    2. METHOD OF MEASUREMENT

    Preamble

    1. General

    a) The rates and prices entered against the several items in the Bill ofQuantities are those referred to in the Contract as the rates and prices and shallcover the execution, completion and maintenance in every respect as shownand described in the Contract, with or without such modications, either by wayof additions or deductions or such alteration as may be ordered in writing duringthe progress of Wors and include but not by way of limitation all matters andthings, particularly referred to in the Contract!

    b) The "uantities given in the Bill of Quantities are approximate only and shallbe so regarded in accordance with the Conditions of the Contract! The #mployerdoes not expressly nor by implication agree that the actual amount of wor tobe performed will correspond with the "uantities in the Bill of Quantities! $opayment will be made on account of anticipated prots for wor covered by theContract which is not performed, nor will any ad%ustment in the unit rates setforth in the Bill of Quantities be made because of an increase or decrease in theactual "uantity from the estimated "uantity indicated therein except asotherwise provided in Clauses of the Conditions of the Contract!

    c) The rates and lump sums in the Bill of Quantities shall cover all costs of everyind whatsoever, including but not by way of limitation, all o&ce charges,supervision, transport, materials and labour, the provision, maintenance use,and e&cient repair of all plant, e"uipment and appliances of every ind, theconstruction and maintenance of all temporary wors of every description andthe performance of all services that may be re"uired for the proper execution,

    completion and maintenance of the wors in full and complete in accordancewith the provision of the Contract and the undertaing and discharge of allobligations and responsibilities therein dened!

    d) Where a discrepancy exists between the unit rate and the extended total amount, the unit rate shall

    be taken as correct and the total amount adjusted accordingly.

    e) The general and special directions, stipulations, particulars, description of work and materials, etcand all other matters in the Contract affecting the rates shall be deemed to be repeated in the Bill of

    uantities according to !ethod of !easurement and the se"eral rates shall include the same as

    though specifically mentioned.

    f) #ll measurements shall be taken net except when otherwise specified and shall be applicable tofinished work only as completed and no allowance shall be made for bulking, shrinkage or waste,

    not withstanding any trade custom to the contrary. $ayment for finished work will be made at theapplicable unit price in the Bill of uantities.

    g) The items listed in the Bill of uantities do not necessary contain full descriptions of the re%uiredwork or materials. &eference to the rele"ant sections of the contract documentation should be made

    before entering prices against each item in the priced bill of %uantities. 'ull reference should be

    made to this $reamble, the (rawings, pecifications, Conditions of Contract, Contract (ata, all other

    pertinent documents and site conditions.

    h) The Contractor shall be deemed to ha"e fully considered all the conditions, obligations and

    re%uirements of the Contract before entering the respecti"e rates against the items in the Bill of

    uantities.

    i) The ections of Bill of uantities are numbered in accordance with the corresponding ections ofthe pecification. The *tems in each section of the Bill of uantities shall be read in conjunction

    with the !easurement and $ayment Clauses in the rele"ant ections of the pecification. *n each

    part of the Bill of uantities, the rele"ant or rele"ant sections are indicated using the clause number.This is intended to guide the contractor and does not relie"e them of their obligations and duties as

    indicated in the conditions of contract.

    j) *f there is a discrepancy between the rate and Total $rice entered for any *tem in the Bill ofuantities, the rate will be taken as correct.

    k) The Bill of uantities shall be read in conjunction with the *nstructions to Tenderers, Conditionsof Contract, pecification and (rawings.

    l) The %uantities gi"en in the Bill of uantities are estimated and pro"isional and are gi"en to

    pro"ide a common basis for tendering. The basis of payment will be the actual %uantities of worksordered and carried out, as measured by the Contractor and "erified by the +ngineer and "alued at

    the rates and lump sums %uoted in the Bill of uantities where applicable, and otherwise at such

    rates and lump sums as the +ngineer appro"es within the terms of the Contract.

    m) The rates and lump sums in the Bill of uantities shall, except in so far as it is otherwise

    pro"ided under the Contract, include all plant, labour, super"ision, materials, erection, maintenance,

    insurance, profit, together with all general risks, liabilities and obligations set out or implied in theContract.

    2. Currency and Units

    a) The currency used in this Bill of uantities is the (ollar.

    b) i-es and %uantities entered in the Bill of uantities are generally in * units. 'igures in"ol"ing

    decimals, including sums of money, are written with a full stop in the decimal position and commasbetween each successi"e group of three digits to the left of the decimal position. The rates and sums

    shall be entered to a maximum of two decimal places, e.g. ,.//.

    4. Provisional Items

    a) #n item or groups of items, which are designated pro"isional, shall be used only on the direction

    of the +ngineer or his designated represented, and if not used, either wholly or in part the amount notused shall be deducted from the Contract price.

    b) 1otwithstanding the pro"isions of the conditions of Contract, claims in respect of o"erheadcharges, or other cost, which may result from the mission of works co"ered by such pro"isional

    items, shall not allowed.

    5. Dewatering of works

    a) nless explicitly stipulated to the contrary, maintenance of the whole of the works free from waterof any source shall be deemed to be included for in the rates and prices of the Bill of uantities. 1o

    . !emporary works

    a) The rates and prices %uoted by the contractor shall include all costs needed for mobili-ation 6all

    expenses incurred by the mobili-ation to the site of all personal, tools, facilities, e%uipment etc),

    safety works to protect the site from perennial and flood water, works needed to pro"ide access tothe site, expenses incurred for testing of materials and works under this contract and demobili-ation

    expenses of all labour, plant, temporary works and facilities from the site, and cleaning and restoring

    the site to the condition existing prior to mobili-ation unless otherwise the items for these works arenot pro"ided in the Bill of uantities.

    ". Dayworks

    a) #ny work ordered in writing by the +ngineer to be carried out by (aywork shall be paid for at therates entered hereunder, subject to the following conditions7

    The rates entered for labour shall be deemed to include overhead charges andprot, site supervision and sta, insurance, use and maintenance of small handtools and appliances, non*mechanical plant and e"uipment, such as trestles,stages, baners, scaolding, temporary trac, wagons, sips, tarpaulins, and allsimilar items, unless these are used or set up exclusively

    The time of gangers woring with their gangs shall be paid for under theappropriate items, but the cost of foremen and waling gangers shall bedeemed to be covered by the rates entered for the labour under theirsupervision!+aterials used in carrying out aywors that are not listed under the

    The rates entered for plant shall only apply to plant that the Contractors haveavailable on the site! -uch rates shall be deemed to include overhead chargesand prot, site supervision and sta, wages of drivers and operators, hirecharges, consumable stores, fuel, maintenance and insurance!+echanically operated plant shall be paid for at the rates entered only for thenet woring hours during which the plant is engaged on aywor and excludingstanding or idle time!

    #et$od of #easurement of %uantities#ll work items shall be measured and paid according to the !ethod of !easurement described

    hereunder. The method defines different classes of work, gi"es method of item description in the Billof uantities, defines measurement units and method of measurement and specifies inclusion and

    exclusions in each class of work.

    'art$works

    )eneral

    The earthworks outline, unless detailed

    otherwise on the drawings, is defined as the

    finished earthworks le"els 6i.e. theformation le"el) and dimensions prior to top

    soiling and construction of the o"erlaying

    carriageway, hard9shoulder, pa"ement,

    foundation and the like. The unit ofmeasurement shall be cubic meters. 1o

    measurement or payment will be made for

    o"er9exca"ation, except where done at thedirection of the +ngineer.

    +xca"ation has been classified in tofollowing types7

    a) 1atural groundb) &ock

    The Contractor shall assess the re%uired

    depth of exca"ation at each section of work

    from drawings of structure.'or the purpose of reusing the exca"ated

    materials in filling, the following

    classification shall also be used.a) uitable material

    b) nsuitable material

    *n the case of unauthori-ed o"er9exca"ation,the +ngineer may re%uire that the "olume ofo"er9exca"ation be filled and compacted

    with selected fill or concrete and no

    payment shall be made for this.The tendered prices for earthworks shall

    include for all associated work such as

    setting out in plan and in le"el, side sloping,

    timbering, shoring, strutting, storm waterprotection, dewatering, draining, trimming

    to line and le"el or grade, remo"ing tree

    roots and obstructions as specified, disposalof soil and surplus material, testing to

    confirm compliance with the specification

    :eneral exca"ation does not

    include drilling, boring or other

    works associated with piling.The rate shall include for shoring,

    under9pinning of adjacent

    structures, de9watering and any

    other measures deemed necessaryby the +ngineer to ensure safe

    working conditions, exca"ation

    any depth, loading into transport,multiple handling and haulage to

    temporary stockpiles, trimmingof slopes, trimming, watering and

    compaction of final formationle"el when in cutting.

    1atural ground includes, top soil,

    soft material, ordinary soil, soft

    rock etc, other than rock. *tincludes both common and

    borrow exca"ation.

    &ock is defined as any materialthat cannot be exca"ated by hand

    tools. #n isolated "olume of

    artificial hard material or rockoccurring within natural groundmaterial shall not be measured

    separately unless its "olume

    and all other contingent works not billed

    specifically.

    #ll exca"ations shall be measured net to thelines and le"els specified on the drawings or

    otherwise by the +ngineer. Where not

    specified by the +ngineer to the contrarysides of exca"ations shall be taken as

    "ertical. The depth of exca"ation shall be

    taken as the depth from the actual cleared

    ground le"el to the formation le"el specifiedby the +ngineer or, in the case of trench

    exca"ation for sewer, water, drainage or

    other pipes or cul"erts to the in"ert le"elspecified by the +ngineer. The Contractor

    shall be deemed to ha"e allowed in his rates

    for any additional exca"ation.

    a) 1ecessary to accommodate the thicknessof pipes or cul"erts and the specified

    bedding.

    b) 1ecessary to accommodate the joints ofpipes or cul"erts.

    structures

    The "olume of measured exca"ation for a

    structure or foundation shall be the "olumeoccupied by or "ertically abo"e any part of

    the structure or foundation.

    The item rate co"erage for

    structural exca"ation shall be asfor general exca"ation detailed

    abo"e including trimming,compaction and preparation of

    final founding le"el.

    +illing The unit of measurement shall be cubic

    meters.

    1o measurement for payment will be madefor o"er9filling or filling of exca"ation

    except where done at the direction of the

    +ngineer.

    The rate shall include exca"ation,

    collection of material from

    temporary stockpile or borrowpit, deli"ery to site, spreading,

    watering, mixing and compaction

    to specified slopes and profiles
