under its Summer Action Plan for 2015, DJB is focus-ing on efficient water management by cutting down onwater loss as well as contamination due to leakagesthrough. "Leakage detection thus has two-fold benefits.On the one hand it will cut down on the water loss whichwill increase water availability for the citizens of Delhiand on the other hand it will also address the issue ofwater contamination, which is a major concern forDJB," a statement issued by the civic body said.

To achieve this goal, DJB has set up a Leak DetectionInvestigation Cell which has been given the mandate ofdetecting surface leakages as well as hidden leakages forthe entire city of Delhi, the statement said.

Apart from setting up the special unit, other stepstaken by DJB to make the drive effective include provid-ing more man power and latest equipment for detectinghidden leaks.

The staff deployed in the Leak Detection Cell havealso been provided intensive training on detecting hid-den leakages, it said and added that the city has beendivided into sectors having a team each.

"The team will visit their respective pre-notified areasduring water supply time in the morning and eveninghours to detect surface leakages and will take steps torepair them on the same day. For detecting hidden leak-ages, the latest equipment shall be procured," the DJBstatement said. "Special focus will be on conducting sur-veys of the vulnerable areas which are prone to leakagesand have already been identified in the Summer ActionPlan, 2015," it said and added that "the Cell has beendirected to detect all the leakages in their respectiveareas within next three months. This will also lead toreduction of non-revenue water."

Nepali man accused of raping Assamgirl held in DelhiGURGAON

A Nepali man, accused of raping a girl from Assamwho was working at a guest house here, was on Sundayarrested in Delhi, police said. The 23-year-old Nepaliman, Debu Tamang alias Dev Bahadur, was arrestedfrom Aya Nagar area of south Delhi.

Police said Bahadur - who was a cook - was planningto move to his hometown in Nepal.

He is accused of raping the 19-year-old girl fromAssam at a guest house in DLF-1 area here on April 29.

Both the girl and the accused worked in the same guesthouse.

"He was planning to reach Anand Vihar bus stand inDelhi by Delhi Metro. Bahadur was arrested while hewas preparing to reach the Arjangarh Metro station," apolice officer said.

The girl in her police complaint said she was raped byBahadur in the washroom.

When she cried for help, the sweeper of the guesthouse came to the washroom but instead of helping her,he kept on laughing, she said.

She also alleged that she informed the woman manag-er of the guest house about the incident but she did notcooperate and helped Bahadur in escaping.

Over 150 people, belonging to the northeastern region,had on Friday staged a protest outside the police stationin DLF-1 area over police inaction in the case.

The agitators had warned police of a bigger protest ifpolice failed to arrest the accused.

of e-waste in the countrywas increasing at an alarm-ing rate, a parliamentarypanel has recommendedcreation of a legislative andenforcement mechanism toprevent India from becom-ing a dumping ground of e-waste for developednations.

The committee said therewere numerous reportsindicating that e-wastes arebeing shipped to develop-ing countries in Asia,Africa and Latin Americafrom developed nationsunder the garb of "usedgoods" to pass on the haz-ards associated with it andto "avoid" the cost of legit-imate recycling.

"The committee recom-mends the creation of nec-essary legislative andenforcement mechanism toprevent the country frombecoming one of the dump-ing grounds of e-waste fordeveloped nations," thecommittee on Demands forGrants (2015-16) forEnvironment Ministrysaid.

Noting that the need toreview existing legalframework is "self-evi-dent", the committee saidthat a necessary policyframework and legal archi-tecture together with effec-tive implementationmachinery need to be putin place to meet the chal-lenges of e-waste manage-ment.

"This should be done in atime-bound manner and inconsultation with domainexperts and other stake-holders," the committeeheaded by former UnionMinister Ashwani Kumarsaid. It observed that giventhe reach of electrical and

electronic equipment inremote and far flung areasof the country, the arrange-ments made for managingand handling e-waste arequite "inadequate".

"The committee there-fore recommends that thegovernment should take all

necessary steps to strength-en and expand the networkof authorised collectioncentres as well as regis-tered recyclers and disman-tlers in the country in a bigway so as to ensure safeand scientific disposal of e-waste," it said. It noted thate-waste, which is "most"toxic of all waste material,is increasing at an alarmingrate in the country and itsmanagement and handlinghas become a "major" chal-lenge.

According to a surveycarried out by the CentralPollution Control Board(CPCB), about 1,46,800tonnes of e-waste was gen-erated in the country in2005. It also estimated thatthe quantity of e-waste will

increase to 8,00,000 tonnesby 2012.

"A yawning gap existsbetween e-waste generatedin India and its capacity todeal with it. ExtendedProducer's Responsibility(EPR) is the main featureof E-waste (Managementand Handling) Rules 2011notified by the Ministryaccording to which the pro-ducer is responsible for itsproduct once the consumerdiscards it," the committeeobserved.

It said that so far 123producers in 11 states and111 collection centres in 15states have been grantedauthorisation. There are126 registered e-wasterecyclers or dismantlers in12 states, it said.

Nepal lifted import taxes on tarpaulins andtents on Friday but a home ministryspokesman, Laxmi Prasad Dhakal, said allgoods coming in from overseas had to beinspected. "This is something we need to do,"he said.

Nepali government officials have saidefforts to step up the pace of delivery of reliefmaterial to remote areas were also frustratedby a shortage of supply trucks and drivers,many of whom had returned to their villagesto help their families.

A home ministry official said police andarmy rescued three people from the rubble inthe district of Sindhupalchowk, northeast ofthe capital Kathmandu and one of the worst-hit areas in the country. No further detailswere immediately available.

In the northern Rasuwa district, a Nepalipolice team has pulled out the bodies ofabout 50 people, including some foreigntrekkers, from the avalanche-hit area, offi-cials said.

The entire village of Langtang was wipedout by the avalanche, said Ganga Sagar Pant,the head of the Trekking AgenciesAssociation of Nepal, who has a representa-tive in the area.

"All that is left is scattered belongings likebags and coats, all the houses have beenthrown down the mountain," he said. "Thereis nothing left. I don't think anyone can sur-vive that."

The village is on a popular trekking routeand has 55 guesthouses catering to visitors. Itwas not clear how many people were there atthe time of the avalanche and whether theywere foreigners or local villagers.

None of the recovered bodies has beenidentified, said Pravin Pokharel, deputy

superintendent of police in the northern dis-trict of Rasuwa. Pokharel, who led the policeteam, said the bodies were pulled out fromunder snow and ice on Saturday. Rescuerswere to return to the remote area on Sunday.

At least 200 other people are still missingin Langtang, including villagers and trekkers,said Uddhav Bhattarai, the seniormostbureaucrat in the district.

The Union Cabinet’s nod on Wednesday to the 100smart cities project and a new urban renewal mis-sion is an important first step toward dealing with

an old problem that has only got progressively worseover the years: urban liveability. A shade less than a thirdof India’s population now lives in urban areas, over-crowded cities and towns with infrastructure bursting atthe seams. This problem will only worsen with little orno intervention happening. The proportion of the urbanpopulation can only go in one direction — upward — asmore Indians migrate to the cities and towns in search ofjobs. Cities are engines of growth, and as a result attracta lot of people. The country’s urban population con-tributes over 60 per cent of India’s GDP; in 15 years thiswill be 70 per cent. On the other hand, there is littleincentive for people to migrate out of cities. Earlierattempts at providing better urban infrastructure or atcreating new townships have not been able to deal withthe issue of liveability satisfactorily. Even successfulspecial economic zones have had to contend with theissue of lack of social infrastructure, which usuallymeans access to avenues of education, health, arts,sports, and so on. There are numerous definitions of asmart city but the Modi government’s idea of one useful-ly encompasses institutional infrastructure (governance),physical infrastructure, as also social infrastructure. TheCabinet approval marks the first of many steps, as alsothe easiest, that will be required for the project. The chal-lenges start now. Of course there is no doubt that this hascreated tremendous enthusiasm amongst many possiblestakeholders, including service providers who have beenpart of smart city projects elsewhere in the world.Countries such as Japan, Singapore and Germany, amongmany others, have evinced interest to be a part of this.Yet, in its scale and complexity the project will be secondto none. The official estimates of per capita investmentrequirement is Rs.43,386 for a 20-year period, or a totalinvestment of Rs.7 lakh crore. Creating a smart city isn’tjust about creating the physical infrastructure — roads,clean water, power, transport and so on, things Indiafinds difficult to deliver to its citizens nearly sevendecades after Independence. It is hoped that public pri-vate partnerships (PPP) will deliver but the mechanismseems to need a lot of tweaking in order for it to work, afact acknowledged in the recent Budget. The big chal-lenge will be to create self-sustaining cities, which createjobs, use resources wisely and also train people. Thisalso means more autonomy for these cities. Whether thatcan happen is a moot question depending heavily on thematurity of the Indian political system.

The world has come around tothe view that democracy isessential for full human

development. And only educationand skill development can make thispossible. The view of the lateSingapore Prime Minister Lee KuanYew on the one hand, andCommunists on the other, that eco-nomic development must be firstachieved before democracy is possi-ble, has been decisively rejected.But democracy cannot be sustainedunless the electorate is wellinformed, chooses its leadershipwisely, and this leadership is intel-lectually empowered by a multi-dimensional intelligence.

The world view of economicdevelopment has completelychanged: it is no longer believed tobe driven by human labour, as KarlMarx said, or by capital, as AlfredMarshall stated, but is knowledge-driven. For application of knowl-edge, innovations are required, andfor more original research, we needmany more young minds at the fron-tier. Knowledge is gender neutral,and hence the 21st century offers agreat opportunity to level the genderinequity of the last thousand years inIndia.

Educational empowermentThe youth require a a mental fac-

ulty endowed with multi-dimension-al intelligence. It is not adequate tofoster cognitive intelligence alone— as is being done in India’s educa-tional campuses today — but to alsodevelop the other dimensions ofintelligence: emotional, social,moral, spiritual, environmental, andinnovational. India’s vast youth pop-ulation is its demographic potentialdividend, but only if equipped andenabled with this seven dimensionalintelligence.

For decades since Independence, itwas said that India’s demographywas its main liability; that the coun-try’s population was growing toofast, and what it needed most was tocontrol its population, even if by

coercive methods.

I had challenged this view in 1972,arguing that population growth wasnot India’s problem, and that theyouth, if empowered by education,would be an asset, and not a liabili-ty, to the country’s development.(Noted demographer Ashish Bose ofthe University of Delhi had pub-lished in 1972 my research on thisas a chapter in his bookIndia’s Population.)Scientific innova-tions by edu-cated youthcan over-c o m et h e

lim-i t a -tions ofland, natu-ral resourcesand production.

But the negative view ofpopulation prevailed till the‘nasbandi’ (vasectomy) fiasco of theEmergency in 1975-77 forced Indianpoliticians to become less vocalabout the need for coercive familyplanning. Today, India has theworld’s largest youth populationbetween the ages of 15 to 35 — andthis lead will last for another 40years.

I have written this before in thesepages, but this needs reiteration:India should not, therefore, squanderthis “natural resource”. It should,instead, through proper policies forthe young, realise and harvest thisdemographic potential. China is the

second largest world leader today inyoung population. But this will startshrinking in proportion of its totalpopulation from this year because oflagged negative effect of China’sone child policy.

The total populations of Japanand Europe

a r ealready fast ageing,and have started declining inabsolute numbers. The U.S. will,however, hold a steady trend thanksto a liberal policy of immigration.But even then it will have a demo-graphic shortage in skilled person-nel. All developed countries willexperience a demographic deficit.But India will not.

Thus, India has now been gifted,through unintended consequences,with a young population. If theyouth are taught to develop their

cognitive intelligence to becomeoriginal thinkers; imbibe emotionalintelligence to develop team spiritand a rational risk-taking attitude;inculcate moral intelligence to blendtheir personal ambitions withnational goals; cultivate social intel-

ligence to defend civic rights ofthe weak,

defendgender equality, and

develop the courage to fight injus-tice; and develop spiritual intelli-gence, then India can develop asuperior species of human beings —youth who can be relied on to con-tribute to making the country a glob-al power within the next twodecades.

Parameters of education policyThe nation must, therefore, struc-

ture a national education policy forthe youth so that the seven dimen-sions of intelligence can be mani-

fested in every young man andwoman. Only then will the demo-graphic dividend not be wasted.These seven dimensions constitutethe ability of a person to live a pro-ductive life and for the nationalgood. Hence, a policy for India’syouth has to be structured within theimplied parameters of these dimen-sions.

The first parameter ofsuch a policy is abili-

gence. Thesecond is a col-

lective mindsetabout the legacy and

future of the nation, whichmeans knowing the correct de-falsi-fied history of India. The third is thecommitment to a social contract ofrights and obligations such as a fun-damental right to quality primaryand secondary education, right towork, an obligation to compete formost positions of employment onmerit, practice gender equality andplace national interests above selfishinterests.

A national education policy is,therefore, a framework for the com-prehensive growth of the nation’syoung population, to enable themthem to be positioned in life for per-

sonal advancement as well as con-tribute to national greatness. India,however, lacks today a properlystructured policy for development ofits youth. As a result, many youngpeople are led astray by drugs andcrime.

What are the objectives that theyouth should work towards? Thesecannot be purely materialisticbecause we know from our past his-tory that though India was theworld’s most economically devel-oped country, it was subject to brutalassault and loot by a handful of for-eigners, and, for a 1000 years, wecould not rule from Delhi.Materialistic progress alone does notguarantee national security. What isessential is the character and integri-ty of the country’s citizens.

In brief, a national policy for inte-grating spiritual values and organi-sation leadership can be achievedthrough measures by which we cancreate a modern mindset among theyouth. This will not only motivatethem to acquire technical cognitivecompetence, but also develop theiremotional, moral, social, spiritual,environmental and innovationalintelligence. This will make thempatriotic, self-reliant individuals ofhigh character, possessing a socialconscience. Governance, businessethics and organisational leadershiphas to be founded on that pool of tal-ent.

Such an army of evolved youthwill be the asset of the nation.Hence, a well-structured nationalpolicy for development of multipleintelligences is vital for makingIndia global power two decadeshence. This, then, would be a basisfor our national renewal and renais-sance.

When I spoke to Rose Venkatesanseven years ago, she was agraceful woman but traces of

Ramesh still lingered. She had then justbecome famous hosting a Tamil TV show.Today, after surgery, she is all woman, asI see from a dance video online. And sheworks as a part-time soft-skills trainer atIT company Wipro. Rose’s story is uniquein India, not because she is transgenderbut because she is not a sex worker or abeggar, which is what most of the com-munity is identified with.

It was to change this reality that a yearago the Supreme Court recognised trans-sexuals and transgenders as the ‘thirdgender’ in what was hailed as a historicjudgment. Nothing historic, however, hashappened since; even though we are wellpast the six-month deadline the court gavethe government to implement the recom-mendations of its Nalsa judgment.

On April 24, the Rajya Sabha passed aprivate member’s Rights of TransgenderPersons Bill 2014, which will head to theLok Sabha for the final debate and vote.

How have States fared?What it will mean on ground for the

community is less certain. After the Nalsaruling, the Centre sent out notices to theStates to implement five steps: a Centralgrant of Rs.1,000 a month to parents oftransgender children; a Class VII-Xscholarship; a scholarship for higher stud-ies; skills training schemes, and finally, amonthly pension scheme. With theCentre-State contribution set at 75:25,none of these seem particularly challeng-ing, but most States have not implement-ed even one.

Tamil Nadu has possibly done the most:a monthly pension of Rs. 1,000 and sub-sidised bank loans. It was also the firstState to set up a Transgender WelfareBoard, followed by Maharashtra and WestBengal. Karnataka recently announced amonthly pension of Rs. 500, and Biharand West Bengal reservations in govern-ment jobs. A few universities have openedup seats for transgenders.

But this is too little and too vague tohave any real impact. For instance, theSupreme Court, apart from making ‘thirdgender’ a legal option, also made it clearthat ‘transgender’ included people whohad no surgery. But the Ministry ofExternal Affairs still asks for proof of sexreassignment surgery before it allows a

gender change on the passport. Only onetransgender from Mumbai has managed apassport so far. Says transgender activistAbhina Aher: “I am still ‘male’ on mypassport”.

In fact, one of the most significantbreakthroughs of the Nalsa ruling was theright of ‘self-identification’, with verifi-cations allowed only through psychologi-cal assessment and not physical tests. “It’sa huge win,” says Dr. L. Ramakrishnan ofnon-profit Saathii, “because horror storiesabound of how they are groped as part of‘medical’ exams.”

And what happens once identity is

finally established? Says Dr.Ramakrishnan: “People get name andgender officially changed and published.When they return, prospective employersstill reject them.” Ms. Aher agrees, “Theyhear my voice on the phone and say, ‘butyou sound like a man, we cannot rent youa flat.’”

And that is really where all the reformefforts falter. How do you change mind-sets? One of the saddest realities is thatmost families throw their children outwhen any doubts about gender identitysurface. Says Dr. Ramakrishnan, “That iswhy the Rs. 1,000 per month grant to par-ents is vital; it’s motivation to at least notkick the child out.”

It is also why just a scholarship or formssaying ‘third gender’ is not enough. Says

Kalki Subramaniam, founder of SahodariFoundation: “How do you protect thesechildren? They are mocked, bullied, beat-en up; most of them drop out.”

State governments must initiate sensi-tivity training for teachers so that theystop the bullying and, in turn, sensitisestudents. Second, counsellors must visitschools regularly so that gender-confusedchildren have someone to talk to. It is atthe age of 12 or 13 that gender dysphoriafirst surfaces — where a person experi-ences distress because there is a mismatchbetween the biological sex and the genderthey identity with mentally. It’s now that

the children are most vulnerable and needassurance that it is fine to be gender dif-ferent.

When families and governments fail toprovide these security nets, they drivetheir children into conventional hijra (ara-vani) communities that adopt them, butalso perpetuate begging and sex work as away of life. When the young Kalki wouldrun away from school, she would hide ina park, which is where she met Apsara,her aravani ‘mother’.

It is estimated that there are about 4.9lakh transgenders in India today, a num-ber that is likely wildly off the mark,because Census workers are just not qual-ified to ask the right questions. Forinstance, there is practically no recogni-tion of female-to-male transgenders —

“they are dismissed as “modern girls withshort hair,” says Dr. Ramakrishnan.

For about 80 per cent of the community,begging or sex work continues to be themain occupation. This must change. Ms.Kalki mentions Gunavathi, who nowfinally has a job as a health worker in agovernment hospital and earns roughlyRs. 5,000 a month. Many work in activistorganisations. In a video posted byIndiaUnheard, transgender activistGomathi says: “We are not asking for IASjobs, just employ us as attendants orcleaners in hospitals and railways sta-tions.” One project by Tamil Nadu AIDSInitiative saw transgenders working withanganwadis to deliver messages on TBand medical insurance. We need moresuch initiatives.

Ms. Aher says, “ We need jobs throughschemes, reservations, business loans,whatever it takes.”

But are transgenders willing to take onordinary jobs, given that they need to fundexpensive hormone injections at Rs.3,000 a month, and genital realignmentsurgery, vaginoplasty or breast augmenta-tions at Rs. 2-3 lakh each? There are nofacilities for these procedures in India;those who can, fly to Thailand, othersresort to quacks and often die or aremaimed during surgery.

In fact, the need for quick and bigmoney is a big reason why sex work is sotempting. “It’s not that simple,” refutesMs. Aher, “Our vulnerability is high, ourclient list is limited; we face more risks ofviolence or HIV than female sex work-ers.” So, given a shot at a good job, mosttransgenders will take it up, she says.Which brings us right back to the start —education. “Give them the choice. Letthem get skilled, then let them decidewhether they want regular jobs or sexwork,” says Ms. Aher.

It’s a vicious cycle, and no amount of‘welfare’ will help without a sea change inattitude. The Bill just passed in the RajyaSabha cannot do much unless fear, shame,and social stigma are removed and thecommunity is mainstreamed. A transgen-der version of the ‘My Choice’ video onYouTube says, “If you want to help us,just stop treating us like outcastes.”

Have things changed at all, I ask Rose.“A little bit,” she says. “Families mightaccept us a little more quickly; the vio-lence might be less frequent and lessextreme than what I faced.”

Bharatpur's Santruk villageis boiling - a far cry fromthe hailstorms of lastmonth which ate up over80% crops in Rajasthan,placing the state alongsideTelangana andMaharashtra, which regu-larly witnesses suicide byfarmers.

In Santruk, unable tobear the burden of debt,35-year-old farmer Titu Jathanged himself on April

26. He was one of the 11farmers who committedsuicide in Rajasthan so farthis year.

The compensationreceived was next to noth-ing, the farmers say. "Acompensation of Rs. 6500is a joke," said SubedarDevi Singh, a local farmer.

Titu owed more than Rs.3 lakh to the banks and afew more lakhs to privatemoneylenders. Given theharvest, there was no ques-tion of paying back the

amount, say his relatives.He expected to harvest 40quintals of wheat. He gotonly four.

Now Titu's family ofnine - including his wifeand two children -- do notknow wher their next mealwill be coming from. Titu'syounger brother Jitin hadbeen left immobile after anaccident a few years ago,and Titu was the onlybreadwinner of the family.

"We may be forced tobeg," said their mother.

There has been no onefrom the government to lis-ten to them.

Not a single administra-tion official has visited thisvillage so far. The districtmagistrate was not avail-able for comment.

The opposition Congresshas demanded that thecompensation be increasedand the loans waived.Vishwender Singh, thelocal Congress legislatorsaid the government"needs to wake up" to the

plight of farmers.The government which

claims to have paid Rs. 700crore as compensation sofar, says it would be "over-stating the case" to label allrecent suicides a result ofcrop loss.

Around 80% of the fami-lies in Bharatpur aredependent on agriculturefor survival. Not so longago, it was even called thegranary of Rajasthan. Butthe bad times, the farmerssay, are just beginning.

Security Council commit-tee has assured India that itwill take up the issue ofMumbai terror attack mas-termind Zaki-ur RehmanLakhvi at its next meeting,after India expressed con-cern that the LeT comman-der's release from aPakistani jail violates theprovisions of the globalbody.

India's Ambassador tothe UN Asoke Mukerji hadwritten a letter to the Chairof the UNSC Al-QaedaSanctions CommitteeAmbassador Jim McLayexpressing concern overLakhvi's release and said itviolates the provisions ofthe committee concerningal-Qaeda and associatedindividuals and entities.

India also pointed outthat as a listed terrorist,Lakhvi can neither receiveor give money since all hisassets and financialresources have to befrozen. Any bail moneyposted for Lakhvi is also aviolation of the provisions

of the sanctions committeesince he is listed terrorist.

Acknowledging India'sconcerns, Mr McLay hasresponded to India's letterand assured that the matterwill be discussed at thenext meeting of the com-mittee, sources told PTI.

The next meeting of thecommittee is expected totake place in the next fewdays.

The committee had listedLakhvi as a terrorist asso-

ciated with LeT and Al-Qaeda in December 2008for "participating in thefinancing, planning, facili-tating, preparing or perpe-trating of acts of activitiesby, in conjunction with,under the name of, onbehalf or in support of"both entities.

As a listed terrorist,Lakhvi is subject to assetsfreeze, travel ban and anarms embargo.

The committee said that

as chief of operations andmilitary commander of theLeT, Lakhvi has directedits operations, including inIraq and South-East Asia.

"In past years, Lakhvihas played an importantrole in LeT fundraisingactivities, receiving dona-tions from Al-Qaeda affili-ates on behalf of LeT. Hehas also managed a train-ing camp in Afghanistan,"according to the committeewebsite.

The release of Lakhvihad also raised concerns inthe US, UK, Russia,France and Germany withWashington calling for himto be rearrested.

Lakhvi and six others -Abdul Wajid, MazharIqbal, Hamad Amin Sadiq,Shahid Jameel Riaz, JamilAhmed and Younis Anjum- have been charged withplanning and executing theMumbai attack inNovember, 2008 that left166 people dead.

Lakhvi, 55, a close rela-tive of LeT founder andJamaat-Ud Dawa (JuD)chief Hafiz Saeed, wasarrested in December 2008and was indicted alongwith the six others onNovember 25, 2009 in con-nection with the 26/11attack case.

The trial has been under-way since 2009.

During a visit to Colombo, U.S.Secretary of State John Kerrycalled Nasheed's case an injustice.

"We see even now there are trou-

bling signs of democracy underthreat in the Maldives where for-mer president Nasheed has beenprosecuted without due process.That is an injustice that must beaddressed soon."

Police arrested Abdulla, alongwith Ali Waheed, chairperson ofNasheed's Maldivian DemocraticParty, and Ameen Ibrahim, deputy

leader of the Jumhooree Party,officials said. All three remain indetention.

"The president doesn't have anyinterest in arresting oppositionleaders, but no one is above thelaw," Ibrahim Muaz, a spokesmanfor the President's Office, said.

A spokesman for Nasheed'sparty said the protests had been

peaceful and denied its supportershad been violent.

During Friday's protest, policeused tear gas, stun guns and pep-per spray to stop crowds frombreaking through barriers and intoa compound housing the policeheadquarters in capital city Male,in the biggest protest sinceNasheed was jailed.

Several police officers and pro-testers were injured although noneseriously, witnesses said, and moreprotests are expected late onSaturday. All 193 arrestedremained in custody, a police offi-cial said.

The imprisonment of Nasheedtriggered daily protests in theMaldives, a string of tropicalislands that has struggled to embeddemocracy since 30 years ofauthoritarian rule came to an endin 2008.

Nasheed was ousted in disputedcircumstances in 2012. His sup-porters say he was forced out in acoup.

Jitesh Sharma, 21 -- athird year student of chem-ical engineering -- was suf-fering from depression andwas undergoing coun-selling at the institute,sources said.

His body was found onthe terrace of a hostel inthe campus last evening.The young man, who wasfrom Rohtak, lived in a dif-ferent hostel.

Preliminary investiga-tions indicted that he hadconsumed some poisonoussubstance. A container ofsodium azide acid, a highlycorrosive substance, wasfound next to his body.

The suicide note, whichwas written in Hindi andfound in his room, indicat-

ed that he was worriedabout the results of hisexams and was apprehen-sive about not getting agood placement.

"I should not have beeninto this field. I did a mis-take by passing JE exam. Ihave learnt to be awayfrom my parents," the noteread, according tosources.

Jitesh was apparently notdoing well in studies andwas yet to clear a few sub-

jects from his first yearsemester exams, sourcessaid.

He had sat for two exams- one on April 24 andanother on April 29 --repeat exams that he failedto clear in first year. Thefamily was aware he wasunder stress, said policesources.

An accidental deathreport has been registeredand further investigationsare on, the police said.

Police said surveillancevideo footage shows a manwalking into the store andbuying a pack of cigars.Investigators said they

believe the man shot MsPatel during an attemptedrobbery. After the shoot-ing, a customer, MichaelWheat found Ms Patellying on the floor andcalled 911, they added.

"I saw her lying there onthe floor, bleeding prettybad," said Mr Wheat,adding that Ms Patel hadblood all over her head andon the floor.

He said he left the storeand got in his truck fromwhere he called emergencyassistance number 911.

He also said that he ranback into the store, notknowing whether theshooter had already left thescene of the incident.

"She was moaning as shewas breathing," said MrWheat.

Ms Patel holds bothAmerican and British citi-zenship.

Officials at the IndianConsulate in Atlanta have

spoken to her husband. Herfamily has not sought anyassistance from the Indianmission, officials said.

Customers at the storeremembered Ms Patel as afriendly woman.

"She always asked howeverybody was, their daywas, (and) she asked howmy daughter was every daythat I came in here," saidShalynn Zarczynski, a reg-ular customer.

ACalifornia civil lib-erties grouplaunched a mobile

application on Thursdaythat will let bystandersrecord cell phone videos ofpossible cases of policemisconduct and thenquickly save the footage tothe organisation's comput-er servers.

The California chapter ofthe American CivilLiberties Union said theapp will send the video tothe organisation and pre-serve it even if a phone isseized by police ordestroyed.

The launch of theACLU's "Mobile JusticeCA" app comes as lawenforcement agencies facescrutiny over the use oflethal force, especiallyagainst African-Americans, following sev-eral high-profile deaths ofunarmed black men in

encounters with policeover the last year in theUnited States.

"It's critical that peopleunderstand what is beingdone by police officers,because what is being doneis being done in the nameof the public," said HectorVillagra, executive directorof the ACLU of SouthernCalifornia.

The app is targeted atresidents of the most popu-lous U.S. state, but ACLUchapters have launchedsimilar mobile apps in atleast five other states,including New York,Missouri and Mississippiover the last threeyears.

It also sends an alert toanyone with the app whomight be in the area, givingthem an opportunity to goto the location and observe,the ACLU said.

Counterpoint TechnologyMarket Research placesSamsung ahead ofMicromax in smartphoneshipments. The reportadded the smartphone mar-ket in India has registered a21 percent year-over-yearincrease and 8 percentq u a r t e r - o v e r - q u a r t e rincrease in terms of ship-ments in the period.

The overall mobile mar-ket, which includes featurephones as well has droppedby 3 percent YoY and 15percent QoQ. As per thereport, feature phone ship-ments have dropped 13percent YoY and 19 per-cent QoQ. "This is the sec-ond consecutive quarterwhere total mobile phoneshipments in India regis-tered a decline," added thereport.

As per Counterpoint,Samsung once again ledboth the overall mobilephone market and thesmartphone market interms of shipments, with amarket share of 18.2 per-cent and 27.8 percentrespectively. Micromax onthe other hand had a 12.2percent share of overallmobile phone shipments,

and 15.3 percent share ofsmartphone shipments - asteep drop from 14.2 per-cent (28 percent dropQoQ) and 19.5 percent (26percent drop QoQ) in theprevious quarter.

Microsoft was in thirdplace for mobile phoneshipments, at 9.8 percentshare, but not part of thetop five in smartphoneshipments. Intex on theother hand was fourth inoverall mobile phone ship-ments, with a 8.7 percentshare, while it was in thirdplace for smartphone ship-ments, with a 9.4 percentshare. Lava (excludingXolo) rounded off the topfive in terms of mobile

phone shipments, with a8.1 percent share, while ithad the fourth place insmartphone shipments,with a 5.4 percent share.Lenovo (includingMotorola in Q1 2015)claimed the fifth spot insmartphone shipments inthe period, with a 5.2 per-cent share.

As per the firm,Micromax's YuTeleventures subsidiarywould need to launch moremodels in various pricebands to match Xiaomi andMotorola's scale. Theresearch report further-more suggests that whileXiaomi shipmentsdeclined in this quarter, the

Chinese company man-aged to retain a strongpresence in the 4G smart-phone segment with itsRedmi Note 4G and Redmi2 handset. Apple andMicrosoft on the otherhand fared well during thequarter. Notably, MicrosoftLumia shipment rose by 20percent, which also putsIndia alongside Italy,France and other Europeancountries where the Lumiasales are going strong. Thecompany performed wellin the mid-range segmentin India, especially withthe Lumia 535.

Counterpoint notes thatApple's iPhone shipmentsremained strong during the

quarter due to a strongmarketing push, buybacksschemes and more. TheCupertino-based vendor isonly a few thousand unitsshort of achieving a land-mark feat of crossing 1million unit sales in the sixmonths of its fiscal yearsince October 2014 -something the marketresearch firm took almosttwelve months to managein the last fiscal.

Speaking about the stateof mobile manufacturing inIndia, Tarun Pathak, SeniorAnalyst at Counterpoint,said, "There has been sig-nificant push by Indiangovernment for 'Make inIndia', and it seems likealmost every of the top 10mobile phone player hasexpressed their intentionstoward setting up a manu-facturing plant in India.However, we believe thereal 'Make in India' devel-opments are still a good12-18 months away due tothe lack of component sup-pliers' ecosystem. With the updatedFacebook Login (seenabove), users will be ableto choose what data an appwill be able to access. The app or websitewill also not be able to postanything on Facebookwithout user's permission.

MOHALIMumbai Indians kept their

hopes of qualifying for theplay-off alive as they convinc-ingly beat Kings XI Punjab by23 runs in an IPL cricket tour-nament encounter, here onSunday.

After scoring a healthy 172for three in 20 overs, MumbaiIndians restricted an out-of-sorts KXIP for 149 for seven intheir home ground in front ofpacked stands as it may well becurtains for last year's finalists.

Senior pros Lasith Malinga(2/31) and Harbhajan Singh(1/27) led a disciplined bowlingattack and were complementedwell by Mitchell McClenaghan(0/25 in 4 overs) and R VinayKumar (0/17 in 3 overs) whoalso kept the KXIP batsmanunder check.

Once David Miller (43) wassnapped by Rohit Sharma offMalinga in the 17th over, thematch was as good as over forthe KXIP. Miller's 37 ballinnings had three fours and asix.

Murali Vijay (39) also triedhis bit before being holed out

by Unmukt Chand offHarbhajan in the deep.

However it was failure of

Virender Sehwag (2) and GlennMaxwell (12) that hurt KXIPbadly. Sehwag was again done

in by a fuller delivery byMalinga to which he closed hisbat face and Pollard at point

took simplest of catches.Skipper George Bailey also

looked completely out of sorts

during his 18-ball-21 as hestruggled to hit the big shotsand was eventually run-out.

Parthiv provided the initialimpetus to the innings battingfreely. His knock of 59 came injust 36 balls with five bound-aries and three big sixes.

Leg spinner Karanveer Singhgave KXIP first breakthroughto Punjab when he had Patelcaught by Murali Vijay in the13th over.

At the onset, Simmons made

the team's intentions clear whenhe hit two consecutive bound-aries in the innings' first overbowled by Sandeep Sharma.

Both the openers cut looseand hammered the KXIPbowlers at will. With pacerMitchell Johnson struggling inthis edition, he proved costly inhis very first over giving away18 runs, with Parthiv hittinghim for a six and two bound-aries of the Aussie.

The former India glovesmanlooked more aggressive of theopening duo, with West IndianSimmons playing the role of ananchor. However, when theleft-hander departed, he hitsome lusty blows including astraight six over the bowlerAxar Patel's head.

KXIP skipper George Baileyused as many as seven bowlersincluding Murali Vijay. balls) and Karun Nair (61 from38 balls) helped RajasthanRoyals (RR) register their sixthwin of the season, beating DelhiDaredevils (DD) by 14 runs inthe Indian Premier League (IPL)2015 encounter at the BrabourneStadium here on Sunday.

Riding on a 113-run partner-ship by Rahane and Nair for thesecond wicket, Royals posted achallenging 189/2 in 20 overs.

In reply, Daredevils were neverclose to matching the skills dis-played by Royals and eventuallyended their innings at 175/7 in 20overs. Skipper J.P. Duminy wasthe top scorer for Daredevils with56 runs off 39 balls.

With the defeat, Delhi sufferedtheir fifth loss in the tournament.

Earlier losing the toss and putinto bat, Rajasthan got off to amodest start, with openersRahane and Shane Watson takingtime to get settled in the middle.

But with couple of oversbowled, they took on theDaredevils bowling piling upteam's first fifty in just 6.2 overs.

But as skipper Watson waslooking to get settled, a surpris-ing delivery by Angelo Mathewsgot him caught by the wicket-keeper for 21 off 24 balls.

His wicket didn't put the brakeson the scoring as Rahane took thereins from there on to strike theball to all parts of the park.

Incoming batsman, Nair tooheld on quite easily to give goodcompany to Rahane.

The duo took advantage ofsome poor fielding by the visitorsto put 100 runs on the board inthe 14th over. Rahane struck ninefours and three sixes, whereas hispartner Nair hit six boundariesand two sixes.

The duo brought up their 100-

run partnership for the secondwicket in just 63 balls.

With his splendid innings,Rahane replaced SunrisersHyderabad skipper David Warnerin the IPL 2015 leading run scor-ers list with 430 runs.

Daredevils dropped threecatches in the innings. GurinderSandhu and Saurabh Tiwarydropped Rahane and Nair respec-

tively and later on Amit Mishraand Zaheer Khan collided anddropped Rahane.

For Delhi, Mathews was thepick of the bowlers, picking upone wicket and finishing withfigures of 4-0-27-1 but otherbowlers - Zaheer Khan, NathanCoulter-Nile, Amit Mishra,Gurwinder Sandhu - all leakedheavy runs.

Chasing a challenging score of189, Delhi got off to a worst pos-sible start with losing both theopeners - Mayank Agarwal (11)and Shreyas Iyer (9) - within fiveovers.

Incoming batsman YuvrajSingh too didn't last long, scoringjust 22 off 18 balls. AngeloMathews (16) and Kedar Jadav(11) also departed in space of twoovers.

This made it more difficult forDaredevils to chase the huge tar-get. Skipper Duminy tried hisbest, but looking to up the scor-ing rate, was caught by DhawalKulkarni off the bowling ofJames Faulkner.

With the dismissal of Duminyit looked all over for Delhi aswickets fell in clusters.

For Rajasthan, James Faulknerwas the pick of the bowlers pick-ing up two wickets and finishingwith figures of 4-0-22-2. ShaneWatson finished with 4-1-25-1.Dhawal Kulkarni went for runsbut picked up two wickets. StuartBinny also picked two wickets inhis two overs.
