India operates the world's
largest public food distribution
system to prevent hunger, but
billions of dollars of these
subsidies never reach the poor.
BUT WHY,HAVE YOU EVER GIVEN
A THOUGHT TO THIS?...-
WHAT IS PDS?
PUBLIC DISTRIBUTION SYSTEM is a food system
that distributes subsdized food (wheat
,rice,kerosene,sugar) to poor people through a
network of ration shops,known as FAIR PRICE
SHOPS.
Due to corruption in this system,we would rather
say these shops have become FAKE PRICE
SHOPS.
Under PDS scheme, each family below the
poverty line is eligible for 35 kg of rice or
wheat every month, while a household above
the poverty line is entitled to 15 kg of
foodgrain on a monthly basis.
India has 478,000 ration shops constituting
the largest distribution network in the world.
ANTYODAYA ANNA YOJANA (AAY)
AAY is a step in the direction of making PDS
aim at reducing hunger among the poorest
segments of the BPL population.
launched in December, 2000 for one crore
poorest of the poor families.
Providing 35kg food grains at a highly
subsidized rate of Rs.2/- per kg. for wheat and
Rs.3/ per kg. for rice
The present Central issue Price (CIP) of food grains being supplied under TPDS is as :-

PLANNING COMMISION STUDIES
Studies by the Planning Commission show that
around 58 percent of food does not reach the
poor people, the intended beneficiaries,"
Narendra Saxena, a commissioner to the
Supreme Court explains. "It is very bad in
states like Bihar. There is a lot of corruption at
the state level. 50 per cent of the ration cards
have been given to the non poor.
LEAKS IN SYSYTEM
As we know ration is distributed in 2 categories-BELOW
POVERTY LINE(BPL) and ABOVE POVERTY LINE.Now,Main leak
is in identification of BPL families.No uniform system exists till
today.Mainly with the assessments made by local officials on
household incomes,self reporting or personal identification,BPL
families are identified.Corruption is prevailing in system and
anybody can get BPL ration cards just by influencing the
officials.
According to the RTI,citizens have full access to use RIGHT TO
INFORMATION ACT for FAIR PRICE SHOPS,but all the BPL
families are uneducated and unable to useTHIS act.Hence
dealers use this occasion to increase black marketing of
subsidised items.
During festival seasons,government basically increases the quantity of ration goods(sugar,wheat,rice),unfortunately this incentive don’t reach to the families.
Delay in the distribution of ration goods in a commom practice.
Dealers open their shops for a very less amount of time and most of poor families remain deprived of goods.
Involvement of GRAM SABHAS in the running of FPS is a major drawback.
Getting a new RATION CARDS is the most hectic job in this world.Without bribing a official,it is almost
an Impossible job.We know that this is a big
accusation,but this is the harsh reality of our
country.
There is no specified official or department where
complains against FPS can be registered.
Although,this job comes under GRAM
PANCHAYATS, which is fully neglected by them.
Moreover,people are not too aware of the exact
official for registration of complaints.
Nevertheless,FAIR PRICE SHOP dealers use fake
methods to give less quantity of rations.(using
faulty measuring machine)
Major fault lies on the part of customers.RATION items are sold in the market(black marketing).Customer who pays rs 2 per kg for wheat, sells the same at high price and makes it a money-minting bussiness.
Undoubtly,ration shop dealers get commission from government which is not adequate to fulfill their family essential needs.Hence,they are helpless and are left with no other option,other than black marketing the ration goods.
Use of FAKE RATION CARDS is probably the biggest issue.Deserved candidates who are indeed poor and are living below poverty line are denied and

and POOR becoming MORE POOR.
Government does not have suitable number
of godowns for storage of wheats,rice.Every
year tonnes of wheat either go waste or
decays,lying beneath the sky.
WHAT WILL WE DISTRIBUTE WHEN WE
DON’T EVEN HAVE A GODOWN TO STORE
THE GRAINS?
Wheat handed over by so called,FAIR PRICE SHOPS is of inferior quality and many cases have been observed when it was not even fit for animal consumption.
Deceitful dealers replace good supplies received from the F.C.I(Food Corporation of India) with inferior stock and sell FCI stock in the black market.
Many BPL families are not able to acquire ration cards either because they are seasonal migrant workers or because they live in unauthorized colonies.

CASE STUDY Family gets BPL ration card after death of
malnourished child
IN KARNATKA, Four days after the death of a five-year old girl due to malnutrition, her family has finally been given an Antyodaya ration card, meant for Below Povert Line (BPL) families
Her anganwadi records show that the girl, Meghala, was severely malnourished for months
Ironically, the family had been issued an above poverty line ration card, which meant that Meghala was not the recepient of many government schemes meant to combat hungeR.
It's only after the tragic death of Meghala that government health officials and anganwadi workers have started coming to ask about the family.
EVERY YEAR THOUSANDS OF CHILDREN DIE IN INDIA DUE TO MALNUTRITION AND THEIR DEATH REMAIN UNNOTICED.
AMENDMENTS
Commercial Shop owners who are buying the ration items should be prohibited.Today,there is No system exists which can ensure the security of ration items . Consequently, greedy shopkeepers make double money by buying in meager prices and selling in high amount.
FOOD DISTRIBUTION SYSTEM needs to be corruption free. Remember,cash can never replace the food rations for poor.
A separate squad should be made whose duty is to ensure the proper functioning of PDS.Existing vigilance team works at district level,district level which is highly inefficient due to corruption.We propose that thiS vigilance team should immediately reach the destination.A toll free number will be provided to public.State government will not interfere in its working.
Margin of profits should be increased for ration shop dealers,thus prohibiting them from selling the grains in market.THIS ISSUE MUST BE UNDER THE CENTRAL GOVT…
It should be ensured that food items received from food corporartion of india should be of good quality.
DATE and timing of opening of ration shops should be fixed and truly followed.Any information regarding change in schedule should be informed to all citizens well in advance.
Frequent checks and raids should be ensured by the vigilance team.People having BPL ration cards should be duly checked whether they really come under this scheme or not.Fake BPL ration cards should be immediately cancelled and concerned person should be punished.
A LARGE SECTION OF BPL HOLDERS DO NOT LIFT THEIR PART OF RATION QUOTA DURING SOWING SEASON AS THEY DONOT GET ANY WAGES.GOVT.MUST TAKE CARE OF THESE WORKERS AND THEY SHOULD BE GIVEN RATION.SOME KIND OF LOAN GIVING FACILITY SHOULD BE PROVIDED.
FPS DEALERS TAKE ADVANTAGE OF THIS SITUATION AND SELL THIS LEFT RATION IN MARKETS.MOST OF FAMILIES ABOVE POVERTY LINE DO NOT TAKE THEIR RATION.GOVT.SHOULD IDENTIFY THESE FAMILIES AND WITH THEIR MUTUAL UNDERSTANDING THEIR PORTION OF RATION CAN BE REDUCED.
COMPOSITION OF FOOD GRAINS DISTRIBUTED IN VARIOUS STATES SHOULD BE GIVEN LOCAL PREFERENCES.FOR EXAMPLE,IN SOUTH INDIA GOVT. CAN GIVE MORE RICE THAN WHEAT.THESE FACTORS AFFECT THEIR DECISION TO BUY FOOD GRAINS FROM PDS.
ALL THE INFORMATION REGARDING DELIVERY,PAYMENT,RECEIVAL OF RATION GOODS BY FPS(FAIR PRICE SHOPS)SHOULD BE COMPUTURISED.
CASES WERE REPORTED REGARDING THE
MISSING OF TRUCKS CARRYING RATION FOOD
ITEMS.WE PROPOSE THAT GPS SHOULD BE
INSTALLED IN THESE TRUCKS SO THAT THEIR
MOVEMENT CAN BE
CONTROLLED.MOREOVER,LOCAL POLICE
SHOULD ENSURE ITS SAFETY AND THE PATH
FOLLOWED BY VEHICLE TO REACH THE
REQUIRED DESTINATION.
INNOVATION
THERE IS A NEED TO SET UP AN INDEPENDENT
ORGANISATION MONITORING THE COMPLAINTS
REGARDING PUBLIC DISTRIBUTION SYSTEM
FROM CITIZENS.THIS ORGANISATION WILL NOT
COME UNDER THE INFLUENCE OF STATE OR
CENTRAL GOVERNMENT.IT WILL BE ENSURED
THAT ALL THE COMPLAINTS ARE GOVERNED
WITHIN TIME AND ALL THE DATA WILL BE MADE
ONLINE.
WHEAT FLOUR(ATTA) SHOULD BE MADE
AVAILABLE ALONG WITH WHEAT AT FAIR PRICE
SHOPS.ALL OF US KNOW THAT FOR A FAMILY
BELOW POVERTY LINE EACH AND EVERY
PENNY MATTERS.SO,IF GOVT.PROVIDES
SUBSIDISED ATTA AT RATION SHOPS,IT WILL BE
A GREAT HELP TO THESE PEOPLE.
IF A RATION SHOP IS FOUND TO BE INDULGED
IN MALPRACTICE,ITS LICENSE SHOULD BE
IMMEDIATELY CANCELLED.
ALL OF THESE SUGGESTIONS
MIGHT RAISE THE DELIVERY COST
FOR GOVERNMENT BUT SAVINGS
DUE TO IDENTIFICATIONS OF
HOLES IN SYSTEM WILL BE FAR
MORE HIGHER.
WHATEVER GOVERNMENT SAYS ABOUT PDS OR
REPLACING PDS BY CASH,BITTER TRUTH IS THAT INDIA IS
HOME TO THE LARGEST NUMBER OF HUNGER PEOPLE IN
WORLD.
AS PER “THE STATE OF FOOD INSECURITY IN THE WORLD
2012” 217 MILLION PEOPLE IN INDIA(APPROX 17.5% OF
ITS POPULATION) ARE UNDERNOURISHED.
AS PER GLOBAL SURVEY,EVERY SECOND WOMEN IN
INDIA IS REPORTED TO BE ANAEMIC.
75% CHILDREN BELOW 5 YEARS,51% WOMEN OF 15-59
YEARS AND 87% PREGNANT WOMEN ARE ANAEMIC
AFFECTED.

Commission study released in March 2008.
THIS IS HIGH TIME TO FIX THESE
LEAKS IN OUR PDS SYSTEM OR
INTRODUCE A NEW EFFECTIVE
SYSTEM OTHERWISE THAT DAY IS
NOT FAR AWAY WHEN MORE THAN
HALF OF INDIA’S POPULATION WILL
SUFFER FRON
MALNUTRITION,HUNGER.
